ACCREDITATION AND QUALITY ASSURANCE What is accreditation? Accreditation is a term covering both the initial and ongoing approval of a program, school, or postsecondary institution as meeting the standards established by a nationally recognized accrediting association for membership in the association. Accrediting associations are voluntary membership associations that undertake to monitor the academic and administrative quality of their members, which are either entire institutions or components. Accreditation in the United States is equivalent to the recognition afforded schools and higher education institutions by ministries and statutory laws in other countries, and the validity of accreditation for such purposes is recognized in the United States by state governments and the federal government. Unlike many nations that have a central authority directing and monitoring higher education, the American system relies on voluntary, nongovernmental peer review as its form of self-regulation. Government recognition of institutions and programs is limited in the United States and is not as important as in some other countries. Voluntary accreditation is universally recognized within the United States as the legally valid measure of institutional and program recognition. Most state and federal laws and regulations defer to the judgments of the academic and professional communities as exercised through nationally recognized accrediting associations. Federal recognition is carried out by the U.S. Department of Education and is limited by law to those measures necessary to ensure that only accredited institutions participate in the receipt of federal funding. Thus, federal recognition is based upon the prior accreditation of institutions; the national government does not independently approve institutions or programs. What are the steps that must take place in the accreditation process? 1. The accrediting association establishes the standards and policies to be followed by all successful candidates for accreditation or reaccreditation. 2. An institution or program faculty petitions the association for membership as an accredited entity, or is notified if already a member that the time for reaccreditation has come. 3. The institution or program begins a process of preparing and conducting an intensive and thorough self-study following guidelines set forth by the accrediting association. 1 1

The association selects a team of external academic and administrative experts from other similar institutions or programs to review the self-study report and visit the institution or program for an on-site inspection following the association s guidelines. 5. The evaluation team issues its report recommending for or against accreditation or reaccreditation and enumerating any conditions that need to be met before full positive approval may be given. 6. The association s members vote on the status of the candidate or member, and the association publishes the name of and information about successful candidates and reaccredited members in its official approved list. What are the forms of accreditation? Accreditation in higher education comes in two types. First, there are eight regional accrediting agencies that certify institutions on what are typically ten-year cycles. The second type consists of specialized or occupational agencies that deal with subjects like dentistry and teacher education. Institutional accreditation is the approval of an entire academic institution, including all of its academic and administrative aspects, but not the specific approval of any single course of study. Accrediting associations responsible for institutional accreditation act within a proscribed geographic region of the United States. Examples include Middle States Association of Colleges and Schools, New England Association of Schools and Colleges, North Central Association of Colleges and Schools (includes Illinois), Southern Association of Colleges and Schools, and Western Association of Schools and Colleges. Programmatic or specialized accreditation is the approval of a specific academic or professional program of study, or a set of closely related programs, offered by an academic institution. Exemplary accrediting associations for specific programs of study include the National Architecture Accrediting Board, the American Assembly of Collegiate Schools of Business, the Accreditation Board for Engineering and Technology, the National Association of Schools of Art and Design, the Council on Social Work Education, the National Council for the Accreditation of Teacher Education, the American Dental Association Commission on Dental Education, the American Medical Association Liaison Committee on Medical Education, and the American Bar Association Section on Legal Education and Admission to the Bar. The first type, the so-called regional accrediting agencies, focuses on broad criteria like fiscal stability and administrative effectiveness and potentially wields great power. A denial of accreditation by a regional can be a death knell, leading to a halt in federal loans and grants and frightening away students and parents. In most instances, the peer review process used by the regional accrediting agencies is intended to help institutions achieve greater efficiency and form strategic plans. The other type of accrediting agency, the specialized or occupational groups, is equally important to the process of self-regulation. Historically, however, academic 2 2

administrators have been troubled by the fact that there are so many of these agencies at least seventy-five according to an estimate by the Association of Specialized and Professional Accreditors, which represents forty-two of them. A medical school may be examined by thirty or more separate accrediting agencies. And answering all the questions posed by visiting teams of accreditors can consume huge amounts of faculty and administrative time and effort. Worse is that many specialized accreditors have lobbied themselves into the position of gatekeeper of federal money and make recommendations about the use of university resources without having an overall perspective. The land-grant universities have adopted a strongly worded resolution declaring that the member universities insist that accreditors limit themselves to the consideration of academic quality and leave the allocation of resources to the universities. The resolution is not binding, but it makes clear the position of the universities in this important area. 3 3
