Child Care Funding Student Parent Handbk 2017/18 Intrductin: The UC Davis Child Care Funding prgram is cmpsed f tw grants, the Graduate Student Child Care Grant and the Cmmunity Based Care Grant 1. Graduate Student Child Care Grant (GSCCG) The UC Davis Student Parent Child Care Funding Prgram Graduate Student Child Care Grant (GSCCG) is designed t partially defray Graduate and Prfessinal student families child care expenses. The grant is ffered year-rund and is adjusted dependent upn term schedule (semester r quarter) as sme Prfessinal Schls wrk n a different schedule. Students receive either $900 per quarter r $1350 per semester fr a ttal f $2700 fr the Academic Year. Summer term is eligible fr $900. A ttal f $3600 per calendar year is available t students. The GSCCG is a per UC student, per term flat award f up t $900 per quarter ($1350/semester). It is nt based n financial-need and all graduate students with dcumented child care expenses are entitled t this grant. Tw UC Student Parents can each receive the term grant. 2. Cmmunity Based Care Grant The UC Davis Student Parent Child Care Funding Prgram Cmmunity Based Care Grant (CBCG) is designed t partially defray student families child care expenses and is available t students identified with financial-need. The grant is ffered during the Academic Year and is adjusted dependent upn term schedule (semester r quarter), the age f the child, as well as the number f children. GSCCG Eligibility: In rder t qualify, the student must be enrlled full-time in a graduate r prfessinal degree prgram, r n filing fee status (ne term f filing fee status allwed) r, fr summer term nly, hld at least a 25% Academic Student Emplyee psitin r Graduate Student Researcher appintment. Students must claim and reside with dependent children 12 years ld r yunger at least 50% f the time. Students must incur child care expenses frm persns ther than the parents/legal guardians f the child(ren). Fellwships and internships are nt eligible, nr is less than fulltime summer enrllment. Medical and Nursing Schl students are generally enrlled full-time. As child care situatins ften change during the summer mnths, the definitin f Child Care Prvider extends t include week-lng, multi-hur camps as eligible. In lieu f a child care prvider signature n the applicatin, students may submit the child s paid registratin in such prgrams. During the Academic year, recreatin prgrams are nt eligible as child care. CBCG Eligibility: In rder t qualify, the student must be enrlled at least half-time, in a degree prgram at either the undergraduate, graduate r prfessinal level. Students must claim and reside with dependent children 12 years ld r yunger at least 50% f the time. Students must incur child care expenses frm persns ther than the parents/legal guardians f the child(ren). Students must demnstrate financial need. Students must maintain Satisfactry Academic Prgress (SAP). Qualifying eligibility des nt include: UC Davis Extensin Experimental Cllege Auditing classes Pstdcs Medical and Veterinary Residents Visiting Students Planned Educatin Leave Prgram (PELP) Internatinal Students wh have expenses fr dependents listed n their I-20 Internatinal Students wh have a present spuse wh is ineligible t wrk. Apprved Child Care Prviders: (GSCCG & CBCG)

Family Child Care hmes Child Develpment Centers Nannies Friends, neighbrs and relatives A child s parents are nt cnsidered child care prviders. Private elementary schls, including kindergarten are nt eligible as free public educatin is available. Recreatin prgrams are nt eligible during the Academic year, but exceptins fr recreatin prgrams are made fr summer (GSCCG nly). Crdinatin f the Tw Prgrams: All graduate/prfessinal students with child care expenses shuld apply fr the GSCCG. The GSCCG is nt a financial-need-based prgram. In additin t the GSCCG, a graduate/prfessinal student wh demnstrates financial need may be eligible t receive a supplemental grant thrugh the Cmmunity Based Care Grant (CBCG). This prgram prvides funds per child minus any funds received thrugh the GSCCG. T apply, students cmplete the Graduate/Prfessinal Student Supplemental CBCG Applicatin and supprting dcumentatin. Financial Eligibility: (CBCG nly) Eligibility is based upn the FAFSA r Califrnia Dream Act applicatin. All applying students* must cmplete the FAFSA at www.fafsa.ed.gv. r Dream Act Applicatin at http://www.csac.ca.gv/dream_act.asp If adult/parent #2 is nt included in the FAFSA r Dream Act, (nt married) students must prvide financial infrmatin frm that parent r must certify n the applicatin that adult/parent #2 des nt cntribute financially t the children fr which aid is requested. Ttal parental incme (bth parents), is factred t determine financial eligibility. *Internatinal students, wh are nt eligible t cmplete a FAFSA r Dream Act applicatin are still eligible t apply fr CBCG, but must cmplete an additinal applicatin specifically fr Internatinal students and prvide a cpy f their I-20 F-1 Visa, and if applicable, a recent US tax return, spusal J-2 Visa, and cpies f all current banking accunt statements. Additinally, Internatinal Students wh have established funding fr Expenses f Dependents as listed in their I-20, are nt eligible as they have established they have funding fr dependents as part f their agreement. *Internatinal students wh have a present spuse wh is ineligible t wrk in the United States, and/r nt a UC Davis student, are nt eligible fr CBCG funds as the financial necessity f hiring utside child care is nt established. If the ttal grant amunt des nt meet the ttal cst f care, Financial Aid will autmatically ffer a child care lan t applicants wh are US residents. Students can cmplete and submit an Alternative Budget Cnsideratin (fund n the Financial Aid

