SDA Schools The Heights Rezoning Plan OPENING OF NEW PAT NOONAN SCHOOL CREATES OPPORTUNITIES TO REZONE SCHOOL BOUNDARIES IN THE HEIGHTS AREA TO IMPROVE CONDITIONS AT ALL SCHOOLS IN THE HEIGHTS. REZONING PLAN OBJECTIVES: 1 1. SHORT TERM OBJECTIVE-SPRING 2017: To occupy the new Patricia M. Noonan School upon availability by NJ for occupancy - anticipated in Spring 2017. 2. LONGER TERM OBJECTIVES-SEPTEMBER 2017: To use the added capacity of the new school to eliminate existing Trailer Classroom Units in Heights Area to the extent possible. To use the added capacity of the new school to reduce busing to/from the Heights area to the extent possible. To use the added capacity of the new school to reduce overcrowding at existing school facilities in the Heights area to the extent possible- especially at PS6 and PS27.

SDA Schools The Heights Rezoning Plan Studies to rezone school boundaries involved assessing existing attendance patterns, confirming existing school capacities, & exploring rezoning options: STEP ONE MAPPED EXISTING ATTENDANCE PATTERNS FOR EACH SCHOOL AND PROJECTED ENROLLMENT BASED ON BIRTHS AND DEVELOPMENT PATTERNS STEP TWO CALCULATED & CONFIRM ED EXISTING SCHOOL CAPACITIES STEP THREE IS IN PROGRESS EVALUATE/RECOMMEND OPTIONS FOR REZONING GEOGRAPHIC ATTENDANCE ZONES IN ORDER TO : OPEN THE NEW SCHOOL WITH PARTIAL OCCUPANCY IN SPRING 2017 ACHIEVE THE LONGER TERM REZONING PLAN OBJECTIVES WITH FULL OCCUPANCY IN SEPTEMBER 2017 3 Note: Boundary rezoning recommendations are based on the use of GIS Mapping (computer aided mapping) tied to student databases to support accurate testing of redistricting scenarios based on updated enrollment counts by grade applied to any attendance area and any year (over the next 5 years)

The Heights Rezoning Plan STEP THREE ACHIEVE THE LONGER TERM REZONING OBJECTIVES WITH FULL OCCUPANCY OF PATRICIA M. NOONAN SCHOOL IN SEPTEMBER 2017 RECOMMENDATIONS Rezone all attendance zones for existing schools in the Heights area to achieve objectives: 1. To use the added capacity of the new school to eliminate existing Trailer Classroom Units in Heights Area to the extent possible. 2. To use the added capacity of the new school to reduce busing to/from the Heights area to the extent possible. 4 3. To use the added capacity of the new school to balance enrollments and school capacities in order reduce overcrowding at existing school facilities in the Heights area to the extent possible- especially at PS6 and PS27.

The Heights Rezoning Plan Balancing Enrollment and Capacity (without trailers) Re-assigning students to balance Enrollment and Capacity Re-assigning students in impacted areas according to a phased plan will permit upper grade students to graduate from their current schools: Phasing between 2017-2021 -All schools will register Grade PK-4 students based on new attendance zones beginning Sept 2017; PK-5 in Sept 2018; PK-6 in Sept 2019; PK-7 in 2020; PK-8 in Sept 2021 14 -Students in grades PK-4 w/siblings in grades 5-8 in 2017 will remain at the same school if desired -Bi-lingual grades K-5 currently attending PS 6 and PS 8 will attend Pat Noonan School in 2017
