CRC REPORTING Key Quality Elements and Activities Save the Children Norway s work related to reporting on the Convention on the Rights of the Child Developed by Save the Children Norway s Topic Network on CRC June 2005 Introduction The monitoring of the UN Convention on the Rights of the Child The Convention on the Rights of the Child (CRC) is monitored through a system of reporting by States parties to the UN Committee on the Rights of the Child (the Committee). The Committee also monitors implementation of the two optional protocols to the CRC, on involvement of children in armed conflict and on sale of children, child prostitution and child pornography. The Committee, which is composed of eighteen independent experts, meets three times a year in Geneva, Switzerland. The basis for the Committee s monitoring is the report that each State party is required to submit two years after ratification of the CRC. Thereafter, progress reports are required every five years. The Committee is responsible first and foremost for examining the progress made by States parties in fulfilling their obligations under the CRC. The Committee has issued guidelines for States to follow when drafting their initial 1 and periodic 2 reports. The NGO Group 3 based in Geneva, is able to provide information on which reports have been submitted to the Committee and the expected date of examination of country reports. Ahead of the examination of the state report the Committee seeks written information from other sources, such as non-governmental (NGO) and inter-governmental organizations. During a pre-sessional meeting a preliminary review of the state report is conducted and all available information is examined. A list of issues is prepared by the Committee and governments are requested to respond to these questions in writing before the plenary session where the state parties reports are examined. Examination of State Parties reports During the plenary session the Committee examines the state report in the presence of the government. Government representatives are invited to answer questions and comments posed by Committee members in order to discern more fully the actual situation in the country. Page 2 NGOs and the Committee The Committee has systematically encouraged NGOs to submit reports, documentation or other information in order to provide a comprehensive picture as to how the Convention is being implemented in a particular country. The Committee welcomes written information from international, regional, national and local organizations. Information may be submitted by individual NGOs or national coalitions or committees of NGOs. The NGO Group in Geneva has written guidelines for NGOs to follow when drafting their reports 4. Reports from NGOs are often called either NGO report, supplementary report or alternative report. Save the Children Norway s involvement in the reporting It is part of Save the Children Norway s (SCN) policy to participate in and support the CRC reporting processes to contribute to the monitoring of CRC. SCN, other members of the International Save the Children Alliance (SC) and several of SC partners play an active role in the reporting process in countries where we work. Contributions to the reporting process are mainly: training governmental bodies and NGOs in reporting procedures supporting governments in their reporting task drafting or supporting NGO reports participate, or supporting NGOs participation, in the UN Committee sessions involving children in the reporting process following up the UN Committee s concluding observations What role SCN plays differs from country to country depending of factors like the political situation, the available competence and resources among governments and NGOs and the extent of involvement by national NGOs. Developing Key Quality Elements on CRC reporting SCN wants to increase the quality of its programme work. Among projects initiated to facilitate this was a Pilot Project on CRC reporting. The objectives of this project were to develop criteria for good quality work in SCN s involvement in the reporting process; to develop resource material to support different types of involvement; and to increase the awareness among SCN and partner staff on the importance of taking part in the reporting process. In December 2003 SCN established a Topic Network CRC consisting of staff members both at the Head Office and country programme offices responsible for work related to SCNs strategic objective 2002-2005 to contribute to a general understanding of and support for children s rights. A global workshop for the members of the Topic Network took place in May 9-13, 2005 in Ethiopia. The main focus of the workshop was to initiate the above mentioned Pilot Project on CRC Reporting. During the workshop, key quality elements (KQE) on SCN s contribution to the CRC reporting to the UN Committee on the Rights of the Child were developed. Those related both to state reporting, NGO reporting and in involving children in the reporting process. The KQEs and corresponding activities developed during the workshop are all included in this document. How to use this document The purpose of this document is to inspire and support SCN s work related to CRC reporting and to increase the quality of this work. Page 3 As one will see, for each KQE there is a set of activities which are likely to support the specific quality under which they are mentioned, and thus function as indicators. They are proposals and ideas based on experience, and not meant to be a fixed set of activities. They can be added on to, some can be identified as being more important than others. An important question to reflect on when using KQE is: which qualities are being expressed in each KQE. For example, in the first KQE related to State reporting, the qualities might be as follows: It moves the whole child rights agenda forward, several objectives are met in one and the same process; it creates state self-esteem by being timely ; it involves people and creates independence. The KQE and Activities developed are rather comprehensive and the usefulness of this document has to be tested through practical utilization and further dialogue with partners and communities, including children. The SCN country programmes should therefore assess the applicability of the document and share experiences related to the use of it. Based upon such feed backs the Topic Network on CRC will be able to revise and perhaps simplify the document at a later stage. Page 5 KEY QUALITY ELEMENT 2: Reporting guidelines State Report is following the guidelines from the UN Committee on the Rights of the Child Facilitate a process (training, providing expertise, etc.) for the proper understanding and use of the reporting guidelines and ensure that: o There is on going communication between and among concerned institutions during the entire process o There is knowledge and competences on using the guidelines among working groups and key contributors o The