B. Duties & Responsibilities: 1. Our Directorate is the functional arm of the State Government to promote MSME sector which has been made broad-based by incorporating service and business/trading sector with the enactment of MSMED Act, 2006 with effect from 02.1O.2006.[page 2](A brief write up on functions of the Directorate of MSME, West Bengal is enclosed as Annexure- A) 2. We implement different schemes and programmes for promotion and development of MSME sector including handicraft sector. [pages 6,7 & 8] 3. We contribute greatly towards policy making and launching of new schemes for promotion and development of MSME sector. [page 8] 4. Duties and responsibilities we discharge for promotion and development of MSME sector lead to employment generation to a great extent. [page 6] 5. We also create entrepreneurial base among urban and rural youth through organization of awareness programme, Product-cum-Process oriented Entrepreneurship and Skill Development Training Programme, Seminar etc. [pages 6 & 7] 6. We are discharging greater responsibilities for promotion of Medium sector in terms of notification no. 2025-MSMET()/12S-17/2005(Pt.-) dated 12.09.2014 which was earlier looked after by Directorate of ndustries. Highlights of the status of MSME sector in the State: 1. n terms of no. of enterprises, West Bengal (36.64 lakh) ranks second after Uttar Pradesh (44.03 lakh). (Copy enclosed as Annexure- C) 2. n terms of employment generation, West Bengal (85.78akh) ranks second after Uttar Pradesh (92.36 lak). (Copy enclosed as Annexure- C) 3. n implementation of " Micro and Small Enterprises Cluster Development Programme", a Scheme assisted by Central Government, West Bengal ranks second with the performance of 105 Clusters at various stages of interventions next to Uttar Pradesh(l73 Clusters). (Copy enclosed as Annexure- D) 4. n implementation of "Prime Minister's Employment Generation Programme", a credit linked central sector Scheme, West Bengal (24646) ranks 4th in terms of number of employment generated after Uttar Pradesh (48604), Tamil Nadu (36190) and Maharashtra (28311) in the year 2014-15. D. Submission before Hon'ble Pay Commission: n the recently announced MSME Policy 2013-18, the first of its kind in the State, the Government of West Bengal has put forward its vision to create a sustainable eco system in the MSME Sector which can maximize the utilization of resource and widen the area of operation to make the State emerge as the MSME leader in the country in the next 10 (ten) years with the mission to create additional employment for about 10 million people in next 10(ten) years in the State in the MSME Sector. n order to fulfill the mission, the State Government has taken up a gamut of Schemes and Programmes for facilitative interventions in the areas of creating an enabling eco system, skill development, technology intervention and marketing. To fulfill the mission and vision of the State Govt. as envisaged in the MSME Policy 2013-18 with a plethora of new Schemes and Programmes adding a new dimension to the work of the Directorate as well as considering the pivotal role of the 'Group A' officers of the Directorate of MSME towards implementation of various Schemes and Programmes of the State as well as Central Government for growth and promotion of this sector apart from active contribution in policy making and preparation/launching of new Schemes (e.g. West Bengal ncentive Scheme 2013 for Micro Small and Medium Enterprises) etc., it is the need of the hour to attract efficient youths in the Group 'A' posts of the Directorate. This calls for improvement in service condition of Group A' officers of the Directorate of MSME for which we propose the following:. Creation of a Constituted Service: With the above viewpoint, it is proposed to create a 'Constituted Service' named 'West Bengal MSME Service' or 'West Bengal ndustrial Service' with the Group 'A' posts of the Directorate of MSME under the administrative control of the Department of Micro, Small & Medium Enterprises and Textiles in the line of recently constituted 'West Bengal nformation and Cultural Service' (Copy enclosed as Annexure- F) in exercise of power conferred by the proviso to article 309 of the Constitution of ndia to the State Government. t is also proposed that newly 'Constituted Service' will have the entry point at the level of Assistant Director/ Manager, DC with the following essential qualifications for direct recruitment through PSC,WB: Degree in Engineering / Technology or Honours Degree in Physics / Chemistry / Mathematics / any branch of Biological Science or Life Science / Statistics / Economics / Commerce or MBA from a recognized University/ nstitute.

n this newly 'Constituted Service' Assistant Director of MSME/Manager, DC; Deputy Director of MSME/ General Manager, DC; Joint Director of MSME; Additional Director of MSME will be categorized as Category A, Category B, Category C and Category 0 respectively and each eligible officer belonging to a particular category will be promoted to the post of next category having put at least three (3) years' of continuous and satisfactory service in the post of that category on meritcum- seniority basis subject to availability of vacancies. The age for direct recruitment to the posts of officers belonging to Category A shall be not less than 21 years and not more than 32 years on the 1st January of the year of advertisement. The age-limit shall be relaxable only in cases of candidates belonging to the Schedule Castes or the Scheduled Tribes or the Other Backward Classes (OBC-A and abc-b) or the Physically handicapped or the Ex-Serviceman as per the extant Rules or order of the Government. The syllabus for written examination for direct recruitment to the posts of officers belonging to category A shall be changed to the papers on i. Bengali (Conventional type), ii. English (Conventional type), iii. Arithmetic and Test of Reasoning (MCQ type), iv. General Knowledge and Current Affairs (MCQ type), v. Entrepreneurship (MCQ type) and vi. Two papers of one optional subject (Conventional type) from the subjects Physics, Chemistry, Mathematics, Zoology, Botany, Statistics, Economics, Commerce & Accountancy, Management, Computer Science, Civil Engineering, Mechanical Engineering, Electrical Engineering from the existing procedure of MCQ type tests on i. English, ii. Arithmetic, iii. Test of Reasoning & iv. General Knowledge and Current Affairs of total 100 questions (Copy enclosed as Annexure- G). Each paper and the Personality Test will carry 200 marks. [pages 8 & 9]

