Phillipsburg Board of Education Agenda Summary Meeting of: June 25, 2012 Board Affairs 1.1 1.2 Move to approve the Board Minutes of the Regular Meetings and Executive Sessions held May 30, 2012 and June 11, 2012, as presented. Move to establish a reserve account for the Phillipsburg Board of Education, not to exceed $750,000.00. WHEREAS, NJSA 18A:21-2 and NJSA 18A:7G-13 permit a Board of Education to establish and/or deposit into certain reserve accounts at year end and WHEREAS, the aforementioned statues authorize procedures under the authority of the Commissioner of Education, which permit a board of education to transfer anticipated excess current revenue or unexpended appropriations into reserve accounts during the month of June by board resolution, and WHEREAS, the Phillipsburg Board of Education has determined that $ to be determined- not to exceed $750,000.00 is available for such purpose of transfer; NOW THEREFORE BE IT RESOLVED by the Phillipsburg Board of Education that it hereby authorized the district's School Business Administrator to make this transfer consistent with all applicable laws and regulations. Personnel Affairs 3.1 3. 2 Move to accept the resignation of Ms. Barbara Moran, effective June 30, 2012. Ms. Brbara Moran, a paraprofessional at the Early Childhood Learning Center, is resigning from her position, effective June 30, 2012. Ms. Moran has been in the district since November 2003. Move to approve the listed individuals to complete observations/student teaching in the district, as The listed individual(s) have requested an opportunity to observe/student teach in our district. Gigler 3.3 Move to approve the request for an administrative internship for Joan Ricker for the 2012-2013 school year, as Joan Ricker, a Title teacher at Andover Morris Elementary School, is enrolled in an Educational Leadership Program at East Stroudsburg University. She has requested to do her internship at Andover Morris Elementary School with Mrs. Kehoe for the 2012-2013 school year. 3.4 3.5 Move to approve the engagement of Occupational Therapy services by Gayle Lewis, in a shared services agreement with Greenwich Township School District effective August 21, 2012 through June 30, 2013, at the rate of $3,691.39 per month for two days per week, as In order to provide therapy as required by students' Individualized Education Plans (IEPs), it is necessary to employ Occupational Therapy Service on a daily basis. We are recommending a shared services agreement with Greenwich Township School District for the services of Gayle Lewis for two days per week. Phillipsburg is responsible for 40% of the overall cost which equals $36,913.00. This equates to a monthly payment of $3,691.39. Mrs. Lewis is an experienced OT in the Greenwich Township School District and has excellent references. Move to approve the employment of the listed individuals to work at the REACH Summer Program at the rates listed, as School Based Youth Services will operate the REACH Summer Program, which is a 21st Century Community Learning Center for middle school students located at the Phillipsburg Middle School. The program will operate July 2-July 27, Monday-Friday, 9:00am-3:00pm. The program will provide 50 middle school students with educational, enrichment, and recreational activities. We would like to recommend the following current REACH staff members to continue in their positions for the summer program: Lead Program Facilitator: Sarah Volturo ($25.00/hr.) Program Facilitators: Michael Cressler, Matthew Schenk, Margaret Soares ($20.00/hr.) Sub Program Facilitators: Omayma Arafa, Scott Elliott ($20.00/hr.)

