The electronic application form is in the website studyinfo.fi. The application period runs from 4 January to 26 January 2017. The completed online application form must be sent to the applicant s firstchoice Vocational Teacher Education institution by 26 January 2017, 15.00 Finnish time. If it is not possible for an applicant to send the application electronically, a paper version of the completed form must arrive at the applicant s first-choice institution by the same deadline (26 January 2017, 15.00 Finnish time). Applicants can apply to two Vocational Teacher Education institutions; the order of preference must be marked on the application form. The order of preference is binding and cannot be changed after the application period has ended. The applicant must verify his/her qualifications and matters that affect the selection process by submitting required copies of certificates. A printout of the online application form together with the numbered attachments must be submitted to the applicant s first-choice Vocational Teacher Education institution by 2 February 2017, 15.00 Finnish time. A single copy of each document is sufficient. If the same document verifies more than one of the issues specified on the application form, the different issues must be numbered clearly on this single copy. The documents must be numbered according to the attachment numbering system. Only those numbers which correspond to an actual attached document should be used. Applicants who have worked irregularly for a few hours or one day at a time for a particular employer should ask the employer to combine all the relevant information in one document, which should be enclosed with the work certificates. The institution may require the applicant to provide the original certificates for inspection, or, in the case of foreign-language documents, official Finnish/Swedish/English translations of them. The selection procedure is based on national selection criteria agreed on and used by all five Vocational Teacher Education institutions in Finland. There is no entrance examination. Each applicant is allocated to a so-called admission group. Students are selected from admission groups based on their field of education, or from separate admission groups (see table Student selection 2017). The field of education is determined by the degree

In the selection process, the fields of education and study are defined as set by the decision number 19/400/2004 by the Finnish Ministry of Education. In any given application process, an applicant can be admitted to only one Vocational Teacher Education programme. In addition to information about their degree and field of education, applicants are also asked to state their preferred mode of study, i.e. how they would like to carry out their studies. The mode of study affects the applicant s chances of being admitted only if the preferred mode of study forms a separate admission group. For example, an applicant with a Master s degree in Technology will mark Technology, Communication and Transport as the field of education. If this applicant chooses e.g. HAMK s 13 months programme in Hämeenlinna in Finnish as the preferred study mode, he/she will compete for a study place with other applicants who belong to the same field of education. However, if the applicant chooses as preferred mode of study HAMK s programme in English, which forms a separate admission group, he/she will compete for a study place only with other applicants who have chosen this study mode, and the field of education will not affect the selection. You can apply to two Vocational Teacher Education institutions, which you will mark in the order of preference on the application form. The order of preference is binding and cannot be changed after the application period has ended. Choose a second study option only if it is a realistic option in your situation. Your second study option must be a different Vocational Teacher Education institution than your first study option and you also need to choose the mode of study for both your first and second study options. If you are admitted to either one of your study options, you can no longer be selected to the other one (i.e. your remaining study option will automatically be cancelled).

Admission to the programme is based on a points system. All applicants who meet the requirements for eligibility are assigned to a so-called admission group. Within each admission group, applicants are given points for a range of criteria and ranked in order of their total admission points; they are then admitted onto the programme in rank order according to these totals. Points are awarded in every Vocational Teacher Education institution according to identical criteria. Experience which has been considered under one criterion of the scoring system will not be considered again under any other criterion, unless otherwise stated in the admission criteria. The criteria which are taken into consideration in the scoring system, and the maximum points for each criterion are as follows:

Teaching and/or guidance experience from officially recognized educational institutions, more than 6 months to 12 months If the applicant selection cannot be finalized based on the aforementioned criteria, a random computer-generated selection will be employed. Timetable for selection The results of the student selection will be published on 6 April 2017 at the earliest in the My Studyinfo service at www.studyinfo.fi. Applicants will also be notified of the results by letter. Confirmation of study place Each student who is offered a study place must confirm his/her study place by 20 April 2017 at 15.00 Finnish time (GMT +2hrs) either by using the My Studyinfo service or in writing (e.g. by e-mail). If this is not done, the offer of a study place will be withdrawn. Supplementary selection

