Regulations of the Institute for Philosophy Regulations of the Institute for Philosophy, as adopted by the Faculty Board on 27 January 2009. Chapter 1. General Article 1. Name of the Institute The name of the Institute is: "Institute for Philosophy". The Dutch name is: "Instituut voor Wijsbegeerte". Article 2. Definitions In these regulations, the term the Act refers to the Higher Education and Research Act (WHW). If the terms used in these regulations are also used in the Act or in the Executive and Management Regulations, these terms have the meaning assigned to them in the Act or in the Executive and Management Regulations. Chapter 2. Scientific Director Article 3. 1. The Institute is managed by an Scientific Director. 2. The Scientific Director is appointed and dismissed by the Faculty Board, after consultation with the Institute s Advisory Council. The Faculty Board must inform the Executive Board each time it appoints or dismisses an Scientific Director. 3. The Scientific Director is chosen from the professors working in the Institute and is appointed for a maximum of four years, after which re-appointment is permitted. Article 4. Responsibilities of the Scientific Director 1. The Scientific Director is responsible for the administration and organisation of the Institute. The Scientific Director performs his/her duties within the framework of the Faculty Regulations (and the guidelines established pursuant thereto) and the mandating regulations for Scientific Directors of institutes.

2. The Scientific Director is responsible for the quality of the contributions made by the Institute to the teaching of the various bachelor s and master s programmes, and for the quality of the PhD programmes and the research conducted by the Institute. 3. The Scientific Director is responsible for the management of the Institute. He/she establishes the budget of the Institute, with due observance of the relevant guidelines provided by the Faculty Board. With respect to the Institute, he/she exercises the powers mandated to him/her by the Faculty Board in matters relating to personnel, financial and general management, with due observance of the relevant stipulations of the Executive and Management Regulations, the mandating regulations applicable for the Faculty Board, and the further mandating regulations established by the Faculty Board, referred to in Article 6, paragraph 2 of the Faculty Regulations. 4. The Scientific Director participates in the management of the Faculty as a whole, and for this purpose takes part in the consultations referred to in Article 6, paragraph 4 of the Faculty Regulations, which the Faculty Board holds with all the Scientific Directors collectively. This is additional to the consultations held by the Faculty Board with the Scientific Director about matters relating specifically to the Institute. 5. The Scientific Director represents the Institute both within and outside the Faculty. He/she maintains the contacts with the alumni of the Institute and programmes within the Institute s field. 6. The Scientific Director promotes the collaboration between the Institute and the other institutes within the Graduate School, and also the collaboration between these institutes and the other institutes within the University, in the area of both teaching and research. 7. The Scientific Director is responsible for structuring the collaboration in the area of teaching and research in national graduate schools and in national research institutes and research schools, with due observance of the frameworks of the University and the Faculty. 8. The Scientific Director reports to the Dean, and provides the Dean with information as requested. Article 5. Substitution in the event of absence The Scientific Director will arrange for a substitute in the event of his/her absence.

Article 6. Decisions The Scientific Director will regularly provide both the Institute s Advisory Council and the Institute Council with a summary of the decisions that he/she has taken, unless there are any compelling interests to the contrary on the part of the University, the Faculty or one of the parties involved. Chapter 3. The staff Article 7. 1. The Faculty Board decides which members of staff will work in the Institute, on the basis of proposals made by the Scientific Director and taking account of the appointment decision of those concerned. 2. For the purposes of the first paragraph, persons employed by the Netherlands Organisation for Scientific Research or similar organisations are regarded as either academic staff or administrative and support staff, depending on their position. Article 8. Allocation of tasks among Institute staff 1. The Scientific Director is responsible for the personnel policy regarding the staff working in the Institute. 2. The Scientific Director organises the activities of the persons working in the Institute. In this context, he/she determines which professor must approve the organisation of the teaching and research of each lecturer and senior lecturer, and also who will supervise the work of every other member of the Institute. The Scientific Director decides, in agreement with the Chair of the Programme Board (Opleidingsbestuur), which members of the academic staff will work on each bachelor s programme or master s programme, and who will contribute to providing the approved minors and elective packages. 3. In organising the activities referred to in the second paragraph, the Scientific Director will take account of the appointment decision of those concerned. 4. The Scientific Director can give instructions to the members of the Institute. Article 9. Research

1. The Scientific Director is responsible for the organisation and integration of the research within the Institute. He/she determines the Institute s research programme, with due observance of the guidelines referred to in Article 6, paragraph. He/she is accountable to the Dean for correct execution of the research programme. 2. The Scientific Director is responsible for ensuring that the Institute fulfils its agreed contribution to the relevant inter-faculty or inter-university research school. Chapter 4. Consultation Article 10. The Advisory Council 1. Each institute has an Advisory Council. 2. The Advisory Council consists of an uneven number of members, with a minimum of seven members and a maximum of thirteen members. 3. Membership of the Advisory Council cannot be combined with the position of Scientific Director. 4. The Scientific Director will consult regularly with the Advisory Council about matters relating to the Institute. 5. The members of the Advisory Council are appointed by the Dean from the staff of the Institute, on the recommendation of the Scientific Director. In this context, the Dean will ascertain that the Advisory Council has a balanced and representative composition. The members of the Advisory Council are appointed for two years, after which re-appointment is permitted. Article 11. Proposals 1. The Advisory Council is authorised to make proposals and to state its viewpoint regarding all matters on which the Scientific Director is authorised to take a decision. 2. The Scientific Director will issue a written response to a proposal, as referred to in the first paragraph, within six weeks, stating the reasons. Article 12. Information

