The OECS is now a ten-member grouping comprising the full Member States of Antigua and Barbuda, Commonwealth of Dominica, Grenada, Montserrat, St Kitts and Nevis, Saint Lucia and St Vincent and the Grenadines, with the British Virgin Islands, Anguilla and Martinique as associate members of the OECS. 6. Brief summary of the request (200 words) At the 3rd Council of Ministers on Environmental Sustainability (COMES) hosted in the Commonwealth of Dominica in May 2016, Ministers mandated the Commission to pursue opportunities for climate financing, to support climate resilience in the OECS. Ministers strongly reaffirmed this mandate at the 4 th COMES held in Grenada in April 2017. Consistent with the aforementioned mandates, the OECS Commission has applied for readiness support in becoming a Readiness Delivery Partner for selected independent OECS Member States and for full GCF accreditation as a Regional Implementing Entity. To be accredited and to operate as an Accredited Entity, the OECS Commission will require, inter alia, Fiduciary Standards that satisfy GCF criteria. The Commission does not currently possess such standards. For this reason, the services of PwC are requested to undertake the necessary gap assessment & action plan support for fiduciary standards, recognising that PWC that a framework agreement exists between PwC and the GCF.

PAGE 6 OF 9 ver. 31 August 2016 SECTION 3: ADDITIONAL INFORMATION Please explain how this grant will help deliver on the country s readiness needs as identified above and build on institutions, processes or existing work already underway in the country (maximum 500 words) The OECS Commission is requested, per the Revised Treaty of Basseterre, to pursue and provide financial and technical resources to OECS Member States, as well as to engage in multilateral fora to advance the same. At the recent third Council of Ministers for Environmental Sustainability (COMES-3), held 4 5th May 2016 in Dominica, the following recommendations / outcomes / mandates were accepted to be pursued and reported on by the OECS Commission and Member States (MSs) towards enhancing climate financing for supporting resilience in its island states: MSs to pursue climate finance readiness activities including the establishment of relevant national frameworks and preparation of national implementation plans; The OECS Commission is to explore accreditation to inter alia the GCF (per section 4.2(e) of the Treaty); The constitution of a high level OECS Working Group that would support MSs with accreditation processes; In pursuing a diversified climate finance portfolio, the OECS Commission and Member States should ensure a process that is complementary; and Member States must be assured that the funding channelled via regional and international agencies will be made available to them in an open and transparent manner. With a view to supporting OECS regional engagement with the Green Climate Fund, the OECS invited Member States to support the development of a Regional Programme that will define a strategic approach to accessing and programming climate adaptation and mitigation funding for the OECS. In addition to outlining sectoral priorities for Member States, the Regional Programme will also develop a framework strategy, for example elaborating Figure 1, in consultation with Member States, in particular National Designated Authorities (NDAs), and representatives from the Private Sector and Civil Society Organizations. These arrangements will be revised and finalized through the Readiness support, and do not restrict any countries or actors from accessing GCF financing through other avenues.

Please include the procurement plan for at least the first tranche of disbursement requested below. Procurement and disbursement will be processed directly by the GCF Secretariat. Disbursement schedule Specify the proposed schedule for requesting disbursements from the GCF, including amounts and periodicity. Antigua and Barbuda will be providing this support to the OECS Commission. Three Member States to date, namely Grenada, Dominica and Antigua and Barbuda, have indicated their willingness to providing US$100,000 each (US$300,000 in total) towards building the OECS regional climate finance architecture as defined in the COMES- 3 outcome decisions. PAGE 9 OF 9 ver. 31 August 2016 SECTION 5: IMPLEMENTATION ARRANGEMENTS AND OTHER INFORMATION Please attach an implementation map or describe how funds will be managed by the NDA/FP or delivery partner If the entity implementing the readiness support is not an accredited entity of the GCF, please complete the Financial Management Capacity Assessment (FMCA) questionnaire and submit it with this proposal. The payment for capacity building support to the OECS Commission will be made directly by the GCF Secretariat to PwC. The TORs for the support will be provided to the OECS Commission for input and agreement prior to issue, and the TORs will also be shared with the NDA in Antigua and Barbuda. The report and recommendations will be provided to all stakeholders. Other relevant information This box provides an opportunity to include any important information you wish to bring to the attention of the GCF Secretariat, but did not have an opportunity to provide in the sections above.
