Reg. no 1306 Ref. no 11725 UOR Servizio Selezioni e Concorsi Title III Class 11 Milan, 04/05/2012 NOTICE OF SELECTION FOR ASSIGNMENT OF 11 GRANTS FOR RESEARCH FELLOWSHIPS (POLIMI INTERNATIONAL FELLOWSHIPS) THE RECTOR OF THE POLITECNICO DI MILANO CONSIDERING the Law No. 168, 9 May 1989; CONSIDERING the Law No. 240, 30 December 2010, article 22, paragraph 4, letter a); CONSIDERING the Statutes of the Politecnico di Milano; CONSIDERING the Regulations issued by Rectoral Decree No. 3093/AG, 15 December 2011; DECREES THE FOLLOWING: 1. A public selection process is established to award 11 research fellowships - Polimi International Fellowships - pursuant to the "Regulations for assigning research grants (Polimi International Fellowships) issued by Rectoral Decree No. 3093/AG, 15 December 2011 by qualifications for a period of 2 (two) years - (1 year renewable) - for research fellowships restricted to doctorate graduates. 2. The 11 fellowships worth 35,000 per year (before deductions) each, will be awarded for the following research areas: 1 2 RESEARCH AREAS MATHEMATICAL SCIENCES, PHYSICAL SCIENCES, COMPUTER SCIENCES CIVIL ENGINEERING AND ARCHITECTURE, EARTH SCIENCES, SOCIAL SCIENCES AND HUMANITIES Number of fellowhips (min-max) 1-3 2-5 1
3 INDUSTRIAL ENGINEERING AND ICT, CHEMICAL SCIENCES, BIOLOGICAL SCIENCES, MEDICAL SCIENCES 3-7 2.1 Each research activity will be coordinated by a scientific supervisor, identified by the Department where the research activity will be carried out. 2.2 The selection is open only to: - foreign scholars holding a Doctorate/Ph.D. or equivalent; or - Italian scholars holding Doctorate/Ph.D. or equivalent qualification obtained abroad. The Doctorate/Ph.D must have been conferred no more than 6 years before the deadline for applications for this selection; 2.3 The candidates must: - have an appropriate scientific and professional curriculum demonstrating aptitude for research activities; - develop a research project that will be assessed according to the following criteria: originality/novelty, quality, methodology, feasibility, integrability within POLIMI research areas; - indicate the names of two Italian or overseas academics or researchers from whom they will request letters of reference/recommendation; the letters must be submitted by the reference writers by 16/07/2012. 2.4 For selection purposes the applicants shall: directly state any academic qualifications obtained in Italy in the application form (which also serves as self-certification pursuant to art. 46 of Presidential Decree No. 445/2000); submit original or suitably certified copies of academic qualifications obtained abroad; submit all other qualifications, prizes, and educational and research achievements, deemed useful for selection, in self-certified photocopy accompanied by a photocopy of a valid identity document pursuant to current regulations (Attachment A forms section). submit scientific publications (including graduation/phd theses or, alternatively, the corresponding abstracts) in original or self-certified photocopy accompanied by a photocopy of a valid identity document pursuant to current regulations (Attachment B forms section). Citizens from outside the EU, already authorised to stay in Italy, must attach copy of their residence permit regularly issued by the competent Authorities and currently valid or a receipt of application for a residence permit. Should the candidate be selected, the original copy of the residence permit (or receipt for an application for a residence permit) 2
must be submitted to the Visiting Professor Welcome Office no later than the date established for conclusion of the contract. Failure to submit the document will result in the automatic loss of entitlement to conclusion of the contract. For the purposes of selection, such candidates may use the aforesaid self-certifications (application form and attachments A and B), only for the statuses, personal qualities and facts certifiable or ascertainable by Italian public entities, without prejudice to the special provisions contained in laws and regulations governing immigration and foreigner status. Non-EU citizens resident in their country of origin at the time of application for selection, should their application be successful, must submit the entry visa obtained following issue of the authorisation by the Prefecture to the Visiting Professor Welcome Office, within the presumed start date of activities. Failure to submit the document will make it impossible to start activities. For selection purposes, such candidates cannot use the aforesaid self-certification but must submit original or suitably certified copies of qualifications, prizes, and educational and research achievements, and original copies of scientific publications (including graduation/phd theses or, alternatively, the corresponding abstracts). Applicants must possess the qualifications required by the final deadline specified in paragraph 3, otherwise they will be excluded. 