3.6 Move to approve the employment of Louis Tighe as student lifeguard and Elise Soares and Roberto Gillian as Summer Camp Counselors at the REACH Summer Program, at the hourly rate of $10.00, as School Based Youth Services will operate the R.E.A.C.H. Summer Program, which is a 21st Century Community Learning Center for middle school students located at the Phillipsburg Middle School. The program will operate July 2 through July 27, Monday-Friday, 9:00 a.m.-3:00 p.m. The program will provide 50 middle school students with education, enrichment, and recreational activities. Students will be using the middle school pool, which makes it necessary for the program to have a certified lifeguard on staff while students are swimming. The position requires the applicant to work Tuesdays and Thursdays, 12:45-3:00 p.m. for the duration of the program. We would like to recommend Louis Tighe for this position. Also, the R.E.A.C.H. Program would like to employ two Summer Camp counselors to work at the program daily from 9:00-3:00. Both candidates volunteered several hours of their time to help at the R.E.A.C.H. after school program during the 2011-2012 school year. They both demonstrated the qualities desired in candidates for the Summer Camp Counselor positions. These candidates are Elise Soares and Roberto Guillen. 3. 7 Move to approve the new job description, as The following revisions to job descriptions have been reviewed by the Personnel/Policy Committee. The following recommendation is put forth for the Board's consideration. New Job Description: Personal Aide 3.8 3.9 Move to approve the employment of Ms. Tara Dragotta as Special Education Teacher at the Phillipsburg High School, effective August 21, 2012, at a salary established on a yearly base of $54,151.00 (Step 1, Level BA), as per the contract between the Phillipsburg Board of Education and the Phillipsburg Education Association, Inc., as An opening exists in the Special Education Department at Phillipsburg High School. We are pleased to recommend Ms. Tara Dragotta for the position. Tara graduated from The College of New Jersey and holds a Bachelor of Arts degree in History and a State of New Jersey Teaching Certificate for Students with Disabilities. Move to approve the employment of Mr. Frank Duffy as Special Education Teacher at the Phillipsburg High School, effective August 21, 2012, at a salary established on a yearly base of $55,651.00 (Step 1, Level MA), as per the contract between the Phillipsburg Board of Education and the Phillipsburg Education Association, Inc. This employment is contingent upon successful completion of a security clearance as outlined in NJ Chapter 116, Law of 1986, October 1986; a physical examination, as recommended by the Superintendent. An opening exists in the Special Education Department at Phillipsburg High School. We are pleased to recommend Mr. Frank Duffy for the position. Frank graduated from Shippensburg University with a Bachelor of Science and Master's Degree. He also holds a State of New Jersey Teaching Certificate for Students with Disabilities.

3.10 Move to approve the employment of Ms. Jamie Hess as Secondary Art Teacher at the Phillipsburg High School, effective August 21, 2012 and continuing through January 2013, at a prorated salary established upon a yearly base of $54,151.00 (Step 1, BA), as per the contract between the Phillipsburg Board of Education and the Phillipsburg Education Association, Inc. This employment is contingent upon successful completion of a security clearance as outlined in NJ Chapter 116, Law of 1986, October 1986; a physical examination, as Due to the maternity leave of Jen Schilling, a temporary vacancy exists for a Secondary Art Teacher at Phillipsburg High School. The job was posted, applicants were screened and interviews were conducted. We are pleased to recommend Ms. Jamie Hess for the position. Ms. Hess is a graduate of Millersville University and has two years of teaching experience in the state of New Jersey. 3.11 3.12 3.13 3.14 Move to approve the employment of Mr. Matthew Hahn as a long-term mathematics teacher at the Phillipsburg High School, effective August 21, 2012, at a salary established on a yearly base of $54,151.00 (Step 1, Level BA), as per the contract between the Phillipsburg Board of Education and the Phillipsburg Education Association, Inc. This employment is contingent upon a physical examination, as recommended by the Superintendent. A vacancy exists for a long-term mathematics teacher at Phillipsburg High School. The job was posted, applicants were screened and interviews were conducted. We are pleased to recommend Mr. Matthew Hahn for the position. Matthew graduated from East Stroudsburg University and holds a Bachelor of Science degree in Secondary Education in Mathematics. He has been a substitute teacher in the district and is currently the head coach for Phillipsburg High School's junior varsity boy's soccer team. Move to approve the employment of Mr. John Trent as a full time mathematics teacher at the Phillipsburg High School, effective August 21, 2012, at a salary established on a yearly base of $54,376.00 (Step 2, Level BA), as per the contract between the Phillipsburg Board of Education and the Phillipsburg Education Association, Inc., as Due to the retirement of Mr. Robert Bachman, a vacancy exists for a mathematics teacher at Phillipsburg High School. The job was posted, applicants were screened and interviews were conducted. We are pleased to recommend Mr. John Trent for the position. John holds New Jersey Standard teaching certificates in both Mathematics and Social Studies. He taught 7th and 8th grade mathematics in the Pohatcong School District during the 2011-2012 school year and works as a homebound instructor for the Phillipsburg School District. John is also a member of the United States Navy Reserve after serving as a Navigation Electronics Technician for five years in the United States Navy. Move to approve the employment of Miss Taylor Polet as a mathematics teacher at the Phillipsburg High School, effective August 21, 2012, at a salary established on a yearly base of $54,151.00 (Step 1, Level BA), as per the contract between the Phillipsburg Board of Education and the Phillipsburg Education Association, Inc., as Due to the retirement of Ms. Diane Rodenbough, a vacancy exists for a mathematics teacher at Phillipsburg High School. The job was posted, applicants were screened and interviews were conducted. We are pleased to recommend Miss Taylor Polet for the position. Miss Polet is a graduate of the University of Delaware and holds a Bachelor of Arts degree in Secondary Mathematics Education. She had worked in the role as the long-term mathematics teacher at Phillipsburg High School during the 2011-2012 school year, and she had assisted students in the High School's Extended Day Mathematics Program. Move to approve the employment of Mr. Giancarlo Riotto as Business Education teacher (maternity position) at the Phillipsburg High School, effective August 21, 2012 and continuing through November 1, 2012, at a salary established on a yearly base of $55,651.00 (Step 1, Level MA), as per the contract between the Phillipsburg Board of Education and the Phillipsburg Education Association, Inc. This employment is contingent upon successful completion of a security clearance as outlined in NJ Chapter 116, Law of 1986, October 1986; a physical examination, as Due to the maternity leave of Mrs. Kirby Hendershot, an opening exists at Phillipsburg High School for a Business Education teacher. We recommend Mr. Giancarlo Riotto to fill the position.