Suggestion for changes in Career Advancement Scheme (CAS) : The following changes are proposed for Career Advancement Scheme (CAS) in tabular form to keep parity with other services under Government of West Bengal: 51. No Name of the Post Suggestion for changes in CAS Additional Director of 1 MSME The benefit of one Career Advancement Scheme (CAS) is proposed to the post of Additional Director of MSME after eight(8) years of continuous and satisfactory service t is proposed to extend the benefit of CAS to this post also after sixteen (16) years of continuous and satisfactory service in 2 Joint Director of MSME addition to the existing i" CAS benefit after eight(8) years of continuous and satisfactory service 3 4 t is proposed to extend the benefit of CAS to Deputy Director of this post also after sixteen (16) years of MSME / General continuous and satisfactory service in Manager, District addition to the existing 1 st CAS benefit after ndustries Centre eight(8) years of continuous and satisfactory service t is proposed to extend the benefit of CAS to this post also after twenty five (25) years of Assistant Director of continuous and satisfactory service in MSME / Manager, DC addition to the existing 2nd CAS benefit after sixteen(16) years of continuous and satisfactory service [ pages 9& 10]. Suggestion for changes in the existing Pay Structure: t is proposed to revise the pay structure and to make it identical with those recommended by 7th Central Pay Commission and accepted by Government of ndia. - - A write up on functions of Directorate of MSME,W.B The Directorate of MSME under the Department of Micro, Small & Medium Enterprises and Textiles, West Bengal is the functional arm of the Govt. in implementing various industrial activities and plays a pivotal role in industrialization of the State in the MSME Sector. The Directorate is responsible for promoting, sponsoring, registering, financing and advising MSMEs in the State. t also guides entrepreneurs in the selection of appropriate industrial ventures in the private and in the cooperative sectors. The role of the Directorate is to act as a facilitator for industrial promotion and sustainability of MSME and Handicraft and other traditional industrial sector in the State. The Directorate controls 20 District ndustries Centres located at each district and two Sub District ndustries Centres established at Durgapur and Siliguri. The activities of the Directorate are further spread down to the villages through the ndustrial Development Officers posted in each block. The MSME Policy 2013-18 with the vision of creating a sustainable eco system in the MSME Sector adds a new dimension to the work of the Directorate of MSME. Accordingly the duties and responsibilities of the Directorate have increased many fold for implementation of a plethora of new Schemes and Programmes like MSME Facilitation Centre (MFC), Synergy MSME, Sector Leadership Project (SLP), New ncentive Scheme 2013, Technology Facilitation Centre (TFC), Finance Clinic, Cluster Development Programme, Natural Fibre Mission (NFM), Rural Hat, Project Bamboo, Project Jute, Project Coir, Delayed Payment ssues through West Bengal State Micro & Small Enterprises Facilitation Council set up at the Directorate, Start up Policy 2016-21. This Directorate, which is the arm of the State Government to promote the MSME Sector, is not only responsible to implement different Schemes and Programmes ofthe State and Central Government for promotion and development of this Sector but it also contributes to a great extent in policy making and preparation/launching of new Schemes (e.g. West Bengal ncentive Scheme 2013 for Micro Small and Medium Enterprises etc.) and Programmes for overall growth and development of this Sector. t is noteworthy that this Directorate, renamed as 'Directorate of Micro, Small and Medium Enterprises' from 'Directorate of Micro and Small Enterprises', has been entrusted in terms of notification no. 2025-MSMET (1)/ 12S-17/ 2005 (Pt-) dated. 12.09.2014 to discharge additional duties and responsibilities for promotion and development of Medium Sector Enterprises which was looked after earlier by Directorate of ndustries.

Short title and commencement (1) These Rules may be called the West Bengal nform1tion and Cultural Service tules, 2016. (2) They shall come into force on the date of their publication in The Official Gaz tte. ' 2. Definitions n these Rules, unless there is anything repugnant in thel subject or context,- (a) "Appointing Authority", in relation to the posts included in the West Bengal ormation and Cultural Service, shall be the Governor; (b) "Category" means category of posts mentioned in t ese Rules; (c) "Government" means the Government of West Ben~al; (d) "Service" means the West Bengal nformation and Cultural Service. 3.
