TUITION FEES: POLICY STATEMENT * Tuition fees are a significant element of University funding and fee levels are set with due regard for financial viability and market forces. Fees are subject to annual review and, in line with its Mission, the University makes provision to ensure that operation of the Tuition Fee Regulations and associated financial support schemes is fair and encourages access to all those with the ability to benefit from study here. The University is committed to ensuring information on fees is readily available and publishes fee information in January each year for the following academic session. Applicants may view an indication of likely fee levels from the University s prospectus and on the website and can expect to receive detailed information about fees, along with arrangements for payment, when they are offered a place to study. Students are responsible for the prompt payment of fees. Defaults on payment are treated seriously and will lead to the application of sanctions in accordance with the University's Student Debt Policy (Appendix 9). TUITION FEE REGULATIONS 1. General Principles 1.1 Tuition fees are set by the University on an annual basis and are subject to annual review. Fees for full-time undergraduate home/eu based students are regulated by Government and are set by the University within the limits that apply at the time. Full-time fees for the Channel Islands and Isle of Man students are negotiated between the Island Authorities and the British Government; 1.2 All taught provision is covered by the Tuition Fee Regulations and students registering for courses at the University are personally responsible for the payment of fees 1. This includes arrangements where students obtain sponsorship for fees, should the sponsor default or, where a tuition fee loan is refused under the rules operated by Student Finance; * Subject to review 1 except where the University holds a separate contract with an employing authority/government agency or other officially recognised body for the payment of fees. 1.3 Tuition fees are published on the University website: http://www.edgehill.ac.uk/registry/tuitionfees.htm and the specific fee applicable is confirmed at the point of admission/enrolment; 1.4 Tuition fee charges apply to each year of study, unless otherwise indicated; 1.5 Students repeating a module, placement or programme of study will be charged at the standard rate applicable; 1.6 The University reserves the right to charge for Accreditation of Prior Learning where this is used for entry to or as a contributory element to a programme of study at the standard credit price; 1.7 Tuition fees for Edge Hill University reported students studying for University awards at partner institutions will be levied at the same rate charged by the University. Responsibility for collection of fees in respect of part time and full time students lies with the partner institution; 1.8 Additional fees for registration, assessment and admission are specified in the Ancillary Charges listed in Appendix 1; 1.9 Fees may be paid by cash (up to the value of 3,000 in any one transaction), debit or credit card, cheque (made payable to Edge Hill University) or by recurring card payment on dates set by the University and published in advance of the academic session. Instalment plans are offered subject to the length of each academic year and must be arranged with a member of the Fees, Scholarships and Bursaries Team in. On-line payment facilities are available; 1.10 The University expects students to pay fees promptly. Students who default on payments, or who are in debt to the University for any reason, may have their registration terminated or be refused re-enrolment. The University also reserves the right to withdraw access to facilities from students who are in default or to refer the debt to the University s contracted debt collection agency; 1.11 Home/EU students who are eligible for a tuition fee loan via the Student Loans Company must ensure their application is confirmed at or before enrolment. An intention to apply is not sufficient; 1.12 Home/EU students must provide a copy of their University or College Payment Advice Notification at enrolment or evidence of their application by the date notified by the University. Failure to provide this notification or to make payment of at least one third of the tuition fee by this deadline will result in the University reviewing their registration. See Appendix 2; 1.13 Students who withdraw from a course of study at the University are liable for payment of tuition fees in line with the Student Withdrawal/Intercalation Tuition Fees Policy appropriate to the academic session. 1.14 Students who are in debt to the University at the time of graduation for academic related debt will be refused attendance at the graduation ceremony. Formal certification will be withheld until full payment has been received; 1.15 Students who leave the University with outstanding debt and no arrangements for payment will be referred to an external debt collection agency appointed by the University. The University reserves the right to commence court proceedings, where appropriate, to effect recovery of the debt; 1.16 The University views any attempt to use fraudulent credit cards seriously and all such occurrences will be reported to the police and dealt with under the University s Student Disciplinary Procedures. Students attempting to use fraudulent credit cards will have their registration immediately withdrawn and access to systems and services immediately removed. Where applicable, such cases will be reported to the UK Border Agency (UKBA); 1.17 Part time students may be eligible for funding for payment of tuition fees. Please refer to Appendix 4; 1.18 The University is registered under the ERASMUS University Charter (EUC) as an ERASMUS partner. Tuition fees and funding arrangements for the ERASMUS Exchange Programme for outgoing and incoming students are set in line with the ERASMUS funding policy by Student Finance; 1.19 Students taking a sandwich placement will be charged a reduced tuition fee for their placement year; 1.20 Edge Hill graduates undertaking postgraduate study may be eligible for tuition fee remission subject to meeting eligibility criteria. See Appendix 6; 1.21 The University reserves the right to correct administrative errors and recover any shortfall in fees, within the published tuition fee listings for the appropriate academic session. 