This means that a student's first violation will usually merit a lighter penalty than subsequent violations. The following factors will affect the determination of effective discipline: Student's age Nature of offense and circumstances leading to it Student's prior disciplinary record Information from parents, teachers and/or others, as appropriate Other extenuating circumstances If the conduct of a student is related to a disability or suspected disability, the student will be referred to the Committee on Special Education. Discipline, any removals of more than 10 days, will be administered on the basis of whether or not there is a connection between the student s disability and the infraction committed. SAFE SCHOOLS CODE OF CONDUCT The goal of the Safe Schools Against Violence In Education Act (SAVE) is to promote "a safe and healthy learning environment where students are secure in their pursuit of educational success." Enacted on July 24, 2000, the primary components of the SAVE legislation are the development of a district Code of Conduct and school safety plans at both district and building levels. Districts were required to develop such plans with Board of Education approval by July 1, 2001. The plans are to be reviewed annually by July 1of each year. The Huntington Schools Code of Conduct was developed by a district- wide conduct committee. The full code will be made available to all students at the beginning of the school year through a general assembly. A summary will be mailed to all parents and copies of the full code will be available for public review in the general education office of each school. Staff will receive copies of the code and an in-service education program to ensure effective implementation. CODE OF CONDUCT The goals of the Board in adopting the HUFSD Code of Conduct are to clearly define expectations for acceptable conduct in school buildings and on school properties, to identify the possible consequences of unacceptable conduct and to ensure that discipline, when necessary, is administered promptly, fairly and uniformly. The code applies to all students, school district personnel, parents and other visitors when on school property or attending a school function. in order to clarify and bring uniformity to conduct and discipline throughout the district, the code defines terms utilized such as school function, disruptive student, violent student, reasonable suspicion, weapon, and probable cause. STUDENTS The code outlines both the rights and responsibilities of students. All district students 31 have the right to: 1. Take part in all events and activities on an equal basis without discrimination. 2. Have access to school rules and explanations of those rules when necessary. 3. Present their version of events leading to any possible disciplinary action. Students are responsible to: Know the rules and regulations, abide by them and to help maintain a safe and orderly school environment. Attend school daily and be on time. Work to the best of their ability and react to directions from district staff in a respectful and positive way. Learn to control their anger appropriately, with assistance if necessary. Ask questions and seek help in solving problems. Dress appropriately for school and school events. Accept responsibility for their actions. Conduct themselves as representatives of the district when attending or participating in extracurricular events using the highest standards of conduct, demeanor, and sportsmanship. PARTNERS The code lists expectations of the district's essential partners in this effort including parents, teachers, coaches/advisors, guidance counselors, psychologists, social workers, support staff, principals, administrators, superintendent and the board of education. A list of these responsibilities is available in the full Code of Conduct. STUDENT DRESS CODE Students are expected to dress in an appropriate manner and to maintain personal cleanliness. The code covers students' dress, grooming and appearance including hairstyle and color, jewelry, make-up and nails. Students' appearance must be safe, appropriate, and non-disruptive. The following rules apply. No extremely brief garments, including net tops, tube tops, halter tops, spaghetti straps, low necklines, and see through garments Underwear must be completely covered with outer clothing Safe footwear must be worn at all times No clothing may promote or endorse the use of alcohol, tobacco or illegal drugs or encourage other illegal or violent activities No clothing or items that law enforcement officials consider to be gang related No items that are vulgar, obscene, libelous, or denigrate others on account of race, color, religion, creed, national origin, gender, sexual orientation or disability. PROHIBITED STUDENT CONDUCT All students are expected to conduct themselves in an appropriate and civil manner, respectful of others. Students must learn to assume and accept responsibility for their own actions as well as consequences of their misbehavior. Discipline will be used only when necessary and to place emphasis on the student's ability to grow in selfdiscipline. Students may be subject to disciplinary action for the following violations: Action which disrupts the normal operation of the school community. Conduct that is insubordinate. Disruptive conduct. Violent conduct. Conduct that endangers the safety, morals, health