SPEAKERS ROB RAFFETY Rob Raffety is the Senior Director of Policy Research Operations. In this capacity, Mr. Raffety overseas a team of program managers, research assistants, graduate student fellows, and interns who function in support of both in-house scholars and a broad network of economic, legal, and public policy scholars. Aside from his duties at Mercatus, Mr. Raffety serves as an adjunct professor of law and public administration for the GMU School of Law and School of Policy, Government, and International Affairs. He is also an aspiring screenwriter and filmmaker. Mr. Raffety is a graduate of West Virginia Wesleyan College ( 97) and received a JD/MPA joint degree from Syracuse University College of Law and the Maxwell School of Citizenship and Public Affairs ( 00). WILLIAM BEACH William Beach is the Vice President for Policy Research at the Mercatus Center at George Mason University. Beach previously served as the Chief Economist for the Senate Budget Committee, Republican Staff. Prior to that position he was the Lazof Family Fellow in Economics at the Heritage Foundation and director of the Center for Data Analysis. Prior to joining Heritage in 1995, Beach served as a senior economist in the corporate headquarters of Sprint United, Inc., and, from 1991 to 1995, as the president of the Institute for Humane Studies at George Mason University. A graduate of Washburn University in Topeka, Kansas, Beach also holds a master s degree in history and economics from the University of Missouri-Columbia and a Ph.D. in Economics from Buckingham University in Great Britain. STEPHEN MILLER Stephen Matteo Miller is a senior research fellow at the Mercatus Center. He is interested in the origins, effects and resolution of market crashes and financial crises. After graduating from George Mason University with a PhD in economics, Stephen worked as a consultant for several years at the World Bank. He then taught undergraduate and graduate classes in macroeconomics and financial economics, while administering the honours program and later the PhD program, for seven years at Monash University in Melbourne, Australia. Prior to joining Mercatus, Stephen was also a visiting assistant professor at Bryn Mawr College, in Bryn Mawr, PA. He and his wife live in their hometown of Philadelphia, PA. CHRISTOPHER KOOPMAN Christopher Koopman is a research fellow with the Project for the Study of American Capitalism at the Mercatus Center at George Mason University. He specializes in regulation, competition, and innovation, with a particular focus on public choice and the economics of government favoritism. His research and commentary has appeared in the Wall Street Journal, USA Today, Bloomberg, NPR, and the Daily Beast. He is also a contributor at The Hill. Koopman earned his J.D. from Ave Maria University and his LL.M. in law and economics at George Mason University where he now teaches in both the economics department and the George Mason University School of Law. EMILY HAMILTON Emily Hamilton is a policy research manager for the Mercatus Center at George Mason University. She manages the Spending and Budget Initiative and State and Local Policy Project portfolios. Her writing has appeared in USA Today, The Christian Science Monitor, Economic Affairs, and The Daily Caller. She contributes to the blogs Neighborhood Effects and Market Urbanism. Emily is an alumna of the Mercatus Center MA Fellowship at George Mason University. She worked with the Social Change Project in issues related to state and local policy and urban economics. After completing her MA, she worked in commercial real estate market research before returning to the Mercatus Center as an Associate Director of State Outreach. She graduated from Goucher College in Baltimore, MD with a BA in Economics. DAVID PRIMO David M. Primo is the Ani and Mark Gabrellian Professor and an associate professor of political science and business administration at the University of Rochester, where he serves as the Director of Graduate Studies in the Political Science Department. He is also a senior affiliated scholar with the Mercatus Center at George Mason University. Primo s current research focuses on corporate political strategy, specifically corporate social responsibility and corporate political spending. He also continues to work in the area of fiscal policy at the national and state levels. Primo is the author of three books, including the award-winning Rules and Restraint: Government Spending and the Design of Institutions, and numerous professional journal articles. His op-eds have been published in the New York Times, Wall Street Journal, and other national newspapers.
