Acknowledgement After successful completion of Community Mobilization and Facilitation training for Community Facilitators, VERC has got the opportunity to conduct the same training course for Field Assistants of IAPP. Executive Summary Bangladesh was granted US$ 50 million from the Global Agriculture and Food Security Programme (GAFSP) to improve food security in the country in 2010. The Integrated Agricultural Productivity Project (IAPP) intends to integrate investments mainly in three areas (technology generation, technology dissemination and water management) with a technical assistance (TA) component. While the first investment components are implemented by the Government (through a Project Management Unit) and supervised by the World Bank, the TA component was intended to be implemented and supervised by the FAO. The objective of TA component is to strengthen Bangladeshi capacities in investment programming for agriculture and food security. The IAPP is being implemented in 375 Unions, in 54 Upazilas, in eight districts. IAPP recruited a total of 108 Field Assistant (Livestock and Fisheries) to facilitate the formation of village institutions and farmer s organizations aimed to promote successful innovations in the field of livestock and fisheries. FOs will be the entry point for project activities in a village/ward. The FOs will be technically and socially supported by the project. Capacity development requires the development of conditions that allow individual and community participants to build and enhance existing knowledge and skills. It also calls for creating conditions that will allow individuals to be engaged in the process of learning and adapting to change. In this particular context, the purpose of IAPP is to strengthen community capacities and institutions to handle their own development. Institutions are at the heart of human development and that when they are able to perform better, that helps sustain the performance over time and manage to contribute more meaningfully to achieve the project goal. The VERC Training Experts with technical support of IAPP - TA Team designed a draft course outline and curriculum in view of the goal, objectives, activities, roles and responsibilities of Field Assistant (Livestock and Fisheries) defined by IAPP project This curriculum was finalized through a sharing meeting which was participated by IAPP project officials and arranged by FAO team. A total of 108 recruited Field Assistant (Livestock and Fisheries) were imparted training in 4 batches. A training was planned for 108 Field Assistant (Livestock and Fisheries) but due to drop out of 2 persons in Barisal Region it became 106. A total of 2 batches of training were held in Rangpur and 2 batches of the training were held in Barisal Region. Participatory methodologies like - group work, interactive discussion, experience sharing, VIPP, role-play, field practice, practical observation, case study and question-answer were followed throughout the training course. 4

Contents of the training course were drawn in consultation with IAPP personnel. The major contents of the training course includes - background of the project, objectives of the project, strategy, components on fisheries, livestock, crop, seed & irrigation, roles and responsibilities of Field Assistant (Livestock and Fisheries), basic concepts of facilitation and Skills (Development, Empowerment, Transparency Sustainability Participation), Community Mobilization Cycle (CMC),Entering in to a village through the use of PRA tools, Group Management and Dynamics, Preparation of Community Action Plan, Gender Issues, Monitoring, Reporting and Evaluation. While introducing contents and sub contents, the facilitator collected the views and ideas of participants and summarizes the ideas at the outset of every session for expected outcomes. Facilitator used visual training materials for interactive discussion and arranged simulation game, song, role play for recreation as required. Time allocation for sessions was a major challenge, thus after piloting of two trainings some of the contents have been dropped, still facilitators could not finish sessions timely on many occasions; they had to opt for extra efforts and time. Training participants The participants of the course are 106 newly recruited Field Assistant (Livestock and Fisheries) who, under the IAPP, will be charged to mobilize communities and facilitate the development of community based and owned institutions vehicles of development activities, in particular those proposed by the IAPP. Summary of Proceedings of five days: DAY-1: INAUGURAL SESSION-1 In Inaugural Session IAPP officials gave opening speech indicating the tripartite initiative of the training program on Community Mobilization and Facilitation. They are all welcomed all the participants in the program and encouraged all the participants to be open enough with others in the training program and utilize the scope at its best possible manner. VERC representative speaks out community mobilization. VERC representative facilitated the opening session. INAUGURAL SESSION-2 Knowing each other - after the brief opening session, the participants got introduced with each other by name, designation, place of work and organization. Finding partners through a picture pair card game facilitated communication and movement across the room and amongst organizations in the innovative ice breaking session. They also narrated the training background and service experience one by one. Facilitators guided the session. The facilitator thanked all the participants for nice participation and narrating their background, level of commitment and service/training experience. EXPECTATION OF THE PARTICIPANTS: Participants give their expectation by using VIPP cards; following are the issues and concerns: IAPP What and Why Importance of IAPP Process of Implementation PRA concept and tools Participation and people s participation About Team and Group management Process of group formation and selection of beneficiaries through PRA tools How do we mobilize our community Expectation of the participants SHARING OF COURSE OBJECTIVES: After discussion of the expectation the facilitator shared course objective through multi-media presentation and explain one by one. Then the facilitator responded accordingly against questions of the participants. At the end of the course, the participants will be able to 7