3.15 Move to approve the employment of Ms. Kristi Mancinelli as an Occupational Therapist at Special Services, effective August 21, 2012, at a salary established on a yearly base of $55,651.00 (Step 1, Level MA), as per the contract between the Phillipsburg Board of Education and the Phillipsburg Education Association, Inc. This employment is contingent upon successful completion of a security clearance as outlined in NJ Chapter 116, Law of 1986, October 1986; a physical examination, as recommended by the Superintendent. In order to meet the IEP's of our special needs students it is necessary to hire a full-time Occupational Therapist. We are pleased to recommend Kristi Mancinelli to fill this position. Ms. Mancinelli comes to us with two years experience in the field. She has received Bachelor's Degree from Richard Stockton College and her Masters Degree from Kean University. She is a fully certified School Occupational Therapist that comes highly recommended. 3.16 3.17 Move to re-employ and set salaries for non-association personnel for the 2012-2013 school year, as The administration reviewed their recommendation with the Personnel Committee. Salary increase of 2.5% for the 2012-2013 school year. Move to engage Devon Caraballo as Spring Musical Choreographer for the 2012-2013 school year at the Phillipsburg High School, effective June 26, 2012, at a stipend per the contract between the Board of Education and the Phillipsburg Education Association, as The co-curricular position for Spring Musical Choreographer was posted on May 10, 2012. We are pleased to recommend Devon Caraballo for the 2012-2013 school year as the Spring Musical Choreographer. Ms. Caraballo served as the Spring Musical Choreographer at Phillipsburg High School during the 2004-2005, 2008-2009, 2009-2010, 2010-2011, 2011-2012 school years. Ms. Caraballo is a graduate of Cedar Crest College with a minor in theater. A certified teacher will always be present during rehearsals. Name Devon Caraballo Position Spring Musical Choreographer 3.18 Move to employ Tyler Brown as Bandfront Advisor for the 2012-2013 school year at the Phillipsburg High School, effective June 26, 2012, at a stipend per the contract between the Phillipsburg Board of Education and Phillipsburg Education Association, as The co-curricular position of Bandfront Director was posted May 10, 2012. We are pleased to recommend Mr. Tyler Brown who has as served as a volunteer Percussion Caption Head for Phillipsburg High School from 2008-present, Bandfront Director from the 2009-2010 school year through the 2011-2012 school year. Tyler has extensive percussion teaching experience over the past fifteen years. His credentials for Percussion Caption Head, Battery Tech, and Drum Corps experience are excellent. Mr. Brown has a degree from the University of Pittsburgh. A certified teacher will always be present during rehearsals. We are pleased to recommend Amy Howe, who has both performance expertise and Spring Musical Director experience for several past years at Phillipsburg High School. 3.20 Move to approve staff for the maximum summer hours and rates, as 3.21 Move to approve the leave request(s) for the listed individuals for the 2012-2013 school year, as The Family and Medical Leave Act (FMLA) of 1993 entitles an eligible employee to take up to a total of 12-work weeks of unpaid leave during a 12-month period; 1) for the birth of a child and to care for such child; 2) for the placement of a child for adoption or foster care; 3) to care for a spouse or an immediate family member with a serious health condition; or 4) when an employee himself/herself is unable to work because of a serious health condition. Days used through the Family Medical Leave Act beyond the person's sick days are without pay. Medical benefits are in effect during the FMLA leave. Concurrent maternity leaves beyond the 12-work weeks provided through FMLA, are per contractual agreements with the Phillipsburg Board of Education. If an employee fails to return to work on the agreed upon return date [including any approved extension(s)] and the medical leave lasts longer than twelve (12) weeks within the defined twelve (12) month period or family leave lasts longer than twelve (12) weeks in a twenty-four (24) month period, the Board will treat the employee's failure to return to work as a voluntary resignation without notice.
