FEDERAL UNIVERSITY OF SÃO CARLOS CENTER OF EXACT SCIENCES AND TECHNOLOGY GRADUATE PROGRAM IN CHEMICAL ENGINEERING INTERNAL RULES TITLE I Objectives Art. 1 The Graduate Program in Chemical Engineering (PPGEQ) from the Center of Exact Sciences and Technology at the Federal University of São Carlos (UFSCar) is aimed at enabling professionals to carry out activities related to research, technological development and teaching in the area of Chemical Engineering. 1 The PPGEQ, comprised of the Master s and Doctorate Courses, has a single area of concentration: Research and Development of Chemical Processes. 2 The aim of the Masters course, of academic character, is to enable graduate students to gain domain in the concepts and methodologies in the area of Chemical Engineering, qualifying him/her as a researcher and lecturer in Higher Education, as well as a contributor to activities of technology development. 3 - The aim of the Doctorate Course is to go further than the Master s objectives insofar as the Graduate student carries out research that represents a real, original and creative contribution in the area of knowledge, demonstrating his/her ability to train personnel at Master s and Doctorate levels. TITLE II Graduate Program s Coordination and Committee Art. 2 - The PPGEQ is administrated by a Graduate Committee (CPG). Art. 3 - The CPG consists of five effective members: the Coordinator and the Vice-Coordinator of PPGEQ, responsible for the Program before the UFSCar Graduate Council (CoPG); two faculty member representatives and one student representative. 1 - Coordinator, Vice-Coordinator and faculty member representatives must be accredited as permanent members of the Program, as well as UFSCar employees. 2 - The student representative must be a regular student on the program. 3 - For each teaching staff representative and for the student representative, there is an elected alternate. 4 The mandates of the faculty member representatives and his/her alternates last two years. 5 - The mandates of the student representative and his/her alternate last one year. Art. 4 CPG faculty member representatives and student representatives are elected by accredited permanent and collaborative faculty members and by regular students, respectively. 1 - The Coordinator and the Vice-Coordinator, president and vice-president of the CPG, respectively, are elected by the program s faculty members and regular students by parity election with a weighed vote. 2 - The Coordinator and Vice-Coordinator mandate lasts two years and are eligible for reappointment once.

Art. 5 The responsibilities of the CPG are: a. to propose changes to the Graduate Program in the Chemical Engineering s Internal Rules and forward them to the CoPG for approval; b. to approve changes to the Complementary Rules to these Rules of Procedure; c. to determine the number of mandatory and optional credits for the academic activities of the Masters and Doctorate courses; d. to approve the Program s academic calendar; e. to deliberate on the accreditation and de-accreditation of teaching staff members from the Program, according to the criteria established in the Complementary Rules to these Rules of Procedure; f. to organize, approve and publish the list containing the Program teaching staff members available for supervision each semester; g. to propose the content of the Program s subjects, including the syllabus, bibliography, requisites and work load, sending them to the CoPG for approval; h. to organize and advertise the subjects list and timetable of the subjects to be taught in the following semester each semester, assigning the researchers in charge of them and forwarding their offers to UFSCar; i. to deliberate about the contribution of collaborative and visitor faculty members; j. to publish the public announcements for the selection process application and homologate the results; k. to homologate the choice and/or replacement of supervisors and co-supervisors; l. to compose examination boards and judging commissions and homologate their decisions; m. to promote sending out diplomas with the university authorities n. to take on the responsibility of establishing contacts with funding institutions, as well as Graduate Programs alike; o. to request and manage the distribution of graduate scholarships; p. to organize, if necessary, courses to level students; q. to take on the responsibility of all other functions foreseen in these Internal Rules of Procedure. Art. 6 - The CPG will have an Administrative Secretary, whose duties will be: a. to advertise the public announcements of the selection processes and receive applications from candidates; b. to organize the Program s students records; c. to compute the credits obtained by the students at the end of each semester; d. to publish the timetable of the subjects being offered in each academic semester; e. to organize all tasks required for the Thesis follow-up and qualifying examinations, as well as Master s Dissertations and Doctorate Theses; f. to pass on the CPG decisions to the Program s faculty members; g. to forward processes for examination to the CPG; h. to take care of the issuance of certificates, statements and any other required documents; i. to perform secretarial functions during CPG meetings; j. to forward processes and decisions that require further examination to the collegiate and all competent bodies; k. to keep updated with all PPGEQ s financial documents; l. to forward scholarship requests and keep updated with all the information of students who are awarded with scholarships; m. to update information on the PPGEQ s web site. TITLE III Faculty members Art. 7 PPGEQ s faculty members are comprised of PhD lecturers, who have experience of research and whose areas of research interest are in accordance with the Program s concentration area, and who are accredited by the CPG, with homologation by the CoPG, for the offer of subjects and/or supervision of dissertations and thesis. Sole paragraph It is the CPG s duty to analyze the renewal of the Program s faculty members accreditation based on the didactic, scientific and supervision contribution of each researcher