3. The signed and dated application compiled following the scheme available on the Politecnico di Milano Website, and all related attachments, as indicated in paragraph 5, should be sent to the Rector of Politecnico di Milano, P.zza L. da Vinci, 32-20133 Milan, by registered letter with advice of receipt within the final deadline of 16 July 2012, otherwise the applicant will be excluded. Should the aforesaid deadline fall on a public holiday, it is postponed to the next working day. The selection application will be deemed as submitted within the deadline if sent by mail or by courier within the aforesaid deadline (for this purpose, the date of the post office postmark is valid). It may also be delivered by hand, within the above deadline, to Servizio Posta, Protocollo e Archivio of the Politecnico di Milano, Piazza Leonardo da Vinci, 32 - Milan - Mondays to Fridays from 9:30 to 12:30 and from 13:30 to 16:00. Applicants whose applications are submitted after the deadline will be automatically excluded from the selection procedure. The application form and a scanned copy of all attachments indicated in the following point 4, excluding publications, should also be sent by e-mail to assegniricerca@polimi.it, with subject PIF - application.. (name of the candidate), by the same deadline. Applicants are admitted for selection with reservation. The Head of the procedure may - at any time - exclude an applicant from the selection procedure notifying him/her by fax or mail or telegram, for the following reasons: submission of the application after the deadline pursuant to paragraph 3 of the notice; failure to submit and sign the application; failure to sign the scientific and professional curriculum; 3
missing attachments to the application pursuant to paragraph 4, letters a), b), c) and g) of the notice; missing letters of references/recommendation by two Italian and/or overseas academics or researchers, pursuant to point 4 of the notice; lack of requisites indicated in point 2.2 of the notice; any other case of violation of the provisions of the notice. Should the reasons for exclusion be ascertained after completion of the selection process, the Head of the procedure decrees the loss of all rights deriving from participation in the selection procedure; similar loss of rights will be applied to applicants providing any false statements in the application or declarations provided pursuant to Presidential Decree No. 445/2000. Additionally, candidates must pay a fee of 25.82 Euros by the expiry date, with no right to refund if they fail to participate for any reason. Failure to pay the aforesaid contribution will result in the exclusion of the applicant. 4. The candidate shall attach to the application: a) a dated and signed scientific and professional curriculum; b) a photocopy of a valid identity document: identity card or passport; c) receipt for payment of the application fee; d) original or suitably certified copies of the academic qualifications obtained abroad; e) photocopies of all other qualifications, prizes, and educational and research achievements, deemed useful for selection, with self-certified statements (Attachment A - forms); 4
f) scientific publications (including graduation/phd theses or, alternatively, the corresponding abstracts), in original or self-certified copies (Attachment B - forms); g) the candidate s profile summary and the proposed research project (Attachment C, sections 1 and 2 forms); h) a detailed list of all attachments to the application (2 copies); i) a copy of the residence permit (or receipt for application for a residence permit), only for non-eu citizens already in possession of the same. The candidate shall also request two Italian and/or overseas academics or researchers to provide a letter of reference/recommendation, by completing, signing and scanning the form in attachment D, and sending it by e-mail to assegniricerca@polimi.it, with subject PIF - letter of reference for Mr./Ms.. (name of the candidate), within the deadline of 16/07/2012. Non-EU citizens, resident in their country of origin at the time of application for selection, must submit qualifications, prizes, educational and research achievements deemed useful to demonstrate personal aptitude for conducting research activity, pursuant to point e) above, in original or suitably certified copies, and scientific publications (including graduation/phd theses or, alternatively, the corresponding abstracts), pursuant to point f) above, in original copies. 5. This notice is published in the Official Register of the Politecnico, on the Politecnico, Italian Ministry of Education, University and Research and European Union Websites. 6. Selection is carried out by a special board, whose members are elected by the Rector pursuant to article 6, paragraph 1 of the Regulations issued with Rectoral Decree No. 3093/AG of December 15, 2011, comprising the Rector s Delegate for Research and four members selected among Professors or Expert Scientists of others universities with research experience on the issues pursuant to this notice. 7. Pursuant to article 6, paragraph 2 of the Regulations issued by Rectoral Decree No. 3093/AG, 15 December 2011, the Board will shortlist the candidates, by examining their scientific profiles, their educational experience as a lecturer/teacher and the consistency of their research projects with Politecnico's research areas. Then, pursuant to article 7, paragraph 1 of the Regulations issued by Rectoral Decree No. 3093/AG, of 15 December 2011, the Board will make their assessment, awarding marks out of a total of 100 points, by examining the qualifications presented by the applicants according to the following criteria: qualifications and publications on topics related to the research program, 50 points; research project, 50 points; 5
