Census and important dates Census days Census days are very important dates for you to know about! The census dates for the courses below are the last day you can: Complete the ecaf to apply for a VET Student Loan for your course, or Withdraw your enrolment without incurring a debt for the course. You ll receive an invoice before each census day so that you have all the information you need to make your study and payment decisions. VET Policies and Procedures Enquiries and enrolments Education and support services Master Builders is aware and is willing to implement education and support services for students enrolled in training and assessment. These services may include: Providing pre-enrolment information Providing study support in the form of additional tutorials or trainer mentoring Referrals to language, literacy and numeracy agencies Flexible scheduling and delivery of training and assessment Referral to counselling services Providing learning materials in alternative formats (i.e. electronic or in large print) Developing learning and assessment programs contextualised to the workplace and industry Any other services that will support students to achieve competency. Education and support services are monitored and managed on a case-by-case basis and will be discussed and agreed with individual students. Students will be advised if the relevant service will incur additional costs before the services are accepted by the student. Language Literacy & Numeracy (LLN) Master Builders uses an approved LLN tool as part of the eligibility requirements for assessing a student s academic suitability to enrol in a VET-approved course and accessing a VET Student Loan. Students will emailed instructions to an online LLN assessment, which must be completed before any enrolment is accepted and confirmed. LLN results will be analysed and appropriate actions taken. If support is required, students are encouraged to seek the relevant support services (at their own expense). Referral is given to students by offering them the Learner Support Services Register, which is also available in the Student Handbook. Students who have sought and undertaken the appropriate level of external support are encouraged to re-enrol with Master Builders and perform the LLN assessment again. Student Handbook Master Builders has developed a Student Handbook that provides information for prospective students and it s provided following an enquiry as well as on confirmation of enrolment. The handbook includes a brief overview of our policies and information about students rights and obligations while enrolled in a course with Master Builders. Entry requirements Candidates wanting to enrol with Master Builders to participate in training and/or assessment must meet the entry requirements, which have been developed to enhance VET Student Loan - Information Pack (Version 1.0) Master Builders Training Page 4

each candidates potential for successful completion of nationally accredited training programs. Enquiries Enquiries can be made online, in person or via telephone. At the time of enquiry, Master Builders staff will inform students about the training, assessment and support services (if required) including their rights and responsibilities. All enquiries are entered into Master Builders Student Management System (SMS) at the time of the enquiry. Students should consider the eligibility criteria for all training programs before enrolling. While every step is taken to ensure there has been a reasonable adjustment made, Master Builders reserves the right to include a level of entry requirements into its training programs to ensure the safety of all enrolments. Along with the Student Handbook, Master Builders will also provide: Information on tuition fees and any other fees that may apply to the course and payment options Information on student rights, responsibilities and obligations when applying for a VET Student Loan Eligibility criteria for a VET Student Loan Application process for a VET Student Loan Student s ongoing communication and management of their VET Student Loan, in particular their commitment to continue using the VET Student Loan to pay for tuition fees Maximum amount of a VET Student Loan that is available to the student Information on fees being reasonably apportioned across a number of fee periods Information on the relevant census dates applicable to their course. Students who are interested in applying for a VET Student Loan must be aware that it: Is from the Australian Commonwealth Will remain a personal debt until repaid in full May reduce their take-home wage or salary and their borrowing capacity. Students may want to seek independent financial advice before applying for the loan. Enrolments Training programs are offered on a rotating calendar basis, with regular start dates. Students can enrol at any time either online, in person at any Master Builders office throughout Queensland or by submitting their enrolment paperwork electronically. Before an enrolment is accepted, a Training Registration Form must be completed and signed, all relevant fees must be paid, all relevant identity documents must be returned and, where needed, an LLN assessment must be completed. All enrolment documents and LLN assessment reports are entered into the SMS. Master Builders will collect and verify information and documents provided as part of the enrolment process, including evidence of a: Student s identity and date of birth VET Student Loan - Information Pack (Version 1.0) Master Builders Training Page 5

