Overview 1.1 The main objective of the Research Training Program (RTP) is to: a) provide flexible funding arrangements to support the training of domestic and overseas students undertaking higher degrees by research at Australian Higher Education Providers; b) deliver graduates with the skills required to build careers in academia and other sectors of the labour market; c) support collaboration between Higher Education Providers and industry and other research end-users; and d) support overseas students undertaking higher degrees by research at Australian Higher Education Providers. 1.2 It is the principal program of the Commonwealth Government for supporting promising researchers, with awards available in all fields of study. The program is administered by the University of Tasmania (the University) and the Commonwealth Department of Education. The University pays award holders all entitlements under the award. 2. Types of RTP Scholarship 2.1 RTP Stipend to assist candidates with their living costs while undertaking the higher degrees by research; 2.2 RTP Fees Offset paid to the University by the Commonwealth Government to cover the costs of tuition fees; and/or 2.3 RTP Allowance to assist candidates with relocation costs to undertake a higher degrees by research at the University of Tasmania. 3. Eligibility 3.1 To be eligible for a RTP Stipend, RTP Fees Offset or RTP Allowance a candidate must be either a domestic or overseas student enrolled in an accredited higher degree by research at the University. 3.1 To be eligible for a RTP Stipend a candidate must not be receiving income from another source to support the candidate s general living costs while undertaking their higher degree by research if that income is greater than 75 per cent of the candidate s RTP Stipend rate. Income unrelated to the candidate s higher degree by research or income received for the candidate s higher degree by research but not for the purposes of supporting general living costs is not to be taken into account. 3.3 To be eligible for a RTP Fees Offset a candidate must not be receiving an equivalent award or scholarship from the Commonwealth Government designed to offset tuition fees for their higher degree by research. 3.4 In 2017 and 2018 all domestic applicants will be offered an RTP Fees Offset provided they are not receiving an equivalent award or scholarship from the Commonwealth designed to offset higher degrees by research tuition fees. 4. RTP Stipend 4.1 An RTP Stipend Scholarship is provided to assist candidates with their living costs while undertaking a higher degrees by research as per the Research Training Program (RTP) Scholarship Conditions of Award. 4.2 An RTP Stipend Scholarship is awarded to domestic and overseas students enrolled in a higher degrees by research on a competitive basis as per the Application, Selection and Offer processes detailed section 7. RTP Stipend rate 4.3 The RTP stipend rate is effective from 1 January each year and in 2017 and 2018 will be as follows: 2017 2018 Full time $26,682 p.a (non taxable) $27,082 p.a (non taxable) Part time $13,341 p.a (taxable) $13,541 p.a (taxable) 4.4 The stipend rate for any subsequent year are the same as that for the preceding year, indexed in accordance with the method set out in Part 5-6 of the Higher Education Support Act 2003. RTP Stipend period of support 4.5 The period of support is calculated from the date of enrolment in the higher degrees by research. 4.6 The RTP Stipend period of support is: a) Doctoral Candidates: three years on a full-time enrolment load and six years on a parttime enrolment load. b) Master of Research Candidates: two years on a full-time enrolment load and four years on a part-time enrolment load. 4.7 For Doctoral candidates undertaking an approved industry placement, internship or professional practice activity, RTP Stipend funding of up to 6 months in addition to 4.6a above and any approved extension under 4.10 may be available as per section 17 below. 4.8 A candidate s period of support will be increased pro-rata for any periods of leave approved by the University as per section 14. Any periods of suspension approved by the University do not contribute to the period of support. 4.9 The period of support of a RTP Stipend will be reduced by any periods of study undertaken towards the degree prior to the commencement of the RTP Stipend or during suspension of the RTP Stipend unless the study was undertaken as part of an Australian Government financially supported international postgraduate research stipend or stipend, such as an Endeavour Award. RTP Stipend extension provisions 4.10 A Doctoral candidate may apply for an extension of their RTP Stipend for up to six months (full-time). An extension will only be granted where the research has been delayed due to circumstances which are beyond the candidate's control and related to the conduct of the research rather than of a personal nature. 4.11 There are no provisions for RTP Stipend extension for candidates undertaking a Master of Research. 5. RTP Fees Offset 5.1 An RTP fees offset is awarded to all domestic candidates enrolled in a Higher Degree by Research at the University of Tasmania. 