Action Packages Coordination (3) A Systemic Network Model : Coordination of Action Packages at National and Global Level was shared during the Steering Group Meeting in Bali, December 2016. To establish a strong Global Health Security, the 11 Action Packages at national level (national health security), as well as, at global level, (GHS) should be integrated as a systemic entity, named as Systemic Network Model The integration of the 11 Action Packages at national level (inter governmental agencies and other stakeholders) is managed through (1) the accountability of governmental hierarchy, (2) the sequence of management functions, and (3) the way in responding to stimulus. The integration of the 11 Action Packages across participant countries at GHS level into an effective network model is conducted through leadership and management functions (co leading, co planning, implementation, sharing information, and co evaluation)
Health Security Financing Assessment Tool (HSFAT) The HSFAT is intended to complement a country assessment of health security efforts. The framework builds on the Joint External Evaluation (JEE) protocol and ideally should be undertaken in tandem with, or soon after the completion of, the JEE. The main objective of the tool is to identify critical constraints and opportunities to building financing systems that accelerate and sustain progress towards effective health security systems. In addition, the tool aims to promotes national policy dialogues around health security financing and health security concerns. The first meeting of the Technical Working Group (TWG) was held in Bali on 14 15 December 2016. This process is led by the World Bank.
Alliance for Country Assessment (ACA) Informal platform for discussion that facilitates information exchange and access to funding, and promotes transparency in exchanging information on the results of the assessments Linking external assessments with country plans and country plans with external funding Aims at promoting and supporting the processes of assessments, country plans and capacity building, as well as galvanizing external funding To promote multisectorality, the Alliance brings together relevant sectors at country level and the relevant organizations at the international level, including FAO, OIE, WHO, and financial institutions
