BRIEF HISTORY OF NEHRU HOMOEOPATHIC MEDICAL COLLEGE Homoeopathic is a dynamic, holistic, scientific and philosophical system of constitutional and individualistic drug therapeutics, based on the law of similars with the potentiality of cure in cases that are curable and palliation in cases that are incurable. The therapeutic system of Homoeopathy was developed by SAMUEL HAHNEMANN, a German Physician (1755-1843). A system of medicine born 200 years ago is still popular in the Indian subcontinent, Western Europe and North America. Nehru Homoeopathic Medical College and Hospital is one of the premier and reputed Homoeopathic Colleges of India. The institution was founded by Padam Bhushan Awardee Late Dr. Yudhvir Singh, a great freedom fighter, social worker and pioneer Homoeopath of India. The foundation stone of the college building was laid by Hon ble Dr. Sushila Nayyar, Minister of Health and Family Welfare at that time, on 22 nd August 1963. The O.P.D. Wing was inaugurated by the then Hon ble Prime Minister, Late Shri Lal Bahadur Shastri on 06 th May 1964. Classes in the college were started from 1967 for DHMS Course, upgraded to BHMS Course under the Board of Homoeopathic System of Medicine. On 01 st September 1972 this institution was handed over by Dr. Yudhvir Singh Charitable Trust to Delhi Administration. The college is affiliated to University of Delhi for award of BHMS Degree since 1992. 4

GENERAL INSTRUCTION FOR CANDIDATES The candidates may obtain Bulletin of Information and Application Form w.e.f. 03/07/2015 to 31/07/2015 from the Office of the Joint Registrar (Medical), Faculty of Homoeopathic Medicine, 6th floor, V.P. Chest Institute Building, University of Delhi, Delhi-110007 in the following manner: (a) For General/OBC Category (i) By hand in person against Bank Draft /Banker s Cheque of 750/- (Seven Hundred Fifty Only) between 09.30 A.M. to 03.00 P.M. (except lunch time) in favour of Registrar, University of Delhi on all working days from Monday to Friday upto 31/07/2015. (ii) By post against Bank Draft / Banker s Cheque of 800/- (Eight Hundred only) in favour of Registrar, University of Delhi by sending a self addressed envelop of 10"X 8" upto 17/07/2015. (b) For SC/ST/PWD Category (i) By hand in person against Bank Draft /Banker s Cheque of 550/- (Five Hundred Fifty Only) between 09.30 A.M. to 03.00 P.M. (except lunch time) in favour of Registrar, University of Delhi on all working days from Monday to Friday upto 31/07/2015. (ii) By post against Bank Draft / Banker s Cheque of 600/- (Six Hundred only) in favour of Registrar, University of Delhi by sending a self addressed envelop of 10"X 8" upto 17/07/2015. Request received thereafter will not be entertained, even if the request is posted before 17/07/2015. The Delhi University will not be responsible for delay/loss in transit of the request for supply of Bulletin of Information by post, for any reason whatsoever. (c) The last date for supply of Bulletin of Information by post is 17/07/2015. No application will be accepted after 17/07/2015. (d) Money in cash will not be accepted in any case for supply of Bulletin of Information. (e) The application form may also be downloaded from websites www.fmsc.ac.in, www.du.ac.in and www.nhmc.delhigovt.nic.in and the same may be sent to the Joint Registrar (Medical), Faculty of Homoeopathic Medicine, 6th floor V.P. Chest Institute Building, University of Delhi, Delhi -110007 duly filled in alongwith required Demand Draft/Banker s Cheque amounting to 750/- or 550/- in favour of Registrar, University of Delhi as the case may be. (f) (g) The candidates with disabilities shall be exempted from payment of fees, including examination fee and other University fees, except Admission fee, subscription towards Delhi University Students Union and identity card fee. (vide DU circular no. Aca.I/082/2001/PwD/2012-13/355 dated 13.09.2012 The Faculty of Homoeopathic Medicine will not be responsible for any delay in the postal transit. 6

