UNIVERSITY OF HAWAI I PEER AND BENCHMARK COMPARISON GROUPS This report provides information on the Peer and Benchmark groups currently in use by the University of Hawai i campuses. The terms originally distinguished between institution lists developed internally by campus executives (benchmark groups) and institution lists developed more systematically (peer groups) using outside consulting services. Over the years, the terms have evolved such that peer institutions now are considered to be similar to the UH campuses, whereas benchmark institutions set standards to which administrators and faculty aspire. The peer group lists were originally developed by the National Center for Higher Education Management Systems (NCHEMS) in 1994, working in consultation with the Office for the Vice President for Academic Planning and Policy at the UH system. The peer lists were revised by NCHEMS in 1998, and the peer list for UH-West O ahu was added at that time. The benchmark group lists were developed internally by UH faculty and administration prior to 1991 (exact dates are not on record). In the years since, certain lists have been revised, including both lists at UH Hilo (2001) and the peer list for UH-West Oahu (2002). These revisions were coordinated by the Office of Academic Planning and Policy at the UH system, with support from the UH Institutional Research office and input from campus executives. Both lists for UH Mānoa were revised by the Office of the Vice Chancellor for Academic Affairs in March 2012. The tables which follow provide directory information about the institutions in the lists. This information includes: institution name; location (city and state); Carnegie basic classification; recent enrollment (Fall 2010 total headcount and FTE); identification numbers (Unit ID and OPE ID). Data were taken from the IPEDS Data Center of the National Center for Education Statistics (NCES). A few of the institutions have changed their names or merged with other institutions in the years since the lists were created. In 2005, The Carnegie Foundation for the Advancement of Teaching updated it s classification of institutions of higher education. As part of the revision, the single classification system was replaced by multiple, parallel classifications. The classification structure included in this report is called the Basic classification. The Carnegie classification for many campuses also has changed in the years since the lists were created. The following are definitions of the two identification numbers provided (taken from the NCES glossary): Unit ID (also called the IPEDS ID): Unique identification number assigned to postsecondary institutions surveyed through the Integrated Postsecondary Education Data System (IPEDS). OPE ID: Identification number used by the U.S. Department of Education's Office of Postsecondary Education (OPE) to identify schools that have Program Participation Agreements (PPA) so that its students are eligible to participate in Federal Student Financial Assistance programs under Title IV regulations. This is a 6-digit number followed by a 2-digit suffix used to identify branches, additional locations, and other entities that are part of the eligible institution. The peer lists are used in the Data Feedback Reports, issued annually by NCES / IPEDS. Responsibility for updating the lists used in the DFR is managed by UH IRAO.