5.2 An RTP fees offset is awarded to international candidates on a competitive basis as per section 7. RTP Fees Offset rate 5.3 In 2017 and 2018 the Domestic RTP Fees Offset rate will be in the range of AUD $22,000 $33,000 5.4 In 2017 the International RTP Fees Offset rate will be rate for the higher degree by research as published on the University website at http://www.utas.edu.au/research/degrees/costs. 5.5 RTP Fees Offset rates will increase in subsequent years. RTP Fees Offset period of support 5.6 The period of support is calculated from the date of enrolment in the higher degree by research. 5.7 Domestic candidates: the RTP Fees Offset period of support is: a) Doctoral Candidates: four years at a full-time candidate load and eight years at a parttime candidate load. b) Master of Research Candidates: two years at a full-time candidate load and four years at a part-time candidate load. 5.8 International candidates: the RTP Fees Offset period of support is: a) Doctoral Candidates: three years at a full-time candidate load. b) Master of Research Candidates: two years at a full-time candidate load. RTP Fees Offset extension provisions 5.9 International and Domestic candidates: there are no provisions for RTP Fees Offset extension for candidates undertaking a Doctoral degree or a Master of Research. 6. RTP Allowances Relocation allowance: 6.1 Award holders may apply for a one-off relocation allowance towards the cost of relocating to Hobart, Launceston or the Cradle Coast from within Australia or from overseas to take up an Award. 6.2 Claims must be made within six months of the date of commencement of the award. 6.3 The allowance covers travel expenses for the award holder, any dependent spouse and dependent children, equivalent to the cheapest candidate or economy airfare to Hobart, Launceston or Burnie. Where an award holder elects to travel by car, they will receive a per kilometre allowance as determined by the University. Award holders cannot claim for accommodation or meal costs if they elect to travel by car. 6.3 Domestic and international award holders can be reimbursed for up to AUD$2,000 in total upon production of receipts. Other allowances 6.4 Award holders may also receive minor awards, allowances or other earnings which are supplementary to the award with stipend, or income derived from part-time work undertaken within the guidelines set by the University. 7. Application, Selection and Offer processes 7.1 The Dean of Graduate Research is responsible for managing the process for awarding higher degree by research scholarships. The Dean of Graduate Research awards scholarships on a competitive basis upon receiving a recommendation from a University College, Faculty or Institute. 7. 2 In its competitive selection process, the University will give priority to applicants who: a) have a proposed project in an area identified by the University as one of research strength, b) have not already completed a Doctoral degree or equivalent, c) have not already completed a Master of Research degree or equivalent unless intending to undertake a Doctoral degree, and/or d) have not previously held an Australian Government or University-funded Postgraduate Research Award for more than six months Applicants who do not satisfy some or all of the above will be considered in the competitive selection process but will not be prioritised against other applicants who have. 7.3 Scholarship applications are assessed by the relevant College, Faculty or Institute scholarship selection committee. Scholarship selection committees ensure that a transparent and fair selection process is conducted and that any conflicts of interest are declared and managed. 8. Part-time Awards 8.1 Part-time awards may be awarded. In making an assessment of an application for a parttime award the following will be considered: a) whether the School of Enrolment has sufficient resources to facilitate completion of candidature with respect to supervision, funding and access to relevant facilities; and b) whether any thesis submitted by the revised expiry of the maximum degree period will as a body of work still form a supervised, independent and significant contribution to knowledge. 8.2 Part-time awards will also be available to candidates with heavy carer commitments or with a medical condition precluding full-time study may be permitted to hold a RTP Stipend on a part-time basis. The award holder must demonstrate: a) carer responsibilities for a pre-school child; b) carer responsibilities for school aged children as a sole parent with limited access to outside support; c) carer responsibilities for an invalid or disabled spouse, child or parent; d) a medical condition which limits the capacity to undertake full-time study (supported by medical certification); or e) other circumstances which limits the candidate s capacity to undertake full-time study. 8.3 A part-time RTP Stipend awardee must be enrolled as a part-time candidate and is expected to progress at half the rate of a full-time awardee. Awardees approved to study part-time may revert to full-time study subject to the approval of the Supevisor, Graduate Research Coordinator, Head of School, and Dean of Graduate Research. 8.4 Part-time RTP Stipends are not available to applicants seeking to undertake paid employment on a full-time or on a substantial part-time basis. The same employment conditions that apply to full-time awardee apply to part-time awardees. 8.5 International candidates are not eligible for part-time stipends. 8.6 Stipends for part-time awards are not tax exempt. 