know about IAPP Project Background, Objective and Approach explain strategy, tools and techniques of the components on fisheries, livestock, crop, seed and irrigation understand the basic concept of Facilitation and Quality of Facilitator Attitude, Knowledge and Skills make them know about Community Mobilization and its structure and cycle enable them on the use of PRA tools techniques for participatory group formation and management process learn the methods and techniques of community action planning so that they can facilitate to communities in action planning at the field level explain about monitoring and reporting system of the project and responsibility of the CF for monitoring and reporting TRAINING NORMS PROPOSED TO BE FOLLOWED: With guidance of facilitator, the participants formulated the norms of training in a participatory manner. Following are the norms of training formulated by the participants: Discussing one by one. Raising hands to indicate seeking scope for talks. Spontaneous participation in discussion. Offering scope to all to speak out. Participants should not move out in large groups between sessions. Active participation in group work To be respectful to training norms Attention to sessions. Respectful to others opinion. Not to talk with participants seating beside. Completion of session on time. GROUPS FORMED TO ATTEND TRAINING PROGRAM NEEDS: For smooth and effective conduction of the training by ensuring spontaneous participation, the following functional groups were formed with the participants - Management group Recreation group Reporting group Learner group Each group performed their responsibilities by the rotation on each alternate day. 8

DAY-1: REVIEW OF PROJECT Sub-content: Background of the Project Objectives of the project Explanation of strategy, tools and techniques for the components on fisheries, livestock, crop, seed & irrigation Objectives of the session: To understand project approach, activities and technical aspects To explain of skills required for mobilization. To know about the process of FO formation Process: Facilitator collected the ideas about the objectives of the project. Then the facilitator discussed in detail of IAPP project background, objectives, tools and implementation process through Multimedia presentation. Then the facilitator wanted to know from the participants about the process of group formation and visualized the participant s perception on the flip paper. There after the facilitator discussed in detail about group formation process and techniques in a participatory manner. DAY-1: BASIC CONCEPT OF FACILITATION AND SKILLS Sub-content: Development Empowerment Transparency Sustainability Participation Objectives of the session: To learn about basic concepts such as community development and participation. To internalize the concept of empowerment and its important To understand detail about transparency and sustainability 9

Process: Facilitator collected ideas from the groups of participants (05 groups) about the Development, Participation, Empowerment, Transparency and Sustainability. (One group present one topic). After finished the group work, group leader present their presentation. Then the facilitator explains important definitions of development. Participation, Empowerment, Transparency and Sustainability through visualization.some important queries in place and facilitator responded accordingly. The tow development is as follows: DAY-1: FACILITATION Sub-content: Definition Roles and Responsibilities Tools and techniques Quality of Facilitator Attitude, Knowledge and Skills Objective of the session: To explain about facilitation process To internalize the tools and techniques of facilitation To know the quality of a facilitator in knowledge skill and attitude Process: Facilitator collected the ideas of participants about facilitation and then the facilitator recorded the participants ideas on poster paper and summarized all. Then the facilitator arranged a small group to identify the tools and techniques of facilitation, after completion of the group work, group leader of groups presented their presentation, then the facilitator summarizes. After finished the topics facilitator discussed in detail about the quality facilitator of a facilitator in knowledge skill and attitude through pre-prepared poster on this. DAY-2: RECAP Recapitulation started with the presentation of the reporting group and finalized the report with some modifications made by the participants. After that the cultural group visualized the creative materials with analysis. DAY-2: COMMUNITY MOBILIZATION Sub-content: Community 10

