Deputy Head of Directorate for International Cooperation Zvyagina О.M. (Attachment 1). Participants presented themselves to the whole group. (Attachment 2). 3. Information about JWGER, current situation Chief of the Registration Office of PetrSU Kravchenkova N.M. informed in brief about the history of JWGER, aims and goals of the Group (Attachment 3). Deputy Chief of Directorate for International Cooperation of PetrSU Zvyagina О.M. began the speech with the matter of the Group membership renovation. It is necessary to pay attention to the Group membership in the light of its renewed activity. For the present the membership is confirmed by 10 institutions of higher education of the Barents region, while a new member has joined the Group The Social-Humanitarian College in Narian Mar. (Attachment 4). The Group membership is also confirmed by foreign universities, such as the University of South Finland Joensuu-Kuopio, for instance.
One of the tasks of the Group is to extend contacts and involve new members into the work. In the second part of the speech Zvyagina О.M. referred to the results of the research BERMAP Business, Educational and Research Cooperation between Institutions of Northern Finland and North-West Russia, held by University Oulu in 2007. Successful and unsuccessful practices displayed in the research process can also be taken into consideration while organizing the partnership of the Working Group. There were certain conclusions made on the basis of the universities cooperation analysis: - Availability of multiple attempts aimed at the extension of the universities cooperation. - Contacts at the department and laboratory level, individual contacts. - The most firm contacts are established in such spheres as building sector and environmental technology. - Some of traditional Finnish-Russian cooperation areas, such as the Finnish language and medicine, failed to provide concrete project ideas. -Most departments established contacts with colleagues, but these contacts rarely developed into particular joint educational and research projects. - Only few joint projects were realized. - The greatest challenge, to find new areas of interests for the cooperation did not produce hoped results. - The derived results have not always been most favorable for such efforts. What are the underlying reasons, which have prevented the emergence of more concrete cooperation projects between our universities? First and foremost reason has been the lack of mutual interest.; many of the topics and proposals, which have been put forth have not simply attracted interest on both sides; all the universities do not have same disciplines in their selection, and even the focuses of the similar departments have not been compatible; if there have been similar topics on the agenda of these departments, the benefits of such cooperation have not always been deemed as worth the effort, The Round table participants assumed that it was possible to extrapolate the mentioned above results to the JWGER work, they also underlined that the projects should be important for all the partners and influence the Barents region development in general.
4. Discussion of JWGER members ideas about the cooperation and tools for the projects realization. Best practice exchanging. Nesterova N.A., Head of Directorate for International Cooperation of Syktyvkar University made a suggestion of working out the joint master program Cultural Heritage. The suggestion was supported by the conference participants. The project suggestions were introduced by Kuznetsova А.А., Head of the European Union Information Centre of Directorate for IC of PetrSU (Attachment 5) and Kuznetsova K.V., Chief of the Department of International Projects and Programs of Directorate for IC of PetrSU (Attachment 6). The representatives of MSTU, Pomor SU and Murmansk Humanitarian University also made a row of suggestions for discussion. Golubeva E.N., Deputy Director of Nordic Council of Ministers Information Office in Saint Petersburg introduced the cooperation program for the period of 2009-2013 (KBNP, Knowledge Building and Networking Program for the North-West Russia), which includes education, science, innovations, environment, promotion of circumstances for the economical cooperation and trade, health and nature care partnership, civil society consolidation. Priority areas are considered to be education and science, government and local administration, economics development (minor and average business), civil society. All the projects and activities should have a practical orientation. Petrov P.V., Director of Nordic Council of Ministers Information Office in Petrozavodsk, suggested discussing Nota Bene project of retraining administration staff, dealing with the international activity. The list of the project ideas proposed by the universities and Narian-Mar Social- Humanitarian college, which took part in the Group work by correspondence, was brought up for discussion. (Attachment 7). Members of the Working Group suggested to choose first-priority projects all Group participants are interested in. Members of the Working Group have discussed the following project proposals: 1. Creation of the network through "International creative planning workshop of educational institutions BEARS" project. 2. Development of master program "Cultural heritage" based on ethno-cultural component. 3. Organization of profile practices in research-educational and industrial organizations of the Barents Euro-Arctic region. 4. Opportunities of running new professions and specializations, necessary for the sustainable social-economical development of the Barents Euro-Arctic region. 5. Research conference on students education in Northern regions.6. Organization of students creative work exhibitions. 7. New educational technologies and