Vocational Teacher Education/ Admission criteria 5 (14) All eligible applicants who have not been offered a study place on either of the programmes which they entered in the application form, will be placed on a waiting list in their admission group, ranked in order of the number of admission points received. Supplementary selection rounds will take place if vacancies arise due to approved candidates rejecting the offer of a study place. If a study place becomes available, the Vocational Teacher Education institution will contact the applicant at the top of the waiting list, according to the number of admission points scored. Obstacles to student admission Appeals process Based on the Polytechnics Act (932/2014, 26, 33 and 34 ) applicants to Vocational Teacher Education programmes are asked about any health-related factors which would preclude their admission to the programme, and about possible prior forfeiture of study rights. Any applicant who feels that the selection process was not conducted in accordance with the selection criteria, should first contact his/her first-choice teacher education institution. If the applicant is not satisfied with the explanation given, he/she has the right to appeal the decision concerning student selection to the University of Applied Sciences concerned. The appeal must be made in writing within 14 days of the publication of the results of the student selection. Checking of personal data Additional information According to the Personal Data Act (523/1999), applicants have the right to check the personal information about themselves which is kept on record. Anyone wishing to do this should contact the Finnish National Agency for Education. The University of Applied Sciences is not responsible for any delays due to the postal service. *) By the European Credit Transfer System (ECTS) 60 credit points measure the workload of a full-time student during one academic year. One credit point stands for 27 working hours. By the Finnish standard one credit unit equals 40 hours of studies for a student. The degree on which the application is based The degree on which the application is based must be completed by the end of the application period. In some cases, qualifications other than a relevant higher education degree may grant eligibility, if the applicant is already working as a teacher of vocational subjects on an officially recognized programme of vocational study, or has been employed to provide further vocational education. An education provider (an institution with government authorization to provide vocational education) may disregard the requirement for teachers to have a higher education

Vocational Teacher Education/ Admission criteria 6 (14) degree, and employ a person as a teacher of vocational subjects on the grounds of extensive or specialized practical competence (Decree 986/1998, 13, sect 2). A person employed on such discretionary grounds may be eligible for selection to a Vocational Teacher Education programme. However, successful completion of the programme will not on its own qualify the person for other teaching positions in Finland. Special exemption from the rule that applicants to a Vocational Teacher Education programme must hold a university/university of Applied Sciences degree may also be granted to non-degree holders who are acting as teachers in the further vocational education sector (Decree 986/1998, 13, sect 6), on the grounds of extensive competence in the field concerned. This competence may have been acquired through work experience or education other than the degree-awarding kind. Further vocational education means either long or short-term education programmes, further training or supplementary education for people who have completed basic education. Such programmes do not lead to a particular qualification, but aim to extend professional competence. Further vocational education is provided in Finland by vocational institutions or other institutions with official authorization to provide vocational education. A non-degree holder who is employed during the application period as a further vocational teacher on the terms described above may be eligible for selection to a Vocational Teacher Education programme. However, successful completion of the programme will not on its own qualify the person for other teaching positions in Finland. No admission points are granted for the degree which forms the basis of the application. Applying with a degree completed outside Finland If the application to the Vocational Teacher Education Programme is based on: a university/university of Applied Sciences degree completed outside the Nordic countries, or a university/university of Applied Sciences degree which is less than three years in extent and has been completed in the Nordic countries, or a degree from the field of Social Sciences and Health completed outside Finland, or - for those seeking qualification as so-called general subject teachers - a degree completed outside Finland, the degree must be formally recognized by the Finnish National Agency for Education/ the Finnish National Board of Education or the Ministry of Education of Finland, and an official statement of recognition from one of these bodies must be attached with the application. Field of education and specific teaching area The degree on which the application is based determines the field of education to which the applicant is allocated. In the selection process, the Vocational Teacher Education institutions define the fields of education and specific teaching areas in the same way as specified by the Finnish Ministry of Education, decision number 19/400/2004.

For the purposes of the application, other degree can be a vocational upper secondary level diploma, a vocational qualification, a specialist vocational qualification, a college level qualification or a higher education degree. See e.g. the Ministry of Education Decree 853/2015 (and 216/2001) on vocational upper secondary diplomas, and Decree 179/2011 on the structure of vocational qualifications as adult education. Further vocational qualifications and specialist vocational qualifications which can be completed as adult education are listed in the attachment to Decree 179/2011, as required by Act 631/1998. A university/university of Applied Sciences degree means a Bachelor s, Master s, Licentiate s or Doctor s degree completed in a university or University of Applied Sciences. A matriculation diploma, or other degrees or qualifications which do not fulfill the criteria specified above will not earn admission points.