2. Research Students 2.1. Research students are subject to the University s Tuition Fee Regulations; 2.2 GTA students must provide with a copy of their appointment letter in order to waive their tuition fees. 3. Staff Fee Remission 3.1 Staff who are required to undertake further qualifications in relation to their role at the University will receive full financial support for tuition fees and other necessary expenses; 3.2 University and Students Union staff and those in collaborative partner institutions undertaking a further qualification for personal or professional development may be considered for partial fee remission under the conditions set out in the Staff Fee Remission Scheme. See Appendix 7; 3.3 All staff schemes are subject to qualifying criteria and special application procedures apply. Overseas/International/Study Abroad Students 5.1 Overseas students are required to pay a 50% deposit and provide a suitable financial statement as part of immigration procedures before final acceptance on course. All overseas students must pay for accommodation fees within 2 weeks of arrival or have set up a payment plan. Registration for subsequent years will not be possible until all outstanding fees relating to the previous session have been paid. The remainder of tuition fees must be paid within 4 months of the start of the programme; 5.2 Overseas, International and Study Abroad students are subject to the University s Tuition Fee Regulations, with exceptions noted in Appendix 8. 6. Appendix 2 TUITION FEE PAYMENT ARRANGEMENTS Home/EU students on full time undergraduate programmes who are liable to pay tuition fees are generally eligible for a tuition fee loan unless excluded because of previous study. (See Appendix 5). Part time students commencing after 1 September 2012 and studying at least 25% of a full time programme may apply for a non-means tested tuition fee loan. Applications are made via Student Finance www.gov.uk/student-finance. Once awarded, tuition fees are paid directly to the University by the Student Loans Company, on behalf of the student. Students must provide a copy of their Student Finance University or College Payment Advice Notification to by 15 th October 2014. Some students may have their fees sponsored or part-sponsored by an employer or other agency. Students who are receiving sponsorship must provide written notification from the sponsor on official letterhead, confirming the amount they are contributing towards payment of tuition fees and a purchase order number for each academic year of study. All other students are regarded as self-funding and a variety of payment arrangements are available: Payment in full at enrolment or by 15 th October 2014 by cash (up to the value of 3,000 in any one transaction) debit, credit card or cheque (made payable to Edge Hill University). Appendix 3 2014/15 STUDENT WITHDRAWAL/INTERCALATION TUITION FEES POLICY If you are unsure as to the suitability of your course, or are thinking of leaving Edge Hill University please contact your Personal Tutor or to discuss your options. If you decide that you wish to withdraw or intercalate, the amount of tuition fee you will be liable to pay will depend upon on the date you withdraw. 1. General Principles 1.1 When a student/trainee completes the University enrolment process they become liable for tuition fees. Students will be charged tuition fees in line with the University Tuition Fees Policy; 1.2 A registered student/trainee may withdraw from their studies at any time during their course. (for CPD students the Faculty) must be immediately informed of the withdrawal or intention to withdrawal; 1.3 To withdraw a student/trainee must complete a Student/Trainees Withdrawal Form and submit it to the (for CPD students to the Faculty). The date of withdrawal will be deemed to be the last recorded day of attendance; this date should be agreed between the student and the Faculty/ Department. Students/trainees should also indicate their reason for withdrawal; 1.4 Students will be charged tuition fees in line with the Student Withdrawal/ Intercalation Tuition Fees Policy; 1.5 The Faculty/Department has responsibility for monitoring student/trainee attendance. Unexplained absences or lack of engagement by a student following distance learning provision must be followed up promptly as this may be an indication that a student has withdrawn; 1.6 The Faculty/Department must adopt a proactive approach to following up students/trainees, requiring them to respond by a set deadline. If there is no response despite attempts to contact the student, the Faculty/Department should withdraw the student/trainee via the on-line withdrawal form and calculate the last date of attendance which will be deemed as the last recorded date of attendance; 1.7 or the CPD team will notify students/trainees that they have been withdrawn from their programme. Where a student/trainee seeks a review of this decision or disputes the last date of attendance they must write to the Academic Registrar within 7 days from the date of the letter; Effective 01/09/2014 Page 8
