Quality Assurance and Accreditation System -24 On-site Interview From October 7 to December 13, 2015, ABEST21 has conducted On-site Interviews for 11 schools from Indonesia, Japan, Malaysia, Russia and Thailand. The main purpose of the on-site 1

interview, which is based on the Desk Review of the Self-evaluation Report (SER), is to visit the school administration to clarify the unclear facts found during the SER desk review and to interview the stakeholders to check the Learning outcomes. The Peer Review Team (PRT) which actually practices the on-site interview will ask the school administration to provide answers to the questions sent in advance, to check the facts which were not clearly stated in the SER. Then the PRT members will visit the school and update their comments. PRT will also interview the stakeholders to clarify the kaizen points, or the measures that can be applied to enhance the quality of the educational program, and to check if the learning outcomes are obtained. The stakeholders to be interviewed include the school administration, the faculty, administrative staff, students, alumni, companies, etc. ABEST21 takes time to interview as many stakeholders as possible to check if the Learning goals are achieved and the expected Learning outcomes are observed, i.e. whether there is a gap between the expectations and the actual performance. This interview is an important process of kaizen in the educational program. In 2009 ABEST21 implemented a joint research project Improving Quality of Management Education focusing on the company needs in regard to the business school education. One of the findings was that the companies didn t observe sufficient level of competencies in the MBA graduates they hire. Competencies developed through the educational programs mean nothing if they do not manifest themselves in the real world. Therefore the actual results of the graduates behavior in the real world must be reflected back to the educational institutions as actual learning outcomes. Otherwise, sustainable enhancement of educational quality becomes difficult. This is the reason why ABEST21 emphasizes the importance of the interview with the stakeholders. It seems that the schools have an allergy to on-site interviews; the PRT members are viewed as auditors. Such perception may be the result of the past bitter experience when the school was asked detailed questions about the past matters. Hence at the beginning, we would declare that ABEST21 are not auditors, and explain that the purpose of the interview is to spot the current problems and find out how to solve them in order to transform the problem of the past to a bread for the future. Checking the details of the past track record is important, but understanding future perspective is also important because educational quality assurance means making sure that the competencies acquired through the educational program are useful in the real world. Enhancement of educational quality to meet the expectations of the stakeholders is realized when both the PRT and the school understand this concept. Educational quality assurance means to assure the stakeholders of the feasibility of enhancement of educational quality in the changing educational environment. Based on such viewpoint the on-site interview becomes more effective. Since the on-site interview acts as a complementary effect to the desk report which reads the facts between the lines of SER, a good balance between quality assurance and quality enhancement is a key. 2. General Information 1) MOT International Symposium co-sponsored by Yamaguchi University and Institut Teknologi Bandung On September 10 th, the symposium on Management of Technology (MOT) as a Key Success Factor for Unlocking Indonesia s Economic Potentials was held at Mercure Hotel, Bandung, jointly sponsored by School of Business and Management, Institut Teknologi Bandung (ITB) and Graduate School of Innovation and Management Technology, Yamaguchi University. Dean Sudarso Kaderi Wiryono from ITB and Professor Ken Kaminishi as the Acting President of Yamaguchi University both gave a greeting speech mentioning that they will work on building an industry-academia consortium to develop MOT education in Asia. President Itoh gave a keynote speech on Global Knowledge Network for Enhancing Quality of the MOT Education in Asia. 2) Signing the Memorandum of Understanding with Office for National Education Standards and Quality Assessment (ONESQA) On October 14 at Bangkok International Trade and Exhibition Centre (BITEC), ceremony for signing of MoU between ABEST21 and ONESQA was held attended by Deputy Prime Minister Air Chief Marshal Prajin Juntong. The ceremony was held as part of the ONESQA s 15th anniversary ceremony. Based on the MoU, ABEST21 and ONESQA will aim to develop a Quality Assurance Process to enhance the quality of education in Asia. 3. Quality Assurance Activities 1) October 19th and 20th - Peer Review Committee The 1st Peer Review Committee for 2015 was held at The Prince Sakura Tower Tokyo in Shinagawa. Deans of the 6 applicant schools reported on their Quality Improvement Plan which is the first stage of accreditation. After discussion, it was ratified that all schools will proceed to the second stage. Then the Chairs of respective Peer Review Teams reported on the Self-Evaluation Report which is the second stage of accreditation. As a result of discussion, it was ratified that on-site interview will be conducted for all schools. Then the subject of the Scope of Accreditation was discussed. Originally the scope of accreditation was limited to the master s program of Management Degree Programs. Considering the decision made in 2015 to include the Business Economics Degree Programs, it was discussed whether to include the bachelor s Management Degree Programs in the ABEST21 Scope of Accreditation. After exchange of opinions, it was decided to discuss this again at the next committee meeting. 3