8.7 Applicants for part-time awards must provide a statement of reasons for requesting to undertake part-time study with their application form. The Dean of Graduate Research will consider these statements, along with a supporting statement from the applicant s supervisor and other relevant information. Note that the scheme is merit based and within eligibility guidelines, rankings of applicants are unaffected by their personal financial circumstances or care responsibilities. 8.8 Existing award holders may also seek approval to study part-time. Their requests, with the same supporting documentation as for new applicants, should be submitted to the University as they arise. 9. Supervision and Facilities 9.1 The University s Higher Degree by Research Supervision Policy sets out: a) the roles of Supervisors in the research training and management of Higher Degree by Research (HDR) Candidates enrolled at the University b) the standard of conduct and performance required of all supervisors c) the means by which supervisory teams are established to ensure all HDR Candidates receive high quality supervision during candidature, and d) good practice that support the highest quality HDR Candidature experience and outcomes Return to table of contents Updated 15-Nov-17 Page 6 of 12

9.2 The University s Higher Degree by Research Minimum Infrastructure and Resources Policy: a) sets out the minimum resources and infrastructure that Candidates can expect to assist them to undertake their research b) sets out the roles and responsibilities of Schools, Faculties/Institutes and central University administration regarding the provision of facilities and resources to support HDR candidates, and c) outlines the opportunities and support available to assist Candidates to engage with scholarly communities both at the University and globally 10. Changes in Enrolment 10.1 Award holders must advise the Graduate Research Office in writing of any change to the title or topic of their higher degree by research project to establish whether the recorded field of research has changed. 10.2 Higher degree by research candidates may transfer to the University from another Australian Higher Education Provider according to the Higher Degree by Research Admission and Enrolment Policy. An RTP Scholarship can only be taken up at the university at which the application was lodged and candidates are expected to complete their candidature at that university. Where a candidate seeks to transfer from one university to another during the tenure of their RTP scholarship, the candidate must discuss with the receiving university whether that university is prepared to continue the RTP Scholarship support provided by the university they are transferring from. 10.3 Higher degree by research candidates may change from full-time to part-time status and vice versa according to the Higher Degree by Research Candidature Management Policy. 10.4 Higher degree by research candidates may transfer their candidature from a Master of Research to a Doctoral Degree and vice versa according to the Higher Degree by Research Candidature Management Policy. The University may approve, on the recommendation of the Dean of Graduate Research, the transfer of a RTP Stipend from a Master of Research degree to a Doctoral degree or from a Doctoral degree to a Master of Research degree. The period of support of a transferred RTP Stipend becomes that for new Higher Degree by Research reduced by periods of equivalent FTE (full-time enrollment) undertaken towards the related degree prior to the transfer. 11. Employment (Paid or voluntary work) 11.1 Full time candidates - an award holder may undertake employment during candidature. It is a requirement that full-time candidates limit work/activity unrelated to their research project to eight hours per week during normal office hours (Monday to Friday 9am to 5pm), and for Overseas candidates, any work undertaken must be consistent with the conditions of their candidate visa. Any work undertaken must not interfere with the progress of the research program. Approval from the Dean of Graduate Research must be sought for periods of employment amounting to more than eight hours per week (Monday to Friday 9am to 5pm). The Head of School or Graduate Research Coordinator must endorse that the work does not interfere with the progress of the research and the statement must be lodged Return to table of contents Updated 15-Nov-17 Page 7 of 12

with the Graduate Research Office. A candidate s award may be terminated or they may be placed on probation if the University does not consider that their progress is satisfactory. 11.2 Part-time candidates - part-time scholarship holders are expected to commit 20 hours per week to their research and must ensure that the work/study balance does not interfere with the progress of the research. 11.3 Outside of normal working hours there is no limit on the amount of time that a candidate can commit to work unrelated to their research project. 11.4 The Principal Supervisor and Head of the School/Discipline in which a candidate is enrolled will be responsible for ensuring that excessive employment is not undertaken to the detriment of the award holder s study program. 11.5 Work commitments will not be considered applicable grounds for extension to the scholarship. 