Student s eligibility criteria of citizenship and residency (see Section 11 VET Student Loans Act 2016) Tax file number. If the student is aged under 18 years, evidence will be sought that: One of the signatories on the application is a responsible parent of the student, or The student has received a youth allowance on the basis they are independent. During the period of enrolment, Master Builders has a systematic approach for maintaining records confidentially and accurately. Student records of participation and progress are managed securely and are available on request. These records can be in any format, including electronic documents or hardcopy files. All student records pertaining to academic, financial and administrative requirements are recorded and stored in an AVETMISS compliant SMS. Information is stored securely and backed up daily. Records of results are retained for a period of no less than 30 years. Entry requirements Acceptance and entry into a Master Builders training course will only be granted once all relevant enrolment documentation has been completed, academic suitability has been assessed and fees are paid in full or alternative arrangements are approved. We have the right to deny enrolment of any student who is in direct control of, or has been in control of, an RTO with qualifications on scope within the building and construction industry. Enforcing this policy protects Master Builders intellectual property as well as a competitive advantage in the marketplace. Students will be given information on all relevant funding available and applicable to the course they re enrolling into. As a variety of terms and conditions apply to each contract and funding provider, Master Builders will give students specific information at the time of their enquiry. If students are interested in applying for a VET Student Loan, they must: Supply their tax file number Provide evidence of their identity and date of birth (if aged under 18, a responsible parent must act as a signatory) Be an Australian citizen, or o Hold a permanent humanitarian visa and usually reside in Australia, or o Be a qualifying New Zealand citizen Provide a copy of: o A Senior Secondary Certificate of Education, or o A successfully completed LLN assessment at or above Level 3 in ACSF in both reading and numeracy, or o A copy of an AQF qualification at a level 4 or above, along with Evidence the course for the qualification was in English. Master Builders will supply all other relevant Australian Government documents to students before they enrol, so they can make an informed decision about applying for a VET Student Loan. Additional entry requirements Master Builders has additional entry requirements for a number of its training courses. These additional entry requirements are detailed below. Diploma of Building & Construction (Building) For face-to-face and self-paced study students must: Demonstrate a minimum of 24 months post carpentry and/or bricklaying trade (36 months for all other trades) o Carpenters and Brick/Block Layers are considered structural trades and therefore have a deeper knowledge of the building process and can enter the course with less post trade experience Demonstrate a sufficient level of LLN skills Demonstrate Advanced Standing Entry o Hold a Certificate IV in Building & Construction (Building) and be able to undertake either a Credit Transfer, RPL or RCC process to be assessed as holding the Certificate IV units contained within the Diploma of Building Demonstrate a sufficient level of LLN skills. For RPL prior to enrolment: Carpenters and bricklayers must demonstrate at least two years post trade experience on site supervising of all trades with a licensed builder, in domestic construction, and commercial construction to three storeys All other trades must demonstrate at least four years post trade experience on site supervising of all trades with a licensed builder, in domestic construction, and commercial construction to three storeys Demonstrate a sufficient level of LLN skills. Diploma of Leadership & Management Master Builders delivers the Diploma of Leadership & Management through a face-to-face model only. This course has been designed for current construction workers in the following job roles: Site supervisors Office managers Residential builders Contract administrators Project managers Team leaders. Students will need to demonstrate a sufficient level of LLN skills in order to be considered for this course. VET Student Loan - Information Pack (Version 1.0) Master Builders Training Page 7

Diploma of Project Management Master Builders delivers the Diploma of Project Management through a face-to-face model only, with a component of the assessment requiring students to access a variety of workplace projects. This course has been designed for current construction workers in the following job roles: Project managers Site supervisors Foreman. Students will need to demonstrate a sufficient level of LLN skills in order to be considered for this course as well as demonstrate at least 12 months previous experience working within a project team. Advanced Diploma of Building & Construction (Management) This program is delivered through a face-to-face model only. Many students undertaking this Advanced Diploma level qualification will already have successfully completed a Diploma in Building and Construction (CPC50210), however we recognise that some students may not have had their skills, knowledge and experiences formally assessed against this qualification. Master Builders has developed a readiness assessment, which aims to ensure that all learners participating in the Advanced Diploma course have a baseline level of knowledge and understanding on enrolment. The readiness assessment covers a significant portion of underpinning knowledge which allows trainers to effectively deliver the content of the Advanced Diploma. This assessment will form part of the enrolment process. All students must display a minimum of three years building and construction industry experience, specifically in commercial construction work (over three storeys). RPL is offered to all students who can display a minimum of six years building and construction industry experience, specifically on commercial projects. If these students can provide evidence of prior experience and/or learning (either formal or otherwise) in any of the units within this program, they can apply for recognition of prior learning (RPL) through a skills assessment. Students will have six months from enrolment to complete and provide appropriate evidence. It is recommended that once the student s evidence is supplied, the RPL assessment process with Master Builders is completed within one month of when the evidence is received. In some circumstances, this timeframe may need to be extended to allow for additional evidence to be submitted or a judgement to be made by the Assessor. To suit individual needs, an initial evaluation and discussion will be held with the student to help Master Builders determine the appropriate method of assessment to ensure a successful outcome for the student. In cases where a student is unable to provide sufficient VET Student Loan - Information Pack (Version 1.0) Master Builders Training Page 8

