VAASA POLYTECHNIC Vaasa Polytechnic Versatile and International Pentti Ruotsala President Vaasa Polytechnic is an internationally oriented university of applied sciences. We have since our establishment in 1996 had as our leading principle to develop into an international centre of know-how and to provide multilingual education in high technology, international business and tourism as well as highly developed health care and social services. Vaasa Polytechnic degrees are internationally recognised. We have a distinctive image as an internationally oriented multilingual Polytechnic providing professionals for a highly advanced society. Our supply of tuition languages is truly unique: degree programmes are provided in Finnish, Swedish, English and partly in German. Our multi-disciplinary education and numerous cooperation partners all over the world combined with the ample services of the student city Vaasa will guarantee our international profile. We take seriously the challenge of knowledge, skills and ethics required by working life. We develop and deepen our international relations continuously to serve and support businesses and organisations effectively in their internationalisation efforts. In addition to high-level professional expertise, we pay increasing attention to the skills of comprehending quality, communication and interaction as well as to an international way of thinking and understanding of cultural diversity. As we are building our international infrastructure, we also contribute to solving the demographic problem lying ahead us in the near future. The structure of population and demands of internationalisation of the Finnish working life is leading to a situation in which the domestic supply of labour will not cover the demand for work force in all fields, especially those requiring high expertise. The most efficient way to recruit foreign work force is to educate it ourselves. Vaasa Polytechnic is a relatively young university of applied sciences. Therefore it has been necessary to conduct an international audit of our operations and development processes. According to the international auditing team, Vaasa Polytechnic has emerged from a turbulent six years in good shape, and is ready to embark on the next phase of its evolution with confidence. COMPETENCE FOR WORKING LIFE Vaasa Polytechnic Vaasa University of Applied Sciences provides professional higher education and research services within the fields of Technology and Communication, Business Economics and Tourism as well as Health Care and Social Services. Vaasa Polytechnic started its operation in 1996 and was formed of three individual institutions. The Polytechnic has evolved Vaasa Polytechnic provides professionals for a highly advanced society. Our ambition is to develop the educational programmes in close cooperation with working life and to adopt swiftly to its changing needs. into a multi-disciplinary, multilingual and international university of applied sciences with special expertise in High Technology International Business and Tourism Highly Developed Health Care and Social Services Close to Working Life Vaasa Polytechnic has a special interest in combining the unique entrepreneurial spirit of the Ostrobothnia region with international awareness, languages and culture in education. The Polytechnic is committed to meeting the demands for highly educated professionals in the export industry and small and medium sized companies, the swiftly expanding field of tourism and the advanced social services infrastructure. The Polytechnic values its established contacts with working life. Students' practical training and the final thesis are usually completed in cooperation with businesses and organisations. Development of the educational programmes, provision of work placements for students as well as initiation of applied research are accomplished in close cooperation with employees and professionals in the region. Multi-disciplinary Education Vaasa Polytechnic provides higher theoretical and practically oriented education with 17 undergraduate degree programmes. The degree consists of theoretical and professional studies, practical training in a speciality field and the Bachelor's thesis. The Polytechnic also focuses strongly on lifelong learning. Every year several of the degree programmes are available as adult education. Furthermore, there is a wide selection of specialised and tailored courses, open polytechnic studies and virtual courses available. International Profile The International dimension is an essential part of the everyday learning experience in Vaasa Polytechnic. Languages of instruction are Finnish, Swedish, English and even German. All the students have the opportunity to obtain international experience by completing a part of their studies or practical training abroad. 4

The Polytechnic is an attractive alternative for students arriving from other countries. Over 200 foreign degree and exchange students pursue studies at Vaasa Polytechnic every year. Visiting lecturers from abroad bring along fascinating insights into a global society. Modern Learning Environment Vaasa Polytechnic prides itself on modern and well-equipped facilities. Technobothnia, the technology research laboratory, provides the engineering students with an excellent platform to participate in projects introducing the latest technology. Numerous local and international companies and organisations offer the students of Business Economics and Tourism an authentic training environment. The bilingual Vaasa Central Hospital and the health centres in the area prepare the students of Health Care and Social Services for working life through work placement. Modern facilities, ample and versatile provision of educational programmes and student services, international contacts, opportunities for employment and practical training together with the services of the city of Vaasa supply Vaasa Polytechnic with an interesting and inspiring learning environment. Internationalisation is one of Vaasa Polytechnic's key areas. The Polytechnic cooperates with several schools in Europe as well as Asia and the Americas. Student and staff mobility have been very active ever since the early years of the Polytechnic. General administration is managed by the Rector and the Board. Coordination and development of operation is managed by the Rector and the Management Group. The Polytechnic has six units: three educational units, two for support services i.e. study affairs and administration, and one for research and services. 5