reporting guidelines, input formats and relevant documents are available in local language (s) Offer support on competence building (workshop) of the working group that will take lead in drafting process KEY QUALITY ELEMENT 3: Situation Analysis The report gives a true reflection of the children s rights situation in the country Offer support for capacity building to the state mechanisms for information collection and analysis on the situation on the rights of the children o make sure that the process is comprehensive, inclusive and transparent o make sure that the GO is in possession of actual and true information, reports and data Encourage GO to collect relevant information from all sources and where necessary, prepare new documentation, baselines, and studies (especially for reporting purpose) Encourage NGOs to share documentation with GO and provide relevant information from SCN and partners Encourage GO and relevant stakeholders to conduct studies on the state of fulfilment of the rights of children on a regular basis And ensure that o children and their groups participate in information collection and analysis process o the information from GO is verified with other sources KEY QUALITY ELEMENT 4: Awareness Raising and Advocacy Process is utilized as an opportunity for raising awareness on and advocating the rights of children; and increasing duty bearers accountability to children Offer the exchange of experiences and expertise from SC country programmes on child rights and CRC reporting
Page 6 Mobilize key stakeholders to take responsibilities during the reporting process (meetings, media and press conferences) Support GO and NGOs in discussion and development of awareness raising and advocacy plan and offer support for implementation Advocating GO to have children s rights in their priorities Encourage GO to share the draft report with key stakeholders and children and their groups; to publicize final draft report for comments from general public and ensure processing of the comments into the report; and disseminate the final report nationally KEY QUALITY ELEMENT 5: Participation Key stakeholders including children and their groups are mobilized and are participating in the entire process Encourage and offer support to GO to include civil society organizations and children and their groups as contributors, by o offering support to build capacity of children and their groups to participate actively in the reporting process o o advocating and lobbying that children s views are properly accommodated in the report advocating for active participation of civil society organizations in the entire process and offering support on capacity building if required KEY QUALITY ELEMENT 6: Coordination and integration Different initiatives and processes are coordinated and CRC reporting is an integrated part of the ongoing work for the rights of the children in general Encourage the GO to coordinate different initiatives, processes and institutions and support them by o informing about different initiatives, ongoing and forth coming, related to reporting o initiating dialogue with GO agencies and key institutions to achieve agreement on processes such as children s participation, documentation, information sharing etc. Ensure coordination among SC members building on their resources, experiences and expertise for CRC reporting KEY QUALITY ELEMENT 7: Follow up A plan for systematic follow up of the Concluding Observations of the UN Committee on the Rights of the Child is at place Support or initiate consultative meeting on the Concluding Observation with key GO institutions and NGOs to develop plan of actions to take forward the recommendations and integrate them into National Plans of Action and other national plans and processes

Page 9 KEY QUALITY ELEMENT 2: Reporting guidelines NGO report is following A guide for Non-Governmental Organizations reporting to the Committee on the Rights of the Child from the NGO Group for the CRC Facilitate a process (training, providing expertise, etc) for the proper understanding and use of the reporting guidelines and encourage relevant organizations, including children and their groups, to participate in the process. Ensure that: o there is knowledge and competences on using the guidelines among working o groups and key contributors o the reporting guidelines, input formats and relevant documents are available in local language (s) o NGOs are trained in the state party reporting guidelines as well as the NGO guidelines Offer support on competence building (workshop) of the working group that will take lead in drafting process KEY QUALITY ELEMENT 3: Situation Analysis The information provided in the State Report is supplemented to give a true reflection of the children s rights situation in the country Support the establishment of mechanisms to collect, analyse and compile information in specific areas of child rights And ensure that o children and their groups participate in information collection and analysis process o sectoral NGOs and professional groups are engaged and mobilized to provide analysed information o guidelines and formats for information submission are developed, provided and followed by sectoral NGOs and training is facilitated if needed for the use of the formats/guidelines KEY QUALITY ELEMENT 4: Awareness Raising and Advocacy Process is utilized as an opportunity for raising awareness on and advocating the rights of children; and increasing duty bearers accountability to children Support the exchange of experiences and expertise from SC country programmes on child rights and CRC reporting Encourage and motivate relevant organizations to participate in the process and provide information to the working group o Training could be organized for motivating organizations who could have roles in the reporting
Page 10 Support NGOs in discussion and development of awareness raising and advocacy plan and offer support for implementation Support or initiate campaigns/ events on issues of children s rights at different stages of the reporting process KEY QUALITY ELEMENT 5: Participation Key stakeholders including children and their groups are mobilized and are participating in the entire process Motivate the concerned NGOs to contribute and be a part of the reporting, and increase accountability from all parties by o offering support to build capacity of children and their groups to participate actively in the reporting process o o advocating and lobbying that children s views are properly accommodated in the report advocating for active participation of civil society organizations in the entire process and offer support on capacity building if required KEY QUALITY ELEMENT 6: Coordination and integration Different initiatives and processes are coordinated and CRC reporting is an integrated part of the ongoing work for the rights of the children in general Encourage the GO to coordinate different initiatives, processes and institutions and support them by o informing