V2 Public Consultation Discussion Points. Discussion: Are the boundaries of 0.1% and 5% appropriate? What should responsible managers be doing to protect these species? : (category D) Are there any additional requirements we should include for multi fisheries? It was suggested that the 5% could be an issue as inside the EU there is a by-catch regulation, you can have up to 9% of by-catch. VR states that by-catch would be category B species because it is in the EU and so there shouldn t be many problems as there would be some sort of management and there would be documentation. TBL suggests it would simply need to
be a risk analysis as (within the EU) there are already systems in place will be a great tool. Action point: Discuss with the TAC. Discussion: KL We absolutely need to incorporate an important social aspect. Don t believe the statement of intent is enough. AJ This is why the risk assessment will help to then look at the clause for companies with a perceived high risk of social issues such as slavery etc. KL Shrimp Task force developed we do actually interview the people on the vessels. KL agrees risk assessment should only be done at the fishery level. Maybe do an annual risk assessment. Action Point: Discuss with the TAC the possibility of adding an element of social aspects in the fishery assessment part. This could be via a risk assessment done with the information available. If the country is flag as risky then the auditor must check at the factory audit that the applicant has a full traceability back to the fishing boat and must prove that complies with all the proposed social clauses. Additional Clauses for Section 3 Discussion: 3.2.1.1 Action Point: Change the wording of clause 3.2.1.1 to read marine ingredients rather than fish meal and fish oil. Discussion: 3.2.4.10 Action Point: Keep clause 3.2.4.10 as it is Discussion: 3.2.5.2 Action Point: Keep clause 3.2.5.2 as it is Discussion: 3.2.11.4 Different control points to non-human and human. Agreed/acknowledged that this is something that needs to be said Action Point: Keep clause 3.2.11.4 however raise this with the TAC as the comments from the Amsterdam workshop suggested splitting the clause (staff safety in its own section). Discussion: 3.2.14.7 Action Point: Keep clause 3.2.14.7 as it is Discussion: 3.2.16.6 Should this be included? General consensus was that it should absolutely be included, however, it will sometimes be dependent on the individual company, such as their company process, whether both elements of the clause should remain together, or whether it should be split into separate clauses. Maybe elements moved to the environmental section or maybe the HACCP specific section. Action point: Discuss with the TAC how best to treat clause 3.2.14.7 and take into consideration the comments to make a decision Discussion: GMP+ equivalency for the GMP+ clauses.
Action point: Raise this point with the TAC as this has been commented on, on several occasions. Discussion: The proposed GMP clauses to be introduced in V2.0 should be recognised by the feed mill producers (buyers of marine ingredients). TBL from Skretting and NA from Biomar said they will accept them. DR from Cargill UK said they only accept FEMAS. Action point: To send to DR the latest draft of the proposed GMP clauses for the new version and request their feedback and to see how this can be recognised by them. Social Accountability and Fair Operating Practices. Discussion: KL states his company s customers do expect/demand social standard auditors on all fish meal suppliers. SD: Add essential elements (clauses) to combine the SOCIAL audit Action point: Discuss this with TAC, however, the suggestion from the workshops is to look at the social accountability on a risk assessment basis. Environmental Accountability / Local Community Engagement: Discussion: Environmental Accountability / Local Community Engagement: Action Point: Attendees to look at the section 6 & 7 of the document, go away and think about this to later provide us with any feedback they may have.