website) t Financial Aid which can increase their financial need based upn having dependents. This adjustment increases their need/csts and culd ptentially increase their eligibility fr grants and lans. Special Need Situatins: It is recgnized that when a family has a child r adult with special needs, there are increased demands within the family that warrant special cnsideratin. In these situatins, enrllment eligibility and prvider use will be determined n a case by case situatin. Medical Incapacitatin: If a participant has a medical r psychiatric special need t the extent that their ability t prvide nrmal care fr the child is significantly limited, they may qualify fr care. 1. Participant will need t have a Medical Incapacitatin frm filled ut by a medical prfessinal licensed in the United States. This must shw the diagnsis and reasn the adult is unable t prvide care fr his r her child/children. 2. The frm will need t be renewed each quarter. 3. At least ne adult family member f the family must fulfill the student eligibility requirements, either full r part-time. Fster Care/ Legal Guardianship: 1. Must have dcuments shwing custdy f child/children. 2. All family incme will be cunted tward eligibility Financial Terms: (GSCCG & CBCG) If an apprved student is nt enrlled fr the term, funds will nt disburse. Winter and Spring funds disburse well befre the first day f the term s students shuld ensure that they are enrlled by the end f the previus term as t nt delay their disbursal (mstly a cncern fr graduate students). If a student withdraws fr any reasn (PELP, dismissal, etc.) they are subject t the Return f Aid prcess which prrates enrllment dates and will withdraw awarded funds fr the remainder f the term. If a student receives additinal funding ther than what is currently psted n financial aid package, including but nt limited t Departmental awards, Fellwships, Stipends, Research r Teaching Assistantships (RA/TA) these funds may affect the amunt /eligibility f CBCG. T ensure accuracy and avid additinal billing students must reprt these additinal resurces t WrkLife and Wellness. The individual departments ften d nt pst these t BANNER until late in the term and this can prevent disbursal f funds as it changes the student s qualificatin fr CBCG funds. Applicatin Prcess: (GSCCG & CBCG) GSCCG: Grant perid available year-rund based n Fiscal Year, (July 1-June30)

Applicatins are accepted n an nging basis and are available nline and in persn at the beginning f the fiscal year (July1). These funds are always available and will nt run ut. Students may apply fr current (up t last instructin day f term) r future (thrugh academic year) quarters/semesters. If students plan t be enrlled fr the entire academic year and their child will be receiving the same care fr the year, they may apply in the Summer fr Summer, Fall, Winter and Spring as lng as the signed applicatin reflects the anticipated enrllment and care. Retractive funding fr terms which have passed is nt available. Applicatins may be submitted either in persn, scanned and emailed r faxed. Graduate r Prfessinal Students applying fr CBC must apply fr GSCCG cncurrently r befrehand as CBCG supplements GSCCG. Thse applying fr GSCCG beginning in Summer can als apply fr supplemental CBCG funds which wuld start in the fall as lng as the Prvider infrmatin is prvided fr thse future terms. CBCG: Grant perid available Octber-June (Academic Year) Academic year applicatins are available nline and in persn in June fr the fllwing year (July) and accepted n an nging basis. Clarificatins/Decisins/Standards: Terms: The ttal award amunts fr a year (July thrugh June) are the same ttals, but are brken dwn slightly differently. Thse n quarter system: (calculated at three mnths per term) Summer: July, August, September Fall: Octber, Nvember, December Winter: January, February, March Spring: April, May, June Thse n semesters: Summer: July, August, September (calculated at 3 mnths) Fall: calculated at 4 mnths Spring: calculated at 5 mnths