during the previous period of time. This analysis should occur at least once each Program s multiannual assessment by CAPES. Art. 8 The accreditation and de-accreditation of the Program s faculty follow the Complementary Rules, which were approved by the CPG. Art. 9 Faculty members accredited by the Program have the following duties: a. to teach subjects, as well as undertake other activities of interest to the program; b. to supervise the Program s regular students in their dissertations or theses, when officially designated for it; c. to develop research projects that involve the participation of the Program s students; d. to participate in dissertations and thesis examining boards; e. to participate in committees and coordination such as the CPG, those of the selection of candidates, of follow-up and qualification exams, and any others related to the Program; f. to represent the Program and participate in external commissions and assessing committees; g. To participate in other activities of the Program s relevant activities, as defined by the CPG. Art. 10 The accreditation as a PPGEQ Permanent faculty member will occur upon his/her own request sent to the CPG, which should include, in addition to proof of a Doctorate Degree, a report of the candidate s research activities during the last five years. For approval, the CPG will analyze the request according to the Complementary Rules for it established. Art. 11 The accreditation as a PPGEQ Faculty Collaborator will occur upon his/her own request to the CPG, which should include, in addition to proof of the Doctorate Degree, a report of the candidate s research activities during the last three years. For approval, the CPG will analyze the request according to the Complementary Rules for it established. 1 - The faculty collaborator can offer subjects for dissertations and theses, provided that he/she complies with the requirements established in the Complementary Rules as approved by the CPG. 2 - The faculty collaborator can submit a proposal to offer a course to the CPG. 3 - The number of researchers external to UFSCar accredited by the Program cannot be higher than 20% (twenty percent) from the total number of PPGEQ s faculty members. Art. 12 A Visiting Researcher may, or may not, be engaged with another Higher Education Institution in Brazil or abroad. However, during a continuous and determined period of time, he /she must be available for the PPGEQ contributing to the development of its academic and scientific activities. 1 -The accreditation of a Visiting Researcher will occur according to what is established in Article 11. However, he/she can only teach subjects or act as co-supervisor of Dissertations or Theses, provided that the main supervisor is a Program s accredited faculty member. Art. 13 A PhD holder can, upon the supervisor s request, be recognized as co-supervisor of a Dissertation or Thesis, provided that: 1 - Recognition of co-supervision is performed by the CPG without a formal accreditation process when the co-supervisor is not a PPGEQ-UFSCar faculty member, except for the case foreseen in II of the 3 rd paragraph of this article; 2 - The co-supervisor has the same responsibility as the supervisor and may, at the CPG discretion, participate in the Examining Board of the Dissertation or Thesis examination. 3 Reasons to request co-supervision are: I - the interdisciplinary characteristic of the Dissertation or Thesis, requiring partial supervision of a specialist in an area different from that of the supervisor;

II - long absence of the supervisor, requiring his/her substitution for a researcher with equivalent qualifications to carry out the Dissertation or Thesis project; III - the whole, or part, of the Dissertation or Thesis project happens at another institution, existing therefore more than one supervisor in charge. 4 - In the case of Doctorate Theses, a student can have two co-supervisors, provided that the need for triple supervision has been adequately justified and approved by the CPG. TITLE IV Students Art. 14 The PPGEQ s student body is comprised of the regular students registered in the Master s and Doctorate courses, who hold a Graduate Diploma homologated by the CPG in Exact Sciences, Technology or Biological Sciences. Art. 15 Admission to the Program, as a regular student, is possible only by approval in the Selection Process, which is applied according to the Complementary Rules defined by the CPG and widely advertised by public announcement. 1 - The admission of regular students to the PPGEQ is conditional on the offer of the required subjects and the supervision capacity by the Program s faculty members. 2 - At the CPG discretion, students for the Master s and Doctorate courses can be admitted at the beginning of each academic semester. 3 -Selected candidates must be listed according to the classification order based on the criteria defined in the Complementary Rules to these Rules of Procedure for the fulfillment of the offered places, as well as the distribution of available scholarships. 