Introduction In the changing scenario s open source software are playing vital role in the management of various library services including e publishing. The e publication services have various facets. It is not worth unless the e documents are properly managed and services provided to the proper users at the proper time, thus the needs of Library and Information Science (LISc) professionals with good attitude, skills and knowledge. LISc professionals have an important key role to play in improvement of innovative systems for scientific community supporting research, training and managing the in house e resources and make available to their esteem users with aim to increase the quality of products and reduce the cost of publications. IUCAA: The Inter University Centre for Astronomy and Astrophysics (IUCAA) is an autonomous institution set up by the University Grants Commission (UGC) of India to promote the nucleation and growth of active groups in astronomy and astrophysics at Indian universities. IUCAA Library The IUCAA library is a fully automated, open access resource library in the field of Astronomy and Astrophysics and having the total collection of the library is around 26,000 including books, bound volumes, CDs/DVDs, etc. The library has acquired more than 2800 E books published by CUP, OUP, and Springer also subscribed 120 journals/magazines with maximum online access. A case Study of Open Journal System at IUCAA Library Introduction: Open Journal System is an open source solution to managing and publishing scholarly journals online, which can reduce publishing costs compared to print and other traditional publishing processes. It is a highly flexible edit operated journal management and publishing system that can be downloaded for free and installed on a local web server. The OJS is suitable software that manages both editorial activities and open access scientific publications. In particular, it supports the editorial workflow, from manuscript submission to publication including the peerreview process (Open Journal System, 2016). A case Study of Open Journal System at IUCAA Library Objectives: The purpose of this paper is to provide an overview of different Free and open source institutional repository software, library automation software and content management systems and also give an overview of OJS, a set of reader oriented tools developed as part of an open source journal production and access system in details and its successful implementation of OJS for e publishing of IUCAA s own publications (gray literature) as a case study. Need of the Study The IUCAA Library plays a vital role in the process of scientific communication based on subscribed as well as in house publications, for both heavy costs are involved and substantial efforts are needed. Hence, it was high time to reduce the cost in the aforesaid process. The IUCAA Library began looking for a system during 2006 that was less expensive and more flexible as the cost involved in publication as well as mainly in printed publications. Consequently, IUCAA Library adopted Open Journal Systems (OJS), that is typically implemented, hosted, and maintained locally by many institute libraries in India and abroad, which has followings advantages Firstly, to reduce Institute publishing costs Secondly, to investigate the practicality of managing fee based journal subscriptions electronically Thirdly, to investigate electronic publishing opportunities Fourthly, to manage journal publishing workflows online Fifthly, to provide centralized access to Institute published materials Sixthly, to find ways to help faculty & researchers streamline the article submission process Finally, desire to automate workflow required review of other open access solutions. Role of LISc Professionals The roles and responsibilities of LISc professionals are to be determined by a combination of subject stakeholders input, available skills, knowledge and attitude of library staff, staff capacity, budget and other specifications needed for the purpose viz software installation, implementation and management. Major findings The OJS is the most suitable software/system for online managing in house publications and its global communication. The OJS also allow resources to be concentrated by good ease of ordering, alerting and ongoing various online processes. The OJS can publish the contents of in house publications in a standard issue format with 10 12 items or the editors can decide to publish each article as soon as it has completed the editing and layout process (Willinsky, 2005). Although journal indexing part to be taken by the LISc professionals, however the authors are also requested to provide the key terms for proper indexing and metadata. Major findings OJS not only save the 4Ms i.e. money, manpower, machinery, material, but also very user friendly The OJS has the procession of reading tool for creating an online reading journal for content they publish. The present study provides snapshots for the above said purpose. There is also a set of links for finding items that are related to the particular article being read. This case study gives guidelines to manage the various Information Center and Library services on OJS for in house publications. Various library services differ from library to library based on the need of the users. However, basic applications remain same. In the future IUCAA, it has been suggested to involve internal scientific communities to improve editorial quality. It is also suggested to provide new Readers may find that the tools described, as well as the larger system, of which they are a part, could be usefully adopted in their own institutional context and this will be a positive step towards ensuring visibility to the institute s publications by supporting the Open Access Movement in India. Conclusion The OJS is being updated from time to time and it can now even support multiple journal from a single set viz PDF searching, help manual reviewing, automated reminder, etc. However, the IUCAA library has to take technical part. We have to increase more scope and reducing in house limitations. It can be further concluded that LISc professionals can play a vital role and library will be better site where it can open a new perspective, where his/her role is not limited to the referencing part but can have better supporting role in the scholarly communication process. Therefore, there is need to re define the role of presenting LISc professional as Knowledge Resource Manager.
