Foreword During year 2015 Baltic Region Healthy Cities Association s cooperation with World Health Organization was renewed. The Association continues to operate as a WHO Collaboration Centre until 28.2.2019. This was celebrated during a small gathering organized in Café Qwensel. Rector of University of Turku Kalervo Väänänen held a greeting speech and stated that health promotion is about small and big issues. The Association put considerable effort to the organization of the First Annual Business and Technical Conference of the WHO European Healthy Cities Network and Network of European National Healthy Cities Networks in Phase VI (2014 2018). This was held in Kuopio on 24-26 June. A Teach-In session about culture and wellbeing was organized and four presentations held. The Association also proposed several Finnish experts to be included in the conference programme. Four of these were accomplished including a training session about health literacy. This included an expert presentation by Professor Sanna Salanterä and a case study presentation by. The Association was the main rapporteur of the conference and submitted a report to WHO about the programme and presentations. The Association also participated in Healthy Cities Phase V evaluation. Development Manager Karolina Mackiewicz was involved in active living theme evaluation and special edition of Health Promotion International publication 6/2015. Baltic Region Healthy Cities Association continued to support the Healthy Cities in the countries surrounding the Baltic Sea during numerous events. We continued organizing webinars as a useful way of bringing health information to Healthy Cities coordinators. The Association sent 14 project applications about different health promotion themes, for example activating elderly people for voluntary work, enhancing physical activity and children s dreams. Projects are a good tool to develop issues, which the cities find useful. The Association sent out e-newsletters, updated www.marebalticum.org website, contributed with Regional Council of Southwest Finland blogspots and sent several articles to Finnish and international newspapers and magazines. I would like to give sincere thanks to the office team. s work in planning projects very independently and successfully deserve a big applaud. Agnieszka Ilola keeps good control of the accounts. The board supports the work of the Association in a professional way. Chairman Maija Perho s contribution to ensure the support of City of Turku has been very valuable. 1 OPERATIONAL ENVIRONMENT The new Terms of Reference agreed with WHO are as follows: 1. To support WHO in assisting cities in the Baltic Sea Region in implementing WHO's Healthy Cities' goals and motivate new cities into joining the Network 2. To support WHO in building capacity for health and well-being in the strategic and policy priority action areas of Health 2020 by bringing appropriate expertise to the local level with relevant institutions and organisations 3. To support WHO in enhancing the visibility of the Healthy Cities operations and importance of health equity in the Baltic Sea Region 4. To assist WHO in networking with local, national and international health and well-being experts (including other WHO CCs) 5. To support WHO in developing further research and development cooperation with Turku Urban Research Programme and member organisations of the Association 6. To assist WHO in strengthening health promotion leadership and health literacy knowledge ORGANISATION OF THE ASSOCIATION Baltic Region Healthy Cities Association is located in Turku, Finland. The members are City of Turku, University of Turku, Åbo Akademi University and Social Insurance Institution of Finland. Activities are supervised by the Board, which gathered at six meetings in 2015. The statutory meeting was held in April. The office team discussed regularly on-going issues and planned new activities. HEALTHY CITIES NETWORKS IN THE BALTIC SEA REGION The goal of the Association is to improve health conditions of cities in the Baltic Sea Region and to support the World Health Organization programmes which serve these purposes. At the end of 2015 there were 30 cities/regions in the Healthy Cities network in ten countries around the Baltic Sea (19 designated and 11 applicant) and 97 European cities/regions as direct members to WHO (49 designated and 48 applicants). Taking into account the national networks over 1400 cities/regions from 31 countries are WHO European Healthy Cities. The Phase VI designation of cities still open continues. 3
STRATEGY OF THE ASSOCIATION The main activities are: 1) networking, training, coordination and 2) health promotion project work. Vision The Association is a recognized actor in cross-sectoral health promotion work by WHO, cities and partners in the Baltic Region. Mission The operations effect health promotion knowledge of the decision makers and wellbeing is included in all local policies. 