professional competences. 8. Students research conference «Barents and Bologna: the expansion of boarders for students». 9. Contest of digital/electronic/distance teaching methods in teaching modules or courses within the bounds of the common master program. 10 Conference «Life-long learning: practice in the Barents region institutions of higher education». 11. Annual joint Arctic international conference on economical, management and law in Murmansk in March, 2010. 12. International conference on the water biological conservation management. 13. Preparatory seminars in activity arrangement. JWGER participants pointed out the importance of the projects sustainability, their effect for the Barents region development. Apart from that, there has been underlined the importance of involvement of the technical schools and colleges into cooperation. All the introduced project ideas were accepted with the interest. Nonetheless, during the discussion it was decided to choose few projects for the implementation and appoint responsible persons for their realization: 1. The student research conference «Barents and Bologna: boarders expansion for the students» (responsible: Kuznetsova А.А.) 3. Summer ecobiological school (responsible: Kuznetsova K.V., Iliasov A.K) It has been decided to put off the discussion and implementation of the rest ideas till the next working phase of JWGER. 5. Participants of the joint working group have suggested: 1. Confirming the renewed JWGER membership and continue the activity of the new members involvement into the Working Group. 2. To share the results of the discussion with the missing JWGER participants and to adopt the project s ideas, which were discussed at the Round table not later than December 1, 2009. 3. To work out a set of necessary documents for applying for projects to various programs of Norwegian-Russian cooperation (through the Norwegian Barents Secretariat), the programs of the Nordic Council of Ministers, and other programs and foundations which support the development of higher education and research. 5. To keep forming teams of University teachers interested in mutual educational and research projects. 6. To discuss the intermediate results at a video-conference in January 2010. 7. To adopt the activities plan for the period of 2010 2011 in January 2010. 6. Project idea 2: Objectives: Organization of the student conference on cooperation in the Barents Euro-Arctic region General objective: to broaden the academic boundaries of the Barents Euro-Arctic region Project objective: to organize the student conference on cooperation in the Barents Euro-Arctic region Basis: Students of the higher educational institutions of the Barents Euro-Arctic region are actively involved in studying the international cooperation aspects, representing a certain view of researches. Activity: Subject: conference on cooperation in the Barents Euro-Arctic region Participants: students and graduates of higher educational institutions of the Barents Euro- Arctic region Activity: Result: Perspective sections: the cultural relations development of countries of the Barents Euro-Arctic region development of economical cooperation the European integration in educational system and etc. The conference will expand students opportunities to display their research results at the international level.
Project idea Project objectives: Attachment 6 «Urban ecology» Summer students schools General objective: Sustainable social-economic development of the Barents Euro-Arctic Region. Specific objective: Decision of current ecological problems in the cities of the Barents Euro-Arctic Region within summer schools with participation of students, representatives of municipalities, NGOs. School programme: Expected results: 1. Preliminary situation analysis by the participants of the summer school; 2. Presentation of the problem from the point of view of municipalities, environmental NGOs, Russian and foreign students during the school; 3. Field research in the city; 4. Elaboration of recommendations and methods for decision of the problem; 5. Presentation of the work results to the representatives of municipalities, universities, NGOs. 1. Awareness raising and development of public social competence, new skills and knowledge; 2. Strengthening institutional relations between HEIs, municipalities and NGOs; 3. Capacity building of the participating universities (introduction of the summer school results into the study programmes, elaboration of joint Master programmes on urban ecology); 4. Development of practical approach to the protection of urban environment; 5. Research work by students based on the summer school results.