1.8 Students/trainees who do not present themselves for final assessment in an academic year and have not informed the Department/Faculty that they have withdrawn should be recorded as withdrawn and their record amended accordingly; 1.9 Excluded from this procedure are students/trainees who have been permanently excluded from the University via the outcome of Fitness to Practice or Disciplinary Panels; 2.0 If a student/trainee has withdrawn from the University and at a later date reapplies, they must be in financial good standing and will not be permitted to enrol until they have cleared any outstanding debts; 2. Subject to previous study, students may apply for a tuition fee loan from the Student Loans Company, via Student Finance, for the time they have been in attendance at the University. See Appendix 5. If a student chooses not to take a tuition fee loan, they will become personally liable for payment of the withdrawal/intercalation fee. Students commencing after the start of term will normally become liable for tuition fee payments in line with the tables set out above. Students are required to pay within 30 days by cash (up to the value of 3,000 in any one transaction), cheque (made payable to Edge Hill University) or debit, credit card at www.edgehill.ac.uk/payments. The University will refund any overpayment made upon receipt of a written request to the University's Finance Office. Refunds will be paid net of any Scholarship or Edge Hill Bursary awarded following cessation of registration. When a student withdraws all future scheduled bursary and scholarship payments will cease. Intercalation Students who suspend their studies (intercalate) during the year remain liable and will be charged the fee appropriate for that academic session. The balance of the fee remaining will be charged when the student returns to study. Appendix 4 TUITION FEE LOANS FOR PART TIME STUDY Undergraduate and ITT postgraduate students/trainees commencing part-time study from 1 September 2012 may apply to Student Finance for a non-means tested tuition fee loan up to the maximum amount of 6,750, subject to studying at least 25% of a full-time programme. No additional maintenance support is available. Please note this may be subject to previous study. See Appendix 5 Students who commenced part-time study prior to 1 September 2012, who are on lower incomes and studying at least 50% of a part time course (ie. 60 credits or more per year) may apply to Student Finance for a means-tested grant to fully or partially cover their tuition fees. Discretionary additional fee support may be available to students who commenced programmes prior to September 2012 and whose statutory fee support is insufficient to meet the full tuition fee. Students should apply through the Student Financial Support Team located in Student Services. It is the responsibility of the student to apply to Student Finance for tuition fee support and for Student Finance to assess and award the support. PREVIOUS HIGHER EDUCATION STUDY (EXCLUDING PGCE) Appendix 5 The number of years you are able to receive student funding is limited. Previous study includes time spent on a full time higher education course or any specifically designated public funded higher education course, whether or not in the UK. Partial years will be counted as part of your funding entitlement. If you have previous study, regardless of how far back this dates, it could mean that you may not qualify for a tuition fee loan and will be required to self-fund your studies. If you have achieved a lower level qualification ie HNC, HND, Dip He, or FD, full fee and maintenance support should still be available to top up your qualification however time spent on preliminary courses will be taken into account in assessing your financial entitlement. Appendix 6 POSTGRADUATE STUDY: FEE REDUCTION SCHEME 2014/15 If you are an Edge Hill graduate you can benefit from a 20% reduction in tuition fees when enrolling on an eligible full-time or part-time postgraduate programme at the University. This offer applies to Edge Hill University students: with Home, EU and Overseas resident status who will be paying their own tuition fees (ie with no sponsor) who enrol onto Edge Hill University Postgraduate Certificates, Diplomas and Masters programmes* either full or part-time, commencing in 2014/15. who study a minimum of 60 credits a year. * excludes PGCE programmes; staff and postgraduate students returning for the second or subsequent year of a programme they have already started. Staff registered on a designated full-time programme are not eligible for the remission. Appendix 8 International Students (except Study Abroad Programme students) Tuition Fee Deposit: Students are required to pay a deposit of at least 50% of their tuition fees upon acceptance of offer. An acceptance of an offer and the receipt of this deposit are necessary before a Confirmation of Acceptance to Study letter can be issued by EHU. Payment Options: Option 1- Once students have paid their 50% tuition fee deposit they may pay the remaining 50% due prior to enrolment. Option 2- Following payment of 50% tuition fee deposit students can choose to pay the remaining tuition fee balance in two equal instalments as follows: For students enrolling on their main programme of study in September- - First payment on 31 st October - Second payment of the remaining tuition fees on 10 th January For students enrolling on their main programme of study in January- - First payment on 28 th February - Second payment of the remaining tuition fees on 10 th May Please note: If students wish to pay