2) Progress of On-site interview In 2015 the on-site interviews based on Desk Report were conducted for 11 schools from 5 countries, focusing specifically on the following perspectives: 1) Globalizing the school s management education 2) Humanizing the school s management education 3) Collaborating with industries in management education. The on-site interviews were conducted with the attitude of respect for diversity of the educational systems and cultural backgrounds, and with the purpose of supporting the enhancement of educational quality to nurture human resources to meet the needs of the economic, social and cultural globalization. The interviews did not aim to find faults in the past educational activities to make quantitative evaluation. Instead, the important points were: kaizen items required for the educational activities to survive as a going concern, development of the system to solve the problems, necessary budgetary measures, plan implementation process, etc. The on-site interviews also took into account the schools different educational and research resources. The on-site interviews were conducted for the following 11 schools (MBA program and Business Economics program). Global Knowledge Network 1) UNPAD s visit to Toshiba Science Museum On September 25, MBA students of Universitas Padjadjaran visited the Toshiba Science Museum in Lazona Kawasaki accompanied by ABEST21. Universitas Padjadjaran is a national university based in Bandung, Indonesia. ABEST21 introduced Toshiba Science Museum as part of their tour. The group was greeted by President Jun Kanai of Toshiba Human Resources Development Corporation. During the visit the group received explanations on Toshiba s history, original products, and the future life and society with the use of cutting-edge technologies in environment, energy, social infrastructure, semi-conductor, and digital products, followed by Q&A session. 2) Visit to Toyota Motor Corporation Head Office Motomachi Plant and Toyota Commemorative Museum of Industry and Technology On October 22, ABEST21 members visited the Toyota Motor Corporation Motomachi Plant. The visit was realized by the courtesy of Mr. Takeshi Fukui, Project General Manager of Toyota Institute. The 1,590,000 m2 of land where the Motomachi Plant is located was previously owned by the government and housed the Koromo factory for Tokai Airplane. Since August 1959, the plant has been the production base for Toyota automobiles including Crown, Mark X and Estima. Toyota Commemorative Museum of Industry and Technology was established in June 1994 in Sako, Nishi-ku, Nagoya City, at the site of the Headquarters Plant of the former Toyoda Spinning and Weaving Co., Ltd. built by Sakichi Toyoda in 1911. The building is historically important, and the museum preserves and uses it as a valuable industrial asset to show the history of Japanese industry and technology through the historic changes in the weaving machine and automobile production. Some of the demonstrations we enjoyed are: the symbol of the museum - a unique circular loom invented by Sakichi Toyoda in 1906 which weaves fabric using a rotating circular motion; the G-type automatic loom completed in 1924 by Sakichi Toyoda the world s best-performing loom at that time; Toyoda Standard Sedan Model AA which is the company s first passenger car completed in 1936 by Kiichiro Toyoda, the founder of Toyota Motor Corporation, and his colleagues; 600-ton 5

Machine Press launched in 1960 at the Motomachi Plant, Japan s first factory exclusively for automobiles; and the violin music played by Toyota Partner Robot emphasizing the movement of its arms and legs, which was developed to support housework, care-giving and medical treatment. 5. ABS is Japan s oldest private business school, but the curriculum and programs are flexibly tailored to meet the needs of society in our modern times. The student body and alumni encompass a wide range of ages, genders, nationalities, and past career experience. The School has roughly 2,000 alumni who are active throughout society.
