NEW MEXICO YOUTH SOCCER ASSOCIATION MINUTES August 8, 1999 President Jake Mossman called NMYSA Board of Directors bimonthly meeting to order at 8:30 am. ROLL CALL All executive committee members and District Commissioners were present with the exception of Carol Rhodes and Mike Oney, Committee chairpersons also present were David Vehar, NM State Youth Referee Administrator, Bill Flor, Data Manager and Cindy Kellenaers, Risk Management. Guests included: ChrisAnne Bell, Roswell Risk Manager; Minda, Vice President DCSL; Todd Doss, RRSL; Steve Armijo, Vice President NWRGSL; and Tim Kellenaers 4CSL. Also present was Bob Bigney, NMYSA State Director of Coaching. A total of 23 people were present at the meeting. V. CORRESPONDENCE Tide to sponsor American Cup at $7,000 per year for next 5 years. American Cup will now be known as Tide American Cup Nokia sponsorship at $5,000 for 3 years, beginning in 2000. VI. VII. STAFF REPORTS DIRECTOR OF COACHING: (Bob Bigney) (see attached report) If you are interested in scheduling a clinic call Bob at 505-830-2246 or send an e-mail at either nmysa@kozmail.com or doc4nmysa@aol.com. OFFICER REPORTS PRESIDENT: (see attachment) Request received from Las Vegas Soccer to request waiver of $3.00 registration per player increase. MOTION was made to waive fee & seconded. DEFEATED unanimously. MOTION made & seconded to assess $3.00 per player registration increase, AND remit payment by 06/01/2000. PASSED unanimously Mark Paffett, District Commissioner, will send written notice to Las Vegas Soccer responding to Board s decision on their request. Forward all State notices for Las Vegas to: Beverly Cook, 931 Tilden, Las Vegas, NM 87701 VP/YOUTH COMMISSIONER: (Bill Cappuccino) No report, but stated that he wants to work closely with District Commissioners and League Presidents. FINANCIAL OFFICER: (Bob Schryver) Budget vs. actual add narrative stating that the encumbered expenses not yet received equals $ X ODP travel and camp fees will be paid in fiscal year in which incurred. Close all NMEFCU accounts and move to Norwest.

Regarding invoice for $27,500 from Adidas for t-shirts for the 1998 Far West Regionals pend payment of bill until invoice reflects invoice and an account number, rather than the name of the person who generated the bill. ODP camp travel some players incurred additional airfare expenses as the result of being held over for the ODP Pool. Pay one way tickets for four (4) players who were held-over for ODP because they were not able to change their tickets. MOTION & Seconded: To pay the additional ticket fees for these players. PASSED unanimously. RE: The unused portion of the originally purchased ticket, ask Donna Tatman to request travel voucher refund from United Airlines. Ask Donna to bill Snickers for 1998 & 1999 monies for State Cup sponsorship at $6,000 for each year. SECRETARY REPORT: (Kathy Armijo) MOTION made & seconded to accept minutes. PASSED VP/DIRECTOR OF PUBLIC AFFAIRS: (Robert Gonzales) Annual General Meeting: attended by approximately 150 people and 12 vendors October 21 & 22, 2000 Workshop: Regional IV Fall Workshop will be held at the Hilton. TOP Soccer Program: outreach soccer program for special needs players. The purpose of this program is to provide developmental, training and meaningful participation for these youth. Take this information back to Leagues and Clubs to get feedback about possible implementation. REGISTRAR: (Lory Lawson) She is pursuing options to establish and maintain a player database. DIRECTOR OF CUPS & GAMES: (Bill Chambers) Ryan Cup Tournament (U11-14 B/G) will be held in Roswell on October 30 & 31. If an age bracket is incomplete, then he will solicit League teams to play to complete the bracket. New forms will be mailed to League presidents, District Commissioners, Board and Data Manager on Tuesday, August 10 th. Proposal for pins, patches and medals will be solicited from local vendors. Raise registration fee. MOTION was made & seconded to raise team fee from $200 to $225. Friendly amendment was made and accepted to increase fee to $250. PASSED with one opposition (Dave Van Horn). State & American Cup: Choose sites at next board meeting. Check with Leagues regarding preferences. Art logo design contest. State Cup advance 4 teams per age in as few sites as possible for finals. --QUESTION: If a team declines spot for Regionals Sanction? Update tournament manual. Form committee to review competitive team issues. 2

DISTRICT COMMISSIONER: (Lana Chambers) There is a District Commissioner s meeting at 7 a.m. immediately prior to each Board of Director s meeting. VIII. COMMITTEE REPORTS RISK MANAGEMENT: (Cindy Kellenaers) 1. Leagues must appoint a Risk Manager. 2. Coaches & assistant coaches disclosure forms will be sent by August 10 th. 3. She will be implementing injury tracking. REFEREE ADMINISTRATOR: (Dave Vehar) 1. If you wish to schedule a referee clinic, this must be done through the League. Contact Paul Mix (State Dir. of Instruction) 299-7547 (h) 845-7493 (w) e-mail: mix@flash.net Schedule class with him at least 2 months prior to selected date. (This should be done through the District Commissioner.) Minimum fee charge per clinic is $300 2. Grade 8 Entry Level Clinic Requirements. a) 16 hour clinic b) cost: $25.00 per student c) When course is passed, $25 registration required with referee federation. 3. Upgrade clinic will be held at Del Norte high school (Albuquerque) August 14 th (all day) and August 15 th (1/2 day) 4. Two local referees were selected to officiate games at the Regional tournament 5. Of these two referees, one was selected to officiate at the National youth finals. 6. MOTION made & seconded to defray some of the costs for travel to National youth finals for Jeremy Vehar. PASSED. 7. RE: Allocation of money from AGM for referee clinics. Two options were offered for consideration. OPTION A Provide $300 per clinic Each District will get 2 clinics Expenses above $300 will be paid by League OPTION B All expenses for clinic will be covered: Clinic fee,& instructor fee, if applicable EXCLUDE: NWRGSL & DCSL 1 Clinic per district until all districts have a clinic Remainder of monies allocated at AGM will be used on 1 st come/1 st serve basis. Retroactive to 07/01/99 8. MOTION made & seconded to implement Option B. PASSED, with 1 nay (Gary Concannon), and 1 abstain (Rhonda Boggs) DATA MANAGER: (Bill Flor) Please send articles and pictures electronically.
