PREFACE Br. Balasaheb Khardekar College, pride of Vengurla is situated at the entrance of Vengurla City of Sindhudurg district. Sindhudurg is south end of state of Maharashtra that is bounded by Sahyadri mountain ranges on the east and Arabian Sea on the west. Educationally the district was backward even up to 1960s. Educational attitude was under the mask of this backwardness. A noble talented youth of this direct had to migrate to Mumbai or Kolhapur for higher education. Lack of facility was the reason so far. To uplift the youth of this region socially and to make them educated in real sense, Late Principal M. R. Desai and Late. Barrister Balasaheb Khardekar opened a college at Vengurla in June 1961 under the management of Shikshan Prasarak Mandal Kolhapur. Earlier the college was known as Vengurla College. After the last breath of Barrister Balasaheb Khardekar this college renamed as Barrister Balasaheb Khardekar College. Really this one is hearty dedication to his great work. Shikshan Prasarak Mandal- the educational institution was founded by the Barrister Balasaheb Khardekar and Principal M.R. Desai. Balasaheb Khardekar was not only Barrister but best teacher and best administrator also. Both Barrister Balasaheb Khardekar and Prin. M.R. Desai were veteran educationalists. Prin. M.R. Desai was Sanskrit scholar whose commentaries on Maha-Bharat, Patanjali, Yogashutra, and Ramayana have been widely acclaimed. Government of Maharashtra honored Prin. M.R. Desai for his outstanding contribution. After the sad demise of Hon. Principal M. R. Desai, the responsibilities came on the shoulders of his son Hon. Diliprao M Desai. Only because of his inspiration our College started under graduate science wing in 1992. Hon. Diliprao Desai was eminent educationalist and politician of Kolhapur. Unfortunately he passed away in early age. After the sad demise of Hon. Diliprao M Desai the responsibility as a Secretary came to Hon. Prof. Jaykumar M. Desai. While acting as a Secretary he made lot of efforts in innovations and development of the whole institutions run by Shikshan Prasarak Mandal, Kolhapur. Many developments in constructions as Chemistry and Physics laboratories are carried out under the guidance of Hon. Secretary. We are extremely proud to mention that our Institution Barr. awarded by Vanashri Puraskar by the State Government of Maharashtra for making noble efforts towards the nature and its conservation. Our Hon. Secretary Prof. Jaykumar M. Desai insisted upon the hospitality of girl students henceforth the hostel for girls at Kolhapur and Vengurla have been approved by the UGC. Catering to the need of convent education our institute opened an English Medium School at Vengurla. Mr. Daulatrao J. Desai, Council Member and Dr. Manjiri J. Desai-More, Administrative Officer of Shikshan Prasarak Mandal committing hand to hand in the development of the institution. Till 1975 it was only Arts and commerce Degree College. In 1975 it was accompanied by junior wing in Arts and Commerce, which extended by the Science wing in 1983. In 1991 vocational courses on minimum competency base (MCVC) were started in the college for Jr. Level. Before the establishment of Science wing the students of this vicinity had to migrate other cities for UG degree. The top management understands this problem of students who are coming from economically back word families. To meet the requirement of these students our institute started the Science wing in 1992. We feel very proud to submit the RAR which is prepared under the guidance and supervision of Hon. Secretary Prof. Jaykumar M. Desai and all the council members of the management. Barr. Executive Summary We are very proud and feel great pleasure to submit the Re-Accreditation report (RAR) to the NAAC which has given an opportunity to present ourselves. We have made sincere efforts and honest retrospection while preparing the RAR. We have presented this exactly in consonance with the guidelines formulated by NAAC. While submitting this report, we believe that getting the Re-Accreditation by an esteemed and autonomous body as NAAC is a matter of pride and privilege. We tried to make a SWOC (Strength Weakness Opportunities challenges) analysis of ourselves considering the real facts. We have tried our level best to attain the core values through our all activities performed during the last four years. We have provided qualitative and valuable service in the field of higher education to educationally backward rural and hilly area of Vengurla and its vicinity. In keeping the view of emerging as a centre of higher learning for rural students we tried to meet the social, economic and educational challenges of today s global society before the students. The College adopted a student centric mechanism and kept an approach to explore the talent of youth of rural area. The IQAC formed for re-accreditation on 12/06/2005 which has taken so many steps to improve the performance of the institution that helped the faculty and students in their overall faith performance. The IQAC of the College has developed several quality assurance mechanisms within the existing academic and administrative system. The IQAC supported an awareness programmes, extension lectures, curricula, promotion to research, teachinglearning and evaluation, planning/implementation of advanced learning resources, ICT management and suggestions for empowerment of staff, leadership and governance patterns in strategic planning. Criterion I: CURRICULAR ASPECTS The college is affiliated to Mumbai University and the curriculum which is formed by university should be adopted by the college. Some of faculty members are on the board of studies. Nearby all faculty members are either examiner or moderator or paper setters or Chairman in different subjects. We always keep in touch with the Board of Studies. We suggested the changes in syllabi to the university many times. We provide syllabus and Barr. teaching plan to the students on the basis of university schedule at the beginning of the academic year. The heads of departments ensure the implementation of the curriculum action plan through regular monitoring and through discussions in the departmental review meeting. The Principal of the college supervises the overall implementation of the curriculum in the college and ensures effective implementation of the curriculum. All faculty members maintain teaching diaries. We try to attain maximum use of ICT in teaching. Criterion II: TEACHING, LEARNING AND EVALUATION The IQAC builds the institution as an academic center of excellence. We work towards realizing goals of quality enhancement and sustenance and play a vital role in the quality enhancement of teaching learning process by giving instructions, directives of NAAC, UGC, Higher Education Department of state Government and affiliating University to the faculty, staff and students. The institute set standards and benchmarks both quantitative and qualitative to be achieved for institution. IQAC chalks out plan of action