No. CEE/4050/2016/KEAM-2017/TA1 Government of Kerala Office of the Commissioner for Entrance Examinations Housing Board Buildings, Santhi Nagar, Thiruvananthapuram - 695 001 NOTIFICATION KEAM 2017 SECOND PHASE OF CENTRALISED ALLOTMENT TO MEDICAL & ALLIED COURSES SELF FINANCING MEDICAL/DENTAL/AYURVEDA/SIDDHA/UNANI COLLEGES INCLUDED ONLINE OPTION CONFIRMATION IS MANDATORY As per the time schedule prescribed by the Medical Council of India and approved by the Hon ble Supreme Court of India, the second round of common counselling to the State Quota seats in MBBS/BDS courses is to be held from 08.08.2017 to 19.08.2017. Accordingly, the activities related to the second phase of counselling to Medical & Allied Courses- 2017 including MBBS/BDS courses will begin on 08.08.2017 (Tuesday). The result of this counselling shall not be finalised till the decision of the Hon ble High Court as ordered by the Hon ble Supreme court on 31.07.2017 in SLP(C) No. 19000/2017. Self Financing Medical, Dental, Ayurveda, Siddha and Unani colleges are included in this phase for allotment. Online options have been invited to Self Financing Medical/Dental colleges on the basis of the provisional fee structure fixed by the Admission and Fee Regulatory Committee (AFRC) or as per the consensual agreement entered in to between Self Financing Management and the Government. However, this fee structure fixed now by AFRC will be purely provisional and is subject to variation/enhancement. The students getting admission shall have to satisfy the enhanced fees. The candidates who want their existing higher order options in Medical & Allied courses to be considered for this phase of allotment shall have to login to their Home Page and confirm their options by clicking the Confirm button available therein. After Online Option Confirmation, the candidates can re-arrange their higher order options /delete the unwanted options and also register fresh options to newly added Courses/Colleges from 08.08.2017 to 16.08.2017, 5 pm, through the website www.cee.kerala.gov.in. On the basis of options received up to 5 pm on 16.08.2017, the second phase of allotment to Medical & Allied Courses will be published on 18.08.2017. Candidates who receive allotment shall have to take a printout of their allotment memo and remit the fee/ balance fee payable to the Commissioner for Entrance Examinations by way of Online Payment from 19.08.2017 to 24.08.2017. The State Bank of India (SBI) account holders can remit the requisite fee in one of the designated branches of State Bank of India (SBI) through Cheque Payment. The list of designated branches of SBI is available on the website. The fee can also be paid by way of Demand Draft (DD) drawn in favour of Commissioner for Entrance Examinations, payable at Thiruvananthapuram. In case of payment by way of DD, the original Demand Draft should be submitted to the Office of the Commissioner for Entrance Examinations, Thiruvananthapuram and a payment receipt will be issued to the candidates from the Office of the Commissioner for Entrance Examinations. After remitting the fee/balance fee in any of the methods above, the candidates should join the course/college allotted in the second phase, before 5 pm on 24.08.2017. Those who do not confirm their options online will not be considered for the allotment to Medical and Allied Courses and also their higher options in Medical & Allied courses will not be available in the subsequent phases. However his/her existing allotment, if any, shall be retained. The Facilitation Centres [FC] having internet facility, will be functioning throughout the State during this period for providing necessary help to the candidates for online option confirmation and for registration of fresh options. Token Deposit : Candidates allotted to Government seats under SC/ST/OEC category and those having benefits as per G.O. (MS) 25/2005/SCSTDD, dated: 20.06.2005 and G.O. (MS) 10/2014/BCDD, dated: 23.05.2014, have to remit token deposit of Rs. 1000/- as token of having accepted the allotment: The candidates getting allotment are liable to remit the fee fixed by the Fee Regulatory Committee if the fee fixed on the basis of agreement between Government and Self-financing Managements is not approved by the Hon ble Court or any competent authority. Conditions of Liquidated Damages for leaving the Engineering/Architecture/Pharmacy courses: 1. Candidates admitted in Govt./Aided/Govt. Controlled Self Financing Engineering Colleges and leaving the course after the closing date of admission for Engineering courses shall be liable to pay Liquidated Damages as per Clause 12.2.4(a) of the Prospectus for KEAM 2017. 2. Candidates admitted in Private Self Financing Engineering Colleges under Kerala Catholic Engineering College Managements Association can accept the new allotment to Medical & Allied Courses subject to the conditions in GO(Ms) No.166/2017/H.Edn. Dated: 22.06.2017. 3. While issuing Transfer Certificate and other documents to the candidates admitted in other Private Self Financing Engineering/Architecture colleges consequent to the allotment to Medical & Allied courses through KEAM 2017, liquidated damages shall not be collected as per GO(Ms) No.170/2017/H.Edn. Dated: 23.06.2017 and GO(Ms) No.169/2017/H.Edn. Dated: 23.06.2017. But the fee remitted for the year need not be refunded. 4. Candidates admitted in Govt./Self Financing Pharmacy Colleges and leaving the course after the closing date of admission for Pharmacy course shall be liable to pay Liquidated Damages as per Clause 12.2.4(a) of the Prospectus for Pharmacy courses 2017 and related Government Orders. Important: 1. Candidates seeking admission to NRI quota seats available in Self Financing Medical/Dental colleges and who have submitted relevant documents as proof for NRI claim to the Commissioner for Entrance Examinations shall have to submit online options under NRI quota to the desired courses/colleges during this phase.
2. Those candidates who seek admission to the seats under Minority Community quota, available in Private Self Financing Medical/Dental colleges having Minority Status also shall have to submit online options to the desired courses/colleges along with other students. The details of availability of Minority Quota in Private Self Financing Medical/Dental colleges, the criteria of eligibility and the documents to be submitted are available in the website. 3. On receipt of the details of Minority Community in other Self Financing Medical/Dental colleges, candidates will be given facility to submit Minority/Community Certificate to these colleges also. Candidates are instructed to take note of the notifications in this regard. 4. Candidates getting allotment to Self Financing Medical/Dental Colleges in the second phase of allotment shall have to remit the entire fee for the year to the Commissioner for Entrance Examinations on or before the last date notified for joining the colleges. The vacant seats in MBBS/BDS courses remaining after the second phase of allotment will be filled up through a Spot Admission to be conducted by the Commissioner for Entrance Examinations. Candidates getting allotment in the Spot Admission shall have to remit the entire fee for the year to the Commissioner for Entrance Examinations then and there, at the venue of the Spot Admission. 5.
