Banchory Community Council Monday 12 September 2016 Banchory Academy Library 7:30 pm Present: Mary Lennox (Chair), Eileen Durno (Vice Chair), Rebecca Glansbeek (Treasurer), Harry McNab, Lynn McNab, Nicola Kenyon Officials: Cllr Jill Webster, Cllr Linda Clark Apologies: Louise Cameron, Corinne Ogilvie, David Conroy, Cllr Karen Clark, Police Scotland Members of the Public: John Wills and Jean Henretty (Chair of BDI) 1. Welcome and Apologies Mary Lennox opened the meeting, informed all present of the fire exits in case of emergency, noted the apologies and asked for brief introductions from those around the table. 2. Police Report Police Scotland were unable to attend and no report had been sent. Cllr Jill Webster will once again raise the question with Policy and Recourses Committee in order to find out if the police will be cutting back on their attendance at Community Council meetings. Issues of concern raised with the community council by Banchory residents include: speeding on Raemoir Road and the possibility of a permanent speed camera; the junction of Raemoir Road and Upper Lochton; trespass at Glen o Dee; dog attack; incident on Deeside Way. ACTION: Mary Lennox to contact the Police Department with list of issues 1

3. Councillors Reports 3.1 BT Issues It was reported that Cllr Karen Clark has been in contact with BT and has been informed that BT will have a meeting on 29 th of September to discuss issues. The meeting was also informed that progress has been made on mapping what coverage actually is. It was discussed that the problems are the speed of the broadband as well as the dropping out of service and it was agreed that a more constant service is required. 3.2 Captain s Wood Cllr Linda Clark reported that there was a possibility of lights being added to the path at Captain s Woods. It was discussed that low level lighting would suffice. 3.3 Crathes Cllr Linda Clark also indicated that a change in speed limits in Crathes Castle was to be considered. 3.4 Scott Skinner Memorial Cllr Linda Clark informed the community council that a suggestion had been made for a statue to commemorate Scott Skinner to be placed in Scott Skinner Square. This will be considered through the Town Improvement Group, perhaps through the signage project and may emerge as a suggestion at the Banchory Community Action Plan Open Days 3.5 Funding for Local Organisations Cllr Jill Webster reported that the Marr Area Committee donated 4,000 to the Banchory and Stonehaven Athletics Club. The monies will go towards the 70,000 required for an all weather surface at Alexander Park. 3.6 Banchory Academy Parent Council She also reported that Banchory Academy Parent Council have notified the police of parking issues during the times of drop off and pick up. She also stated there was still concern for students crossing the street near Morrison s. 2

Parking in the cul-de- sac at St Nicholas Drive was also of concern. 3.7 Appointment of Rector Interviews for a new Rector following the retirement of Sheila Di Maio are to take place shortly 3.8 School Safety Concern had been expressed to the community council about the safety of schools in Aberdeenshire in the light of the situation in Edinburgh. Cllr Webster assured the meeting that Aberdeenshire schools had been checked. There was also concern about the safety standards of Banchory Academy in particular and whether the fabric of the building and associated risk factors had been checked. Cllr Webster assured the meeting that all schools were assessed on a regular basis. 3.9 Consultation on Charges for Sports and Physical Education There was an ongoing consultation on proposed changes to the charges for Sports and Physical Education. The community council had not received this information. ACTION: NICOLA KENYON TO SEND E-MAIL OF CHANGES TO BCC 3.10 Banchory Health Centre Cllr Webster could give no further update as the report to the Integration Joint Board was still awaited. 4. Speakers 4.1 Sports Centre In response to a letter from the Chair, Head of Service John Harding had offered to have someone from his department attend a Banchory Community Council meeting in order to provide an update on the progress of the new Sports 3