evidence, they will be required to perform gap training and a training plan will be negotiated moving them to the face-to-face delivery mode option. All other training For all other training offered by Master Builders, students are required to demonstrate a sufficient level of LLN skills for the level of training being undertaken. Complaints and grievances Master Builders is committed to consistent, fair and confidential complaint handling and to resolving complaints as quickly as possible. We aim to make it easy for people to make a complaint if they are dissatisfied and we ll treat all students making a complaint equally. Complaints are defined as any expression of dissatisfaction or grievance made to staff by a student, or member of the public in relation to services and products offered by Master Builders, including allegations involving the conduct of: Master Builders trainers, assessors or other staff Any third party providing services on behalf of Master Builders Another student. Master Builders takes the concerns, comments and suggestions provided by a complainant very seriously. If a situation arises where a complainant has observed or is involved in an incorrect action, decision or form of misconduct, it should be reported. Complaints can be made in writing or verbally, either through email, phone, in person or recorded on a Complaint Form located in all Master Builders offices. The complaints process includes an early intervention stage that aims to deal with and resolve student issues early on, without the need to escalate it to management. Escalation of complaints If a complaint cannot be resolved at the early intervention stage, it should be referred to the Manager Training & Licensing, and the complainant will be informed and given a timeframe for resolution. Recording complaints All complaints made, whether verbal or written, will be recorded in Master Builders Complaints Register at the time the complaint is made, or as soon as possible afterwards. If the complainant is a student, complaint details will also be recorded in the student management system (SMS). When taking a complaint, staff will record the name and contact details of the complainant, along with full details of the complaint including the date of the incident. Details of all communication with the complainant and any actions to resolve the complaint will be recorded in the same place. Personal details and details of the complaint and outcomes will not be divulged to third parties unless Master Builders has written consent. These details will be securely maintained and only authorised staff will have access to the Complaints Register and SMS. Recorded complaints will also be monitored by management for any ongoing trends and to identify what efforts are being made to resolve ongoing issues. Informing progress Master Builders strives to resolve all complaints within 14 working days. Written complaints will be acknowledged promptly. At the time of making their complaint, complainants will be given an approximate timeframe of when they should expect to receive a response. They will be informed of the progress of their complaint regularly, especially if there are any delays or changes to what has been agreed. If Master Builders believes that more than 60 calendar days will be required to process, investigate and finalise the complaint, the complainant will be kept informed in writing and we will outline details about why this timeframe is required. Complainants will be informed of any changes to our products or services as a result of their complaint. Responding to complaints All people making a complaint will be treated with courtesy. Where possible, complaints will be resolved at the first point of contact. If the complaint can t be resolved immediately, the complainant will be given a timeframe, a contact person and details of our complaints handling process. Where possible, the staff member taking the complaint details will be the contact person. Fees for complaints managed internally There are no fees incurred for the procedures that fall within the internal stage of the complaints process managed by Master Builders. External assistance Students are given the option to have a decision made by Master Builders reviewed by an external and independent person or body with the appropriate expertise, such as the Queensland Training Ombudsman. A fee may be payable to the independent person or body, and students should familiarise themselves with those fees (if applicable). Review of complaint handling policy and procedures Master Builders is committed to continuous improvement and this policy will be reviewed regularly (at least annually) for effectiveness and updated (if necessary). Withdrawals and cancellations Withdrawal From time to time, Master Builders will receive a request from a student to withdraw from a course. There is no financial, administrative or financial barrier to withdrawing, provided it occurs before the relevant census date. Students requesting to be withdrawn from a course must follow Master Builders withdrawal process by completing the necessary withdrawal form. This request must include the student name, course name and reason for withdrawal. Once forms are received, Master Builders will update the SMS and confirm the withdrawal with the student in writing. Master Builders will also inform the relevant government authority that the student has withdrawn from training, to ensure the student doesn t continue to incur a VET Student Loan debt. Refund of tuition fees Tuition fees paid upfront by a student will be refunded if a student withdraws on or before the census