BOARD OF EDUCATION MINUTES BOARD OF EDUCATION OWEGO APALACHIN CENTRAL SCHOOL DISTRICT OWEGO, NY 13827 MINUTES August 4, 2016 The Owego Apalachin Board of Education held a Regular Meeting at the OA Administration Building, 5 Sheldon Guile Boulevard, Owego, NY, on Thursday, August 4, 2016. I. CALL TO ORDER Vice President Cvik called the meeting to order at 7:00 PM. II. SUPERINTENDENT S REPORT STEM Camp Mr. John Heath / Mrs. Sandy Stile Mr. Heath and Mrs. Stiles along with three summer camp students shared their thoughts on this phenomenal opportunity. It was a great opportunities- the students are having a good time. The Professional Development committee met this week and approximately 15 teachers were involved. Excited and looking forward to this school year. Thank you to the custodians they are ahead of schedule with summer work. Thank you for the work they do over the summer. All the new LED lights are in at the OFA campus. Also, the IT group is working hard to complete summer work as well. Construction update Work continues on the bus garage pavement project. The paving of Sheldon Guile will take place in September and the details will be worked out for keeping traffic flowing thought out the project. IX. DISTRICT BUSINESS Inter-municipal Agreement OA & Town of Owego

BOARD OF EDUCATION MINUTES This agreement is between the town of Owego and the district to have the sewer line come from Route 38 to our maintenance site. A motion was made by Mr. Lee Dunham and seconded by Mrs. Stacey Riegel that the Board of Education adopts the following consent agenda. X. PUBLIC COMMENTS Mr. Haig McNamee Q. Policy Review What is the purpose? A. The BoE is going through policy manual to update to the NYSSBA policy recommendations. Policy Review Mr. Crosby The next section of policies is still in review. XI. BOARD COMMITTEE REPORTS XII. DISTRICT COMMITTEE OF THE WHOLE OFA Mr. Georgia shared summer happenings at OFA. A group of health providers will hold an event in October at OFA to educate the community. Also, on August 23 rd a recycling dumpster will be on site to raise money to go to the Presidential inaugural event. Athletics Mr. Buchsbaum Shared the OFA sports world information and events. All gym bleachers are out custodial crew is painting walls and floor is done. Bleachers will be in in mid- September. Fields are looking great thanks to Mr. Bieber s grounds crew. OAMS Mr. Beatty Mr. Gladhill (IT Dept) has been working hard at OAMS installing new ipads and apple TV s in all rooms. Teachers in NYC at Columbia University studying this week. OAMS is hoping to revive the school newspaper. Mr. Bieber thanked the BoE for restoring the student workers in this year s budget. The students have worked hard and get along well with the staff - the kids are excellent. We have virtually no vandalism in our buildings like other schools do. XIII. ACTION ITEM SUMMARY XIV. CONSIDERATION OF THE NEED FOR EXECUTIVE SESSION There is not a need for an executive session. XV. Owego Apalachin Central School District Concussion Management Protocol S3953B-2011: Directs commissioners of education and health to adopt rules and regulations for the treatment and monitoring of students with mild traumatic brain injuries Enacts the "concussion management and awareness act"; directs the commissioners of education and health to adopt and implement rules and regulations for the treatment and monitoring of students with mild traumatic brain injuries; requires school personnel to receive training in mild traumatic brain injuries; such rules and regulations shall apply to school districts and boards of cooperative educational services; requires provisions of information pamphlet on mild traumatic brain injuries to parents of pupils participating in interscholastic sports or who have suffered a mild traumatic brain injury; requires written consent of and acknowledgment of receipt of such pamphlet by parents prior to participation in interscholastic sports; provides for the establishment of concussion management teams to implement such provisions. The bill: Prohibits students from returning to sports until he or she has been symptom free for no less than 24 hours and received written permission from a physician to play sports. Directs the state Health Commissioner, in conjunction with the Education Commissioner, to develop rules and regulations for allowing students to return to school and athletic activity. Requires coaches, physical education teachers, school nurses and athletic trainers to receive instruction on the signs and symptoms of concussions and return to play protocol. Requires school districts to create a concussion management team, which may include athletic directors, school nurses, school doctors, coaches and athletic trainers, to oversee implementation of the state regulations. MISSION STATEMENT The New York State Athletic Administrators Association and the New York State Public High School Athletic Association have partnered to educate interscholastic athletic personnel, secondary school athletes, parents of the athletes, school nurses and school physicians in current sport concussion management policies and procedures. Recognizing the concussed athlete, applying the guidelines for appropriate response, understanding the dangers of inappropriate actions and following correct protocols for return to school and athletic participation will be outcomes of the educational process. As a result, the number of New York State scholastic athletes suffering from postconcussion syndrome or secondary impact syndrome will significantly decrease. Updated 8.2016

