JEFFERSON COLLEGE LAW ENFORCEMENT ACADEMY Continuing Education Provider a CALEA accredited training facility Individual Contract Jefferson College Law Enforcement Academy (JCLEA) offers 12 months of continuing education (In- Service) training at a rate of $110 per person per year. Training programs are typically scheduled at the Jefferson College Imperial location or at other locations necessary to deliver specific training. Our instructors are highly qualified and certified by the Missouri Department of Public Safety Peace Officer Standards and Training (P.O.S.T.) Commission or, in limited circumstances, noted experts in their specific field of instruction. Unless otherwise noted on training announcements, all classes provided will be approved for certification in keeping with the P.O.S.T. mandated continuing education requirement. As a contractual member of the Jefferson College Law Enforcement Academy, you are entitled to all continuing education programs that we may offer, free of additional costs, on a seats available basis. You will have priority registration opportunities over non-contractual law enforcement agencies, provided you register prior to the registration deadline date identified on each training announcement. Continuing education programs are designed to offer classes in each of the four core curricula areas mandated by P.O.S.T. in accordance with their guidelines: Legal Studies Interpersonal Perspectives Technical Studies Skill Development Also, as a contractual member of the JCLEA, you will be eligible to receive discounted rates on any Special Programs that we may host for outside trainers/vendors during the 12 month period covered by this agreement. As a POST Licensed Training Center, we want to take this opportunity to make you aware of the impending changes to the POST Commission Continuing Law Enforcement Education requirements. Below is the detailed information regarding those changes that will be effective January 1, 2017 as they appear on the POST Commission website. http://dps.mo.gov/dir/programs/post/clee-training.php The POST Commission s Dec. 1, 2015 approval of new training standards for Missouri law enforcement officers has led to questions about how the Continuing Law Enforcement Education (CLEE) training requirement changes will be implemented and how individual officers will be affected. It s important to note that the new training standards, including 24 hours of annual continuing education training, will begin in 2017. There are no changes for individual officers during 2016. Beginning Jan. 1, 2017, all peace officers licensed prior to Jan. 1, 2017, must obtain 24 hours of continuing education credit within calendar year 2017. All peace officers licensed prior to January 1, 2015 must obtain 48 hours of continuing education credit by Dec. 31, 2017, and 24 of those 48 hours must be earned within calendar year 2017. Of the 24 hours of continuing education credit that must be earned in 2017, 16 of those hours may be obtained from any law enforcement agency (in-service training) that has submitted a course to POST for pre-approval, regardless of whether the officer is commissioned by the providing law enforcement agency. Of the 24 hours that must be earned in calendar year 2017, eight of those hours must come from a POST licensed or a POST approved provider. Law enforcement agencies that wish to deliver continuing education courses for CLEE credit must submit their courses to the POST Program for pre-approval. However, law enforcement agencies no longer have to submit a detailed course lesson plan or a source document with their application. They will only need to submit a detailed synopsis or a detailed summary of the course to be delivered in lieu of a lesson plan, along with the other required documentation such as the instructor record, learning objectives, etc. Of the 24 hours that must be earned in calendar year 2017, a minimum of: 2 credit hours must be in the area of Legal Studies; 2 credit hours must be in the area of Technical Studies; 2 credit hours must be in the area of Interpersonal Perspectives; and 2 credit hours must be in the area of firearms Skill Development.

The remaining 16 hours of required training can come from any combination of the four core curricula areas, which are Legal Studies, Technical Studies, Interpersonal Perspectives and Skill Development. Of the 24 hours that must be earned in calendar year 2017, every peace officer must obtain training covering the following topics, which shall fit within one of the four curricula areas outlined above: 2 credit hours of training on officer well-being, including mental health awareness; 2 credit hours of training on fair and impartial policing practices, including implicit bias recognition; 2 credit hours of training on handling persons with mental health and cognitive impairment issues; and 2 credit hours of training on tactical training to include de-escalation techniques, crisis management, critical thinking and social intelligence. Every peace officer with the authority to enforce motor vehicle or traffic laws shall obtain CLEE training regarding racial profiling, which, if formatted properly, could fit within the topic area of "fair and impartial policing practices, including implicit bias recognition" noted above. As noted in the second bullet point above, all peace officers licensed prior to Jan. 1, 2015 must obtain 48 hours of continuing education by Dec. 31, 2017, and 24 of those 48 hours must be earned within calendar year 2017. Of those 48 hours: 4 credit hours must be in the area of Legal Studies, with at least 2 hours earned in 2017; 4 credit hours must be in the area of Technical Studies, with at least 2 hours earned in 2017; 4 credit hours must be in the area of Interpersonal Perspectives, with at least 2 hours earned in 2017; and 4 credit hours must be in the area of firearms Skill Development, with at least 2 hours earned in 2017. The remaining 32 hours of required training can come from any combination of the four core curricula areas, which are Legal Studies, Technical Studies, Interpersonal Perspectives and Skill Development. However, 16 of these remaining hours must be completed in calendar year 2017. Officers licensed prior to Jan. 1, 2015, will also need to complete three hours of racial profiling training, with at least one hour of racial profiling training earned in calendar year 2017. Because we are in a period of transition, any peace officer that completes the following training topics in 2016, which are listed below, will not need to complete them in calendar year 2017: Training on officer well-being, including mental health awareness; Training on fair and impartial policing practices including implicit bias recognition; Training on handling persons with mental health and cognitive impairment issues; and Training on tactical training to include de-escalation techniques, crisis management, critical thinking and social intelligence.

However, for officers licensed prior to Jan. 1, 2017, the total hours of continuing education training for calendar year 2017 must still be at least 24 hours. Beginning Jan. 1, 2017, if a peace officer earns more than 24 hours of continuing education credit in a calendar year, the officer is permitted to carry over eight hours from one reporting period to the next. As required by state statute, the administrative rules incorporating the new training standards were filed with the Missouri Secretary of State on Dec. 4, 2015. Following publication in the Missouri Register, a 30-day comment period begins, followed by a filing with the Joint Committee on Administrative Rules. The full administrative rule making process should be completed in mid- May, 2016. As provided in state statute, the Missouri Department of Public Safety disburses funds annually to Missouri law enforcement agencies for POST continuing education training of licensed peace officers. In 2015, DPS sent approximately $1,167,000 to Missouri law enforcement agencies from the Peace Officer Standards and Training Commission Fund, which is generated through a $1 surcharge on all criminal court cases, including municipal traffic charges.