VAASA POLYTECHNIC STUDENT SERVICES THROUGHOUT Studies in Vaasa Polytechnic are multiform, extensive and based on optionality. The student services are available in every unit throughout the studies. The services support the students in following their study plan and preparing them to working life. Library and Information Services Access to well-arranged sources of information and personal information skills are vital for students in higher education. The library provides its customers with knowledge, know-how and support in all the fields of study of the Polytechnic. Innovativeness, entrepreneurship and the ability to learn new things are characteristics of a polytechnic graduate. Every graduate is able to search for, process as well as create and produce information. Learning these information management skills through studies connects to actual problem-solving situations. This enables the realisation of information management as more than just a technique and is also a condition of authentic learning. Supporting the objectives of education. Study guidance helps the student to develop a clear understanding about studying and making a professional career. Students need information, for example, about the curriculum, optional studies, gaining credits for studies and continuing education. Study Guidance Study guidance improves the student's self-knowledge, self-direction and selfsufficiency and encourages responsible and systematic study methods. Students are guided toward non-compulsory and self-directed studying and are supported whenever problems arise. The goal is to helpthe student to developa clear understanding about studying and making a professional career. The services include, for example, guidance in student selection for prospective students, financial aid matters, information about degree programmes, assistance in compiling a personal study plan, information about gaining credits for former studies, study counsel in cases of absence, information about postgraduate studies and support in personal career planning. Career and Recruitment Services Polytechnic education is professionally oriented, which requires that the Polytechnic establishes contacts with 6

Problembased learning, project-oriented teaching and new learning theories have created a need for more independent study methods and placed more responsibility on the student. The library makes the information accessible and assists in the use of different sources of information. STUDIES working life. Career and Recruitment Services offers extensive working life knowledge and contacts for students. Services include, for example, coordinating opportunities for practical training, topics for thesis, work placement for graduates and company recruitment events in the Polytechnic or visits to companies. The Internet is used frequently to inform about career planning and employment opportunities. Via the Internet the students also have access to a nationwide recruitment database. With this Jopstep network students and recent graduates can market their abilities and seek for jobs. Employers in turn can search for employees. Technology combined with friendly service of the Student Office. A sophisticated ICT system is used to store and process student information and credits. The students have even access to course and exam registration via an Internet-based interface. The modern learning environment offers tools for successful studies. Up-to-date equipment is available, for example, in the multimedia computer rooms. Supporting the career planning. The polytechnic education is professionally oriented, so finding practical training placement during the studies plays a significant role for becoming employed after graduation. One of the popular methods to introduce the students to working life is to organise excursions to companies. This group of Environmental Technology students visited Ekokem Group which offers environmentally sound solutions for treatment of hazardous waste. 7

VAASA POLYTECHNIC EDUCATION Multi-disciplinary and Multilingual Education Vaasa Polytechnic provides higher theoretical and practically oriented education in 17 undergraduate degree Business Economics Degree Title: Bachelor of Business Administration Business Economics (in Finnish and in Swedish) programmes. Languages of instruction are Finnish, Swedish, English and even German. The degree consists of theoretical and International Business (in English and partly in German) Information Processing (in Finnish and in Swedish) professional studies, practical training in a speciality field and the Bachelor's thesis. Kaunismäki joined Wärtsilä with a summer job in 1996 and has since proceeded to his present position as Workshop Manager at the Vaasa Factory. According to both Tapio and his employer, the degree taken at Vaasa Polytechnic worked in his favour. Especially beneficial to his line of work were studies in manufacturing technology, design, automation and hydraulics. Considering working in an international corporation, more language courses would have perfected the education, says Tapio, who has been on longer assignments abroad and even now travels quite a bit. Tapio Kaunismäki finds the metal industry to be very interesting: it advances rapidly and requires continuous updating of skills and knowledge. Furthermore, employment in the metal industry is more or less guaranteed as the retirement of the baby boom generation will in the near future leave a considerable gap to be filled by a new generation of engineers. 8

