Ninth Meeting of the High-Level Group on Education for All 23-25 February 2010 Addis Ababa, Ethiopia Provisional Programme Mandate of the High-Level Group (HLG) on Education for All (EFA) The Dakar Framework for Action adopted at the World Education Forum (Dakar, 26-28 April 2000) states in 19 that UNESCO s Director-General will convene annually a high-level, small and flexible group. It will serve as a lever for political commitment and technical and financial resource mobilization. Informed by a monitoring report it will also be an opportunity to hold the global community to account for commitments made in Dakar. It will be composed of highest-level leaders from governments and civil society of developing and developed countries, and from development agencies. Themes of the meeting: Impact of the financial and economic crisis on education Marginalization and inclusion in education Main expected outcomes: Adoption by the HLG participants of the Addis Ababa Declaration, with key policy recommendations related to the two themes of the HLG meeting, informed by the 2010 EFA Global Monitoring Report, policy recommendations from the 10th meeting of the Working Group on EFA (Paris, 9-11 December 2009) and discussions during the HLG debates. 1