Vocational Teacher Education/ Admission criteria 9 (14) In cases where a degree mentioned in the application has been completed outside Finland, and the degree certificate is written in a language other than Finnish, Swedish or English, the certificate must be translated into one of these languages, and a copy of the translation must be submitted with the application, together with a copy of the original certificate. In the points scoring system, 3 (three) admission points are awarded for each eligible degree, up to a maximum of 9 (nine) points. No admission points are awarded separately for a lower-level degree which was an essential requirement for a higher degree (e.g. a bachelor s degree in educational sciences as a requirement for a Master of Arts degree in educational sciences). No admission points are awarded for the degree which forms the basis of the application, even if the degree has led to more than one qualification (e.g. some Bachelor s degrees in Social Sciences and Health Care). Completed degree No other degrees held in addition to the degree on which the application is based 0 Other degrees Basic studies in pedagogy 3 points/degree, max. 9 points Five admission points are awarded for basic studies in pedagogy, adult pedagogy, special pedagogy or vocational pedagogy worth 25 credit points (equivalent to 15 credit units)* completed according to the degree requirements of a Finnish university. These pedagogical studies can be part of the degree on which the application to the Vocational Teacher Education programme is based and they are valid regardless of the date of completion. No more than 5 (five) points can be awarded even if the applicant has completed basic pedagogical studies in different specializations or in different institutions. Basic studies in pedagogy, 25 cr Not completed 0 Completed 5 Further professional and/or pedagogical education Further professional education can be awarded for further professional studies completed since 1 January 2010, which either add to or diversify the applicant s professional skills. In order to earn admission points, each individual course of education has to be at least 2 credit points in extent (equivalent to 1 credit unit, or 54 study hours)*. Study credit obtained after 1 January 2010 as part of a degree-awarding programme of education (e.g. credit towards an incomplete degree) can be considered as further professional education. However, a given course or programme of study will score admission points only once; i.e. it will be counted under only one of the criteria included in the points scoring system. Further pedagogical education can be awarded for pedagogical studies completed since 1 January 2010, if each individual course of study is at least 2 credits points (equivalent to 1 credit unit or 54 study hours)* in extent. Pedagogical studies included in a complete degree will not be considered under this criterion. If the applicant has already received admis-

Vocational Teacher Education/ Admission criteria 10 (14) sion points for basic pedagogical studies under the earlier criterion, no additional points will be awarded for the same basic studies here. In the application form, the scope or extent of studies should be expressed in credit points. If an applicant s study credit was originally defined in terms of credit units, it can be translated into credit points by multiplying the number of credit units by 1.5. If the scope of the studies/education was originally defined in days/hours, the calculation is as follows: 54 hours = 2 credit points. The credit points of all completed studies should be added up and the option corresponding to the sum selected on the application form. Short-term employment periods are added together (21 days = 1 month, 11 months = 1 year). Work as an entrepreneur can also be counted as work experience. Teaching experience or practical training included in the degree which forms the basis of the application will not be taken into account. For an applicant working as, or intending to work as a teacher of vocational subjects, i.e. vocational modules in programmes of education leading to a recognized vocational qualification at the upper secondary level of the Finnish education system, a minimum of three years work experience corresponding to the content of his/her degree is required for eligibility. For an applicant working as, or intending to work as a teacher of vocational subjects and applying with a Bachelor s degree completed in a University of Applied Sciences in the field of Social Services and Health Care, a minimum of five years work experience corresponding to the content of his/her degree is required for eligibility. Please note: For an applicant working as, or intending to work as a teacher of vocational subjects and applying with a Master s degree in the field of Social Services and Health Care, a minimum of three years work experience corresponding to his/her degree is required for eligibility. The same five-year work experience requirement applies to a person who has been employed as a teacher of vocational subjects without a degree from a University or University of Applied Sciences.