4 - Before applying for the Selection Process, candidates for the Doctorate course must obtain the consent from one of the Program s accredited supervisors. The candidate s final acceptance is dependent upon approval by the CPG Selection Committee. 5 -Depending on their performance, Master s students may be admitted as Doctorate regular students without the final Master s Dissertation examination, in accordance with article 19. 6 - The number of places to be offered each year will depend on the availability of subjects. Art. 16 - Special students, without a formal link with the program and holding a degree or Graduate Diploma can, at the discretion of the CPG, register for individual subjects. 1 Special students will not be allowed to register in any subject related to research activities in connection with the Dissertation or Thesis. 2 Special students may request a written document stating their performance and attendance frequency in studied subjects. 3 In exceptional situations, and after analysis by the CPG, an undergraduate student, who has completed 80% (eighty per cent) of the required credits of the course, may be allowed to register in the Program s subjects as a special student. Art. 17 In order to register as a special student, the candidate will register for individual subjects by handing in the following documents to the Program Office: a. Filled and signed Registration Form as provided by the Program; b. Updated curriculum vitae c. Photocopies of CPF and Identity (RG); d. Photocopies of academic records (Undergraduate, Master s, Doctorate); e. Photocopies of diplomas (Undergraduate, Master s, Doctorate); f. Proof of recent registration (if undergraduate or graduate student). 1 - A special student registered on a subject, which he/she has previously failed, will be refused.

2 - For cases foreseen in 3 of Article 16, a written document proving at least 80% (eighty per cent) of the completed academic credits will be accepted instead of a copy of diploma. Art. 18 To become a regular student, a special student needs to be approved by the Selection Process (Article 15). 1 - When a special student becomes a regular one due to fulfilling credits, at the CPG s discretion and meeting the student s request, all credits completed, as a special student in the Program s subjects within two years before registration, may be recognized. 2 To calculate the average performance, the levels obtained in subjects, as a special student, will be considered. Art. 19 At the discretion of the CPG, admission to the Doctorate course without a Master s Degree is possible for: I - students who passed a selection process specific for this purpose; II - Master s students who meet the academic performance criteria as defined by the Complementary Rules to these Rules of Procedure. Sole paragraph Admission to a Doctorate Course as foreseen in item II means: a) automatic recognition of all credits obtained in subjects while the student was registered on the Master s course; b) taking into account the period that the student was registered on the Master s course in order to determine the deadline for his/her final Thesis exam. TITLE V Student Supervision Art. 20 - The CPG should advertise a list of the Program s Faculty members available for supervision each academic term. Art. 21 It is the supervisor s responsibility to propose and supervise the candidate in the program of studies and the Dissertation or Thesis. 1 - Changing supervision can be requested to the CPG either by the student or the supervisor. 2 - A faculty member accredited on the PPGEQ permanent body can supervise, within this Program, no more than ten students at the same time. Students who have already defined the date of their Dissertation or Thesis examination are not included in this number. 3 - A faculty member accredited as a PPGEQ faculty collaborator can supervise, within this Program, no more than four students at the same time. Students who have already defined the date of their Dissertation or Thesis examination are not included in this number. TITLE VI Registration Art. 22 Registration in any of the PPGEQ courses as a regular student occurs by presenting the documents and proof as advertised in the Selection Process Public Announcement and will be effective after its homologation by CPG. 1 -Candidates who passed the Selection Process should register for their respective courses at the Program s Office, according to current instructions and timetables. 2 For registration, students who graduated in Brazil should present the diploma of their undergraduate course, recognized by the Ministry of Education or, temporarily, a certificate or

