Applications are invited in the Standard form published in part IX of the Assam Gazette from Indian Citizens for filling up the299 (Two Hundred Ninety Nine) Posts (Reservation U/R = 152 (Male 106, Female 46), SC = 21 (Male 15, Female 6), ST(P) = 30 (Male 21, Female 9), ST(H) = 15 (Male 10, Female 5), OBC / MOBC = 81 (Male 57, Female 24) of Constables in ASRF Battalion I Borjar, Nalbari and ASRF Battalion II Karagaon, Karbi-Anglong. HSLC or Equivalent of a University or Board recognized by the Govt. 2. Home Guards Training / NCC A certificate. MEDICAL STANDARD :- i) GENERAL :- The candidates must not have squint in eyes and they should possess night colour vision. Varicose vein at the time of interviews shall be considered a disqualification. They must be in good mental and bodily health and free from any physical defect likely to interfere with the efficient performance of the duties. ii) EYE SIGHT:- The minimum distant vision should be 6/6 and 6/9 of two eyes without correction i.e. without wearing of glasses. 6. METHOD OF APPLYING :- Application should be submitted in the Standard Form of application published in Part-IX of the Assam Gazette along-with the attested copies of certificates in support of Age, Qualification and Caste for S/C, ST(P),ST(H), OBC, MOBC with 3(three) copies of recent Passport size Photograph, Proper self-addressed envelope size 25 Cm X 11 Cm affixing postal stamp at Rs.5.00. Treasury Challan amounting to Rs. 50.00 (fifty) only, for S/C, ST(P) and ST(H) for Rs.25.00 (twenty five) only to the Head of Accounts 0070OTHER ADMINISTRATIVE SERVICE to The Director General of Civil Defence and Commandant General of Home Guards, Assam, Beltola, Guwahati 28. Applications are to be submitted by post or by hand within stipulated period of time to the office of the Director General of Civil Defence and Commandant General of Home Guards, Assam, Beltola, Guwahati 28. After receipt of applications, scrutiny will be carried out. A list of eligible candidates for appearing in Physical Standard Test (PST) / Physical Efficiency Test (PET) / Personality Test will be published through Notice Board as well as Official Website. Individual call letter (Admit Card) bearing Roll Number, date and venue of test will be issued by post for appearing in the above mentioned Test. Provision for recording of PST/PET will be kept in the Call Letter with signature of candidates and Board Member. Individual call letter will be

uploaded in the official Website to enable the candidates to download the same in case of non-receipt of call letters sent by post. Incomplete / Defective / invalid application will be summarily rejected.asper the Hon ble Gauhati High Court order not more than 250 number of candidates shall be tested on a particular day. Candidates will have to undergo the following process of recruitment. (A) Physical Standard Test (PST) :- Latest technology for measuring height, chest and weight shall be used. If a candidate does not meet the required standard he will be rejected and rejection will be recorded in call letter. (B) Identity Check :- Those who qualify in the PST will be subjected to the modern biometric method to obviate impression by the candidates. The biometric method should be used at all stages of the recruitment process (In the absences of computer based biometric equipments, thumb impression, digital photograph and any specific identifying mark in the body may be used). (C) Checking of Testimonials / Documents :- Candidates who qualify on the above mentioned criteria shall produce original documents in support of age, education qualification, domicile and other eligibility criteria, relaxation etc. for checking. A candidate will be rejected if he fails to produce any document required in support of his eligibility criteria, relaxation etc. (D) Physical Efficiency Test for Constables (PET) :- The candidates who cleared PST, will be required to undergo PETs consist of the following :- i) Race of 1600 Mtrs for male and 1200 Mtrs race for female. ii) 100 Mtrs Sprint for male and 80 Mtrs Sprint for female. iii) Long Jump iv) High Jump Each event will be evaluated for a maximum of 15 marks. A Candidate who fails to reach the minimum qualifying mark of 8 marks in any of the PET event will stand eliminated from the recruitment test. It is not necessary that Candidates will appear in the PET exactly in the sequence shown above. a) Race : - Those who qualified the PST will be subjected to 1600 Mtrs race to be completed within 6.40 minutes (for Male), 1200 meters in 9 minutes (for female). b) For 100 Mtrs Sprint the minimum qualifying time shall be 15 seconds for male, 80 meters in 16 seconds for female. c) Minimum 9 feetfor long jump(for male) 6 feet for female. (3 chances to be given) d) Minimum 2.40 feet High Jump (for male) 1.10 high jump feet for female (3 chances to be given) (e)instructions (i) Individual slip showing the marks obtained is to be given to the candidates which willbe signed by the candidate and the examiner conducting the race / test.