about different initiatives, ongoing and forth coming, related to reporting o initiating dialogue with GO agencies and key institutions to achieve agreement on processes such as children s participation, information sharing, documentation, compiling of information on a regular basis, etc. o motivating GO to incorporate the recommendations from the CRC Committee to NPAs, and other national processes in their ongoing work support NGOs, children and their groups to coordinate with different institutions and advocate and lobby for realization of the rights of children support NGOs, children and their groups to monitor child rights situation and compile information for the purpose of CRC reporting ensure that a wide range of NGOs working on children s rights collaborate encourage the NGOs to coordinate different initiatives, processes and institutions ensure there is on going communication between and among concerned key stakeholders during the entire process ensure coordination among SC members building on their resources, experiences and expertise for CRC reporting

Page 12 Children s Participation in the CRC Reporting Key Quality Elements and Activities KEY QUALITY Element 1: Preparations Children have an understanding of what they are participating in and they agree to participate. a. Children are informed about the events and cause b. Good planning is ensured of which children are a part c. c. Preparation of children (skills to participate) and proper stimulation (wish to participate) is ensured Defining country programme s role regarding CRC Reporting and developing a detail plan on the process of CRC reporting where children's participation is an integral part Discuss the importance of children's participation in CRC reporting process with key GO institutions (concerned ministries and departments) and agree on the process as well as the roles and responsibilities of the key actors for the entire process. Offer support and work proactively to o Define and agree on the criteria of selecting a group of child facilitators to facilitate the consultative meetings with children and other relevant process of the reporting where children will be actively involved. o Define criteria and identify child friendly adult facilitators to build up the skills and capacities of child facilitators as well as to support them in various events with children at district/ province to national level o Develop CRC reporting guidelines and other relevant documents in local language/children's version o Conduct a Training of the Trainers (TOT) for the group of child facilitators on participation skills, communication and facilitation skills --within the training there will be activities to stimulate and raise interest of children to participate in the reporting process. o Prior to this TOT for children, train the adult facilitators in the child friendly techniques of imparting the tools and methods of facilitation to child facilitators. The child facilitators will have to be trained in using the skills and the techniques to support groups of children in the process of their participation in CRC reporting. o Hold an orientation meeting with child representatives (participants of the consultation workshops) to inform them and discuss with them on purpose of their participation, on the principles of meaningful participation, share CRC reporting guidelines with them, and clarify on their expected roles and responsibilities regarding the preparation of the CRC report. o Conduct a planning workshop with child representatives separately to develop a meaningful process of involving children for CRC reporting. o Set criteria and define process for children's participation at different level and children's representation accordingly. o Develop draft plan and organize consultations with child representatives (on the plan)
Page 13 KEY QUALITY ELEMENT 2: Inclusion Participation should be inclusive of children from different backgrounds in terms of gender, caste, ethnicity, ability, religion, age, geographical origin, social background etc. Avoid favoritism o Agree with the plan to ensure (preparing a checklist) that children with various background and experiences are invited to participate in the processes at different levels o Collaborate with partners (of SC organizations and others like-minded organizations) and mobilize them in selection of children of different background (NGOs, schools, religious institutions, local government agencies, child led organizations) And ensure that o Children and their groups are mobilized and stimulated to participate in the entire process of CRC reporting--information collection, analysis, report writing and finalization process o Children and their groups are empowered to participate in the entire process meaningfully and are provided with adequate knowledge, skills and competence to do so. o Children s views are properly respected and accommodated in the report (the final product) KEY QUALITY ELEMENT 3: Child friendly process Child friendly process is ensured a. Child friendly environment is ensured where children feel free to express their views and opinions, where their views and opinions are listened to and respected, where the medium of communication is child friendly. b. Child friendly tools and methods are applied to stimulate and motivate children to share their views and express their opinions. c. Child friendly materials are used language, design, presentation d. Interpretation is provided when needed to involve the children from various linguistic background with opportunities to express their views and thoughts. e. Approaches are relevant and suitable to children s age, experiences and maturity f. Extra attention is given to involve minority groups, e.g., children with disabilities, street children, Dalit children, children belonging to rural remote areas, to ensure their meaningful participation in the discussion. g. Processes/events have to be fun, activity oriented and with breaks (leisure) o Child friendly tools and materials are planned, agreed and developed by the adult and child facilitators to use in the children's consultation workshops on CRC reporting. o A safe and secured place where children can play and move around (in accordance to children s views and child protection policy) is selected as the residence for children and the venue for the consultation workshop, o Escorts or accompanying guardians are made accountable to protect the children. It has to be sure that the escorts are child friendly adults. o A file is made available for each child participant with all related materials translated into National and local languages, in simple, understandable and appropriate language that children understand (having children as editors to ensure child friendly language) Challenge: CRC and all related documents are not available in Braille in every country. This is required if children with blindness are involved in CRC report preparation process and ensured a meaningful participation.