1. COURSES, INSTITUTIONS AND NUMBER OF SEATS The course of BHMS is conducted at Nehru Homoeopathic Medical College, Defence Colony, New Delhi. Note: In case Four (04) seat reserved for Govt. of India nominees remains unfilled the same will be filled up (Under 85% Delhi Quota) by operating common merit list. 2. ELIGIBILITY CONDITIONS FOR ADMISSION TO 1 ST PROF. BHMS COURSE FOR THE ACADEMIC SESSION 2015-2016. A. AGE: He/She must have attained or will attain the age of Seventeen (17) years as on 31st December 2015. B. EDUCATIONAL QUALIFICATIONS: (i) For 85% Delhi Quota Seats : The candidates seeking admission to BHMS course must have passed Intermediate/Senior School Certificate Examination (CBSE)/Indian School Certificate Examination (12 years course) or any other equivalent Examination recognised by the University of Delhi for admission to Undergraduate courses with 60% or more marks in the aggregate of three subjects i.e. Physics, Chemistry, Biology and has also passed English as one of the subject from a recognised school conducting regular classes situated within the National Capital Territory of Delhi (except Patrachar Vidyalaya and Open School). While deciding the merit the marks obtained in English will not be taken into consideration. (ii) For 15% All India Quota Seats (except Delhi quota) : The candidates from all over India who have passed the prescribed qualifying examination from an Indian University/Board (12 years course) from a recognised school conducting regular classes or any other equivalent Examination recognised by the 7

University of Delhi for admission to Undergraduate courses with 60% or more marks in the aggregate of three subjects i.e. Physics, Chemistry, Biology and has also passed English as one of the subject (except Patrachar Vidyalaya and Open School). While deciding the merit the marks obtained in English will not be taken into consideration. (iii) The percentages of above quota will be interchangeable. Note:(i) The candidates in order to become eligible for admission to BHMS course under OBC category must obtain 54% marks in qualifying examination i.e. Board XIIth examination. (ii) The candidates in order to become eligible for admission to BHMS course under SC/ST categories must obtain 50% marks in qualifying examination i.e. Board XIIth examination. (iii) Provided that the student has passed all the subjects separately required for the purpose of admission to BHMS Course. (iv) All the admitted candidates in BHMS Course are required to submit a Certificate that he/she has passed 8th Class Examination with Hindi. If he/ she is failed to submit the same certificate he/she will not be awarded the degree of BHMS Course. (v) The candidates belonging to General-Pwd category must have secured a minimum of 55% marks, Pwd -SC/ Pwd -ST categories must have obtained a minimum of 50% marks and Pwd -OBC categories must have obtained a minimum of 54% marks in qualifying examination i.e. Board XIIth examination. 3. MEDIUM OF INSTRUCTION AND EXAMINATION : English will be the medium of instruction and examination for BHMS Degree Course. 4. RESERVATION OF SEATS: (A) For Scheduled Castes (SC)/Scheduled Tribes (ST): 22½% (15% Scheduled Castes and 7½% for Scheduled Tribes) seats are reserved for persons belonging to Scheduled Castes/Tribes. A Scheduled Caste/Tribe candidate while applying for admission for any of the courses will attach alongwith the application form a certificate to the effect that he/she belongs to Scheduled Caste/Tribe from any of the competent authorities as listed below without which; concession of Scheduled Caste/Tribe will not be given: (i) District Magistrate/Additional District Magistrate/Deputy Commissioner/ Additional Deputy Commissioner/Sub Divisional Magistrate/ Taluka Magistrate/ Executive Magistrate/Extra Assistant Commissioner. (ii) Chief Presidency Magistrate/Additional Chief Presidency Magistrate/ Presidency Magistrate. (iii) Revenue Officer not below the rank of Tehsildar. 8