Criteria to be assessed include the originality/novelty of the project and its possible integration into the research areas of the Politecnico di Milano. The feasibility of the research project in relation to the period of the contract will also be evaluated, as well as the quality of the proposal and the methodology. Pursuant to article 6, paragraph 3 of the Regulations issued by Rectoral Decree n. 3093/AG, 15 December 2011, for evaluation of the research projects, the Board will appoint at least two referees with experience in the discipline concerned, who will aid the Board by providing an assessment of the research projects. Candidates with a minimum score of 70/100 will be successful. If there is a tie, preference will be given to the younger candidate. The ranking of successful candidates will be published in the Official Noticeboard and on the Website of the Politecnico di Milano. 8. Permanent employees of Universities, research and experimentation institutes or public bodies, the National Institute for New Technologies, Energy and Sustainable Economic Development (ENEA), the Italian Space Agency (ASI) and institutions whose scientific specialisation qualifications have been recognized as equivalent to a Ph.D. pursuant to article 74, fourth paragraph, of Presidential Decree No. 382, 11 July 1980, are barred from applying for selection. 9. Research fellowships cannot be awarded to contracted staff, in the public and private sector, including part-time and temporary contracts. 10. The Polimi International Fellowship cannot be combined with other scholarships/fellowships, except those awarded by national or foreign institutes to supplement research activities of said temporary research fellows staying abroad. 11. Research grants cannot be awarded to students enrolled for undergraduate, Master, Ph.D. courses with scholarship or specialisation schools in Italy or abroad and require placement on unpaid leave for employees in service with public administrations other than those referred to in paragraph 8 above. 12. The temporary research fellow may carry out work on Politecnico spin-offs pursuant to article 2 of Legislative Decree No. 297/99, with the approval of the Scientific Supervisor. 13. Applications for selection are prohibited for relatives and kin up to the 4th degree of kinship of: - the teaching staff at the Politecnico di Milano; - the General Director of the Politecnico di Milano; - Members of the Board of Directors of the Politecnico di Milano. 14. Grants for conducting research are governed by a specific individual contract. 6
15. The contract governs the cooperation agreement based on the following criteria: flexibility in meeting the needs of the activity, continuity, time allocation (not sporadic), coordination with the overall activities of the University in question, close relationship with implementation of a research program, autonomous activity within the scope of the program and absence of pre-determined working hours. 16. Polimi International Fellowship holders conduct said activities under the supervision of a Scientific Supervisor, appointed by the Department indicated in the contract, and using the equipment and facilities available in the Department. With prior authorisation from the Scientific Supervisor, activities may be conducted at other University facilities or in other qualified Italian or foreign research facilities. 17. Research grants are subject, for the purposes of income tax, to the provisions of article 4 of Law No. 476, 13 August 1984 and, for the purposes of social security, to those referred to in article 2, paragraphs 26 and following of Law No. 335, 8 August 1995 and subsequent amendments. With regard to compulsory maternity leave, they are subject to the provisions of the Ministry of Labour and Social Welfare Decree of 12 July 2007, published in the Official Gazette No. 247 dated 23 October 2007 and, with regard to sick leave, to article 1, paragraph 788, of Law No. 296, 27 December 2006 and subsequent amendments. During the period of compulsory maternity leave, the benefits paid by INPS under article 5 of the aforesaid Decree dated 12 July 2007 are supplemented by the Politecnico di Milano up to the full amount of the research grant. 18. Pursuant to Legislative Decree No. 196/2003 and subsequent amendments and integrations, personal data provided by the candidate is processed exclusively for the purposes of managing this call for applications and is collected by the Human Resources and Organisation Area of the Politecnico di Milano - Piazza Leonardo Da Vinci, 32-20133 Milan. The same information may be communicated only to the public administration directly interested in the economic/legal position of successful candidates. Providing of such data is compulsory for evaluation of the applicant s qualification; failure to provide it will result in exclusion from the selection procedure.
