EaP GREEN prject The Greening Ecnmies in the Eurpean Unin s Eastern Neighburhd (EaP GREEN) prject aims t supprt the six Eastern Partnership (EaP) cuntries t mve twards green ecnmy by decupling ecnmic grwth frm envirnmental degradatin and resurce depletin. The EaP cuntries are: Armenia, Azerbaijan, Belarus, Gergia, Republic f Mldva and Ukraine. The EaP GREEN aims t: mainstream sustainable cnsumptin and prductin (SCP) int natinal develpment plans, legislatin and regulatry framewrk with a view t prvide a sund legal basis fr future plicy develpment, in line with the reginal and internatinal agreements and prcesses and cnsistently with existing EU acquis in the relevant plicy areas; prmte the use f the Strategic Envirnmental Assessment (SEA) and Envirnmental Impact Assessment (EIA) as essential planning tls fr an envirnmentally sustainable ecnmic develpment; and achieve a shift t green ecnmy thrugh the adaptatin and adptin f sustainable cnsumptin and prductin practices and techniques in selected ecnmic sectrs (manufacturing, agriculture, fd prductin and prcessing, cnstructin). Accrdingly, the EaP GREEN is structured arund three cmpnents: i. gvernance and financing tls; ii. iii. SEA and EIA accmpanying SCP plicy implementatin; and demnstratin prjects. The prject is funded by the Eurpean Unin and ther dnrs, and invlves jint implementatin by fur internatinal rganisatins OECD, UNECE, UNEP and UNIDO. EaP GREEN Steering Cmmittee meeting Steering Cmmittee meetings bring tgether the designated Natinal Fcal Pints frm the EaP cuntry Ministries f the Envirnment and Ministries f the Ecnmy, the representatives f the Eurpean Cmmissin and f the fur EaP GREEN implementing partners. The key bjective f the 4 th Steering Cmmittee meeting is t review prgress with the implementatin f the cmpnents f the prject since the last meeting n 8 Octber 2014 (Minsk, Belarus), discuss achievements and challenges in prject implementatin and agree n a wrk plan until the end f 2015 and the utlk fr activities t be carried ut in 2016 twards prject cmpletin by 31 st December 2016. The Steering Cmmittee members agreed that each meeting wuld feature a substantive discussin n a selected theme implemented as part f the EaP GREEN. The 2015 meeting will fcus n rganic agriculture, a cmpnent led by UNEP, which was identified as prviding a significant pprtunity t stimulate green ecnmic grwth, given the relatively lw levels f pesticide and fertilizer use in the regin since 1994, the significant share f small farms, the availability f agricultural labur and grwing EU market fr rganic prduce and hence exprt ptential. The sessin will discuss plicies and instruments fr the prmtin f rganic agriculture, including strengthening the rganic agri-fd supply chains by develping traceability systems, certificatin schemes, investment mechanisms and research, as well as building the capacity f the private sectr (farms and cmpanies) t access grwing internatinal and Eurpean markets fr rganic prducts. 2