Owego Apalachin Central School District Concussion Management Protocol Overview The OACSD Athletic Program recognizes that concussions and head injuries are commonly reported in children and adolescents who participate in sports and recreational activity. Therefore, the district adopts the following guidelines to assist in the proper evaluation and management of head injuries. A Concussion is a mild traumatic brain injury. Concussions occur when normal brain functioning is disrupted by a blow or jolt to the body or head. Recovery from concussion will vary. Avoiding re-injury and overexertion until fully recovered are the cornerstones of proper concussion management. Any student demonstrating signs, symptoms or behaviors consistent with a concussion while participating in interscholastic athletic activity will be removed from the game or activity, be evaluated immediately and will not return to play that day. The OACSD will notify the student s parents or guardians and recommend appropriate monitoring. Concussion Management Team/Training The OACSD may assemble a concussion management team (CMT), at the discretion of the district. The CMT may consist of representation from some or all of the following groups: the athletic director, school nurse, administration, coaches, teachers, parents and student-athletes. The athletic director will set the time and agenda for each meeting, at least one time per year if such a team is assembled. The District s athletic director should coordinate training for all physical education teachers, nurses, and athletic trainers. Training will be mandatory for all coaches, assistant coaches and volunteer coaches that work with these student-athletes regularly. In addition, information related to concussions should also be included at parent meetings, on the athletics website or in information provided to parents at the beginning of sports seasons. Parents must be aware of the school district s policy and how these injuries will ultimately be managed by school officials. Training should include: signs and symptoms of concussions, post-concussion and second impact syndromes, return to play and school protocols, and available area resources for concussion management and treatment. Particular emphasis should be placed on the fact that no athlete will be allowed to return to play the day of injury and also that all athletes should obtain appropriate medical clearance prior to returning to play or school. The school nurse will act as a liaison for any student athlete returning to school and/or play following a concussion. The school nurse, in collaboration with the district s Chief Medical Officer and Athletic Trainer, will review and/or design an appropriate plan for the student athlete while the student is recovering. *The OACSD CMT can utilize the NYSPHSAA website as well as www.keepyourheadinthegame.org for information related to the signs and symptoms of concussions and the appropriate return to play protocols. Owego Apalachin Central School District Concussion Management Protocol OACSD Concussion Management Plan The concussion program consists of four components: Education Proper sideline management/guidelines Proper Medical follow-up Proper Return to Play Protocol/Clearance back to athletics Education/Information/Training Each school coach, physical education teacher, nurse, and athletic trainer will have to complete an approved course on concussion management on a biennial basis. School coaches must complete the approved NFHS course. All NFHS courses are accessed at www.nfhslearn.com. This education program covers the definition of concussion, signs/symptoms, guidelines for removal from play, guidelines for return to play, possible consequences of mistreatment of concussions. The district will provide concussion management information and sign off with any parental permission forms. The concussion management and awareness information or the State Education Department s website will be made available on the athletics website. This education program will be provided biennially and will be overseen by Donald E Phykitt, DO; Medical Director Guthrie Sports Medicine. Proper Sideline Management Coaches, nurses, athletic trainers and school physicians will be trained on the proper guidelines for removing a student-athlete from play. As per the NYSPHSAA regulation; any student removed from play because of suspected head injury cannot return to play on that day unless cleared by the school medical officer(s) approved by the OACSD. Owego Apalachin Central School District Concussion Management Protocol Proper Medical Evaluation It is imperative that an athlete who sustains a head injury be seen by a trained medical officer familiar with concussion signs and symptoms. Guthrie Sports Medicine/Guthrie Clinic/Robert Packer Hospital is trained in the diagnoses and treatment of concussions in Sayre, PA; Bradford County. If on-site evaluation is not available then student-athletes will be directed to the nearest hospital for emergency room care. Proper Return to Play Protocol and Clearance Once a student-athlete is diagnosed with a concussion, they should only be cleared back to athletics by the OACSD Chief Medical Officer, a Concussion Certified Physician. In order to meet these regulations, the OACSD has included a list of approved Concussion Certified Physicians. This will allow our athletes access to a team of physicians that are trained concussion specialists. No student should return to full athletics before going through a thorough return-to-play protocol. This