12. Research overseas 12.1 The candidate may be permitted to undertake fieldwork or research overseas when this is considered necessary by the supervisor and Head of School. In such cases the Award may be tenable overseas for up to 12 months, or in special cases for up to 18 months. Approval of paid overseas study will only be granted if adequate supervision can be maintained and the candidate remains enrolled. Applications for overseas study should be lodged with the Graduate Research Office prior to commencement of the overseas work in line with the Higher Degrees by Research Candidature Policy. 12.2 The Award holder will not generally be allowed to undertake overseas study in the first six months FTE of scholarship duration. Candidature undertaken prior to the taking up of the scholarship will be taken into account in determining the earliest date on which the candidate may pursue paid overseas study. 13. Research at other organisations 13.1 The University may permit a candidate to conduct part of their research at other organisations provided that there is adequate support and supervision for the Award holder. 14. Leave entitlements Annual leave 14.1 Candidates are entitled to 20 working days paid recreation leave each year calculated on a pro-rata basis. These leave entitlements may be accrued over the life of the RTP Stipend but will be forfeited when the RTP Stipend is terminated. The agreement of the Primary Supervisor and Head of School must be obtained before leave is taken. Return to table of contents Updated 15-Nov-17 Page 8 of 12

Sick leave and maternity leave 14.2 Master of Research and Doctoral candidates may take up to ten working days paid sick leave a year and this may be accrued over the tenure of the award but will be forfeited when the RTP Stipend is terminated. 14.3 Candidates are entitled to receive additional paid sick leave of up to a total of 84 consecutive days (or 12 working weeks) during the duration of the RTP Stipend for periods of illness where the candidate has insufficient sick leave entitlements available under paragraph 14.2, provided that a medical certificate has been provided by the candidate to the University. 14.4 Sick leave entitlements (including additional sick leave) may also be used to cover leave for candidates with family caring responsibilities, subject to the usual practice of the University (See Higher Degree by Research Candidature Policy - section 3.4). 14.5 Candidates who have completed 12 months of their RTP Stipend are entitled to a maximum of 84 consecutive day s paid maternity leave during the duration of the RTP Stipend. Paid leave may also be approved if the candidate has adopted a child. Periods of paid maternity leave are additional to the normal duration of the RTP Scholarship. 14.6 Candidates who have not completed 12 months of their RTP Stipend or who wish to take a longer period of maternity leave may apply for an unpaid leave of absence via the suspension provisions of the Higher Degree by Research Candidature Policy (section 3.9.2). Parental Leave 14.7 Candidates who are partners of women giving birth or adopting a child and who have completed 12 months FTE of their award, may take up to a maximum of 5 days paid leave during a period through 1 week before the expected birth/adoption date and 5 weeks after the birth/adoption of the child. This leave can be taken only once during the tenure of the award but additional parental leave may be accessed as unpaid leave through the suspension provisions. Periods of paid parental leave are additional to the normal duration of the RTP Scholarship. 14.8 Applications endorsed by the Primary Supervisor and Head of School should be lodged with the Graduate Research Office. 15. Suspension 15.1 The total period of suspension from the Award during its duration generally may not exceed 12 months. However, in exceptional circumstances where the recipient of the award can demonstrate reasons outside their control, additional periods of suspension may be granted. Only under exceptional circumstances will suspension be possible beyond two years in total. 15.2 Periods of study undertaken towards the degree during suspension of the award, will be deducted from the maximum period of tenure. 15.3 Applications for suspension, endorsed by the supervisor, Graduate Research Coordinator and Head of School, should be made on the appropriate form and lodged with the Graduate Research Office in line with the Higher Degree by Research Candidature Policy. 16. Termination RTP Scholarship 16.1 The University will terminate a candidate s RTP Scholarship if one or more of the following criteria apply: a) the award holder ceases to meet the eligibility criteria. b) the maximum duration of the scholarship has been reached. c) the award holder fails to return from an approved period of leave from their candidature d) the thesis is submitted for examination. e) the award holder has committed serious misconduct, including the provision of false or misleading information. f) the award holder s candidature is terminated due to unsatisfactory progress. g) the award holder takes unapproved leave from their candidature, with no response to attempts at communication by the University. h) the award holder fails to participate in a formal review of progress and does not respond to reasonable requests to do so. i) on the death or incapacity of the candidate, or withdrawal from the program. j) if the