1. The Scientific Director will provide the Advisory Council with any information about affairs in the Institute that it needs in order to perform its duties. This information will be provided in due time and if so requested if possible in writing. 2. At least once a year, the Advisory Council will be provided with information about: - the organisation of the Institute, - the established policy of the Institute, - the policy followed over the past year, - any changes in staff membership, - any external assignments for advice given by the Scientific Director. Article 13. Advice The Scientific Director will seek the advice of the Advisory Council in due time before taking a decision about: - the Institute s budget; - any reorganisation of the Institute or a part thereof; - structural collaboration with partners within or outside the Institute; - the research policy; - the detailed organisation of and policy for the quality assurance of the research in the Institute, and about the Long Term Plan. Article 14. Other duties of the Advisory Council 1. To the best of its ability, the Advisory Council will promote openness, accessibility and mutual consultation within the Institute. 2. The Advisory Council will safeguard against discrimination on any grounds whatsoever in the Institute, and in particular will promote equal treatment of men and women, and the engagement of disabled persons and individuals from ethnic minorities. Article 15. The Institute Council 1. Each institute has an Institute Council. The Advisory Council referred to in Article 10 of these regulations acts as the Institute Council. 2. The Scientific Director will consult at least twice a year with the Institute

Council about matters relating to the Institute. Article 16. The PhD Council 1. The Institute has a PhD Council for the purpose of consulting with and advising the Scientific Director about all matters relating to the training and supervision of the Institute s PhD candidates. 2. The PhD Council has 5 members, who are appointed for a period of 2 years by the Scientific Director. 3. The PhD Council elects a Chair and a Secretary from among its members. 4. The PhD Council will meet at least twice a year. 5. The PhD Council can provide the Scientific Director with advice, both on request and on its own initiative, about matters relating to the training and supervision of PhD candidates. 6. The PhD Council organises activities that promote the exchange of experiences and ideas among the Institute s PhD candidates. Chapter 5. PhD programmes Article 17. PhD programmes 1. The Scientific Director decides, on behalf and under the responsibility of the Dean, regarding admission to PhD programmes, with due observance of the relevant detailed regulations referred to in Article 11, paragraph 4 of the Faculty Regulations. 2. On behalf of the Dean, the Scientific Director will ensure that a Training and Supervision Plan is drawn up for each PhD candidate by the PhD supervisor concerned. 3. The Training and Supervision Plan will be formulated in such a way that the PhD programme can be successfully completed within the agreed period. 4. The Graduate School is responsible for providing PhD candidates with one or more confidential counsellors. 5. The stipulations of the previous paragraphs apply equally to the external PhD candidates registered with the Institute.

Chapter 6. Planning and control Article 18. Strategic Long Term Plan and planning figures 1. At least every four years, the Scientific Director will establish a Strategic Long Term Plan, after consultation with the professors of the Institute and taking account of the current Institutional Plan and the Faculty s Strategic Plan. 2. With regard to the four-year period, the plan will comprise at least: the intentions concerning the various tasks of the Institute, and a long-term estimate of the Institute s funding. 3. The plan will include a staff plan. 4. Every year the Scientific Director will provide the Faculty Board with a forecast of the relevant planning figures for the Faculty Budget. Article 19. Budget and financial accounts 1. Every year the Scientific Director will establish a long-term budget on the basis of the Strategic Long-term Plan, after consultation with the Advisory Council and with due observance of the Faculty Board s guidelines. 2. Every quarter the Scientific Director will draw up an account of income and expenditure, showing the expected financial figures for the current year and also the measures taken in order to comply with the Budget. The financial account for the last quarter also serves as the financial account for the whole year. Article 20. Quality assurance 1. The Scientific Director is responsible for ensuring that the frameworks and protocols established by the Faculty Board with regard to the organisation and application of quality assurance for the research in the Institute are implemented within the Institute. 2. The Scientific Director is responsible for ensuring that the Faculty Board is regularly provided with reports about both the functioning of the quality assurance system and the actual quality of the research in the Institute. The Scientific Director will communicate the content of these reports to the Advisory Council. 3. On the basis of the reports referred to in the second paragraph, and after

consultation with the Advisory Council, the Scientific Director will draw up an action plan to remedy any shortcomings in the quality of the research that have been identified in the reports. Chapter 7. Final and transitional provisions Article 21. Interpretation In the event of disagreement about the interpretation of one or more articles of these regulations, the decision will rest with the Scientific Director. Article 22. Official title The official title by which these regulations can be cited is: "Regulations of the Institute for Philosophy" (in Dutch: Reglement van het Instituut voor Wijsbegeerte ). Article 23. Effective date and publication 1. These regulations enter into effect on the day on which the Scientific Director is notified of their approval by the Faculty Board. 2. Following the approval referred to in the first paragraph, these regulations will be published on the University website. These regulations were adopted and approved by the Faculty Board on 27 January 2009.
