Michael Quinn Patton, Utilization-Focused Evaluation, St. Paul, MN Reflections About the Theme: Reconciling Equity and Accountability: Evaluation in an Unjust World The U.N.-sponsored International Year of Evaluation ended December 31, 2015, even as the practice of evaluation continued its global expansion and development. Recent events in the U.S. and around the world have pointed to the enormous challenges humankind faces and the routine injustice of the circumstances in which so many people live. In light of the complexity and seeming intractability of many problems, evaluators may begin to question the likely influence of their work. Programs that tackle social problems are regularly evaluated using different starting points. On the one hand, evaluators
whose practice is animated by social justice concerns fairness, impartiality, an end to discrimination and prejudice may seek opportunities to evaluate such programs using an equity frame. On the other hand, those who fund evaluations may apply an accountability frame in commissioning studies: What were the outcomes? What appeared to work in that setting? How efficiently? At what cost? In constructing this year s schedule for training, we were again reminded of the multifaceted social systems within which we practice. We invite you to join us for the 21th Annual MESI Spring Training as together we seek, both as individuals and as members of a growing professional community, to develop competencies that will help evaluators embrace both equity and accountability issues in the 21st century.
