The significance to seek knowledge is even emphasized by Islam. Once we realize this, both teachers and the taught become significant in their respective roles. We need to understand these roles in our separate position as such with the sense of responsibility attached with them. This further enhances its scope by involving the role of our parents and community at large to check the situation. I would profess that we, as teachers, can perform our duties more diligently if our students show a genuine curiosity to know, believing that education is not a one way process. Your serious involvement in the process of getting education properly would help us explore and unfold your hidden potentialities in a better way, provided, you also realize your part of the duty at the same time. The Institution Vision: Govt. The College is committed to be recognized as one of the best colleges of the Province, while empasizing strong moral and ethical values. Mission Statement: To impart, create and disseminate knowledge in stimulating and conductive learning atmosphere by providing them intellectual and technological tools necessary to meet the challenges of tomorrow. Situated well away from the din of the city life and surrounded by tall and lush green shady trees, Govt. College of Science, Wahdat Road, Lahore is one of the first rank academic institutions of the Punjab. The institution has attained this status after 48 years of persistent efforts and prolonged struggle. The College, by its present name came into being on 8th August 1973, in compliance with the orders of the then Governor of the Punjab, after merging Government Superior Science College, Lahore and the Government Degree College, Wahdat Road, Lahore. At the same time the building which was constructed to house Govt. Intermediate College for Girls, Gulberg, and Lahore but remained unutilized, was also annexed to the College building and was named Government College of Science, Wahdat Road, Lahore. Thus Government College of Science emerged from the blend of these three institutions and a renowned educationist, Prof. M.A. Saeed, was appointed its first Principal. The new College started functioning with new vigour, ambitions and targets. The Post Graduate teaching was started in Physics (1970). Chemistry (1974), Economics, Mathematics (1994) and Zoology (2005). At present the College has a vast campus where, in a disciplined and peaceful atmosphere, education is imparted in all the contemporary disciplines of Science and Arts. The College has a separate new block having Masters Classes in Mathematics and Economics and a newly constructed Commerce/Computer Block to accommodate the increasing number of students and to introduce other teaching disciplines in future. The pride of the college is a grand and multipurpose Hajvery Hall, perhaps the most commodious one in the Punjab to be utilized for curricular and co-curriular activities. The College is affiliated with the Board of Intermediate & Secondary Education Lahore for intermediate classes and University of the Punjab Lahore for its BS 4 years Degree Program and Post Graduate Classes. The College has a brilliant academic record in various exams of Punjab University. The result of postgraduate classes excels every year to that of the other colleges of the city. BS 4 years program was started in 2010 with the introduction of sixteen disciplines including English, Economics, Islamiat, BBA, Chemistry, Statistics, Physics, Sociology, Botany, Zoology, Communication Studies, Mathematics, Information Technology, Political Science, Education and Urdu. The College lays particular emphasis on literary, intellectual and scientific activities. Various opportunities are provided to the students for the development of their creative faculties and the enlightenment of their vision. For this purpose, different societies are functioning regularly. Dabistan, the literary journal of the College, is one of the celebrated college magazines of the Punjab. The special issues of the Magazine have been highly acclaimed by the literary and intellectual circles of the society. The College has also started publishing a monthly Gazette to basis to keep the students aware of the ongoing activities on the College. While encouraging the intellectual and co- curricular activities, the spiritual aspects are also kept in view and there is a beautiful mosque for this purpose. Sports are a characteristic feature of the College. In order to keep up its standard in this field, the College provides all the necessary facilities to its sportsmen. The Rowers Crew is particularly a source of pride for the College. The members of the team have been repeatedly participating in Asian Rowers Championships and they have won medals for their almamater and the motherland. They have an unbeatable track record of winning champions trophy of the Board for the last 28 years. The College won the Board Championship in Boxing during the year 2004-05 and to boost up the sports activity, a boxing ring is being set up in the College Campus. Government College of Science believes to be committed in seriousness of purpose for providing an environment congenial to maintain excellent standards in quality education. The Institution has successfully emerged as one of the pioneer/ prestigious institutions of the province, having a remarkable impact rendering quality education within the prescribed government policies. The Institution provides marvelous and