VAASA POLYTECHNIC EDUCATION FLEXIBLE ADULT EDUCATION Merja-Helena Lahola Student in Adult Education Degree Programme in Information Technology The pursuit of a new career motivated Merja- Helena Lahola to studies leading to a degree. She had previously studied to become a restaurant cook but found engineering a far more interesting field. Lahola first studied information technology in a private educational institution and graduated as technician in 2000. Thanks to the encouragement of her instructors, she decided to pursue studies in higher education. Lahola read in a newspaper advertisement about open polytechnic studies that can be credited as a part of a degree. She first planned to take courses every now and then. However, success in studies inspired her in only one year's time to complete courses equivalent to credits of a first year degree student. In summer 2001 Lahola took the entrance examination and enrolled next autumn. Lahola explains that studying alongside work has made her an expert in time management. In spite of long hours she manages to take care of her work at the Scott Health & Safety production line, spend time with her daughter, attend to her studies and still have enough time for sleep. As an adult student with a tight schedule, Lahola wishes there were more distance studies available for such subjects as quality management or product development. On the other hand more intensive courses for example in programming would be beneficial. To meet the demands of lifelong learning and challenges of working life, Vaasa Polytechnic is continuously developing its education and services by providing education to people in all phases of their lives. Adult education is multiform and can be carried out alongside working. The education complements previous work experience and studies. Every year several of the degree programmes are available as adult education. Furthermore, there is a wide selection of specialised and tailored courses, open polytechnic studies and virtual courses available. Adult Education Leading to a Degree The format of the studies is composed with the help of a personal learning and study plan that takes into consideration the student's previous education. The extent of studies is 140-160 credit units, equal to 3-4 years of studying. The education is multiform i.e. it is completed as independent studies and attending lectures in the evenings and during weekends. Further Education Businesses and communities are offered further education tailored to their needs. Education is planned together with the client and it can be implemented either in the facilities of the Polytechnic or at another requested location. The length of the courses can vary from one hour upto 700 hours. Specialised Studies Specialised studies of 20-40 credit units are an efficient and flexible way to complement and update professional knowledge. The studies are intended for those with a polytechnic, vocational, or equivalent degree and field-specific work experience. The studies are independent and the students follow an individual learning plan. Open Polytechnic Open Polytechnic studies are available to all regardless of previous education or age. The students join the same groups as degree students of the Polytechnic. Some modules may require previous study attainment or completion of one or more modules. Chargeable study modules completed at the Open Polytechnic are credited as part of a degree, providing a student applies and enrols as a degree student. Post-graduate Degree The Polytechnic Post-graduate Degree is closely linked to the student's career. The post-graduate degree programme is aimed at people who have obtained a polytechnic or equivalent degree in higher education. Furthermore, at least three years of post-graduate work experience is required in the field of study. 9

VAASA POLYTECHNIC EDUCATION Technology Reflects Its Time Erkki Hakkarainen Director Throughout its history, the Unit for Technology and Communication has reflected its time and developed with it. In 1849 it was considered important to start systematic technical education in Finland. Since then experts of technology have been educated and trained in Vaasa. Our roots are deep in the history of technology. Now, over 150 years later, keeping up to date involves being international, adapting the education to the rapidly changing needs of industry and applying information technology in all fields. Our response to the internationalisation was made as early as 1991 by starting a programme of engineering education in English, which today continues as a Degree Programme of Information Technology. In accordance with the new technology strategy for the immediate future, our objective is to be well-known as a unit that serves industry, and whose degrees meet the international quality engineering and environmental and standards and which will develop information technology. VAASA POLYTECHNIC EDUCATION High-tech research centre Technobothnia. The laboratories of the Unit for Technology and Communication are situated in the former factory premises of an old cotton mill from 1857. The restoration in 1996 was carried out with respect for the original building as a cooperation project by the Ministry of Education, City of Vaasa, Vaasa Polytechnic, University of Vaasa and the Swedish Polytechnic in Finland. MODERN TECHNOLOGY WITH STRONG TIES TO THE PAST The training of engineers has strong traditions at Vaasa Polytechnic. Engineering education in Finland is considered to have started in Helsinki, Turku and Vaasa in 1849. The education in Vaasa concentrated for a long time on civil and mechanical engineering. Electrical engineering was introduced in the curriculum in the 1950's. As a response to the growing needs of internationalisation Vaasa Polytechnic was the first in Finland in 1991 to start English language engineering degree programmes. The degree programs in Technology and Communication are today characterised by principles of sustainable development and preparing for the rapidly changing challenges of global industries. Studies and Careers Graduates are able to understand, implement and develop