SOUTH CAROLINA YOUT H SOCCER BOARD OF DIRECTORS MEETING COLUMBIA, SC June 24, 2007 APPROVED: 8/4/07 The meeting was called to order by President, Steve Ballentine at 10:20 am. The following members were present and constituted a quorum: Barry Bynum, Jane Simmons, Doug Gaddis, Steve Cothran, Mary Bynum, Bob Brantley, Cathy Ballentine, Fred Bieber, Rick Cunningham, Sharon Bieber, Michele Jenkins, and John Loy. Staff present: Nancy Shultz, Administrative Assistant Michele made a motion to accept the minutes from the March 18, 2007 South Carolina Youth Soccer BOD meeting as amended. Barry seconded the motion. PRESIDENT: Steve Ballentine Discussed Region III President s Cup that was held in Tampa and attended by Jane Simmons, Michele Jenkins, and Sharon Bieber. Southern Regional Tournament in Oklahoma City June 28 th -July 4 th. Board members attending are: Steve Ballentine, Barry Bynum, Steve Cothran and Fred Bieber. Attending the US Youth Soccer AGM in Dallas July 28 th. New SC Youth Soccer Logo was approved. Official release at the workshop. Discussed Publix tent distribution. 357 tents and banners to be distributed. Club allotments based on player registration/voting allotment Distribution points in each district with commissioners overseeing Commissioners handle delivery date and locale Pick up date(s) should be after workshop Establish length of time to pick up Clubs to pick-up from selected sites Piedmont CESA Midstate Columbia United Coastal TBD VICE PRESIDENT: Barry Bynum No hearings at this time. USSF has implemented a Risk Management database. Disciplinary Action Report is on the website under Risk Management. One risk management issue regarding a parent injury at a SC Youth Soccer affiliated tournament still pending. Premier league applications have been received for the U15-U18 teams. Some teams have requested wild card status. US Youth Soccer has implemented a National League This year will be for U15 and U16 boys and girls teams. A maximum of two teams from each region must take one from each. Matches played holiday weekends. USSF has implemented an Academy League program that they will administer with no input from State Associations. Only U16 and U18 boys teams at this time. USSF selects clubs to participate. Players/teams can t play in any Youth Soccer event including ODP. SECRETARY: John Loy

Newsletter deadline for copy is July 7. TREASURER: Rick Cunningham Distributed and discussed financial report. Annual audit preparation ongoing. Reports by the workshop. Discussed reports being filed with the Secretary of State for any club that solicits charitable donations. CUPS & GAMES: Steve Cothran Discussed state cups. The U19 Boys Championship was held in Columbia on June 2. Columbia United FC player CESA 87 Premier. CESA will represent SC Youth Soccer at the Southern Regional Tournament. SC Youth Soccer will have representatives from all age groups except U19 girls at the Southern Regional Tournament in Oklahoma City, OK. Discussed number of permission to host tournament/friendlies that have already been approved. League applications for the SCSCL and PMSL for the fall 2008 season will be available on the website June 27. Deadline for returning applications is July 15 th. Barry made a motion to accept the changes to the SCSCL Leagues Rules and Guidelines as amended. Doug seconded the motion. Barry made a motion to accept the changes to the Challenge Cup Manual as amended. Jane seconded the motion. Jane made a motion to accept the changes to the Presidents Medal Cup Manual as amended. Michele seconded the motion. Barry made a motion to accept the changes to the Presidents Medal Soccer League Rules as amended. Jane seconded the motion. Michele made a motion to accept the changes to the American Cup Manual as amended. Doug seconded the motion. Barry made a motion to accept the changes to the Palmetto Classic League Rules as amended. Doug seconded the motion. Jane made a motion to accept the changes to the Palmetto Classic Cup Manual as amended. Barry seconded the motion. REGISTRAR: Jane Simmons Worked with Logical Solutions to get state program fixed.