(iv) Sub-Divisional Officer of the area where the candidate and or his/her family normally resides. (v) Administrator/Secretary to Administrator/Development Officer (Lacadive and Minicoy Island). Provided that, if any seat(s) reserved for the candidates belonging to SC and ST categories remains unfilled due to non-availability of eligible candidate(s) under that category, the same shall be filled in the following manner: (a) Such unfilled seat(s) will be offered to the eligible candidates of the other category i.e. seat(s) of SC category to ST category candidates or viceversa as the case may be. (b) If the seat(s) remain unfilled even after applying clause 4(A) above, these unfilled seats referred for SC/ST category, if any, will be kept vacant. (B) Five percent (5%) seats are reserved on horizontal (compartmental) basis for the candidates belonging to Children/Widows of Armed Forces Personnel (CW) category. As per the guidelines approved by the Academic Council vide circular No.Aca.I/UG-PG Admission/2014/759 dated 22/05/2014 admission of candidates belonging to CW categories have to be made in the following order of priorities: As per the guidelines approved by the Academic Council, admission of candidates belonging to CW categories have to be made in the following order of priorities: (i) (ii) Widows/Wards of Defence personnel killed in action; Wards of serving personnel and ex-servicemen disabled in action; (iii) Widows/Wards of Defence personnel who died in peace time with death attributable to military service; (iv) Wards of Defence personnel disabled in peace time with disability attributable to the military service; and (v) Wards of Ex-servicemen personnel and serving personnel including personnel of police forces who are in receipt of Gallantry Awards. Category-V (Gallantry Awards) include: Param Vir Chakra, Ashok Chakra, Sarvottam Yudh Seva Medal, Maha Vir Chakra, Kirti Chakra, Uttam Yudh Seva Medal, Vir Chakra, Shaurya Chakra, Yudh Seva Medal, Sena, Nau Sena, Vayusena Medal, Mention-in-Despatches, President s Police Medal for Gallantry, Police Medal for Gallantry. Authorities Competent to issue certificates under CW category: (a) (b) (c) (d) (e) Secretary, Kendriya Sainik Board, Delhi. Secretary, Rajya Zila Sainik Board. Officer-in-Charge, Records Office. 1st class stipendiary Magistrate. Ministry of Home Affairs (for police personnel in receipt of Gallantry Awards). 9

In case any seat remains unfilled by the above category of candidates, the same will be filled up from respective categories. (C) Persons With Disabilities (PWD) 3% seats are compartmentally reserved on horizontal basis from the categories viz General, SC, ST and OBC for Persons with disabilities (PWD) (only for locomotor disabilities of lower limbs between 50% to 70%), provided that in case any seat in this 3% quota remains unfilled on account of unavailability of candidates with locomotor disability of lower limbs between 50% to 70% then any such unfilled seat in this 3% quota shall be filled up by persons with locomotor disability of lower limbs between 40% to 50% before they are included in the seats of respective category, MCI letter no. MCI-34(1)/Gen.)/2009-Med/2569 dated 21.04.2009 However, candidates may kindly note that in case of selection under Persons with Disabilities (PWD) category, they will be required to produce Disability Certificate from one of the disability assessment boards/authorities before their scheduled date of counseling: (i) (ii) Duly notified Medical Board of a District/Government Hospital set up for examining the Persons with Disabilities (PWD) under the provision of the person with Disability (equal opportunities, protection of rights and full participation) Act 1995. The certificate should indicate the extent of permanent physical disability (i.e. percentage) and it should bear the photograph of the candidate concerned and it should be countersigned by one of the Doctors constituting the Boards issuing the certificate. Any other competent authority/medical institution/medical board vested with the powers to issue a disability certificate under the Persons with Disabilities (equal opportunities, protection of rights and full participation) Act 1995. The certificate should indicate the extent of permanent physical disability (i.e. percentage) and it should bear the photograph of the candidate concerned and it should be countersigned by one of the Doctors constituting the Boards issuing the certificate. (iii) (iv) The cost of BOI including application form for Persons With Disabilities (PWD) shall be applicable at par with scheduled caste/ schedule tribe candidates.[ec Resolution No. 64(24) dated 23.06.2006]. The Persons With Disabilities (PWD) shall be exempted from payment of fees, including examination fee and other University fees, except Admission fee, subscription towards Delhi University Students Union and Identity card fee. (Vide DU circular no. Aca.I/082/2001/PwD2012-13/355 dated 13 th September, 2012). 10