2 REPORT ON ACTIVITIES IN 2015 Action 1 Support for Healthy The Association participated in the Finnish Healthy Cities National Network meeting in in April where Turku experts were proposed to the programme. The Association organized a visit to Food Safety Authority Evira during the network meeting where executive director Matti Aho served as the host. The Association also participated in the board of Finnish Healthy Cities network. The Association assisted Finnish Ministry of Social Affairs and Health in organizing a Nordic conference Hur mår du Norden on 27-28 January 2016. The Association participated in the First Annual Business and Technical Conference of the WHO European Healthy Cities Network and Network of European National Healthy Cities Networks in Phase VI (2014 2018). At the conference in Kuopio the Association worked as main rapporteur. The Association had also participated in evaluation of papers due to be presented at the conference. The Association participated in the training of the Healthy Cities national network coordinators in Milan in March as well as in a conference about children s physical activity and nutrition in February in Riga as a speaker. The conference was organised during the Latvian Presidency of the European Union. A talk was given in Healthy Cities Lithuanian annual conference in Klaipeda in March as well as at International Urban planning summer school in Turku in August. This was organized by International Federation for Housing and Planning and City of Turku. The Association participated as a speaker in a conference in Saint Petersburg about Culture and wellbeing in December, in May in Baltic Sea Cooperation on Innovation in Health in Berlin and in September in meeting about Social Innovations in Saint Petersburg. A lecture about wellbeing was given at Keski-Raisio Kokoomus meeting in March. Food safety had been chosen to be the theme for the World Health Day of 2015. Experts of City of Riga visited Turku on two study trips (May and October) during which for example the psychiatric care and cross-sectoral health promotion work were presented. Local community in the Turku region was supported by organizing a seminar about areal welfare data together with City of Turku in November. Trainees Jenni Mäkelä and Nieminen organised with the support of the Association and City of Turku four small dream workshops for school pupils of third and fourth class at the Lauste suburb. 4
The Association organised a meeting of the Northern Dimension Partnership of Public Health and Social wellbeing in December in Turku where the new strategy and actions were discussed. Turku Urban Research programme participated by telling about local wellbeing projects. The executive director was chosen to be a member of the non-communicable diseases expert group. The Association hosted a group of Polish school children in the Baltic Sea House in February. An offer was sent to run the WHO Healthy Cities Secretariat. The issue is still under decision of WHO. Organizations for Well-being in the Information Society 2016 conference began. The theme in 2016 will be Building sustainable health ecosystems. WIS 2016 will be a preconference for Safety2016 conference in Tampere and will be organized on 16-18.9.2016. The Association participated in organizing a health event for the vocational institutes together with City of Turku and Regional State Administrative Agency in March. High-school educated unemployed experts were trained in international business by the executive director who also held a lecture about Finnish business culture to international students of Turku University of Applied Sciences. participated in Gastein Young European Health Forum in Austria and World Forum in Taiwan. Costs were covered by the organizer. was chosen as one of the five young public health professionals to the Taskforce of Young Forum Gastein a European network, which focuses on cooperation and improving the knowledge of health in Europe. This gives the Association a new opportunity to promote work of Healthy Cities. The executive director continued as a member of the areal board of Institute of Occupational Health. Action 2 Communication The Association continued to support the urban health course at Turku University of Applied Sciences by lecturing and assisting in organization of the launch event of the urban health publication. Six articles were written to the local newspaper Turun Sanomat: 16.3.2015, Meri Louhivaara & 1.4.2015, Sirppa Kinos & 8.5.2015, & Lisa Salonen 30.5.2015, & Reima Suomi 28.9.2015, Lennart Komp & 11.1.2016. An article was written to Maaseudun Tulevaisuus 24.6.2015 (with Marko Harapainen), and three posts in www.varsinais-suomi/blogi. The website www.marebalticum.org was updated regularly and five e-newsletters were produced and sent out in the Baltic Sea region. The following were also sent: - abstract to WHO Health Enhancing Physical Activity meeting - three international articles about health literacy - an article to the Turku website about Lauste children s dream project - a collection of measures to City of Turku about combating overweight in children - a web article to Turku University of Applied Sciences about the Kuopio Healthy Cities conference and urban health project - a press release about Collaboration Centre continuation Action 3 Project implementation The following projects were on-going in 2015: - Healthier People II Improvement of the quality of life; - IROHLA Intervention Research on Health Literacy among Ageing Population; - Let us be active! Social inclusion of older people through volunteering in Estonia, Latvia and Finland; - REGI Reacting to growing immigration, strengthening social inclusion of Estonian migrant families in Finland and Estonia; - WIS 2016 6th International Well-Being in the Information Society, Building Sustainable Health Ecosystems. 5
Action 4 Planning of new projects, In 2015 the Association was involved in 14 project applications and organizing WIS 2016 and Hur mår du Norden conferences. 3 FINANCE The Association received for its operations: EUR 80 000 from the City of Turku, EUR 1 400 from membership fees and EUR 94 356,56 as project income, which makes altogether EUR 175 745,56. Total operating profit for 2015 was EUR 2837,21. The support of Finnish Ministry of Social Affairs and health came to an end after 17 years.