or welfare of others. Misconduct on a school bus. Academic misconduct including plagiarism, cheating, altering records. Lateness to class/cutting These violations are listed in greater detail with specific examples in the code. REPORTING VIOLATIONS Students and staff are expected to report violations of the code promptly to the appropriate staff. Staff authorized to impose disciplinary sanctions is expected to do so in a prompt, fair and lawful manner. Weapons, dangerous instruments, alcohol, or illegal substances will be confiscated immediately with notification to parents and appropriate disciplinary sanction imposed, if warranted, which may include permanent suspension and referral for prosecution. DISCIPLINARY PENALTIES, PROCEDURES AND REFERRALS Discipline is most effective when it deals directly with the problem at the time and place it occurs in a way that is fair, impartial and uniform. School personnel who interact with students are expected to use disciplinary action only when necessary and to place emphasis on students' ability to grow in self-discipline. As a general rule, discipline will be progressive.
NUTRITION All Huntington students have the opportunity to enjoy nutritious foods through the National School Breakfast and Lunch Program whether paying, free, or reduced. Applications for free and reduced price meals are sent to each household in August, but applications are always available in the cafeterias. The HTC provides staff development and technology training through workshops and courses offered at varying sites throughout the district. A laminating machine, book binding equipment and a poster-making machine are available for educational or informational use. The center also works closely with the Huntington Foundation for Excellence in Education on the Mini-Grant Program. CLOSINGS EMERGENCY CLOSINGS If the Superintendent determines that hazardous weather or emergency conditions threaten the safety of students and staff, he may close district schools or alter regular school hours. An announcement will be broadcast on: WALK-97.5-FM; WCBS-880 AM; WBLI-106FM. TV Channel 12 also lists closings on News12.com beginning at 6:30 a.m.; a Connect Ed message will be sent home indicating if schools will be open. If closed, bus transportation to district or out-of-district private, parochial or BOCES facility will NOT be provided for students residing in this district. On day(s) schools are closed during the January Regents Week, New York State will determine if and when make-ups are to be given for State exams. Make-ups for school exams will be determined when regular school resumes. DELAYED OPENINGS In some instances, the Superintendent may decide to have a delayed opening of two hours. Program search@hufsd.edu The Scholastic Enrichment and Resource for the Children in Huntington program will continue for academically talented students in Grades 5 & 6. Fifth Grade SEARCH students in 2010-11 will continue to participate in the program as Sixth Grade SEARCH students in 2011-12.The criteria used to place in the program include: Results taken from the ELA and NYS Math Assessments along with teacher recommendation profiles with respect to learning, creativity and motivation. The results from the Grade 4 OLSAT test were also factored into the identification formula. Fourth Grade students will be administered the OLSAT test in the March of 2012. This score along with the results from their Fourth grade ELA and Math Assessments will be used to identify the Fifth Grade SEARCH students for 2012. Math Olympiad Program Students attend a weekly math class where they try to solve difficult multi-step problems using problem solving strategies. They compete in five timed tests held throughout the school year and earn awards from this organization based on their efforts. The focus is on learning to take risks and challenging students. Grade 5: Students earning the three highest scale scores in the Fourth Grade Math Assessments will participate in this program. HOMEBOUND INSTRUCTION The district provides homebound instruction upon receipt of a medical prescription for students who are unable to attend school for two weeks or more for reasons of health or temporary disability. Homebound instruction may be provided as well when indicated by the Committee on Special Education for a student declared disabled and cannot attend public school. For more information, contact your building principal. SPECIAL EDUCATION RECORDS Special education records (evaluation reports completed by psychologist, social worker, speech therapist, neurologist, etc.) are available to the parent. Parents may inspect the record and have copies made at a nominal cost. It is necessary to make an appointment to examine the records so that the appropriate professional personnel will be available. Call the building principal or Special Education chairperson for an appointment. SUBSTANCE (DRUG) ABUSE The district employs two social workers as youth counselors in the area of substance abuse. A parent who believes that his/her child may be having such a problem is encouraged to call the counselor at Finley Middle School, 673-2020; Huntington High School, 673-2013; or Student Support Services, 673-2115. STUDENT RECORDS The district ensures the confidentiality of students' records. However, parents/guardians and students age 18 or older have the right