(D) Candidates belonging to Other Backward Classes (OBC) category:- 27% seats are reserved for candidates belonging to OBC category, while applying for admission to MBBS/BDS Course, should enclose a copy of the certificate alongwith the Application Form to the effect that he/she belongs to OBC Category duly certified by one of the competent authorities as listed below. However, the OBC status is to be determined on the basis of the Central List of OBCs notified by the Ministry of Social Justice and Empowerment on the recommendations of the National Commission for Backward Classes available at their website (http:/ncbc.nic.in/ backward classes/index.html). The authorities competent to issue Caste Certificates are indicated below: (i) District Magistrate/Additional Magistrate/Collector/Deputy Commissioner/Additional Deputy Commissioner/Deputy Collector/1 st Class Stipendiary Magistrate/Sub-Divisional Magistrate/Taluka Magistrate/Executive Magistrate/ Extra Assistant Commissioner (not below the rank of 1 st Class Stipendiary Magistrate). (ii) Chief Presidency Magistrate/Additional Chief Presidency Magistrate/Presidency Magistrate. (iii) (iv) Revenue Officer not below the rank of Tehsildar. Sub-Divisional Officer of the area where the candidate and /or his family resides. The candidate should not belong to Creamy Layer. The proof of recent noncreamy layer certificate issued by one of the Competent Authorities as mentioned above should be submitted alongwith the Application Form. Provided that, if any seat(s) reserved for the candidates belonging to OBC categories remain unfilled due to non-availability of eligible candidate(s), the same would be filled up by Open Merit List. (E) Nominees of Government of India: (i) 2 seats in BHMS Course are reserved in Nehru Homeopathic Medical College for the candidates nominated by the Government of India from the states shown in the table at page-1. However, if any seat remains vacant the same will be filled up from the states which do not have Homeopathic Medical College such as J&K, A&N Islands, Pondicherry, Goa, North- Eastern States, Lakshdweep etc. (ii) 2 seats are reserved for Foreign National in BHMS Course in Nehru Homoeopathic Medical College (One for foreign student and one for Malaysia student). The candidates nominated by the Government of India must fulfil the minimum eligibility requirement prescribed for admission to the respective courses and their application forms duly completed in all respect will be received by the college within prescribed date for admission through the 11

Government of India. The candidate should apply directly to the Secretary, Govt. of India, Department of AYUSH, Ministry of Health & Family Welfare, Red Cross Building, Red Cross Road, New Delhi. Note : (i) In case four (04) seats reserved for Govt. of India nominees remains unfilled the same will be filled (under 85% Delhi Quota) by operating common merit list. (ii) The Faculty will not entertain any application form directly under Govt. of India Nominees Quota. 5. SUBMISSION OF APPLICATION FORM : (a) Application for admission will be received upto 31/07/2015. (b) Attested copy of the following certificates should be attached with the application form: 1. Secondary School (10th Class) Certificate & its Marks Sheet. 2. Senior School (12th Class) Certificate & its Marks Sheet. 3. Separate Certificate of Date of Birth, if it is not shown in the certificate (1) above. 4. Character Certificate from the Head of the Institution last attended (Not older than six months). 5. Passing Hindi Certificate (Marks Sheet) for all candidates upto 8th standard applying for BHMS Course for purposes of award of Degree. 6. Certificate of SC/ST/PH (if applicable). 7. Entitlement Certificate for Defence Personnel (if applicable). 8. OBC Certificate (Non Creamy Layer), (if applicable) Two Copy. Note: (i) The selected candidates for admission to BHMS course may be admitted provisionally subject to submission of Medical Fitness Certificate. The college authorities shall arrange for medical examination of the provisionally admitted students. (ii) The student should certify whether he/she belongs to OBC/SC/ST/PH Category. However, the OBC status is to be determined on the basis of the Central List of OBCs notified by the Ministry of Social Justice and Empowerment on the recommendations of the National Commission for Backward Classes available at their website of the admission (http:/ncbc.nic.in/backwardclasses/index.html). (c) All candidates are required to produce their original certificates at the time of depositing fee which will be kept in the office of the concerned college and will not be returned back in any case till the confirmation of admission. All admissions will be provisional subject to the confirmation by the University of Delhi. 12