equivalent. The certificate or equivalent must be replaced by the respective diploma not later than a year after registration. 3 For registration of students holding a degree issued abroad, the CPG will analyze the case in order to obtain equivalence with undergraduate courses in the country. 4 To register on a Doctorate course, students should present their Master s diploma obtained in a graduate program recognized by CAPES or, temporarily, a certificate or equivalent. The certificate or equivalent must be replaced by the respective diploma not later than a year after registration. 5 For students whose Master s diploma was issued abroad, to register on a Doctorate course, the CPG will analyze the case in order to obtain equivalence with Master s courses in the country 6 Regular students should renew their registration each semester by presenting a supervisor s written statement about the expected activities for the next registration period. 7 Fulfilling credits as well as the Qualifying examination to be taken by Doctorate students who did part of their studies in other institutions, within the country or abroad, due to the sandwich scholarship, or other forms of exchange programs and agreements, should comply with the time limits established by the Internal Rules. Art. 23 The student has the right to cancel his/her registration in any of Program s subjects, provided that it is requested within the deadline in the respective academic term. Art. 24 Registration interruption, for reasons that prevent the student from attending the course, and upon justification by the person who is requesting and after the supervisor s advice, may be approved by the CPG at any time. 1 - The length of the registration interruption is considered from the date it is requested, and cannot last longer than the next registration renewal. 2 - If the student is registered for subjects necessary for fulfilling credits required for his/her course, the beginning of the registration interruption will be considered as that of the beginning of the academic term. Any other activity carried out during the period, such as a Dissertation or Thesis seminar, follow-up examination, among others, will not be hindered by the registration interruption. 3 - As soon as the reasons preventing the student from attending the course cease, and after the supervisor s advice, the registration can be resumed at any time by the CPG. 4 - The CPG can approve no more than two registration interruptions per student. 5 - In the case of registration interruption(s), other deadlines, such as qualification or follow-up exams, should be extended for the same length of time. TITLE VII Credits Art. 25 The completion of studies necessary for the Master s and Doctorate is expressed in units of credits, which are equivalent to (15) fifteen hours of programmed activities, including classes, seminars, laboratory or field work and individual studies. Art. 26 The completion of credits in subjects for the Master s and Doctorate should occur within two years from the date of the first registration as a regular student. 1 - For the Master s degree, the student must attend subject(s) in the semester of his/her admission.

2-For the Doctorate degree, at the discretion of the supervisor, the student may, or may not, attend subject(s) in the semester of his/her admission. Art. 27 At the discretion of the CPG and by the supervisor s initiative, graduate subjects from other courses may be recognized up to the limit of 20 (twenty) credits for the Master s and 10 (ten) credits for the Doctorate, provided that they were attended not earlier than two years before the student was registered as a PPGEQ regular student. Art. 28 Performance in each PPGEQ subject is assessed according to the criteria established by the faculty in charge of it, and is expressed in accordance with the following evaluation levels: A Excellent, with right to credits; B Good, with right to credits; C Regular, with right to credits; D Insufficient, with no right to credits; E Failed, with no right to credits; I Incomplete, assigned to a candidate that did not finish, duly justified, a portion of the required work or examinations, and which should be transformed into levels (A, B, C, D or E) once the work has been finished within the deadline established by the Academic Calendar as approved by the CPG. 1 It is the CPG s duty to give equivalent grades to subjects attended out of the Program and recognized for the credit counting purposes. 2 - Attendance at classes and seminars is compulsory and a student that does not attend at least 75% of the total classes and seminars will fail. Art. 29 Any student from the PPGEQ will be refused if he/she: 1. obtains, during the first academic term of subject(s) attendance, an average performance lower than 2.25 (two integers and twenty-five hundredths); 2. obtains, in the next following academic terms of subject(s) attendance, a cumulative average performance lower than 2.50 (two integers and fifty hundredths); 3. obtains, twice, grades D or E in subjects; 4. overrides the time limits for fulfilling credits in subjects, Qualifying examination or for Dissertation or Thesis final exam; 5. fails the Qualifying examination twice; 6. fails the Dissertation or Thesis examination; 7. gives up the course, by not renewing his/her registration, as stated in 6 of Article 22. Sole paragraph The average performance referred to in items 1 and 2 of this article is equal to the weighed average (MP) of values (N i) given to levels A, B, C, D and E obtained in the subjects, according to the following table, considering as the respective weights the numbers (n i) of credits of the subjects, that is, where k is the number of subjects attended and i indicates the i-th subject. D 1 E 0 TITLE VIII Master s Course and Dissertations Art. 30 To obtain the Master s Degree in Chemical Engineering the following conditions must be fulfilled: a. complete a minimum of: - 30 (thirty) credits in compulsory subjects; - 10 (ten) credits in elected subjects; - 10 (ten) credits in complementary subjects; b. give evidence of English Proficiency, according to the criteria established by the CPG included in the Complementary Rules to these Rules of Procedure; c. be approved on the Qualifying Examination, applied in accordance to the complementary rules established by the CPG; d. be approved in the Dissertation public