award holder does not resume study following a period of suspension or make arrangements to extend that suspension. RTP Stipend only 16.2 The University will terminate a candidate s RTP Stipend if one or more of the following criteria apply: a) the candidate ceases to be a full-time and approval has not been obtained to hold the award on a part-time basis. b) where the University deems the course of study is not being carried out with competence and diligence or in accordance with the offer of award. c) where the University deems that the award holder has failed to maintain satisfactory progress. d) where an award holder fails to confirm their candidature within their first twelve months of equivalent full-time candidature or make arrangements for an extension to their confirmation of candidature due date. 16.3 If an RTP Scholarship is terminated, it cannot be re-activated unless the termination occurred in error. Relinquishment of Scholarship 16.4 An award holder may relinquish their RTP Scholarship (stipend or fee offset) at any time by notifying the Graduate Research Office in writing that they no longer need the support. 17. Industry placements, research internships, professional practice activities 17.1 Award holders may undertake industry placements, internships, and professional practice activities of up to six months duration that are approved as part of a candidates eligible higher degree by research. Approvals are made in writing and on an individual basis in the letter of offer (or an amended offer, issued after enrolment). 17.2 RTP Fee Offset Scholarships award holders have their scholarship extended by the duration of the placement, internship, or professional practice activity up to the maximum period of RTP support as defined at section 5.2. 17.3 RTP Stipend scholarships may be available for the duration of industry placements, research internships and professional practice activities if: a) the candidate already holds an RTP Stipend b) there is no other income associated with these activities c) the maximum duration of the academic program has not been reached, and d) the thesis examination process has not been finalised. 17.4 Award holders undertaking a placement, internship, or professional practice are not eligible to have their RTP Stipend scholarship extended beyond the maximum period of RTP support as defined at section 4.2. 18. Grievance and review procedures 18.1 Award holders should refer to the Higher Degree by Research Candidature Policy for information about resolving difficulties and seeking a review of decisions made by the Dean of Graduate Research. 18.2 Award holders should refer to the Higher Degree by Research Reviews of Progress Policy for processes and requirements for reviews of candidature including confirmation of candidature and annual reviews of progress. 18.3 Appeals against decisions concerning the allocation of RTP Scholarships must be made in writing to the Dean of Graduate Research within 14 days of the applicant being notified of the decision. The Dean shall consider the case made by the applicant and convey its decision to the applicant. The applicant may, within 14 days of notification of the decision, lodge a written appeal against such decision for consideration by the Appeals Committee. 19. Other courses 19.1 An Award holder may not engage in any academic course of study leading to a qualification which is not an essential part of the Award holder's higher degree by research. 20. Specific obligations of Award holders 20.1 Award holders shall diligently and to the best of their ability apply themselves to the successful completion of the degree. 20.2 The Award holder shall abide by the international and Australian codes on human and animal experimentation, the guidelines by the Australian Government's Office of the Gene Technology Regulator and the rulings of the Safety, Ethics and Institutional Biosafety Committees of the University. 20.3 An Award holder is required to conform to the regulations and statutes (including disciplinary provisions) of the University and to the rules and procedures of research higher degrees. 20.4 Award holders must provide all reports required by the University including an annual review of progress submitted through the supervisor and Head of School. If the University does not consider that progress is satisfactory, the Award may be terminated or the holder placed on probation. 20.5 The period of support of a RTP Scholarship is always subject to the Award holder making satisfactory academic progress and terminates on the expiry of the Award or on submission of the thesis for examination, whichever is the sooner. Acknowledgement of Australian Government support 20.6 Award holders are required to acknowledge the Commonwealth Government s support in any published materials related to your higher degree by research. This relates to any time, both during and after completion of the award holder s higher degree by research. Materials include items such as the thesis or exegesis, books, articles, newsletters or other literary or artistic works which relate to the award holder s Higher Degree by Research project. 20.7 The acknowledgement must be in a prominent place and in an appropriate form. The acknowledgement must include the mention of the award holder s support through an Australian Government Research Training Program Scholarship.