6. PROCEDURE FOR FILLING UP OF RESERVED/ UN-RESERVED SEATS : A. Academic Council s Resolution No. 14 (ii) dated 17th May 1987: Out. of the total number of seats, the first 15% of the seats shall be kept for the candidates from all over India who have passed the prescribed qualifying examination from an Indian University/ Board and the remaining 85% seats be filled with the candidates who have passed the qualifying examination from Central Board of Secondary Education (CBSE)/Council for the Indian School Certificate Examination/Jamia Milia Islamia (12 years course) from the recognised school conducting regular classes situated within the National Capital Territory of Delhi. The Percentages of two categories will be interchangeable. B. The seats under these categories will be filled in order of merit based on the performance in the qualifying examination. 7. NOTIFICATION OF MERIT LISTS: The merit lists will be displayed on Notice Boards of the Faculty office, or our website www.fmsc.ac.in and of the college concerned on the dates mentioned below: A. 1 st list on 10/08/2015 at 11:00 A.M. - Fee to be deposited upto 12/08/2015. B. 2 nd list on 14/08/2015 at 11:00 A.M. (if necessary)-fee to be deposited upto 18/08/2015. C. 3 rd list on 20/08/2015 at 11:00 A.M. (if necessary)-fee to be deposited upto 22/08/2015. Subsequent merit list(s) would be notified, if necessary. The fee will be deposited in the concerned college from 11:00 AM. To 4 P.M. on all working days except Saturday. On Saturday the fee will be deposited upto 01:00 P.M. No individual communication would be sent to the candidates for their admission. No correspondence will be entertained relating to delay in submission of Fee/Admission after the expiry of last date of admission as prescribed above on any reason whatsoever. 8. MERIT: The admission would be made strictly on the basis of merit of the eligible candidates in each category, determined by marks obtained in Physics, Chemistry and Biology at the Senior Secondary (10+2) Examination or equivalent. In case of tie in percentage of marks of Sr. School (10+2) examination/ equivalent, merit will be prepared in accordance with the following preference/manner:- (i) (ii) (i) The candidates who have obtained higher mark in Biology. Foreign Students: A registration fee of 4,800.00 shall be charged from every foreign student seeking admission to an undergraduate (BHMS) course of studies in Delhi University vide letter No. A.R. (C)/Registration Fee/93/014492 dated 11th June 1993. 13. PAYMENT OF FEES: Last date for payment of fee of 2nd, 3rd and 4th BHMS shall be 15 th April without late fee. A fine of 05.00 per day shall be charged if fees are paid after 15th April and upto 30th April. The name of the defaulter will be struck off from the College Rolls on 01st May. After the name is struck off, re-admission will be at the discretion of the Principal, for which a payment of 100/- is to be made as readmission fees. 14. WITHDRAWAL OF ADMISSION & REFUND OF FEE : If a candidate, who has taken admission in the College, withdraws his/her admission, he/she shall be allowed refund of fee as the University rules. Note:- The amount required to be deposited with the Govt. of NCTD shall not be refunded. 15. CANCELLATION OF ADMISSION: In case any student admitted in BHMS Course remains absent from his/her class for 30 days continuously without information, the name of such student shall be struck off from the rolls of the college without any intimation to the students in this regard and his/her fee shall be forfeited. 16. REFUND OF CAUTION MONEY: Student who passed out can claim the refund of caution money within one year from the date of completion of Internship, failing which no application will be entertained except in special circumstances beyond the control of the candidate. At the time of refund of money a candidate will be required to produce a No Dues Certificate available with the Academic Assistant. Caution money shall be refunded only after completion of the course. 17. MIGRATION: Inter University Migration to 2 nd Professional in BHMS Course under the Faculty of Homoeopathic Medicines is not allowed in any circumstances. 18. INSTRUCTIONS FOR COMPLETING AND SENDING THE APPLICATION FORMS: (a) Candidates must have passed in all the required subjects separately (in Theory and Practical) for admission to BHMS Course. (b) Candidates who have appeared in the class XII Examination this year i.e. 2014 and have been placed under Compartment or are to re-appear for improvement will not be eligible. 15

(c) In case the information furnished or certificates etc. submitted are found to be false, or the candidate is found to have withheld name shall be removed from the college rolls and fee deposited by him/her shall be forfeited. (d) Once application form is submitted no alteration will be allowed thereafter. (e) A candidate seeking admission to BHMS Course is required to send his/her application on the prescribed form appended at the end of the Bulletin of Information. (f) The candidates before filling in the form shall satisfy his/her eligibility. The candidate is required to go through the Bulletin of Information carefully and acquaint himself/herself with all requirements with regard to the filling of the application form. (g) Application form should be filled in by the candidate in English. (h) The last date for receipt of application forms for admission to BHMS 2015-2016 in the office of the Joint Registrar (Medical), Faculty of Homoeopathic Medicine, 6 th Floor, V. P. Chest Institute Building, University of Delhi, Delhi - 110007 is 31/07/2015. No application form will be accepted after 31/07/2015. (i) Incomplete Application Form for Admission to 1st Prof. BHMS Course will summarily be rejected. (j) The student should certify whether he/she belongs to OBC/SC/ST/PH Category. However, the OBC status is to be determined on the basis of the Central List of OBCs notified by the Ministry of Social Justice and Empowerment on the recommendations of the National Commission for Backward Classes available at the website of the admission (http:/ncbc.nic.in/backwardclasses/index.html). 19. For all legal matters, the jurisdiction will be the National Capital Territory of Delhi only. 16