modern technology within the different fields of engineering. They are equipped with the skills to work in demanding positions of design, research, production, marketing and product development in national or international exporting companies. This year 2003 we celebrate the 100th anniversary of business education in Vaasa. Today we educate students to become skilled professionals in business life and the growing tourism industry both regionally and nationally. We focus on internationality. The first foreign language degree programme started in 1989 with German as the language of instruction. Language skills are strongly emphasised in the instruction and even our operating environment is bilingual. Vaasa Polytechnic has close links with local and regional companies enabling both students and staff to engage in developing projects. The cooperation concerns both big international and small and medium sized companies. The students' work placement gives companies an opportunity to improve their procedures and practices. For example the student's final thesis is often a developing project for the company. Challenges for the Future The Unit of Business Economics and Tourism is rising to the challenges of the future. We are developing our degree programmes and teaching methods so that our students will receive the knowledge and skills required by a changing working environment. Vaasa Polytechnic has set out to develop and maintain a high level of competence in order to provide its students with the benefits of e-learning. As a result studies less restricted by time and location are increasing in availability. Education as a product needs to evolve and adapt to the changing needs and desires of its consumers, the students. The Finnish ICT infrastructure provides the basis for natural development of Internet-based educational services. Computers connected to the global network are a typical commodity in most households, so the demand for more accessible study services is on the increase. The fact that people in different stages of life are potential students requires that flexible study methods are developed and offered. STUDENT UNIONTAKES CARE OF STUDENTS' INTERESTS The Student Union VAMOK supports an active student life. Together with the field organisations at each unit of Vaasa Polytechnic, it provides spare-time activities, clubs, sports as well as other events and happenings. The primary task is to look after the interests of the students. The Student Union has approximately 2.000 members and its field organisations operate in all the three educational units of the Polytechnic. The operations include international activities, educational policies, social policies, project activity, tutoring as well as career and recruitment services. Student interests are also taken care of by a student member in several work groups and the Management Group of the Polytechnic. The core purpose of tutoring is to support students in the beginning of their studies. Every spring about 70 tutors are trained to instruct and support the new students who start their studies next autumn. A student tutor is typically an experienced student who voluntarily provides guidance to newcomers and acquaints them with the student city. Tutors are bound by discretion when assisting fellow students in various situations. The Student Union representatives are also spokesmen of the members in educational policies. The Student Union collects and compiles student feedback for the purpose of general discussion and makes it possible for students to have a devoloping influence on the quality and contents of the Polytechnic education. INTERNATIONAL VAASA POLYTECHNIC Pioneer in Internationalisation Vaasa Polytechnic is one of the pioneers in internationalisation among the polytechnics in Finland. English language degree programmes were also established among the first. Today international education, exchanges, projects and network cooperation are integral elements of our operation. Vaasa Polytechnic has been commended by the Ministry of Education for successful international activities in recent years. The vast development has been possible by a strategic decision defining internationality as one of the main profile areas and allocating resources for development. Focus on Contents Higher education in Finland and in Europe is facing new challenges. More focus is put on the quality of education; surveys, quality audits and evaluations for accreditation purposes are conducted. Vaasa Polytechnic has been audited by FINHEEC (Finnish Higher Education Evaluation Coucil) on Quality Work, and evaluated by ACA (Academic Cooperation Association) on English- Language taught Degree Programmes in European Higher Education. Implementation of the Bologna Declaration The 1998 Bologna process aims to harmonise higher education in Europe. At the end of 2002 the Finnish Ministry of Education published a report for the development of university degree structure. The report did not yet include the polytechnics. Re-evaluation and restructuring of degree structures and the credit accumulation system will become topical in the near future for polytechnics as well. The goals of the Bologna process are to adopt a system of easily readable and comparable degrees with two main cycles (undergraduate/graduate), establish a system of credits (such as ECTS, European Credit Transfer System), and to promote mobility and European co-operation in quality assurance. Internationalisation Is a National Challenge It is estimated that the Finnish labour market will need 700.000 employees within the next 10 years. INVESTMENT IN FUTURE CAREER Internationalisation is an essential part of learning in Vaasa Polytechnic. The Polytechnic has three English language degree programmes. Basic Education Pre-school teaching is provided at schools and daycare centres in the year before children start comprehensive school. However, applications for foreignlanguage programmes and for adult education are obtained directly from the polytechnics. An entrance examination is held for most study fields.