examination. Art. 31 A Dissertation, based on research work developed by the candidate, is a condition to obtain the Master s Degree. Art. 32 The Master s Dissertation examination must occur no later than two years after the registration on the course. It is possible, at the discretion of the CPG, to extend this deadline by six months, upon request handed in by the supervisor. This request should include: the completed activities, a justification of the request and a plan of activities for the additional semester. Sole paragraph the homologation by the CPG of the approval of the Dissertation examination implies in awarding 50 (fifty) credits. Art. 33 - The Dissertation exam can only occur after one year of the initial registration and provided the compliance with items a, b, and c of article 30 has occurred. Art. 34 The Dissertation evaluation is carried out in a public session by an Examining Committee including members suggested by the supervisor and approved by the CPG. 1 - Dissertations may, at the discretion of the student and the supervisor, be written in English, provided that the title and abstract are written in Portuguese as well as. 2 The Examining Committee, always an odd number of members, includes at least three permanent members and their respective alternates, all holders of a Doctorate Degree. 3 At the discretion of the CPG, the co-supervisor may also be a member of the Examining Committee, as an additional member to those provided in the previous paragraph. 4 Presidency is given to the supervisor, who is an original member of the Examining Committee. 5 At least one of the Examining Committee s permanent members, and his/hers alternate as well, must be outsiders from the Program and not UFSCar faculty or staff members. 6 After the examination, the Examining Committee must produce a report with the final results of the evaluation. 7 To be considered a pass, the candidate must be approved by the majority of the Examining Committee members. 8 If the Examining Committee s majority of members have put forth conditions for the approval of the Dissertation, demanding that modifications must be made to it, the candidate should present them within the period of two months, and at the discretion of the Examining Committee, in written form or through a second phase public exam.

9 The Dissertation s final version must be handed in at the PPGEQ office up to two months after the candidate s approval by the Examining Committee. In the case of disagreement between supervisor and student, regarding the Dissertation s final version, it will be the CPG competence to deliberate about the continuity in the course to issue a diploma. Art. 35 - Exceptionally, when the content of the work involves knowledge entitled to intellectual property protection, as stated in a written document issued by UFSCar s office responsible for the management of intellectual property, the CPG might approve that the Dissertation exam occurs in a non-public session. For this, the supervisor and student must hand in a request to the CPG including the confidentiality and secrecy clauses signed by all members of the Examining Committee. For the non-public Dissertation exam to occur, consent from the CoPG must be issued. Art. 36 The student will only be awarded the Master s Diploma in Chemical Engineering after the homologation by the CoPG of the related documentation, which should be handed in by the CPG. TITLE IX Doctorate Course and Theses Art. 37 The following are requirements to obtain the Doctorate Degree in Chemical Engineering: a. to attend at least to 20 (twenty) credits in elective subjects in the student's area of research. At the discretion of the supervisor, those subjects may be attended in other Programs, provided that at least 10 (ten) of them be attended at PPGEQ. b. to complete at least 70 credits in subjects; for this, the recognition of subjects attended by the student before the Doctorate registration can be requested, provided that the plan of studies as described in Art. 38 is met, and except for the provisions set forth in item a of this article. c. give evidence of English Proficiency, according to the criteria established by CPG included in the Complementary Rules to these Rules of Procedure; d. be approved in the Qualifying Exam, carried out according to the Complementary Rules established by the CPG; e. be approved in the final viva; Art. 38 At the time of their fist registration at PPGEQ, Doctorate students should present a Program of Studies that considers between 20 (twenty) and 70 (seventy) credits in subjects. 1 This Program of Studies should demonstrate that the Doctorate student has already attended or will attend all required contents of compulsory subjects for the Master s at PPGEQ; except, possibly subject ENQ 350 - Fundamentals of Chemical Processes, aimed at complementing the training of students who did not graduate in Chemical Engineering or in courses alike. 2 nd - This Program of Studies must be presented at the time of registration by the supervisor, with the student s consent, for examination by the CPG. 3 rd Fulfilling credits in any of the Master s compulsory subjects as stated in 1 of this Article, may occur by the candidate, with the supervisor s consent, taking a written exam to be applied by the faculty in charge of the subject, no later than five weeks after the academic term has begun. This written exam will be based on the subject s whole Syllabus. Art. 39 - A Thesis, based on original research work developed by the candidate, is a condition to obtain the Doctorate Degree.

