FS/56/13 dated 11th July 2013 and No. FS/45 /2015 dated 5 th February 2015 (copies enclosed) seeking your kind intervention in the matter of a. Issuance of notification finalising gradation of posts belonging to the cadre of WBA&AS; b. Restoration of cadre management accordingly by transferring officers presently holding posts which are not commensurate with their seniority, in a phased manner; c. Ensuring that officers in a lower pay band or with a lower grade pay in the same pay band are never appointed to a post higher in grade, for preventing downgradation of the importance and status of such higher post. It would be pertinent to mention here that a draft gradation of posts had been forwarded to us under letter no. 7522(4)-F(Y) dated 31 st August 2012 (copy enclosed) of the Finance, Audit Branch. However, it is a fact that the matter never progressed beyond that effort in the next two and a half years. In the meantime, newer posts have been created including some senior posts with corresponding higher responsibility and authority. It may kindly be appreciated that posts higher in stature are filled up by officers superior in seniority, experience and grade. Taking all the recent developments into stride, it is felt very necessary that finalisation of the gradation of all the posts under this cadre is taken up with immediate effect by the Finance, followed by due and appropriate management of the cadre. We earnestly seek your immediate kind intervention to resolve this long pending issue that is plaguing our service almost from the days of its creation.