to inspect and review educational records, to challenge the record contents regarding accuracy and privacy, and to file a complaint with the Dept. of Education alleging any perceived failure to comply with the Family Educational Rights and Privacy Act (FERPA). Washington, D.C. 20202-4605 29 TRANSPORTATION Huntington schools provide bus transportation for students attending both district public and nonpublic schools within certain guidelines prescribed by state law. Current district transportation policy is based on the distance from home to school. NON-PUBLIC SCHOOL TRANSPORTATION Resident requests for transportation of students to and from private and parochial schools must be made on or before April 1, 2012 in order to be eligible for the 2012-2013 school year. Late requests will not be honored. This application must be completed even if your child is currently receiving transportation. No requests for change in transportation which incurs additional cost to the district will be honored after April 1. Maximum distance a child will be transported is 15 miles. BUS SAFETY PROGRAM State law requires three bus safety drills during the school year which are supervised by the principal. This instruction is supplemented with classroom work on proper bus behavior and safety education. BUS DISCIPLINE The bus driver will file a Bus Behavior Report regarding any trouble on the bus. Copies of the behavior report will be sent to the students' parents and the district transportation department indicating the disposition of the case. A driver CANNOT put a child off his/her bus except at his/her regular bus stop according to state law. State law requires transportation TO and FROM school only and cannot return a bus load of students to school. If a bus breaks down, students must stay on board until the relief bus arrives. PARENTAL COMPLAINTS Parents should inform the district Transportation Coordinator of any serious complaints at 673-2032. These complaints must be followed by a signed written summary of the details including date, time, location, bus number, and driver's name, if possible. Parents will be informed of the disposition of the complaint. NO FAULT INSURANCE If a student is injured on a school bus for any authorized trip, the family's insurance carrier is responsible for the injury claim. If the family has no automobile insurance the bus company carrier is responsible for the no-fault benefits. Parents should notify their insurance carrier immediately in the event that a child is injured in a school bus accident. USE OF SCHOOL FACILITIES Huntington school facilities are available to responsible community organizations after normal school hours. A fee is charged to cover the average cost of operation. Organizations requesting use of school facilities should make application through the Facilities Office. Proof of appropriate insurance coverage will be required. Call 673-2127. ADULT EDUCATION An adult education program is offered each term at Huntington High School. Brochures describing the program are mailed to all residents of the district. For information, call 673-2010, Monday through Thursday evenings during sessions. INSURANCE The school district purchases accident insurance covering all students through Pupil Benefits. The plan covers all students while engaging in schoolsponsored activity under the sole jurisdiction of the Board of Education. The family insurance, if available, must be used first and only the excess claimed under this plan. Benefits will be paid based on established "reasonable and customary" costs. REGISTRATION CENTRALIZED STUDENT REGISTRATION Families should register their child/children for school at the Office of Student Registration, Administration Offices at Jack Abrams School. Parents/guardians must present proof of birth, immunization record, proof of residency in the district and proof of guardianship/parental relationship. KINDERGARTEN REGISTRATION Any child who will reach the age of 5 on or before December 1, 2011 is eligible to enroll for kindergarten in September. Registration is held at a district designated area which will be announced in February. Children will be scheduled for screening at registration. After the screening, parents will be informed by the principal if further testing is necessary. If you have questions call 673-2974. IMMUNIZATIONS New York State law requires a physician s certificate to prove that your child is adequately immunized. The immunization record must be presented at the time you register your child. Required immunizations are as follows: Three doses of Hepatitis B Three doses of diphtheria toxoid (DTP-DT or Td). All children born on or after January 1, 2005 are required to be immunized against pertussis and tetanus for school entry and attendance. Students who are entering 6th grade or a comparable age-level special education school or program on or after September 1, 2007 and who are 11 years of age or older must receive an immunization containing tetanus toxoids, diphtheria, and acellular pertussis (Tdap). If a student has received a Td, DT, or DTaP vaccination within the last two years, the student s Tdap vaccination should be deferred (with rare exceptions) until a period of two years has elapsed. 