Art. 40 - The Thesis public exam must occur no later than four years after the registration in the course. It is possible, at the discretion of the CPG, to extend this deadline to six months, upon request handed in by the supervisor. This request should include: the completed activities, a justification of the request and a plan of activities for the additional semester. In an exceptional situation, a second extension of six months may be allowed, provided that the conditions defined for the first extension are met. Sole paragraph The homologation by the CPG of the approval of the Thesis examination implies in awarding 130 (one hundred and thirty) credits. Art. 41 - The final viva can only occur after two years of initial registration and provided the compliance with items a, b, and c, of Article 37 has occurred. Art. 42 - The Thesis evaluation is carried out in a public session by an Examining Committee including members suggested by the supervisor and approved by the CPG, all holders of a Doctorate Degree. 1 - Theses may, at the discretion of the student and the supervisor, be written in English, provided that the title and abstract are written in Portuguese, as well. 2 The Examining Committee is composed by five effective members and their respective alternates. 3 The co-supervisor may be a member of the Examining Committee. In the case of triple supervision, only one of the co-supervisors can take part in the Examining Committee. 4 Presidency is given to the supervisor, an original member of the Examining Committee. 5 No less than two of the Examining Committee s effective members, as well as their alternates must be outsiders from the Program and not UFSCar faculty or staff members. 6 After the viva, the Examining Committee should produce a report with the final results of evaluation. 7 To be considered a pass, the candidate must be approved by the majority of the Examining Committee members. 8 If the Examining Committee s majority of members have put forth conditions for the approval of the Thesis, demanding that modifications must be made to it, the candidate should present them within the period of two months, and at the discretion of the Examining Committee, in written form or through a second phase public examination. 9 The final version of the Thesis must be handed in at the PPGEQ Office not later than two months after the candidate was approved by the Examining Committee. For the non-public viva to occur, consent from CoPG needs to be issued. Art. 44 - The student will only be awarded the Doctorate Diploma in Chemical Engineering after the homologation, by the CoPG, of the related documentation. 1 For the homologation process to begin, it is required that the student has at least one proved paper accepted for publication in an indexed journal recognized by the CPG as being related with the Thesis research area.

TITLE X General and Transitory Rules Art. 45 These Internal Rules of Procedure are subject to all other rules of general characteristic established for UFSCar s Graduate Programs. Art. 46 All cases not covered by these Internal Rules of Procedure must be solved by the CPG or by the CoPG, at the request of the PPGEQ s Coordinator or by the proposal of any CPG member. Art. 47 All students registered after the approval of these Internal Rules of Procedure are subject to it. Sole paragraph Students registered previous to the approval of these Internal Rules of Procedure can choose to be subject to it. This choice must occur no later than six months after the approval of these Internal Rules of Procedure by the CoPG. Art. 48 - These Internal Rules of Procedure will be valid from their date of approval by the CoPG. Art. 49 - Any provisions to the contrary are revoked.
