JPS-CO-0020-15 JPS-P-0541A-15 - AMENDMENT to Resolution JPS-P-0541-15, issued to Commercial Mechanical, Inc., for the kennel renovation and HVAC replacement at the Animal Control Shelter, for Animal Care and Control, to increase the contract in the amount of $150,000.00, taking the original contract amount of $800,000.00, resulting in a new contract amount not to exceed $950,000.00, an increase of 18.75% Member Zay asked why additional funds are needed before the renovation project has even begun. Nick Kottmeyer, Director of Public Works and Tom Cuculich, Chief of Staff explained that since the original contract in the amount of $800,000, there are other improvements needed at Animal Care and Control. They explained the bidding process of both the base bids and alternative bids. At this time, the Animal Care and Control Advisory Board would like to move forward and award some of the alternative bids for the additional renovation projects. Per State of Illinios Cooperative agreement pricing in compliance with 30 ILCS 525/2 "Government Joint Purchasing Act". K. Proposal Notifications -- GPN & Report - Illinois Emergency Management Agency (IEMA) - Office of Homeland Security and Emergency Management (OHSEM) Hazardous Materials Emergency Preparedness (HEMP) Planning $41,510 Chairman Eckhoff stated that this item should be presented as informational and made a correction to the dollar amount from $41,510 to $27,510. A Motion was made to receive and place on file and accept as an informational item. MOVER: Robert L Larsen, Vice Chair SECONDER: James Healy, District 5 8. PRESENTATION Chairman Eckhoff introduced Dr. Mary Carr, Administrator of DuPage County Animal Care and Control, and thanked her for all that she has done since taking over this position in June of 2015. Dr. Carr presented a brief update on the progress and improvements being made at Animal Care and Control. A copy of this power point presentation entitled Responsible Oversight and Compassionate Care - 100 Days of Progress is attached hereto and made a part of these minutes. Before beginning her presentation, Dr. Carr thanked all of the hard working staff members and volunteers at Animal Care and Control, Friends of DuPage County Animal Care and Control Foundation, community partners and colleagues and all of the county departments who have collaborated and shared in these efforts. Dr. Carr focused on four main topics in her presentation: staff; public safety related to animals; facility improvements and upcoming construction and finally, the re-establishment of the DuPage County Animal Care and Control Advisory Board. First, she informed the committee members of staff reorganization and the hiring of three new staff members as well as the implementation of staff training and educational opportunities. Dr. Carr next spoke about public safety and public service which is the core mission of all of the work at Animal Care and Control. She emphasized the importance of rabies prevention and the enforcement of rabies vaccinations and registration policies. Further, she stated that they investigate and document all reports of dog bites in the county. Animal Care and Control also provides educational programs for residents on animal safety, rabies prevention and responsible pet ownership. Dr. Carr then provided an update on the various facility improvements and the upcoming construction. This project, referred to as Phase I, will begin on February 1, 2016 and is anticipated to end on approximately May 1, 2016. The Phase I project will include: replacement of the furnaces and air conditioners; addition of insulation and dropped ceilings for noise DuPage County Page 6

abatement; update of skylights; upgrade of the filtration system for improved disease control and the installation of a sprinkler system for fire safety. Other facility upgrades include: improved specimen preparation area; a treatment island in the animal acclamation room; roomy hutches for rabbit housing; cat condos; a new and safer specimen storage freezer and an ADA compliant lobby entrance. Lastly, Dr. Carr spoke about the re-establishment of the DuPage County Animal Care and Control Advisory Board. This Board is comprised of experts and community stakeholders who will provide advice and guidance on topics affecting DuPage County Animal Care and Control and the community. The first meeting was held on November 10, 2015. All meetings are open to the public. In conclusion, Dr. Carr invited all County Board members, community partners and residents to visit the DuPage County Animal Care and Control facility for a tour and to learn more about the exciting changes that are underway. A brief question and answer session followed. A. Animal Care and Control 100 Days of Progress Presentation RESULT: HAND OUT 9. OLD BUSINESS Member Fichtner asked for an update on the light duty program at the Sheriff's office. Chief Jim Kruse of the Sheriff's Department explained that the Warrant Call Center was created approximately six weeks ago. There are four positions available at this Call Center which can be considered light duty. Chief Kruse went on to explain the criteria necessary to be eligible for a light duty position based on the individual's medical report. Member Fichtner questioned what kind of an impact this would have on the personnel line item on the budget. Member Zay questioned why Sheriff Zaruba has not attended any of the Judicial/Public Safety meetings to discuss his budget requests with the twelve committee members. He stated that the other elected officials come to the meetings when they have issues to discuss. Member Zay commented that if the budget requests were important to the Sheriff, he would be in attendance at the meetings and available to answer questions. Member Grasso expressed concern over the 200 pages of redacted documents that were recently provided by the Sheriff's office. Chief Kruse explained that the redactions were necessary to protect the identity of undercover agents and confidential informers. Member Grasso stated that explanations of how funds were used had also been redacted. A discussion took place on the importance of the committee members being provided with all information requested from the Sheriff's office. Member DiCianni stated his concerns about how the County Board reviewed the Sheriff's budget request. The Committee discussed the Sheriff's budget request and the manner by which he presented it to the County Board. 10. NEW BUSINESS DuPage County Page 7

Chairman Eckhoff discussed a packet of information which had been distributed to the committee members for their review concerning FY2015 Sheriff's Office Vehicle Replacements. A copy of this packet is attached hereto and made a part of these minutes. He advised that this item was previously approved in Finance Committee and that he will be discharging the Judicial/Public Safety committee at the November 24 County Board meeting. A.
