Overview Legislation passed by the Indiana General Assembly in the 2011 session (House Bill 1402 and Senate Bill 590), states that a student who is not lawfully present in the United States is ineligible for in-state tuition and fee rates. Additionally, a student who is not a U.S. citizen or qualified alien (defined under 8 U.S.C. 1641) is not eligible for scholarships, grants, fellowships or any aid paid for with institutional funds. In order to comply with House Enrolled Act 1402 and Senate Enrolled Act 590, Indiana University will require all admitted and enrolled students to verify their status. The student will self-identify through One.IU whether they are (1) a US citizen or qualified resident, (2) a student with a valid immigration status, or (3) a non-us citizen without a valid immigration status. The enrollment officers at each IU campus will facilitate communications to admitted and enrolled students. An email template for campus use has been developed with language reviewed by University Counsel. A negative service indicator will be set initially for all admitted and enrolled student who are 18 years of age or older; a positive service indicator will be updated upon successful completion of the verification process. A communication will be sent automatically by the system when the student s service indicator is set to negative. The email will direct students to One.IU for verification of their citizenship information. Students who are required to submit citizenship verification will need to complete the verification process before logging in to any service protected by IU s Central Authentication Service (CAS), including One.IU. The system process generated an email that was sent to all current admitted or enrolled students for fall 2011. The process also will generate emails on a rolling basis to new admits or enrolled students, or students who now have turned 18. Students who fail to comply or self-identify as "non-us citizen without a valid immigration status, will be charged non-resident tuition and lose various financial awards (including assistantships) retroactive to fall 2011, when the Act was passed. Future services will also be prevented, so students must act as soon as possible to comply with this law. The below are examples of services in One.IU that students will not be able to access until they complete the verification process: Prevent enrollment verifications Prevent initial registration Communication will also occur via web and email, including statements on all admissions applications, which make all students aware of the new laws and their impact on admission, fees, and awards. Steps Student Verifies Citizenship An email communication will be sent automatically by the system when the student s service indicator is set to negative. The email will direct students to One.IU for verification of their citizenship information. 1. The student receives the automatically generated email message. 2. The student navigates to One.IU (one.iu.edu). 3. An interrupt page will be displayed. 2015 Indiana University Page: 1
NOTE: If the student does not receive the interrupt page, they may click the Citizenship verification task in One.IU. 4. The student should click the link: Click here to complete the Citizenship Verification. If the student tries to bypass the page, or click the I verify that I have completed the citizenship verification checkbox, without completing the affidavit, s/he will receive a message that indicates the affidavit must be completed first. If the student clicks the link: Click here to complete the Citizenship Verification, s/he will be presented with the following screen. 5. If the student selects Yes and clicks, s/he will proceed to Step 7 of this document. If the student selects No and clicks, the following screen will display. 2015 Indiana University Page: 2
6. The student will need to select one of the four options listed and click. NOTE: The email sent to the students gives contact information should they have questions. The email indicates the following: If you have questions, please contact the Office of the Registrar at the Indiana University campus you will be attending. Contact information for the Office of International Services can be found here: http://kb.iu.edu/data/bbae.html If option A, C, or D is selected, the negative Service Indicator in SIS is released in real-time and a positive Service Indicator is placed with the Reason code: Completed Verification Eligible for Benefits. If option B is selected, the negative Service Indicator in SIS is released in real-time and a positive Service Indicator is placed with a Reason code: Completed Verification Ineligible for Benefits. In addition, if the student s current residency row is equal to Resident, then a Nonresident row will be added for the current term. STDNT_CAR_TERM record for the current and future rows will need to have the Tuition Calc Required flag updated to a Y if N. The system does this automatically. Starting in November 2011, institutional aid awarded to these students will be identified through audit reports, and aid will be cancelled for the current term and beyond. 7. The student will need to select the checkbox: Checking the box and clicking Continue constitutes my electronic signature and click. A message will display indicating that the verification process is complete. 8. 9. At this point, the student will need to select the I verify that I have completed the citizenship verification checkbox and click. Please note that at this point the verification process is complete; removal and the reapplication of the R38 and/or R39 service indicators will not allow the student to complete the verification process again. 10. The student will be returned to the One.IU home page. Additional Information An audit report will identify all non-responding students who will be given another opportunity to complete the affidavit. Toward the end of the term, for those still noncompliant, a nonresident residency row will be added for that Term and institutional aid will be removed. 2015 Indiana University Page: 5
