New Draft of Law in HE foresees the following: level of HE «Specialist» will be eliminated introduction of 3 cycle system including educational scientific level «Ph.D.» «Doctor of Philosophy» expansion of financial autonomy and partially academic freedoms, student self-government in HEIs academic standards should comply with NQF (NQF as an instrument for development of academic standards and curricula)
