Town of Olive County of Ulster State of New York Monday, January 13, 2014 Minutes of the monthly audit meeting of the Town Board of the Town of Olive held Monday, January 13, 2014, 7:00 p.m. at the Town Meeting Hall in Shokan, NY. Members Present: Recording Secretary: Others Present: Sylvia Rozzelle, Supervisor Donald VanBuren, Board Member Scott Kelder, Board Member James Sofranko, Board Member Peter Friedel, Board Member Thomas Vasta, Police Chief; James Fugel, Superintendent of Highways; Bruce LaMonda, Police Commissioner; Janice Lanzarotta, Bookkeeper; Mike Jonker, LVDV; Rich Ostrander Police Commissioner; Drew Boggess, Planning Board Chairman & Deputy Supervisor Sylvia Rozzelle, Town Supervisor called meeting to order 7 pm. Janice Lanzarotta was present to explain to the new Town Board members the process of auditing the bills and to answer any questions they may have. She explained what the Board should be looking for on vouchers. Supervisor Rozzelle stated they would be putting together an excel spread sheet to determine how much the buildings are costing in fuel oil and electric. Janice Lanzarotta went over the Fund Balance Report. Supervisor Rozzelle explained that prior approval from the Board is needed before a Department can go over their budget. The Town Board audited the Bills for the month of December. Park Application The Board discussed revising the park policy for renting the facilities. The Town Board would like to reword the application. There was discussion on waiving the fee and how the Board wants to handle it, it was decided that the Recreation Committee should handle the applications for waiving the fees. Scott Kelder recommends that the use of the Legion Hall could be used for funerals or during inclement weather in emergency situations and remove the Legion Hall from the rental application. The Recreation Committee also addressed that renters should set up and clean up on the same day. The Supervisor s office will revise the application.

LVDV Contract- Mike Jonker, Waste Water Treatment Facility Manager discussed new contract. Donald VanBuren will be committee chairman and he will set up a meeting with Mike Jonker. Police Commissioner Guidelines- Bruce LaMonda stated two issues, the first concern was the Town Board should be left out of the hiring and firing of employees. He would like to keep politics out of the Police Department. His second concern was of rumors that the Town Board might be considering dissolving the Police Dept., Supervisor Rozzelle and the rest of the Town Board agreed that was not a consideration, it was then brought up by Supervisor Rozzelle that she was concerned over the commitment by the commissioners to attend meetings it was suggested to have term limits on commissioners. Rich Ostrander stated he would be against term limits, he would prefer it stay at the pleasure of the Town Board. Supervisor Rozzelle also expressed the importance of minutes being taken at every meeting and that they get filed with the Town Clerk for distribution to the Town Board. The Board agreed to wait on the guidelines and give them further review. There will be a motion made at the January 14 th meeting concerning the purchase of a new police car. Carol LaMonda presented a letter concerning the condition of Legion Hall, which will be on January 14 th agenda. Correspondence from Laurel Olexa concerning Beechford Drive was given to Police Chief, Thomas Vasta. He is to check into what appears as several vehicle and traffic laws being violated. Jim Sofranko will give his Time Warner cable franchise report at the January 14 th meeting. Town of Olive County of Ulster Tuesday, January 14, 2014 Minutes of the monthly meeting of the Town Board of the Town of Olive held Tuesday, January 14, 2014 7:01 p.m. Members Present: Sylvia Rozzelle, Town Supervisor Donald VanBuren, Board Member Scott Kelder, Board Member James Sofranko, Board Member Peter Friedel, Board Member Recording Secretary: Others Present: Drew Boggess, Planning Board Chairman & Deputy Supervisor, James Fugel, Superintendent of Highways, Gene Sorbellini, Recreation Director, Craig Grazier, Recreation Committee, Thomas Vasta, Police Chief On a VanBuren/ Friedel motion the Town Board approved the December minutes as submitted by Town Clerk. Presentation: Maraleen Manos-Jones The Butterfly Lady asked the Town of Olive to make a resolution to protect pollinators. She has fought to protect the habitat of butterflies and bees, herbicides and pesticides are killing the butterflies. She stated without pollinators we lose 40 percent of our food. She asks the Town Board and the good people of Olive to pledge to protect our pollinators. Maraleen s website is spiritofbutterflies.com The following correspondence was read and filed: #1-14 Letter from Laurel Olexa concerning Beechford Drive as presented at the January 13 th audit meeting #2-14 Ulster County Self-Insurance Plan- selected a Third Party administrator to process workers compensation #3-14/#4-14 The Town received letters from Carol LaMonda and Judith Boggess, both were concerned with the condition of the American Legion Hall located on Mountain Road in Shokan. After much discussion the Town Board on a Rozzelle/Sofranko motion all agreed that a major cleaning should be completed at the Legion Hall. Tom O Connell recommended the Town Board check into the Ulster County Sherriff Department s inmate services for the cleanup.

On a Rozzelle/VanBuren motion the following General Fund Budget modifications were agreed upon by all Town Board Members: Increase A2705 gifts & Donations $326.00 Increase A3510.4 Control of Dogs (Cont.) $326.00 On a Rozzelle/Sofranko motion the Town Board approved the following payment of the Audited bills: Special Lighting voucher #1 $58.76 General Fund vouchers #1-#24 $33,900.90 On a Rozzelle/VanBuren motion the Town Board unanimously approved the contract for the Boiceville Wastewater district with LVDV Operations, Inc. On a Friedel/Rozzelle motion the Town Board approved the purchase of a new police car. There was much discussion on the revised park application, rental to nonresidents and waiving of fees. Friedel/VanBuren made a motion not to allow park rental to non-residents. Upon a vote, Board members James Sofranko and Scott Kelder were against the motion. A motion to table this decision until the Town Board or the Recreation Committee were given a chance to address these issues were made by James Sofranko and seconded by Donald VanBuren Town Supervisor Rozzelle brought up the need for a backup Dog Control Officer. Thomas Vasta, Police Chief was interested in seeing a Dog Control policy. The Following committees gave brief reports: Town Buildings-Town Board Member Scott Kelder stated they are getting together with other committee members to do a walkthrough of all the Town Facilities and will prioritize what needs to be completed. Olive Wastewater Advisory Committee- Town Board Member Don VanBuren stated he has spoken with the other members of this committee and they plan on visiting the plant and meeting with Mike Jonker, Plant Manager, and setting up an open house. They would also like to go door to door through the sewer district with a questionnaire. Cable Franchise Negotiations Committee- Board member Sofranko stated the contract is up in June and we have a lot of work ahead, they have 4 goals in mind: 1. Improve user access. 2. Measured improvement in service, do town wide survey to find problem areas. 3. Upgrade technology to fiber optics. 4. Locate internet hotspots. On a Sofranko/Rozzelle motion he asked the Town Board to approve money for the survey, all members were in favor. Parks & Recreation- Town Board member Scott Kelder thanked Linda Burkhardt for her many years of service with the recreation committee and for providing a foundation for the committee to grow on. He stated that the Youth Basketball program has started and they have 68 kids involved, sign up for Little League will begin soon and Olive will have its own swim team this year.

Police Commission- Supervisor Rozzelle stated the Board met with the Commission the previous night at the audit meeting, she expressed concerns about the commitment of commissioners and the importance of their attendance at the meetings. Supervisor Rozzelle also stated the need to advertise for people who are interested in some of these positions.