10 year old students who are entering 6th grade will not be required to receive a Tdap vaccine and will not be excluded from school, but they must be flagged, tracked and immunized when they turn 11 years old. Four doses of IPV, or three doses EIPV or three doses of OPV. Two doses of live measles vaccine, one after 12 months of age, the other after 15 months. One dose of live mumps vaccine after the age of 12 months. One dose of live rubella vaccine after the age of 12 months. One dose of varicella vaccine after the age of 12 months - For children born on or after January 1, 2000, born after January 1, 1998, or born after January 1, 1994 and entering the 6th grade. 28 PHYSICAL EXAMINATION New York State Education Law requires a medical examination for children entering kindergarten, grades 2, 4, 7, 10 and all new students who are entering the Huntington School District. The state requires that the physical exam be conducted and certified by a licensed physician, physician assistant or nurse practitioner and be no more than 12 months prior to the beginning of the required school year. All new entrants to a school district are still required to submit a physical exam certificate within 30 days of the student s entrance into their new school. The Huntington School District will be participating in the NY State Department of Health s Weight Status Survey. The survey only collects Body Mass Index (BMI) for submission to New York State. No names or information about individual students is disclosed. You may choose not to participate by sending a signed opt out letter to your school nurse on or before November 1, 2011. Please go to www.hufsd.edu for further information. ATTENDANCE Regular attendance at classes is expected of all students. The only excused absences are for sickness, death in family, impassable roads or unsafe travel, recognized religious observances, quarantine, required court appearances, remedial health treatment, an approved educational trip, and cooperative work programs. The school should be notified, preferably by a parent, on the first day of a child's absence. When the child returns to school after the absence, he or she should bring a note from a parent stating the reason for the absence. In the case of extended illness, a doctor's certificate concerning the nature of the illness and any restrictions of the pupil's activities will be required. E-SCHOOL PARENT PORTAL Each parent of a child in grades 7-12 can have view only access to their child s daily attendance, report cards and progress reports. HIGH SCHOOL ATTENDANCE POLICY Students who are absent are expected to complete the work assigned by each teacher to make up for the work missed on days they are absent, in order to receive their grade in each course. To be granted academic credit for any course, a student must earn a passing grade in the course. Adopted by the Board of Education on 6/24/02. REPORTING ABSENCES Call the school attendance number anytime the evening before or the morning of the absence and leave a message. State your child's name, grade, reason for absence, and the date that your child will not be in school. LEAVING SCHOOL DURING SCHOOL HOURS We urge you to make appointments after school hours or on Saturdays. If your child must leave school for any reason, it will be necessary for you to come to the office (or HHS Attendance Office) to sign out your child. A STUDENT WILL BE RELEASED ONLY INTO THE CUSTODY OF HIS/HER PARENT OR GUARDIAN. This absence will be counted toward any attendance requirements. Seniors only may leave during their assigned lunch. Since the High School is not an open campus, students are expected to attend all classes, including study halls. SUPPORT SERVICES A variety of professionals are employed by the district to assist your child. The school-based Instructional Support Team (IST) includes school psychologists, social workers, speech therapists, school nurses, guidance counselors and other instructional staff as needed. Children may be referred to the IST to review educational concerns by professional staff as well as parents themselves. CHILD FIND-CHILDREN WITH DISABILITIES Committee on Special Education (CSE) Any parent who suspects that his/her child may have a disability such as a learning disability, emotional problem, neurological difficulty or physical disability should call the building principal where the child attends school. The principal will take necessary steps to insure the child is reviewed by the Instructional Support Team (IST). After assessing the child s response to intervention (RTI), if warranted due to a suspicion of a disability, a CSE evaluation may be recommended by the IST. Parents may refer their child for a CSE evaluation if they suspect an educational disability by writing a letter of referral to the building principal. Private & Parochial School Children If your child is enrolled in an elementary or secondary private or parochial school and you suspect he/she has a disability and may be in need of special education, call the principal of the school that your child attends. The principal will review alternatives to Special Education however if you believe a disability exits, you will need to submit a letter of referral to the principal of the school your child attends and the school district in which your child s private school is located will then evaluate your child and conduct a CSE meeting. Parents will then be asked to register their students to receive dual enrollment services under 3602(c) of the Education Law.