To explain about the method and techniques of group needs, required resources, constraints and group priorities Process: At the beginning of the session facilitator collected the ideas of community mobilization and visualized down on poster paper for further discussion, then, the facilitator summaries the discussions with his contribution, then facilitator arranged a group discussion on nature of community, After the group discussion, the groups presented their group findings and facilitator generalizes group findings, then facilitator explain different elements of community. After discussion on elements of community then the facilitator collects by the experience sharing of the participants about social structure point down in poster paper for further discussion, Facilitator analysis structure of a society by link of facilitator in previous experience sharing. Then the facilitator collects the different steps of Community Mobilization Cycle (CMC) by open discussion and note down on poster paper and explain by pre-prepared VIPP Card of the CMC. DAY-2: ENTERING INTO A NEW COMMUNITY THROUGH PRA Sub-content: Participatory Rural Appraisal-Overview, Importance, Benefits Objective of the session: To understand about the history of PRA, its importance and the benefits of using PRA Process: At the beginning of session the facilitator gave on overview on participation and participatory development. Different ideas and views were collected from the participants on the discussing points and recorded main points for further discussion. Then the 11

facilitators discussed about PRA and its history of development and sectors of implications. Then the facilitator shared definition of development. A total of three definitions were shared in the session following the multimedia presentation. Participants commented the following: Should give talking power to people Should develop sharing process for ensuring participation Ensuring local initiatives Prepare participatory planning and its implementation Should ensure & developed process for participatory monitoring & evaluation Therefore, the facilitator said if we can ensure the above, we can active a lot. Participants said empowerment and self-confidence, facilitator explain it is PRA & sharing concept of PRA. DAY-2: ENTERING TOOLS OF PARTICIPATORY RURAL APPRAISAL (PRA) Sub-content: Transect walk Mapping (Social, Institutional mapping) Wealth Ranking Venn Diagram Seasonal calendar FGD Objective of the session: To explain about different tools and its uses to mobilize the community To learn about the transect walk, mapping (Social/ institutional) and wealth ranking and their application Process: The facilitator discussed the following PRA tools & techniques and its application system in IAPP at community level. Transect Walk Social Mapping Venn diagram Well being ranking Seasonal Calendar Focus Group Discussion Learning Points: Importance of related PRA Tools and its application in the related field. 12

DAY-2: FIELD PREPARATION Sub-content: Develop a checklist Team composition Assign responsibility Distribution of materials for field practices Objective of the field visit To understand about techniques of field visit and their responsibility to accomplish the tasks in the field Process: The Facilitator shared a checklist for field visit about task and responsibilities with participants. Participants divided in to two groups and assigned responsibilities of field exercise and distribution of materials for field practices. GUIDELINES FOR FIELD WORK Process: The facilitator explained the importance of guidelines for fieldwork to practice PRA tools and also discussed step-by-step the following points. PREPAREDNESS OF EXERCISE Place selection for PRA Exercise To do short presentation on collected data by using format or diagram List down key question for interview If necessary to make format or diagram or tools Making a plan of exercise Assigns the responsibilities among the PRA team members Prepare all necessary document and distribute among PRA group members To ensure distribution of other materials TO BE DONE AT FIELD LEVEL Discuss about objective of PRA with local people & sharing with group Coordinate information sources & group through questioning like what, who, why, when & where Question from them to be answered according to PRA group needs Not speech but to listen, learns and see. Should maintain or give time according to schedule of local people Should manage time for analysis of collected data Should manage available time for discussion by local people / community 13

Learn from people with interest Respect people & honor their knowledge Ensure women & adolescent participation in community level exercise Should be critical of every PRA group members Give a little thought on methods used for information collection or result for proper use Arrange the analytical group discussion. FACILITATOR EXPLAINED THAT HOW TO MAKE ENTRY IN TO A NEW COMMUNITY ONE BY ONE: Step- 1: Our mission is to build up relation with community through issue based discussion/sharing & transect. Step- 2: When people determined about analysis of situation community people would manage place, time & venue for social mapping, Venn diagram and well being ranking. Step-3: After this exercise the facilitator arranged a community presentation in presence of all community people. After community presentation the farmers are ignited to form a Farmers Organization (FO). REVIEW THE DAY S DISCUSSION Total participants split in to two groups for recapitulation. Each group asks five questions to another group. The group members answered this question. After finished their questions and answers session facilitator clarify some questions and answers which don t clear properly. DAY-3: RECAP Recapitulation started with the presentation of the reporting group and finalized the report with some modifications made by the participants. After that the cultural group visualized the creative materials with analysis. DAY-3: FIELD PRACTICE SESSION As per plan, the participants were split into two suitable groups for the exercise. The facilitators moved for the field with the participants in the morning and conducted the exercise with the community people. Transect Walk/ Rapport building and organizing community people for field exercise. The community agreed to give time in a common place and exercises like Social mapping, Well being Ranking and Venn Diagram with active involvement of poor and marginalized farmers and other community people. Through these tools exercises the farmers and community people are able to find out the resources what they have and way of formation of the farmers organization. After completion of the field exercise respective participants and the facilitators congratulated the community people for given their valuable time for the purpose and came back to the training venue. REPORT PRESENTATION ON FIELD EXERCISE: 14