(ii) Video recording with date / time facility of the race / tests for each candidate would be undertaken. After the Long Jump the candidates shall have to proceed for High Jump, here also each candidate will be given three chances and highest jump will be recorded. (iii) (E) Instructions The Break-up of the maximum marks will be as follows:- Marks for Constables for PET Physical Efficiency Test 60 Marks After completion of PET candidates will be called for written test provided he / she has to successfully qualify in all the PET events. The result of PET for each candidates shall be displayed on the same day through the Notice Board. However, the candidates shall have no claim for appearance in the written Test on the basis of the daily published Merit List. Only after completion of PST, PET and preparation of Merit List category-wise of vacancies in that category, qualified candidates (PST and PET) up-to maximum 5 (five) times of the vacant post of each category separately (General, OBC / MOBC, S.C, ST(P), ST(H) and Women reservation) in order of merit will be called for a written Test. (F) Written Test a) Written Test will consist of multiple choice type questions to be answered on an OMR answer sheet 25 Marks. b) The final result would be based on the marks obtained as follows:- 1) Marks awarded in PET (Maximum) = 60 Marks 2) Multiple choice objective type written test = 25 Marks 3) i) Marks awarded to extra - curricular activities and special skill = 05 marks ii) Weight age for marks obtained in HSLC examination by the candidate = 05 marks iii) Marks for having special skill in trade craft = 05 Marks ------------------------------------------------------------------------ Total = 100 Marks 1) Break-up of the marks awarded for extra - curricular activities and special skill which is of 10 marks shall be as follows :- NCC B = 2 Marks NCC C = 3 Marks (a) International level sports persons who have participated in an international sports event as part of Indian contingent recognized by the International Olympic association = 04 marks. (b) National level sports persons who have participated in a national sports event as part of a State contingent recognized by the Indian Olympic Association = 3 marks. (c) District Level Sport personnel = 2 marks Home Guards who have completed the advanced training = 2 marks Home Guards who have completed Advance and Leadership training = 3 marks

Note :- The above marking shall be subject to awarding of a minimum of 5 marks in case they score more than 5 (Five). 2. Break-up of marks for awarding weightage to marks obtained in HSLC examination which is of 10 marks shall be as follows:- i) First Division :- i) Above 70% = 5 marks ii) 60 to 69% = 4 marks ii) Second Division :- i) 50 to 59% = 3 marks ii) 45 to 49% = 2 marks iii) Third Division :- i) 33 to 44% = 1 marks 3. Break up of Marks for awarding weightage to marks for special skills in trade craft. Diploma / Certificate course from ITI / Poly technique or other recognized / accredited Technical Institute, or Diploma in Computer Application / Networking etc from a recognized accredited institute :Maximum 5 Marks. i) Duration of Course 2 years or more : 5 Marks ii) Duration 1 Year : 4 Marks iii) Duration 6 Months : 3 Marks iv) Duration 3 months or 12 weeks : 2 Marks No marks will be awarded if the Duration is less than 12 weeks. (The following Trade are excluded: Hair dressing, Skin care, Embroidery, Dress Making, Weaving, Needlework, Tour and Travels). 7. Instructions for invigilation i) The statutory Board shall conduct the written Test ii) Videography of the conduct of the Written Examination shall be carried out. 8. Special Instruction The Chairman of the Board shall ensure secrecy in the printing of the Question Paper, transportation, storage, distribution, evaluation as well as other related matter in the process keeping in mind the principle of Zero-tolerance leakage. a) Merit List :- Merit list in each category (General / SC/ST(P)/ST(H) / OBC, MOBC and Women reservation) will be drawn separately on the basis of aggregate marks obtained in the PET, written test, extra - curricular activities and special skills and weight age for marks obtained in HSLC examination.

In case of tie in marks, the candidate with older age will be placed higher in the merit list. Further, candidates having same date of birth and have obtained equal marks, will be placed in the merit list according to higher in height. b) Medical Examination:- The candidates will be medically examined to assess their physical and medical fitness as prescribed in the eligibility conditions. Medical examination will be conducted after the publication of the merit list. The number of candidates to be examined will be equal to the number of vacancies. In case if a candidate is declared unfit, the next candidate in the merit list of that category will be called for medical examination. In case of medical examination, temporary unfitness should not be allowed and the candidates declared unfit may be examined by Appeal Panel on their representation to be filed within 15 days of rejection by the Medical Board. The Appeal should be decided within a month of the date of rejection. If found medically fit by Appeal Panel, the candidate will be recruited subject to his making to the merit list for final selection. c) Declaration of Result i) The result of the selected candidates will be published in all leading News Papers and made available in the website as well as office notice board of the Directorate of Civil Defence and Home guards, Assam, Beltola, Guwahati-28. ii) No waiting list shall be prepared 9. General Instructions i) No T.A /D.A will be admissible for the journey and stay. ii) Any sort of canvassing or recommendation will debar the candidate from selection. iii) Mobile phone and calculator shall be strictly prohibited during the written examination. iv) Mere qualifying all the prescribed tests does not confer the right of selection of the candidates. They have to figure in the merit list and selection is subject to available vacancies. v) Success in various stages of recruitment confers no right to appointment unless the department is satisfied after medical examination and such enquiry as may be considered necessary for appointment to the service / posts. vi) Candidates have to appear in all the stages of recruitment. If a candidate is absent from any stage / event his / her candidature will be cancelled. vii) Candidature will be summarily rejected at any stage of the recruitment process for not conforming to the official format/having incomplete information / wrong information / incomplete requisite certificate / misrepresentation of facts. viii) On appointment, the candidate shall be governed by the Assam Home Guards (Non Gazetted) Service Rules, 1991 amended 1997 and orders of the Government from time to time. ix) They shall be entitled to pension benefit as per the new pension schemes. x) Selected candidates are required to undergo Basic training for a period of 9 (nine) months. They will be on probation for a period of 2 (two) years which can be extended. xi) The DGCD & CGHG, Assam reserves the right to make changes or cancel or postpone the recruitment. xii) All the records pertaining to the recruitment process shall be preserved by the Chairman of the constituted board for a period of at least 5 (five) years