in the beginning of the year towards quality enhancement and its implementation. We provide guidance and supervise an activity for the overall development of the institution and students. The top management and IQAC recommend suitable measures and remedies to overcome any short comings or deviations from institutional quality enhancement plans. Criterion-III: RESEARCH, CONSULTANCY AND EXTENSION The NSS unit of our College has played a significant in the area of watershed development in the adopted villages. The unit contributed a lot in the area of health programmes, environmental awareness programmes, social awareness programmes, disaster management programmes, gender sensitization, dispute free village activity and cleanliness programmes etc. All these activities have created a communal harmony in the society and alternately contribution to the national development. All the opportunities are given to the students to develop themselves in becoming a good citizen. The NSS unit of our college and horticulture department had given valuable suggestions and guidelines to the farmers about how to use the advanced technology and Barr. controlled use of pesticides in agriculture. We have created awareness about anti-dowry, save girl and anti-superstition in the people. Social and economic survey conducted by the NSS volunteers to find out the illiteracy and inequality in the society. We made aware people about the various State and Central government schemes for rural area. We are successful in creating the motherhood relations with the students and society. Criterion IV: INFRASTRUCTURE AND LEARNING RESOURCES The institution s policy is to provide adequate and sufficient infrastructure required for more effective teaching and learning. The institution plans with regard to space, equipments, ICT s and other facilities to all programmes. We have a planning committee which looks after the new construction, renovation, maintenance, security and its optimal utilization. The policy of the institution is to utilize the funds sanctioned from different funding agencies like UGC, MP/MLA fund for which they are sanctioned. During this cycle of accreditation a new laboratory of Physics measuring 4000 sq. ft. is constructed. Also instrumentation laboratory for Chemistry has been constructed and in use now. The new separate office and store for Open University is also constructed. The numbers of computers have been added to the some departments and computer laboratory to minimize the stress on existing availability. Criterion V: STUDENT SUPPORT AND PROGRESSION The competitive examination guidance cell has been formed to guide the students in acquiring the skills of such examinations. The internet facility is made available to the students and faculty. We conducted lots of activities for overall personality development of the students. The healthy atmosphere of the college is itself sufficient to inculcate the ethical and other essential values among the students and we consider this as a prime objective. The intention behind formation of Women Development Cell (WDC) is to look after the problems and grievances of the girl students. The student s council with more girls represents the gender equality. A specious computer laboratory with internet facility is made available to the staff and students. The library is computerized and has done the DDC classification of the books. The number of computers and nodes of internet connections are increased for the betterment of the students. An Internal Quality Assurance Cell (IQAC) is formed in 2005 to look after the sustenance and enhancement of educational quality. During last five years the percentage of faculty members involved in research is reached to 85 %. The meeting are held regularly and frequently to understand and overcome the problems. The feedback about faculty and administration from the students is observed. The self-appraisal of the teaching staff helps us in improving ourselves. Criterion VI: GOVERNANCE AND LEADERSHIP VISION: To impart qualitative and valuable service in the field of higher education to educationally backward, rural and hilly area of Vengurla and its vicinity. MISSION: To emerge as a centre of higher learning for rural students to meet the social, economic and educational challenges of global society. The institution always tries to attain the community and social development through human resource and available infrastructural facilities. The overall personality of students is developed by conducting various NSS, sports, cultural, co-curricular and extra-curricular activities in association with social and cultural organizations. We provide a platform to the students by giving them various opportunities to face all the challenges of the competitive world with at most utilization of their potential in the field of sports, cultural and other events. We ensure and inculcate perfect discipline in terms of regularity, punctuality and sincerity among the students so that they can contribute to the society and nation as a most responsible and respectable citizen of the nation. To make aware of changes in global scenario and current events occurring in the various field of globalizing world, the faculty provides the information to the students formally in classes and informally outside the classes. The functioning of the College is so transparent in academic as well as administrative matters which ensure the quality in every aspect. ethics and leadership potential and sensitize them towards inclusive social concerns, human rights, gender and environmental issues thereby. Criterion VII: INNOVATIONS AND BEST PRACTICES The institution is always aware about the environment of the college campus and its tehsil area. The best two practices which the institute always constricted are NSS and Environmental awareness. These two activities are very important regarding the sustainable development of the nation. The college has a Nature club which has worked to create the awareness among the students by organizing the study tours and excretion in the hilly forest area of the district and other districts and the states. The institute organizes various extension activities and outreach programmes to promote institution-neighborhood - community network and holistic developments of students through the NSS, WDC, lifelong learning & extension programmes and nature club of the college. Programmes on social issues like HIV-AIDS awareness, public health hygiene, disaster management, female feticide, save girls campaign, voting awareness, tree plantation, blood donation camp, residential work-culture camps of NSS students in nearby villages etc. enhances the attachment of the students and institute with the community. The College offers English, Marathi, Hindi, Economics, Politics, Sociology, Rural Development, History, Geography and Philosophy like ten different subjects to the students for Arts Faculty. The Commerce Faculty has also elective optional applied component subjects at second year and third year viz.