After came back from the field the participants sat together in two separate groups for preparing report on the field findings of different tools exercise. The facilitator prepared a reporting format which shared during the process of field report preparation. Then the facilitator allocated time for prepare this report. REPORT PRESENTATION After preparation of the report, the team leader of each team presented their report in the plenary session. After presentation of report observers from two groups shared their observation points on the field exercises. Then the facilitators shared the strength and weakness of the field visit and also share with the participants about the whole process of field visit DAY-4: RECAP: Recapitulation session started with report presentation. After presentation of the report, participants made remarkable contribution as per need of further development of the report. Incorporation with all the suggestion the report was finalized. After that the facilitator started a new session. DAY-4: PRA TOOLS EXERCISE BASIS ON FILED GAPS After recapitulation a review session was in place for deepening the discussion on PRA tools. Facilitator asked participants about their further queries on PRA tools and facilitator explain in details according to the queries of the participants. Day-4: Group formation, Management and Dynamics Sub-content: size and formation process of the Farmers Organization (FO) Membership Rules and regulation for operating of FO Constitution development and rotation of leadership/alternative leadership General assembly, book keepings, Bank signatory, demonstration farming and adoption. Objective of the session: To learn about characteristics, group size and membership criteria for formation of ideal farmers group To explain of group norms and leadership of office bearers To understand about the record keeping and maintenance of bank accounts Process: Facilitator collected the ideas of size of the farmer s organization and writes participants opinion in the Flip paper. Then the facilitator gave an overview and shared the size of the farmer s organization and criteria of membership, after these discussion facilitators shared the norms of farmer organization and leadership quality of office bearers then the facilitator respond of different questions arises from the participants 15

After discussion on norms of farmer organization facilitator shared different demonstration items, tools and techniques of adoption in farmers own field and the neighboring communities. Then the facilitator initiated the discussion on rules and regulation for operating of FO. After that facilitator closed this discussion with the answers of different questions of the participants. DAY-4: PREPARING A COMMUNITY ACTION PLAN WITH MARKET LINKAGES Objective of the session: To learn about the methods and techniques of community action plan preparation so that they can facilitated to prepare community action plan in the field. Process: Facilitator collected the ideas of the participants about community action plan and its preparation techniques, after those Participants divided into 4 groups and to prepare community action plan through class room exercise. Facilitator provided appropriate support to the participants to prepare a realistic community action plan. Leader of each group presented group findings in the plenary. After their presentation facilitator leads discussion on the 4 group s findings and summarized the session. DAY-5: GENDER ISSUES Sub-content: IAPP gender targets Gender sensitization and mainstreaming Objective: To understand about gender, gender mainstreaming and sensitization Process Facilitator collected the ideas from participants about the Gender by supplying three color VIPP cards, and then the facilitator collected the VIPP cards with the ideas of participants. After summarizing their ideas, facilitator discussed in detail about Gender, difference between Gender and Sex, sensitization process and gender need in the light of IAPP. DAY-5: MONITORING AND REPORTING Sub-content M&E general overview at higher level (impact, outcome and outputs of IAPP) Review of reporting responsibilities Reporting formats Within groups (notebook) Within IAPP Knowledge sharing among FAs 16