date, using the correct process outlined by Master Builders. Refunds will be processed within 28 days of the withdrawal request date. If a student withdraws from an approved course after the census date, no refund will be applied and the student will still incur a FEE-HELP debt. Cancellation Master Builders has the right to cancel a student s enrolment after the census date and must: Inform the student of their proposed cancellation Give the student at least 28 days to initiate a grievance and only cancel their enrolment after that grievance period of 28 days has ended Set out the circumstances under which course fees will or won t be refunded. Master Builders must complete the necessary cancellation forms and have them approved by the Manager Training & Licensing. Once the cancellation is approved, Master Builders will update the SMS and confirm the student s cancellation in writing. Re-enrolment If a student has previously voluntarily withdrawn from a Master Builders course they can re-enrol provided they follow Master Builders enrolment policy and procedure. Master Builders will not re-enrol a student into an approved course (or part of a course) without written permission by the student. If a student has been cancelled by Master Builders, acceptance of their enrolment is at the discretion of the Manager Training & Licensing. Re-credit a FEE-HELP balance A student may apply to Master Builders to withdraw from their VET-approved course and request to have their FEE-HELP balance re-credited because of special circumstances. Special circumstances are considered to: Be beyond the student s control By signing up for study under the VET Student Loan, the level of commitment required by the student didn t make the full impact on the student until on or after the census date Make it impracticable for the student to complete the requirements within the specified timeframe. Applications must be made in writing within 12 months of the withdrawal date. Applications should be sent to: Manager Training & Licensing Master Builders Queensland 417 Wickham Terrace BRISBANE QLD 4000 Master Builders will review all applications and re-credit a student s FEE-Help balance if there is satisfactory evidence that the above special circumstances prevented the student from completing the requirements of the course (or part of the course). In the event that it isn t possible for the student to lodge an application within the 12-month period, an extension may be granted based on the reason which should be included in the application. A receipt of all applications to re-credit will be acknowledged by Master Builders in writing and a response will be provided within 28 working days. Review of decision by Master Builders Queensland In the event that the outcome of the original decision made by Master Builders was not in favour of the student, an application to review the decision may be lodged by the student. The review must be made in writing within 28 days of receipt of the original decision. The Review Officer is senior to the Manager Training & Licensing who was the original decision maker. The request to review an application should be sent to: The Review Officer Chief Executive Officer (CEO) Master Builders Queensland 417 Wickham Terrace, Brisbane Qld 4000 The request must include the following: The date of the original decision The reasons for applying for a review Any additional relevant evidence. The decision not to re-credit a student s FEE-HELP balance will be made in writing, informing the applicant that if the review officer has not advised the applicant of a decision within 45 days it has taken the view of the original decision. The CEO will provide to the student their decision, in writing within 28 days, including reasons for the decision and the right to appeal the decision through the Administrative Appeals Tribunal (AAT). Review of decision Administrative Appeals Tribunal (AAT) In the event that the findings of the internal review by Master Builders indicate that the student s FEE-HELP balance will not be re-credited, the student may apply to the AAT. Information handling Master Builders seeks to comply at all times with the Privacy Act 1988 and other laws regulating the collection, storage, quality, use and disclosure of personal and sensitive information, ensuring that you are given certain rights in respect to this information. Master Builders has adopted the Australian Privacy Principles (APP) published by the Office of the Australian Information Commissioner a copy of which is available on request and operates in accordance with those principles. The information provided to Master Builders is protected by legislation. Legislation requires Master Builders to provide non-identifying information about candidates for statistical collections and to share certain information with the current registering body. From time to time, we also use non-identifying information in the course of customising learning materials and when lobbying government for additional resources and funding for the industry. As an approved VET Student Loan provider, Master Builders is obligated to share information on each student applying for a VET Student Loan with the Department of Education & Training through the ecaf system. Student information is also used and shared with other Commonwealth Agencies such as (but not limited to): Australian Taxation Office Department of Immigration & Border Protection Master Builders does not otherwise provide any information about any individual, without written consent. All candidate information regarding payment plans, personal details and results are kept confidential at all times and will not be discussed with other candidates or persons. Master Builders chiefly obtains personal information including sensitive information from students as an applicant in a training program. Should students not provide, or provide inaccurate, information their enrolment may be unable to be processed. Master Builders uses an AVETMISS compliant student management system (SMS) accessible by authorised staff using a secure portal and password. All candidate records are collected, recorded and