Centre. The Chair had twice invited him to do so, but had not received a reply on either occasion. 4.2 Banchory District Initiative (BDI) a. Jean Henretty chair of BDI provided an update. Bonnie Banchory has been awarded 8,000 to refurbish the rose garden near Banchory Group Practice. There could be further funding which would help to create a sensory garden if granted b. River Dee Radio is streaming live. There are currently 30 volunteers but another 20-40 are needed. They are located at the British Legion and running throughout the day from morning to evening. It s online only but in the future there is hope to record the programs and provide a podcast to those without technical devices. The programs could consist of health matters, walking groups, book club, travel correspondence, cooking and drama stories. There could be opportunities for the Academy children and BCC to take slots as well. Approval of June Minutes No amendments required. The minutes were proposed by Eileen and seconded by Rebecca Matters Arising 5.1 Road signs at Hill of Banchory have been corrected, no further action required. 5.2 Garden waste being dumped at The Mews onto Deeside Way, Gavin Forrest conducted a site visit and advised that Aberdeenshire Council will take the matter forward and contact offenders. No further action required. 5.3 Objection of planning app APP/2016/1047 Louise contacted the member of the public of the BCC decision made in June. 4

5.4 Banchory Sports Village - planning application now lodged 5.5 Community Resilience Planning discussion deferred until October Meeting. 5.6 Hill of Banchory: path near Oaklands - objection to revised planning application withdrawn as assurances given there were no safety implications 5.7 Community Safety Forum: Tax Disc Initiative ACTION: EILEEN DURNO TO FOLLOW UP 6. Correspondence 6.1 Coat of Arms An email had been received requesting BCC apply for a coat of arms for Banchory. The Secretary had responded indicating that if the Action Plan indicated a strong demand this could be looked at. 6.2 Planning Questionnaire A questionnaire had been received from Aberdeenshire Planning Department asking our views on the process leading to the production of the Local Development plan. A community council response is required. ACTION: MARY LENNOX, CORINNE OGILVIE AND REBECCA GLANSBEEK TO COMPLETE 7. Treasurer s Report The Treasurer reported a bank balance of 3,411.86, Grant deposit of 1,196.94 and expenses for BCAP of 235.00 The current bank balance for Youth 2000 accounts are 4,227.13 and 545.82. 8. Mid Hill Wind Farm The next committee meeting will take place on October 26 th. There are no current applications, and therefore, a poster will be placed in the notice board. 5

9. Noticeboard Planning application is required to move forward. Harry McNab will move forward on this. ACTION: HARRY MCNAB TO CONTACT PLANNING 10. BCC Advertising BCC has placed a double advert in the Banchory calendar this year for 260. 11. Banchory Community Action Plan Mary Lennox reported that the survey responses had been analysed over the summer and the results will be fed back to the public at three Open Days: Sunday 25 th and Monday 26 th September in the Town Hall and Tuesday 27 th October in the Community Centre, Hill of Banchory. Mary asked that council members volunteered some time to assist at these events. 12. Community Council Representatives 12.1 Planning a. Braehead The developer has appealed to Edinburgh against the decision by Aberdeenshire to refuse the application. b. Sports Village The planning application has been submitted. 12.2 Community Learning and Development No report 12.3 Banchory and District Initiative (BDI) The AGM has been postponed until December. 12.4 Banchory Sports Village Current balance of 650,000; latest donations were from the Summer Ball 37,500, Rotary 14,000 and Hill of Banchory Fun Run 800. Next fundraiser will be at the Scout Hut on 24 th of September. 12.5 Banchory First Responders Two new public access units will be installed with the support from Banchory Boys Football Club; one will be 6

located at the King George V Park and the other at the playing field at Milton. The next meeting is on 22 nd September 12.6 Community Safety Forum See above 5.7 12.7 Sports Centre Stakeholders Meeting Planning application lodged on 31 st of Aug. See 12.4 above. Aberdeenshire Council has placed an article in The Piper. BCC has asked that a sign be placed on the land indicating progress. The next meeting is on 23 rd November 13. Recruitment of New Members An advertisement will appear in The Piper and also in Banchory Library and the BCC Noticeboard. The closing date for applications will be 7 th October and Cllr Linda Clark is the Returning Officer. 14. Date/Place of Next meeting After some discussion it was decided, because of school holidays, to postpone October s meeting to the third Monday of the month. The next meeting will, therefore, take place as follows: Monday 17 th October 2016 Banchory Academy Library 7.30 p.m. 7
