Strategy Legislation What is ERC? Established by the European Commission The ERC supports excellence in frontier research through a bottom-up, individual-based, pan-european competition Budget: 13 billion (2014-2020) - 1.9 billion /year 7.5 billion (2007-2013) - 1.1 billion /year Scientific governance: independent Scientific Council with 22 members including the ERC President; full authority over funding strategy Support by the ERC Executive Agency (autonomous) Excellence as the only criterion Support for the individual scientist no networks! Global peer-review No predetermined subjects (bottom-up) Support of frontier research in all fields of science and humanities 22 2
ERC Structure Established by the European Commission The ERC Scientific Council Up to 22 prominent researchers proposed by an independent identification committee Appointed by the Commission (4 years, renewable once) Establishes overall scientific strategy; annual work programmes (incl. calls for proposals, evaluation criteria); peer review methodology; selection and accreditation of experts Controls quality of operations and management Ensures communication with the scientific community The ERC Executive Agency Executes annual work programme as established by the Scientific Council Implements calls for proposals Organises peer review evaluation Establishes and manages grant agreements Administers scientific and financial aspects Carries out communications activities The European Commission Provides financing through the EU framework programmes Guarantees autonomy of the ERC Assures the integrity and accountability of the ERC Adopts annual work programmes as established by the Scientific Council 23
PI & HI ERC grants are open to researchers of any nationality who may reside in any country in the world at the time of the application. However the host institution must be established in an EU Member State or Associated Country
ERC Grant Schemes Established by the European Commission Starting Grants starters (2-7 years after PhD) up to 1.5 Mio for 5 years Consolidator Grants consolidators (7-12 years after PhD) up to 2 Mio for 5 years Advanced Grants track-record of significant research achievements in the last 10 years up to 2.5 Mio for 5 years Proof-of-Concept bridging gap between research - earliest stage of marketable innovation up to 150,000 for ERC grant holders 25

What ERC offers: Creative Freedom to Individual Grantee Established by the European Commission ERC offers independence, recognition & visibility to work on a research topic of own choice, with a team of own choice to gain true financial autonomy for 5 years to negotiate with the host institution the best conditions of work to attract top team members (EU and non-eu) and collaborators to move with the grant to any place in Europe if necessary (portability of grants) to attract additional funding and gain recognition; ERC is a quality label 27
Established by the European Commission INTERNATIONAL PARTICIPATION TO ERC 28
Attracting Researchers from Outside Europe Established by the European Commission Flexibility Additional start-up funding for scientists moving to Europe (EUR 500 000 for Starting, EUR 750 000 for Consolidator and EUR 1 Million for Advanced grantees) Grantee can keep affiliation with home institute outside Europe ( significant part of work time in Europe, at least 50%) Team members can be based outside Europe Grantee can move within Europe with the grant Accompanying measures Several European countries/host institutions assist applicants and reward grantees with top-up funds
FP7 ERC 2007-2013 Evaluated Proposals from non-era Nationals Established by the European Commission
ERC 2014 and 2015 Calls Evaluated Proposals from non-era Nationals Established by the European Commission 31
Increased Participation to H2020 Starting and Consolidator Calls Established by the European Commission Proportion of evaluated proposals from non-era nationals by call year 32
FP7 H2020 Participation of Canadian researchers Established by the European Commission Canadian Applicants: 331 applications presented by researchers with Canadian nationality (214 under FP7 and 117 under H2020) At the time of application, 13% had residence in Canada (three were successful), 84% in other European countries and the rest outside Europe. They presented their application mainly from Host Institutions based in the UK, the Netherlands, Switzerland and Germany. Canadian grantees: The ERC funds 52 Canadian researchers (31 under FP7 21 under H2020) 39 men and 13 women 43 starting/consolidator grantees and 9 advance grantees. Working in the following domains: 18 working in the Life Sciences, 22 in the Physical and Engineering 12 in the Social Sciences and Humanities. They are based with the grant in 11 ERA countries (mainly in the UK, the Netherlands, Switzerland and Germany) at University of Oxford, Delft University, Max Planck Society, University of Geneva, etc. 33
Attracting Researchers to Europe Established by the European Commission Nationality of ERC project teams (PIs not included) Analysis of 1,901 Starting and Advanced Grants EU: 71% Assoc. Countries: 10% non-era: 17% unknown: 2% + 7,500 non-era team members most from China, US, India, and Russia 34