meritorious educational facilities to its youth desirous of equipping themselves with higher education and professional skills and refining the potential of our human capital. To our credit there is a long list of the names of the students who have won laurels in the realm of education, literature, arts, culture, science and technology. Thus the Institution is becoming an ever emerging source of inspiration and learning, providing an ideal atmosphere and focalizing emphasis on academic achievements. The commodious infrastructure with lush green grounds and rose beds enchant the students through its glamour and serene beauty. All such efforts of the management are aimed at providing an academic environment congenial to the students. But the sustained urge to struggle for the best and the sense of excellence is yet to be harvested. That is what the students of this Institution are always expected to keep in view. Hajvery Hall: Limited boarding facility is available for students residing outside the city of Lahore. The college does not guarantee the hostel boarding facility to the students admitted to this college. Admission in the hostel for First Year, Third year & Fifth Year is granted for one academic year only according to the rules mentioned in the hostel prospectus. To make atmosphere conducing to studies, merit is key to admission in hostel. Canteen: Canteen of the college serves the students as energy booster where edibles/ fast food and soft drinks are made available at rates settled by the college administration. Dispensary: College dispensary is being run under the supervision of a qualified dispenser. The services of a visiting medical officer can be utilized for medical advice. College Mosque: While encouraging the intellectual and co curricular activities, the spiritual aspects are also kept in view. Since mosques are considered centers of almost all religious activities in a Muslim society, therefore this secured task was accomplished and a beautiful mosque for this purpose was built which is now being further beautified to look more attractive. Five time prayer is offered. "Juma Sermon" is also delivered. All this is performed by an Imam of the Mosque appointed by the college administration. College Rules for Students COLLEGE DISCIPLINE: All the students are bound to abide by the following rules and regulations: 1. Follow ethics and pillars of Islam. 2. Show respect to your teachers. 3. Wear uniform and keep college identity card with them. Gown as uniform is essential for Post-graduate students. 4. Keep up discipline on the college campus, hostel, libraries, canteen and grounds. 5. Students are directed to park all types of vehicles at the specified parking area of the college. 6. Do not damage the plants in the beds and grounds of the college. Following acts are strictly prohibited and in case of violation, Procter's are empowered to take disciplinary action on the spot: 1. Disturbing the academic atmosphere of the college. 2. Damaging the college property. 3. Visiting the college by a student/ outsider along with fire arm even if it is licensed. 4. Bill/poster sticking on the college campus. 5. Political or provocative address. 6. Noisy attitude in the library / laboratories or around the class rooms. 7. Use/ possession of narcotics or smoking. 8. Roaming / driving purposelessly / playing in the grounds on the campus during college hours. 9. Any vehicle like bus or wagon forcibly or unpermittedly driven into the college campus. 10. Involving in quarrelsome or unethical acts. 11. Tearing the notices off the notice board and damaging the newspaper placed on the stand. 12. Visiting or inviting outsiders on the college campus without prior permission of the administration. NOTE: The principal can ban entry of a student in the college/hostel for a specific period or for ever on reasons of indiscipline.

ATTENDANCE: If a student of intermediate fails to attend 75% of the delivered lectures in each of his subjects, his admission will not be sent to the B.I.S.E, Lahore and if a graduating student fails to attend 66% of the delivered lectures in each subject his admission will not be sent to the University of the Punjab. If a student of BS and M.A/M.Sc. fails to attend 75% of the delivered lectures in any of the subjects, his admission will not be sent to the University of the Punjab. LEAVE RULES: Leave availed on medical or any other ground will not be accounted for attendance. Prior permission for the grant of leave from the competent authority must be obtained on a prescribed leave application form. In case of illness, the leave application must be signed by the father / guardian for day scholars and by the warden for boarders. Such leave should not exceed 05 days. Medical certificate issued by the Medical Officer/Medical Superintendent of a Govt. Hospital must be attached with medical leave application exceeding 06 days. Leave application exceeding 02 days must be signed by the father / guardian. Such leave is granted for maximum 06 days in a month. Leave for a single period is allowed by the subject teacher concerned for which he make such would leave entry in his register. Separate leave applications are submitted by the day scholars and boarders. Leave during house examination of the college is granted only if the father / guardian of the student present a genuine medical certificate prior to the commencement of the examination. Such students must appear and qualify the next Supplementary examination; otherwise, they will be dropped from the College Rolls. Leave is granted by the following faculty members:- a) Leave up to 06 days Tutor b) Leave up to 15 days Senior Tutor c) Leave for more than 15 days Chief Tutor ABSENCE/RE-ADMISSION: (A) If a student remains absent for consecutive six days or 10 days in a month from any of his enrolled classes without obtaining leave from the competent authority of the College, his name will be struck off from the College Rolls. (B) Re-admission, on this ground, will be allowed only once in an academic year (starting from September every year) with a fine of Rs. 200/- and re admission fee Rs. 50/- provided that the student applies for such readmission within 14 days. This application should be duly annexed with a written guarantee / assurance from the father / guardian to the effect that he will attend the classes regularly during the remaining period of the academic session (C) After the lapse of a period mentioned in item (B), an amount of Rs. 300/- as fine and Rs. 50/- as readmission fee will be charged. (D) Re-admission shall not be granted after the Expiry of one month's period from the date of struck off notice. SCHEDULE OF FINE: (1) For absence in a single period Rs. 5/- and for the whole day Rs. 10/- (2) Absence from monthly / College tests without Sanctioned leave Rs. 100/- per subject /paper. (3) Fine for without uniform Rs.25/- SPECIAL FINE: A special fine between Rs. 100/-and Rs. 1000/- will be charged on the violation of discipline / gross mis-counduct. COLLEGE DUES: Students are directed to deposit their dues immediately after their admission is confirmed in the college according to the detail given in the prospectus Note: The prescribed dues are liable to be changed according to the direction / notification of the government. PAYMENT OF FEE AND FINE: (1) The fee and fine must be paid on the dates notified by the college. Absence from the College or leave granted by the College will not be considered an excuse for not paying such dues. (2) If a student fails to pay his dues by the date notified by the College, he will have to pay fine in addition to the dues on the defaulters, date to be notified later on. 3) In case a student fails to pay his dues on the defaulters, date, his name will be struck off from the College rolls and he will be allowed re-admission according to the prescribed rules and regulations of the College. (4) All the first year students (morning & evening shift) will be required to pay the college fee before leaving the College for part I examination. FEE CONCESSION AND SCHOLARSHIP: The Principal is authorized to grant half tuition fee (maximum) concession to a specified number of deserving students. Such applications duly signed by the father or the guardian (if student's father has died) are submitted to the in charge Fee Concession soon after the admission to the college. Fee concession is allowed on the basis of good conduct, regular class attendance and satisfactory academic record. The concession may be withdrawn on the basis of bad conduct, irregularity, or unsatisfactory academic record. Fee concession will not be granted at the time of payment of dues.

Financially constrained students may apply for a scholarship by submitting an application to the concerned in charge. Govt. / University / Local Bodies and all other scholarships are available in the college. Financial aid out of Provincial Zakat Fund is also granted to the needy Muslim students only. Fee concession is not granted to the students of evening shift, however, in case of extreme hardship cases half tuition fee concession may be granted of government dues only. COLLEGE LEAVING RULES: 1. The students desirous of leaving the College should apply for it along with the signatures of father / guardian. a student is not allowed to leave the College unless he/she has payed all the college dues. 2. No student is allowed to leave the College unless he/ she has paid all sort of dues e.g. hostel charges, fee, fine, library books, sports goods, etc. COLLEGE EXAMINATIONS: It is mandatory for the students to appear in the college examination for their satisfactory internal assessment and eligibility for the admission to be sent to the BISE Lahore and University of the Punjab, Lahore. THE FOLLOWING ARE THE RULES REGARDING THE COLLEGE EXAMINATIONS: 1. It is compulsory for the Intermediate, BS and M.A/M.Sc. students to successfully qualify the monthly and other college tests during each academic session/semester, so that their admission to the BISE and Punjab University along with the internal assessed grades/ marks may be sent. Names of the absent students in two continuous monthly tests or mid-term exam would be struck off from the college rolls. 2. Father / Guardian of an ailing student would personally submit a medical certificate along with a leave application to the College Office prior to the commencement of the college examinations. 3. Grant of promotion to next higher class or admission to appear in BISE / University can be withheld for showing poor performance in the college tests / send up examinations. 4. A strict disciplinary action even rustication from the college may be taken against the students for using unfair means in the college examinations. 5. A fine of Rs. 100/- will be charged from a student not appearing in a paper of a subject during mid-term examinations. Later on he will have to appear in the said paper. Besides, an absentee from class test is also liable to be fined Rs. 100/- INTERNAL ASSESSMENT SYSTEM: According to the policy of the Punjab University, Lahore there exists an internal and external assessment system for the BS students of the college. In this internal assessment, the students performance is evaluated on the basis of academic and non-academic activities, moral conduct and ethics. The college sends this assessment in the form of Grade to the BISE which is reflected in the certificates of the successful candidates issued by the Board. The students who do not make use of the given academic opportunities are assessed accordingly. COLLEGE UNIFORM: College uniform is compulsory for the students without which they are not allowed to attend the classes. Fine is charged on violation to this effect. SUMMER Grey Trousers and white shirt COLLEGE IDENTITY CARD: Students admitted to this College must obtain the Identity Card from the Accounts Office within one week from the commencement of classes. It is compulsory for the students to keep their Identity Cards with them during the college hours. They are bound to show their I.D. Cards, if demanded, to the faculty, P.B. or the staff concerned; otherwise, fine may be charged. CURRICULAR/ CO-CURRICULAR ACTIVITIES: All the possible opportunities to maintain higher standard of education are provided to the students during their stay in the college, so that their mental and physical growth is ensured and their personality be groomed. STUDENTS AFFAIRS COMMITTEE: All matters pertaining to the students are referred to this committee for decision and implementation. PROCTORIAL BOARD: Proctorial Board comprising College Faculty/ Members is responsible to maintain discipline and conducive academic atmosphere in the College. The Board is headed by a Chief Proctor.