their fees in instalments they must complete a Request to pay Fees by Instalment form and submit it to the International Office before they may enrol. For continuing students: either full payment of the yearly fees may be made prior to enrolment or 50% of the yearly fee must be paid prior to enrolment and the above payment terms of Option 2 will apply to the remaining fee. If students are government sponsored separate, appropriate arrangements will apply as agreed with individual government agencies. Withdrawals and Refunds: Refunds will be made to the originating account or by bank draft where a cheque has been received. It may take up to 6 weeks for a refund to be processed. For all other applicants: Either a 50% deposit will be required or, if subject to Federal Financial Aid, evidence thereof must be supplied before confirmation of a place or a Confirmation of Acceptance to Study letter can be issued by EHU, as appropriate All remaining fees must be paid prior to enrolment. Withdrawals and Refunds: If any student withdraws after arrival but prior to enrolment full accommodation fees will be charged and the tuition fee element refunded. If any student withdraws after enrolment full Study Abroad Programme fees will be charged. Please note (applicable to all) Cases which fall under EHU s Extenuating Mitigating Circumstances policy may be considered outside of these regulations. Appendix 9 Student Debt Policy Ways in which student debt can arise Students enter a contractual relationship with the University when they accept an offer to study at the University. Fees are published in the prospectus and form the basis of the charges that arise during a student s period of study at the University. Financial liability for tuition fees commences at the point of enrolment and charges are applied in line with the University s Tuition Fee Policy which covers the detailed arrangements that pertain in relation to payment dates, interrupted study, withdrawal and other specific circumstances that may occur. The policy is reviewed annually and is available to view on the website. Whilst the majority of students are eligible to apply for tuition fee loans or NHS support, and some receive sponsorship from employers or other organisations or individuals, this does not detract from a student s personal liability2 in the event that loan/nhs support applications are refused or sponsorship payments are not made. Fees for accommodation are subject to separate contractual arrangements and liability for any payment due arises at the point the contract is signed. Terms and conditions are clearly specified in the contract. There are a number of services within the University, such as Catering, which charge against published prices at point of sale. Other services, such as the Library, are free to the service user but may operate a fining system for the late or non-return of books or equipment. Any charges that may be made are clearly published at issue points and on the website. In addition, students may accrue financial charges in relation to the operation of the Student Disciplinary Code especially in relation to any wilful damage to property. Adherence to the Student Code of Behaviour is a requirement for all students which is highlighted at enrolment and induction and the Code is published on the website. Students in financial hardship may be able to access some financial assistance through the Access to Learning Fund (ALF)3 which is administered through the University and offers a range of grants and loans. Loans are repayable in line with the terms of the agreement made at the time. 2 The contractual relationship and fee liability for students who are under 18 at the point of enrolment lies with a parent/guardian or other specified responsible adult and is subject to a separate agreement. The University s Commitment The University is committed to the operation of transparent procedures in relation to financial transactions with students through the open publication of fees and charges and specific information provided during the recruitment cycle and at enrolment. In addition, the University has a dedicated financial support team located in Student Services which administers the Access to Learning Fund and offers confidential, professional advice and guidance in relation to money management and the range of benefits that students may be able to access. The Students Union offers a further source of professional support through its Advice Centre which advocates on behalf of individual students with external agencies such as the Student Loans Company. Action to Recover Debt Through our commitment, we seek to ensure that all students are aware of their financial responsibilities from the outset. Students who find themselves in debt to the University, for whatever reason, are strongly encouraged to respond to communications and to discuss their position with us. It is in our interests, as well as the student concerned, to find a resolution. Each case is considered individually and a number of options may be available including instalment arrangements. Where students do not respond to communications or where no resolution is available, the University will take action to recover debt which may include any or all of the following: 1. Referral to a Debt Management Agency this may be instigated whilst a student is still on course; 2. Application for repayment to the Courts; 3. Exclusion/denial of progression where the debt is significant4 and there is no viable repayment agreement. For those in debt at the end of their programme: 4. Refusal of attendance at Graduation ceremony; 5. Withholding of final certificate. Note: Sanctions 3, 4 and 5 are not applied to accommodation debt.