Page 14 KEY QUALITY ELEMENT 4: Coordination and collaboration Children s participation in reporting process relates to the wider child rights context and processes of the country Coordination and collaboration with key stakeholders are secured o Gather information about on going, previous or forthcoming events or opportunities, or processes relevant to children's rights and link them with the CRC reporting process and requirements o Draw conclusions from these previous experiences and the processes particularly in relation to children's participation o Share information with key stakeholders and mobilize them to get involved for a meaningful and ethical participation of children and their groups o Build a network in order not to overlap, but to mobilize all members to coordinate with the ongoing other relevant processes and events in the country o Organize a consultative meeting on child participation in reporting, involving all stakeholders, presenting the benefits and the good experience in this area o Mobilize the community (through a child led campaign) on importance of child participation in reporting o Make use of the media by inviting a popular actor/actress, mass media popular personality to talk about the values of child participation o Support NGOs, children and their groups to coordinate with different institutions and advocate and lobby for realization of the rights of children KEY QUALITY ELEMENT 5: Awareness raising and advocacy CRC education is incorporated in the process o Raising rights awareness and increasing adult s accountability to children Children s involvement in awareness raising and advocacy work to promote children s rights as part of the process o Organize training on principles and provisions of the CRC as well as the CRC reporting guidelines to children and their groups o Organize training on CRC for key stakeholder (adults) Save the Children s partners, NGOs, o Get involved in advocacy initiatives (e.g., media campaign) o Provide capacity building opportunities to children and their groups on the techniques of lobbying and awareness raising and dealing with media (skills on negotiation, communication, facilitation, dialogue,) o Support children and their groups to lobby with government institutions to ensure children s participation in the reporting process o Support children and their groups to lobby with government institutions to attend to the issues raised by children during reporting process. o Support children and child-led organizations to advocate for their rights and influence civil society institutions to usher social changes to respect children s rights.
Page 15 KEY QUALITY ELEMENT 6: Children s views in the report properly documented Children s situation, as they see it, is reflected in the reporting o Provide training and capacity building opportunities to children and their groups to collect information and to write the report. o Ensure that the draft CRC report is provided to children, their groups and their representative (as relevant) for quality check on presentation of children s views o Support to prepare, publish and disseminate a separate report on children s participation process and their contributions such report should cover both the process as well as the outcome of children's participation (in the CRC reporting) and lessons learnt. o This separate report on children's participation in the process and their contribution in CRC report should be shared with the concerned institutions within and outside the country. KEY QUALITY ELEMENT 7: Follow up and evaluation Good follow up actions with the children participating in the process is ensured Documentation and evaluation are secured o Organize workshop with all the children who participated in the process to share the outcome of the process of children s participation in CRC Reporting and acknowledge the contributions that children and their groups made to the CRC Report. The specific report on children's participation in CRC Report preparation is shared with children. o Support the government to share the concluding observations of UNCRC Committee on the country report with NGOs, key stakeholders and with the children, at least those who participated in the CRC Report preparation process. o Identify the issues and recommendations raised by the CRC Committee to be attended and followed by children, their groups and by different groups of adults to bring in desirable changes in the situation. o Relate to coordinate with the processes of National Plan of Action (NPA) for children and other sectoral NPAs and national processes to ensure the integration of the issues and follow up actions in these national action documents for children. o Ensure that the entire process and the outcome of participation of children and their groups is properly documented (identify person responsible for documentation of the entire process from the start to the end) o Organize a meeting/workshop to share lessons learnt (children and their groups and adult together) And encourage and ensure that... o Children are part of the process of the consultative meetings with key GO institutions and NGOs to discuss the concluding observations received from UN CRC Committee to develop further plan of actions to take forward the recommendations to usher change o The learning and experiences gained by SCN and its partners on the best practices of the participation process of children and their organizations on the CRC reporting are documented and disseminated widely.