Completed all rosters for President s Cup and Southern Regional Tournament. Completed four registrar s workshops. The following clubs still need to have a registrar certified: SALSA, Cherokee County, Northside, North Augusta, Lowcountry PDA, and Georgetown. Completed fifty-nine interstate forms for South Carolina players who are going to NC to play for the up coming year. Discussed going to online registration system using Demosphere. Doug seconded the motion. PIEDMONT DISTRICT COMMISSIONER: Michele Jenkins Computer is not working at this time. Burning Hills will not be reaffiliating this year. New clubs for the up coming season: SALSA, Easley Soccer Club and ALFA. Clemons and Anderson SA are merging to form Clemson Anderson Soccer Alliance. MIDSTATE DISTRICT COMMISSIONER: Sharon Bieber New clubs for the up coming season: Lancaster Futbol Club and Kershaw County Soccer Club. Northside will be registering teams again this seasonal year. COASTAL DISTRICT COMMISSIONER: Cathy Ballentine New clubs for the up coming season: Georgetown Soccer Club, Pennine Soccer Club, and Lowcountry Player Development Academy. District Council Officers remain the same for 2007/2008. Neil Veloso Cups and Games, Donna Purvis Secretary, ShaMarie Johnson Vice Commissioner and Cathy Ballentine Commissioner. Attended meetings to assist with league restructuring for LSYSA. STATE ODP ADMINISTRATOR: Mary Bynum 5 ODP State Teams and the 94 Girls ODP Pool competed in the CESA Showcase in Greenville. South Carolina hosted the 1994 Girls ODP Region III Sub Regional June 14-17. Teams from Alabama, Georgia, North Carolina, Tennessee and South Carolina competed. 175 players attended. New uniforms are being distributed. Gearing up for region camp. Starts July 6 in Montevallo for girls 4 teams will attend. Starts July 8 in Starkville for boys 5 teams will attend. ODP is planning an information night in the mid district in October. Tryouts for 2008 will start in November for the girls and December for the boys. RULES & COMPLIANCE: Bob Brantley

MEMBER AT LARGE: Fred Bieber Discussed referees for ODP Camp. The following referees and assessors will be attending the Southern Regionals in Oklahoma: Carlos Arango, Jeremy Brooks, Magellan Mambou, Joe Nattes, Wayne Pavlischek, Marion Shull, Gerald Simpson, Art Smith, Missy Tempel, Rick Turpin, Michael Walters, Robert Wern, Fred Bieber, Bob Correia, and Donald Wilbur. Upcoming clinics for referees can be found on the referee website. SCYSA COMMITTEE REPORTS: Indoor Soccer Committee report pending. The US Soccer C License Course was held in Greenwood, SC May10-13 and 17-20. 35 coaches attended the course. Jacob Daniel, Richard Rose and Van Taylor taught the course. Attended the CESA Showcase May 25-27 with the ODP teams. Attended South Carolina High School North /South games held in Anderson, SC June 16. Will attend the Region III Boys ODP camp July 8-17 in Starksville, MS. E Certification Course to be held July 20-22 in Mt. Pleasant, Columbia, and Greenville. D Licensing Course to be held July 20-233 and 27-29 in Mt. Pleasant, Columbia, and Greenville. Scheduling Youth Module coaching courses in each district. ADMINISTRATIVE ASSISTANT: Nancy Shultz Updates/revisions for the administrative manual due by July 1. MODIFICATION TO THE CONSTITUTION AND BYLAWS: Cathy made a motion to amend Bylaw 411. Section 4. (3) to read, The Rules and Compliance officer shall chair the State Rules and Compliance Committee. Michele seconded the motion. Jane made a motion to add Bylaw 704 (as follows). Doug seconded the motion. Bylaw 704. Recover of Grievance Expenses Section 1. In this section, party means a Member of SC Youth Soccer, official, league, club, team, player, coach, administrator, or referee. Section 2. If a party brings a grievance against SC Youth Soccer and does not prevail in the grievance, that party shall be liable to SC Youth Soccer for expenses incurred by SC Youth Soccer and its officials and staff in defending the grievance, including but not limited to the following: 1. grievance costs; 2. attorney s fees; 3. reasonable compensation for time spent by SC Youth Soccer officials and staff in responding to and defending against allegations involved in the grievance, including responses to discovery and appearances regarding the grievance; and 4. travel expenses. Section 3. IF the party fails to pay to SC Youth Soccer the expenses due under Section 2 of this bylaw, the party may be suspended or the party s membership or position terminated in SCY Youth Soccer. UNFINISHED BUSINESS: DOC job description still being reviewed. Still discussing SC Amateur Association sharing office space with SC Youth Soccer.
