CLARKSTOWN HIGH SCHOOL SOUTH AGREEMENT OF EXPECTATIONS Dear Parents/Guardians, In an effort to make your student s experience at the Senior Prom enjoyable and safe, Clarkstown High School South Administration and Staff want to make sure that you are aware of the school policies and guidelines that address student behavior and responsibilities at school events. Your signatures on the attached form will indicate that you have given permission for your student to attend the Senior Prom, that your student agrees to abide by all school rules as outlined in the Student Handbook and that you both are aware of the Policy Regarding Drug/Alcohol Abuse outlined below. Any student believed to be under the influence of drugs or alcohol, or in possession of same, will be removed from the function until a parent/guardian arrives and will face disciplinary consequences as well. Sincerely, Debra Tarantino, Principal South High School Policy Regarding Drug/Alcohol Abuse (reprinted from Student Handbook) Clarkstown High School South has a commitment to its students, employees, parents and the community to provide a safe, drug/alcohol-free school environment and to establish practices and policies promoting such an environment. Consistent with this commitment, Clarkstown High School South has developed this additional policy regarding the use of alcohol and other drugs by students. I. Any student believed to be under the influence of drugs or alcohol, or in possession of same, will be removed from the function until a parent/guardian arrives. Any student who is found to be under the influence or in possession of alcohol or other drugs while attending school or on school property or at off-site school functions will be suspended for a minimum period of five days and referred to the Superintendent of Schools. (Longer suspensions are the subject of a Superintendent s meeting.) Definitions: Possession is defined as presence of these substances on a student s person (or within a student s control, such as in his bag or locker) or a student s vehicle or hired livery. All persons in a vehicle or hired livery may be perceived as in possession of alcohol and/or other drugs if such presence is noted. Off-site school functions shall include social events or athletic events sponsored by or participated in by South High School. II. Any student suspended under the terms of this policy will be reviewed by an Assessment Team. The function of this team is to determine whether the incident is isolated or reflective of a pattern of alcohol/drug use/abuse. The Assessment Team shall be empowered to: 1. Dismiss and order all records of the incident expunged from the student s record. 2. Impose a period of social prohibition in which the student is denied access to all extra-curricular or social functions sponsored by or participated in by South High School for a specified period of time. 3. If social prohibition is imposed then the Assessment Team will meet with the student and his/her parent or guardian to frame prescriptive recommendations to address concerns. 4. At the end of the social prohibition the Assessment Team will reconvene to review the case. The Assessment Team will be empowered to: a. Dismiss the issue and order that records be expunged or retained. b. Continue the period of social prohibition for a specific period of time. III. Cautionary Notes: 1. Any aspect of this policy which is contrary to law or district policy/practice may not be implemented. 2. A student s right to due process shall be respected. Transportation to School Events In an effort to emphasize the importance of drug-free transportation aboard hired liveries (e.g., limousines and coaches/buses), the Clarkstown Central School District will allow only: Buses/coaches at South High School events when there are supervising parents/guardians at least two aboard the vehicle. OR Limousines at South High School events when the company is part of the Clarkstown PROM-ise program. A list of those presently enrolled is attached. Parents are strongly advised to request limousine company s policy regarding their response/responsibility toward students if alcohol/drugs are discovered or used in the rented vehicle. The school district also reserves the right to inspect all hired liveries or other vehicles (e.g., student cars) on school property, including all student carry-ons.