stored in the SMS by relevant administration staff. As an approved VET Student Loan provider, Master Builders also has access to a variety of government databases and systems that allows for the sharing and storing of information on students under the VET Student Loans program. Accessing Master Builders information and records Students can access their individual records held by Master Builders at any time by requesting access in writing. This can include record of their participation in training and their progress. Records can be in any format, including electronic documents, hardcopy files, emails, training plans and agreements. Accessing Government information and records Students will be allocated a Commonwealth Higher Education Student Support Number (CHESSN). This is a unique identification number that will be assigned to you for your entire student life. This number will help you keep track of and manage your FEE-HELP debt. Other important information resource to make yourself familiar with include: VET Student Loans Information for Students Booklet 2017 (the Student Booklet) The purpose of the Student Booklet is to set out the key obligations of students accessing a VET Student Loan. Statement of Tuition Assurance Under the provisions of Schedule 1A of the Higher Education Support Act 2003 (HESA), Subdivision C, Section 102 of the VET Student Loan Rules 2016 and Chapter 3 of the VET Guidelines, Master Builders Queensland must comply with the VET Tuition Assurance requirements. This is to protect VET students in the event that Master Builders Queensland ceases to provide a VET course of study in which a VET student is enrolled. The meaning of ceasing to provide a VET course of study is set out in the: VET Student Loan Rules 2016 VET Guidelines. 1. Master Builders Queensland has met the tuition assurance requirements as specified in both the VET Guidelines and the VET Student Loans Rules 2016 through its current membership with the Australian Council for Education and Training (ACPET) and Australian Student Tuition Assurance Scheme (ASTAS). In the event that Master Builders Queensland ceases to provide a VET course of study in which a VET student is enrolled, the VET student is entitled to the below options dependant on the funding they are utilising: VET FEE-HELP students a) An offer of a place in a similar VET course of study with a second provider whereby students will receive course credits for the parts of their original course successfully completed and that students are not charged tuition fees for the replacement components of the replacement course (this is known as the Replacement Tuition Option ) OR b) Refund of their upfront VET tuition fee payments and/or a re-crediting of any FEE- HELP balance for any VET unit of study that the VET student was enrolled in or commences but doesn t complete because Master Builders Queensland ceases to provide the VET course of study of which the VET unit forms part (this is known as the Repayment and Re-crediting Option ). VET Student Loan students: a) An offer of a place in a similar VET course of study with a second provider whereby students will receive course credits for the parts of their original course successfully completed and that students are not charged tuition fees for the replacement components of the replacement course (this is known as the VET Course Assurance Option ). If the tuition assurance scheme operator determines that there is no replacement course available for the student, the operator must issue to the student a notice advising them of this. Also outlining their right to seek a review of this decision. Once it has been concluded that no replacement course is available the student is entitled to: b) A refund of their upfront VET tuition fee payments and/or a re-crediting of any FEE-HELP balance for any VET unit of study that the VET student was enrolled in or commences but does not complete because Master Builders Queensland ceases to provide the VET course of study of which the VET unit forms part (this is known as the VET Tuition Fee Repayment Option ). 3. Replacement Tuition Option Under the Replacement Tuition Option, a VET student will be offered a place in a similar VET course of study by ACPET. If the VET student accepts this option, ACPET will make all necessary arrangements to ensure a VET student is able to enrol with a second provider in the similar VET course of study. This offered VET course will lead to the same or a comparable qualification without any requirements on the part of the VET students to pay the second provider any VET tuition fee for any replacement VET units of study (that is, VET units of study that the VET student has commenced but not completed because the VET course of study ceased to be offered). A VET student will receive full credit from the second provider for any VET units of study successfully completed at the first provider. A student has six months to accept the offer from ACPET, and they are also entitled to seek a review of a decision about whether or not a course is a replacement course that meets the requirements outlined in the VET Students Loan Rules 2016. The second provider nominated by ACPET may have different VET tuition fees to the fees the VET student would have paid for VET units of study which were part of the VET course of study that Master Builders Queensland ceased to provide but which the VET student had not yet started studying. A VET student is not obliged to enrol in a VET course of study with a second provider offered by ACPET under the VET Course Assurance Option. However, if he/she enrols with any other VET provider there is no obligation on that VET provider to offer full credit transfer for the VET Units of study completed with Master Builders Queensland or to offer any replacement VET units of study free of charge. 4. Repayment and Re-Crediting Option Under the VET Tuition Fee Repayment Option, ACPET undertakes to pay the VET student the total of any upfront VET payments already paid by the VET student for any VET units of study the VET student has commenced but not completed because the VET course of study ceased to be provided.