is usually 6 step supervised program. Return to play following a concussion requires a stepwise progression once the individual is symptom free. There are many risks to premature return to play including: a greater risk for a second concussion because of a lower concussion threshold, second impact syndrome (abnormal brain blood flow that can result in death), exacerbation of any current symptoms, and possibly increased risk for additional injury due to alteration in balance. No student athlete should return to play if symptomatic. Students are prohibited from returning to play the day the concussion is suspected. If there is any doubt as to whether a student has sustained a concussion, it should be treated as a concussion. When in doubt, sit them out. The following criteria will be utilized before any athlete is cleared to return to play: Asymptomatic during return to play protocol Post-Concussion Management Cognitive rest requires the student athlete avoid participation in, or exposure to, activities that require concentration or mental stimulation. Physical rest includes getting adequate sleep, taking frequent rest periods, and avoiding physical activity that requires exertion. Return to school activities may begin once a medical provider clears the student and may recommend a gradual return to activities, after the student has been symptom free for 24 hours. For physical activities, please refer to Zurich Guidelines which can be found at www.nysphsaa.org. The school nurse and/or certified athletic trainer will oversee return to play protocol. Final return-to-play decisions are made by the OACSD Chief Medical Officer or its designee; or a District-Approved Concussion Certified Physician. It is suggested the student-athlete receive clearance from a Concussion Certified Physician. All documentation will be kept with the school nurse; including but not limited to activities, signs/symptoms and response. Protocol will be documented and kept on record. OACSD Chief Medical officer 6 Step Supervised Return-to-play Program Once the student athlete is symptom free at rest for 24 hours and has a signed release by the OACSD Chielf Medical Officer, she/he may begin the return to play progression below (provided there are no other mitigating circumstances). A note from the OACSD CMO indicating return to play/return to sports following a head injury diagnoses will initiate the 6 step Return-to-play Program. A general outline of this stepwise program is listed. The OACSD CMO may also require a sports specific 6 step Return-to-play for student-athletes. Step 1: Light aerobic activity Step 2: Sport-specific activity Step 3: Non-contact training drills Step 4: Full Contact training drills Step 5: Full Contact practice Step 6: Return to Play Each step should take at least 24 hours so that an athlete would take approximately one week to proceed through the full rehabilitation protocol once they are asymptomatic at rest and with provocative exercise. If any post-concussion symptoms occur while in the stepwise program, then the student should drop back to the previous asymptomatic level and try to progress again after a further 24-hour period of rest has passed. Background and Recommendation RFP, Site Construction Collateral Damage Road Repairs, Sheldon Guile Boulevard Background On August 7, 2016, OACSD published an announcement in the Binghamton Press and Sun Bulletin seeking Site Construction Services for road repairs on three sections of Sheldon Guile Boulevard. These sections were collateral damage as a result of over 10,000 heavy truck traffic loads required to build the new OES, Administration Building and Maintenance Building on the OACSD campus. This RFP announcement was for a site contractor to provide road construction services for the three sections of Sheldon Guile Boulevard, beginning just north of the OES building on Sheldon Guile (near the current soccer field) and continuing north/northeast through the OECSD campus to the intersection of Sheldon Guile Boulevard and Route 96. The RFP also stipulates that the construction firm will be responsible for maintaining road access throughout the construction period (estimated to begin no later than Tuesday, September 6, 2016) and for the project to be completed on or about September 20, 3016. A total of thirty-four (34) firms were notified of the RFP availability. Of the thirty-four, thirteen (13) firms chose to officially investigate the project by registering their interest with Dataflow Corporation and receiving a bid package. A total of three (3) firms chose to formally bid on the project. The three firms who formally bid were Bothar Construction, Edgar Enterprises Construction and Rustin Paving Company, Inc. The close date for the RFP was Tuesday, August 22, 2016 at 2:00 p.m. Bids were due at the Finance Office of the new Administration Building, 5 Sheldon Guile Boulevard, Owego, NY. A public bid opening and announcement of bids was held beginning at 2:10 pm in the OACSD Board Room (located in the new Administration Building). Bid Results Based on bid results, the lowest successful bidder is Rustin Paving Co., Inc., with business address given of 3874 S. Aldton Ave, Durham, NC 27713. Rustin Paving has an upstate New York (local) address of 6216 Thompson Road, Syracuse, NY 13206. Based on bid results, it is recommended that a motion be made for OACSD to engage Rustin Paving Company, Inc. as the contractor for road construction services necessary for road repairs to sections of Sheldon Guile Boulevard. Their not-to-exceed bid is $502,816.00, inclusive.