Objective: To explain about monitoring and reporting system of the project and responsibility of the FA for monitoring and reporting To understand about relationship with different tier of the officials of the project Process Facilitator collected ideas of participant about Monitoring through question and answer method. After collection their ideas the facilitator shared about monitoring and its process through multimedia presentation. Facilitator gave different ideas about relationship with field activities and its monitoring process. Then the facilitator discussed about the methods and techniques of building interpersonal relationship with some realistic examples. Facilitator asked the participants to share their ideas about tools and techniques of monitoring. DAY-5: REPORT WRITING/PREPARATION PROCEDURE Objective of the session To learn about the process and techniques of quality report preparation and to prepare dummy report through the class room exercise Process: Facilitator collected the participants ideas about report writing / preparation procedure and writes key points in the flip paper, then the facilitator leads discussion with realistic example. Participants divided into 4 groups and prepare dummy report through the class room exercise. After preparation of dummy report the team leader presented their report in the plenary. Then the facilitator adds some points for finalization of dummy report. DAY-5: COURSE EVALUATION AND CLOSING CEREMONY OF THE TRAINING: Evaluation Sheet Course Evaluation Performance Evaluation Process: Participants asked to fill up the course evaluation sheet through which they have given the feedback how effectively training course was organized, what are the quality of training materials (handout, multi-media presentation etc.), effectiveness of selected training methods, performance of the facilitators and condition of training venues and other logistics. Performance evaluation sheet were distributed among the participants with questions on related discussion points for given the answers. The facilitator allocated 45 minutes time for given the answers and participants responded accordingly. 17

LOGISTIC AND ADMINISTRATIVE SUPPORT: Learning materials set has distributed among the participants Quality Training bag has been distributed among the participants for the bringing the learning materials and other necessary documents Two training venues in two different locations hired for organizing the training courses in stipulated date and times. In addition we have ensured food, snacks and facilities for all the participants. COURSE EVALUATION AND PARTICIPANTS FEEDBACK: Closing session was chaired by the Regional Project Manager (RPM) where District Coordinator was present as special guest. The District Coordinator highlighted the successes of the training course and suggested Field Assistant to use the learning of the training in program implementation. He gave special thanks to VERC and trainers team for its remarkable support for effective conduction of training course even beyond the office hours. Participants gave feedback by expressing their positive feelings in respect of the training and they gave special thanks to FAO for giving scope in terms of the training under the project. They also expressed their gratefulness to VERC training team. They said that the training course would be very helpful for beneficiary selection, group formation, mobilizing the community and carrying out other project activities. They also said that the duration of the training course is too short which needs to be extended. At last, they also thanked all other officials who extended to organize and implement the training. As the chairperson of the closing session, the Regional Project Manager (RPM) expressed his sincere thanks to participants for their active participation and valuable contribution made in the training session. He also expressed his sincere thanks to VERC and the facilitation team for its sincere contribution to make the training course a success. { PARTICIPANTS FEEDBACK ON OVERALL COURSE: [[[[ VERC training team developed a Daily Evaluation Format for daily feedback on presentation style of facilitators, training facilities like food, accommodation etc. Daily Evaluation format is attached (see annex-a).the overall feedback of training participants are as follows- Increasing duration of the training course Organize Basic Training on Monitoring and Evaluation Organize refresher training on Community Mobilization and Facilitation Organize Basic Training on PRA Extension of duration for field level exercise 18

LESSONS LEARNT AND RECOMMENDATIONS Overall major learning that came out from the session are as follows: Major learning (content wise): Objectives of the project are very much clear to the participants and understood about the strategy, tools and techniques of the components of fisheries, livestock, crops, seed and irrigation Would be able to select real beneficiaries for group formation by using PRA tools Roles and responsibilities of a CF for dealing with different stakeholders and facilitate the farmers group related activities are very much clear to the participants Internalized the basic concepts of development, participation, empowerment, transparency and sustainability Internalized the tools and techniques of facilitation Able to explain about community mobilization and CMC Able to make use of PRA tools at the field level for various purposes. Able to prepare a realistic action plan for implementation of interventions Able to understand about gender, gender mainstreaming and sensitization in the light of IAPP Able to explain about monitoring and reporting system of the project and responsibility of the CF for monitoring and reporting Able to prepare report on field activities. Major learning (over all): Time allocation against of the session was not realistic. Day wise topics were so many that the facilitators could not finish sessions timely. MAIN CHALLENGES Community mobilization and facilitation are processes, it is important to acknowledge and anticipate some challenges and find out ways of dealing with them or adopt mechanism for coping with them to accelerate the program. Some challenges are as follows: Less time allocation for the field practice of PRA tools due to short duration of training Participants were newly recruited so it was very tough to ensure quality process of PRA CONCLUSION: The training course had been very much useful for implementation of the project interventions. Though a number of limitations have been noted in the report, the training has created a base understanding in the Field Assistant to move ahead with the project process. Further review and follow-up would open up windows to enrich the course for adoption and implementation purposes in future. 19
