VTCT Apprenticeships Apprenticeships 2017/18 - Welcome VTCT Apprenticeship Manager LYNDA WHITEHORN SRH 1 May 2017 saw the start of the next stage of my career into the Apprenticeship Manager role for VTCT. My whole working career has been immersed in and around apprenticeships right from leaving school and starting my first job. I entered the world of hairdressing via an apprenticeship working for a very prestigious national salon chain in Southampton, called Raymonds. Those of you old enough to recognise this name will know Teasey Weasey Raymond was the first celebrity hairdresser and one of his clients was the Queen. I spent five years in this salon honing my skills and moving from apprentice to stylist and eventually senior stylist. Once qualified and with experience under my belt I took over the teaching and nurturing of the apprentices, within the salon training academy. During my career which has spanned many years, I have both employed apprentices and managed an apprenticeship programme, when I moved into Further Education teaching. When I first joined VTCT in 2010, part of my responsibilities were to maintain and review apprenticeship standards in the form of the National Occupation Standards (NOS) from which the SASE apprenticeships were derived. More recently I have been part of the reform for apprenticeship standards via the Trailblazers working groups. For many years I have championed the vocational route into employment as an equally credible alternative to academia and I am thrilled that this is now on the Government agenda with the release of new Hair Professional Standard for Hairdressing and Barbering. 2 Apprenticeships support. feed. achieve.

Apprenticeships: The Levy The Government has introduced a new tax initiative to bridge the skills gaps in the UKs workforce and will be used to increase apprenticeship numbers to three million apprentices by 2020. This tax is linked to an employer s pay-bill and is called the Levy. Employers with a pay-bill under 3 million (non-levy paying) will coinvest with the government on 1:9 ratio (Employer:Government) for the delivery of apprenticeships. Employers with a pay-bill over 3 million (levy paying) will pay an apprenticeship levy via PAYE and HMRC. The funds will go into a DAS account to be used on apprenticeship training activities. Once funds have been used up, employers can co-invest with the Government on same 1:9 ration as non-levy paying employers. Apprenticeships support. feed. achieve. 7

Apprenticeship: Funding Top Line Funding Implications Levy paying employers will pay 100% of the costs of an apprenticeship to providers, out of their digital account (DAS) Non-levy paying employers will contribute 10% of the cost of an apprenticeship and the government will contribute 90% of the cost, in a co-investment arrangement Employers with less than 50 (49 or less) employees will pay no contribution if they take on an apprentice who is: 16 18 years old and 19-24 year olds (formerly in care/have an Education and Health Care plan) These are fully funded by the government. The Government will contribute 2000 towards the costs of all 16-18 year olds studying via an apprenticeship, providing 1000 for the employer and 1000 for the training provider. The funding will be claimed as follows: 50% after 90 days the remaining 50% after 365 days. The Hair Professional Hairdressing and Barbering Apprenticeship Standards The new Hair Professional apprenticeships for hairdressing and barbering designed by employers (through the Trailblazer employer working party), have a very different approach to assessment from the current SASE frameworks. The content remains faithful to previous apprenticeship standards but there are three very definite stages an apprentice has to travel through to achieve their graded apprenticeship. On-programme stage: There is a regulated qualification at the heart of this stage with professionalism, behaviours and values, communication and safe working practices all embedded in both the observations and knowledge tests, used to assess the knowledge, s k i l l s a n d b e h a v i o u r s r e q u i r e d. Apprentices must achieve the relevant maths and English qualifications prior to or during this stage to enable them to progress to the gateway stage (see maths and English section). The gateway stage: Decision time for the apprentice, employer and training provider on when to enter the apprentice for the End-Point Assessment End Point Assessment: This skills test/trade test is a snap shot of the apprentice s practical abilities. This stage is graded pass or distinction Duration The Hair Professional apprenticeship standard is typically 24 months duration with a minimum of 372 days Apprenticeships support. feed. achieve. 9

Apprenticeship: Certification / Maths & English Certification On successful completion of the Hair Professional apprenticeship VTCT will provide a government regulated certificate to the apprentice for the onprogramme stage of the apprenticeship. VTCT as an AAO will apply to the ESFA for the apprenticeship certificate. This certificate will be sent directly to the apprentice s employer. Maths and English Maths and English now have a heightened importance within the new Hair Professional apprenticeship standard, where an apprentice must have achieved both maths and English prior to the booking of an End Point Assessment, reflecting one of the following: GCSE grade 4 (grade C) or above (or an equivalent) Functional skills Level 2 Functional skills Level 1 and sat the tests for Level 2 Funding for maths and English: - Maths and English via the Levy - funded directly from government and not part of the Levy funding. - Maths and English not via the Levy - funded from initial apprenticeship funding. VTCT Hair Professional Apprenticeship Standard (Hairdressing and Barbering) VTCT has been approved as an AAO and is able to offer EPA for the hair professional apprenticeship standards: VTCT Level 2 Diploma for Hair Professionals (Hairdressing) VTCT Level 2 Diploma for Hair Professionals (Barbering) VTCT has everything in place for the delivery of both of these apprenticeship standards: End-Point Assessment Centres across England Independent Assessment Examiners across England Quality Assurance spot checks during the onprogramme stage On-Programme Records Online unit tests (MCQs) On-Programme Assessment guide End Point Assessment Grade Profiles How to Calculate the Grade FAQs regarding Hair Professionals apprenticeship standard Trailblazer Assessment Plan End-point Assessment Policies and Procedures VTCT has taken the approach to separate the fees for the hair professional apprenticeship standard. 1.The registration fee will include: Registration to the On-Programme qualification (Hair Professional Hairdressing or Barbering) E-exams for the on-line unit tests (MCQs) from the on-programme qualification Pivotpoint teaching and learning resource (Hairdressing and Barbering) available September 2017 Digital Assess management and assessment tools (e-portfolio) available September 2017 Any required Quality Assurance spot checks during the On-Programme stage Certification 2.The EPA will be managed through VTCT as an approved AAO and will be offered via: Approved host EPA centres in various locations across England, with a published timetable Approved own centre EPA centres Approved apprentice salon For more information regarding VTCT hair professional hairdressing and barbering apprenticeship standard www.vtct.org.uk/apprenticeships/ Apprenticeships support. feed. achieve. 13

Before and after journey The Hair Professional Hairdressing and Barbering Apprenticeship Standard VTCT has a wide range of qualifications that are suitable to study prior to undertaking an apprenticeship as part of a traineeship or standalone qualification. The natural progression from the Hair Professional apprenticeships standard will be the Senior Hair Professional Apprenticeships standard but this is currently still under development (June 2017). VTCT has a whole suite of Level 3 qualifications to offer as progression opportunities to study post the Hair Professional Apprenticeship standard for hairdressing and barbering.