S, fr instance, if the student indicates the cst f care at $500 per mnth, smene n the quarter system has a cst f $1500 fr the term. Smene n the semester system wuld have a summer cst f care f $1500, fall cst f care f $2000 and a spring cst f care f $2500. While the grant dates will nt match up with the semester students as cleanly as quarter students, the amunts end up being the same and keep within the Academic calendar year. A summer, fall, winter r spring GSCCG award is always $900 per UC student fr students n the quarter system. CBCG supplements this first $900 fr Graduate and Prfessinal students but is based per child rather than per UC student. CBCG is calculated by the same mnths with the awards based n the age f the child. Departments that are n the semester system include Schl f Law and sme prgrams in the Schl f Veterinary Medicine. Health System is n quarters, but nt the same exact dates as main campus. Age/Eligibility f children Fr GSCCG and CBCG, children must be age 0 thrugh age 12 and living with the UC student at least halftime. If an infant is brn mid-term, eligible weeks will be prrated after the first week f birth. Fr CBCG, t best reflect the cst f care, awards are based n a graduated scale dependent upn the age f the child. Based upn the amunt f mney available and the number f students qualifying, ur gal is t cver abut 1/3 the cst f care n matter the age f the child (abut ne mnth in a quarter). 0-2 $1600 per quarter/$24000 per semester 2-5 $1100 per quarter/$1800 per semester 6-12 $600 per quarter/$900 per semester A child wh is in Kindergarten is still eligible fr the 2-5 categry as Kindergarten is half-day in Davis and requires mre child care than subsequent grades. S the age range is smewhat flexible t accmmdate that plicy. The csts f private schls, including Kindergarten are nt cnsidered child care as this schling is available fr free. A child s age is determined at the first day f the term. A child will fall int the categrical breakdwn listed abve based upn their age at the first day f the quarter. If they age int anther categry during the term the amunt will nt be adjusted until the next term. If a student is expecting a baby during the upcming year, they must wait until the child is brn t apply. If they have already applied/apprved fr existing children, we simply add the new child when needing childcare and will nly need the Child Care Prvider infrmatin sectin fr that additin. Enrllment T qualify fr GSCCG students must be enrlled full time which is defined as a minimum f 12 term credits except fr Medical Schl which is a minimum f 9 credits. Students are allwed ne term n Filing Fee. Filing Fee status is when a graduate student has cmpleted all requirements fr their degree

except fr filing the master s thesis r dctral dissertatin. They are technically nt enrlled in cursewrk s we need t verride the Financial Aid system t ensure funds. T qualify fr CBCG, students must be enrlled at least part time which is 6 credits. Tw Student Parents When there are tw student parents the awards are brken dwn in the fllwing manner: Each UC student parent receives $900 GSCCG as lng as the cst f care meets r exceeds the cmbined ttal f $1800 per quarter/ $2700 per semester. If this family als qualifies fr CBCG, awards are as fllws: If they have ne child: Each parent receives GSCCG, if there are still csts, the CBCG grant is first assigned t ne parent s that parent s GSCCG will be supplemented with CBCG funds. As CBCG is per child and nt per UC student the supplement nly ges t ne parent. If they have multiple children: Each parent receives GSCCG, if there are still csts, the CBCG grant is assigned t ne parent s that parent s GSCCG will be supplemented with CBCG funds. As CBCG is per child and nt per UC student the supplement nly ges t ne parent. The secnd child is assigned t parent 2 wh will receive supplemental funds. Additinal children are funded fully frm CBCG grants t whichever parent will be enrlled the lngest t minimize switching/mving funds. Payment: Funds are depsited int the student s UC Davis student accunt t pay/reimburse the qualified child care prvider. If there is a debt in that accunt, funds may be absrbed as this aid is frm UC Davis. Prcessing time generally takes less than ne mnth frm applicatin t payment. Hwever, due t backlgs at Financial Aid, fall prcessing may take up t six weeks. Internatinal students will have taxes remved befre fund disbursal. Residents must reprt this grant as incme and will be prvided with the apprpriate frm (1098T) frm UC Davis.