Vocational Teacher Education/ Admission criteria 11 (14) Professional work experience is not required of non-degree holders who are working as teachers in further vocational education, if the applicant has with education acquired the high level of professional expertise required in the current post and this is evident from the information given by the educational institution/employer (Further clarification by the educational institution). However, the counting of the applicant s work experience exceeding the eligibility requirement will start after the first five years of work experience. Professional work experience is not required of applicants who are working as, or intending to work as teachers of general subjects, i.e. common core study units in programmes of education leading to a recognized vocational qualification at the upper secondary level of the Finnish education system. Vocational Teacher Education/ Admission criteria 12 (14) - For work defined in teaching hours, a minimum of 16 weekly hours of teaching/guidance is considered full-time employment. Part-time teaching/guidance can be converted into full-time teaching/guidance using a formula in which 64 hours of part-time teaching/guidance is equivalent to one month of full-time teaching/guidance. - For teaching/student guidance work defined in total working hours, 150 h of parttime work equal one month of full-time teaching/guidance. Periods of short-term employment can be added together so that 21 days equal one month of full-time teaching/guidance. Pre-school teaching can be considered as teaching experience, but other kinds of work done by kindergarten teachers will not be considered. can be awarded under the student guidance criterion for work as, e.g. vocational instructor, guidance counsellor, special needs assistant, school psychologist or school social worker. Customer guidance, administrative or planning tasks in an educational institution or induction of an employee will not be taken into consideration. Teaching/guidance experience less than 3 months or no experience 0 3 to 6 months 1 over 6 to 12 months 2 over 12 to 18 months 4 over 18 to 24 months 6 over 24 to 30 months 8 over 30 months 10 Training and/or guidance experience from working life can be awarded for training and/or guidance experience from working life. In the admission criteria to Vocational Teacher Education, working life refers to employment/professional activities in all branches of economy, with the exception of the schools and educational organizations considered under the previous criterion. Relevant training and/or guidance experience acquired by 26 January 2017 can be taken into account. The duration of training/guidance experience is calculated on the basis of full-time training/guidance. A minimum of 64 hours/month of training/guidance experience is considered full-time employment. Part-time training/guidance work can be converted into months of full-time training/guidance. To be eligible for admission points, training must be a systematic and target-oriented activity that develops the knowhow of the young people or adults to be trained, e.g. work as a staff trainer or on-the-job trainer for an apprenticeship student. Customer guidance, consultation, induction of an employee, managerial duties, human resources management, early childhood education or work as a kindergarten teacher will not be taken into account. Under the guidance experience criterion, admission points can be awarded for guidance of young people or adults, e.g. duties as assigned workplace instructor, housing services supervisor for special groups, sports instructor and instructor of rehabilitation groups. Training/guidance experience less than 6 months or no experience 0 6 18 months 1 over 18 30 months 2 over 30 months 3 Work experience as an entrepreneur An uninterrupted period of at least 12 months of work experience as an entrepreneur can be taken into consideration. Formal signs of entrepreneurship are e.g. professional activities as self-employed ( toiminimi ) or in company form, statutory social security contributions (e.g. YEL), registration in prepayment register or other registers, statutory notifications and trade specific permits. Work experience as an entrepreneur can be taken into account regardless of whether it has already been considered as work experience required for eligibility or under some other criterion of the admission points system. A total of two admission points may be granted for work experience as an entrepreneur. Work experience as entrepreneur less than 12 months or no experience 0 at least 12 months 2 Societal activity related to educating children and/or adults can be awarded for societal activity related to educating children and/or adults which has lasted at least 6 consecutive months after 1 January 2010, which has been significant and/or has involved substantial responsibility, and which has not been a part of the applicant s job. The objective of the activity and the organization responsible for it has to be e.g. the improvement of social and/or cultural circumstances, prevention of social exclusion, or the activity must support some other wide-ranging societal objective related to educating children and/or adults. Such activity includes, e.g. taking an active role in an organization, volunteer work, holding positions of trust, and coaching related to educating children and/or adults. A total of two admission points may be granted for societal activity. Societal activity less than 6 months or none 0 at least 6 months 2 Condition for employment Any applicant who has been employed as a teacher of vocational subjects according to Decree (986/1998, 13 a ) on the condition that he/she will complete teacher s pedagogical studies within three years of the start of employment, and who meets the eligibility requirements, will be admitted to the Vocational Teacher Education programme regardless of their rank order in the admission points scoring system.

Vocational Teacher Education/ Admission criteria 14 (14) Any applicant who has been employed as a principal lecturer or a senior lecturer in a University of Applied Sciences in Finland on the condition that he/she will complete teacher s pedagogical studies within a time limit of the start of employment and this condition has been written into the employment contract, and who meets the eligibility criteria, will be admitted to the Vocational Teacher Education programme regardless of their rank order in the admission points scoring system. The condition to complete the teacher s pedagogical studies must be clearly written down in the employment contract or another official document of the recruitment.
