West Babylon Schools: A Partnership in Education The Board of Education usually holds its regular meetings on the second and fourth Tuesday of each month. The meetings are held in the Board of Education room of the Administration Building located at 10 Farmingdale Road, starting at 8:30 p.m. Frequently, student presentations are scheduled to take place at 7:00 p.m. The public is invited to attend all Board of Education meetings. While the meetings are open to the public, the public does not participate in the Board s deliberations. However, residents may make public statements or request information from the Board. The Board of Education is charged with the responsibility of operating the school district and providing the best education possible for the children of the district. The trustees are officers of the State of New York and responsible to the New York State Commissioner of Education as well as to the people of the district. The Board of Education consists of nine members elected by the voters of the district. Each member serves a three-year term unless it is an unexpired term. The Board members elect their own officers at the organizational meeting held in July of each year. West Babylon School District Board of Education Patrick M. ATTENDANCE Attending school and achieving are the primary jobs of every student. Good work habits must be formed to succeed at a chosen vocation and to become a responsible adult. Irregular attendance is often the prelude to dropping out of school; persistent truancy is the forerunner of delinquency. Good scholarship is dependent on regular attendance beginning in kindergarten. Parents owe their children the duty of seeing that they are in school every day unless there is a valid reason for being absent. Each day represents a significant monetary investment in every boy and girl enrolled in school. State aid to the school district depends on a child s attendance and has a definite bearing on the school budget and district taxation. Even those absences classified as valid are counted against the state aid to which the district is entitled. Under State Education Law all school districts are required to adopt a Comprehensive Attendance Policy. West Babylon s policy went into effect September 2002. Parents will receive notification of the complete policy. Under this policy, excused absences include: 1. Illness, 2. Death in family, 3. Impassable roads or weather, 4. Religious observance, 5. Required court appearance, 6. Approved college visit, 7. Approved cooperative work program All medical or dental appointments should be made outside of school hours. However, in an extreme emergency, when medical and dental appointments cannot be made other than during school time, the child should bring a note to school asking for an early dismissal. If the appointment is in the morning, the child should attend school immediately thereafter with a note of explanation. Parents are requested to telephone the school when children will be absent or tardy. Children must bring a note to school after an absence; otherwise they will be considered illegally absent. The school nurse is on duty every day during school hours. In case of an accident at school, only immediate first aid is given to pupils. If further treatment is necessary, parents will be contacted so that they may get in touch with the family doctor. The School Health Assessment Program includes physical examinations to be done by either the family or school physician. Annual assessment of growth is done at all levels. Other screenings include scoliosis in grades 5-9, hypertension (blood pressure) in grades K-3, 5, 7, and 9-12; and hearing in grades K, 1, 3, 5, 7 and 10. Any screening abnormalities are reported to the parents with the request the school be notified of the doctor s follow-up assessment. The school health program also includes classroom instruction in health education, grades K-7 and 12. A note from the child s physician regarding the nature and treatment of the allergy should be included. DELAYED OPENINGS AND SCHOOL CLOSINGS The safety of all district children is the primary concern in making the decision to delay the opening of school, dismiss early or close for the day due to inclement weather or other uncontrollable events (e.g. loss of power or water service). Delayed openings and school closings are announced on our official radio and television stations: WBLI (106.1 FM), WCBS (880 AM), WBAB (102.3 FM), WALK (1370 AM and 97.5 FM), Channel 12 (Cablevision), Channel 7 (WABC-TV) In addition, Connect Ed, a computerized telephone system, will deliver a recorded message to students home telephones. Private and Parochial Schools When West Babylon Schools are closed due to inclement weather, no transportation will be provided. Delayed openings of West Babylon Schools will result in delayed transportation to private and parochial schools. West Babylon Schools: A Partnership in Education DISASTER PREPAREDNESS AND CIVIL DEFENSE IN SCHOOLS Each year, it is important that we bring to your attention programs for disaster preparedness and civil defense in our schools so that we may be prepared for natural disasters, man-made disasters and other emergencies. The following plans have been made: If necessary, children will remain in their respective school buildings until notified that an emergency no longer exists. Depending upon the nature of the emergency, safest area procedures would be followed. An early dismissal plan may also be utilized. This plan calls for early dismissals in the following order: high school, junior high school and elementary schools. If transportation cannot be provided, students normally transported would be supervised appropriately until they would be picked up by a parent or designee. Whenever possible, a parent telephone chain will be implemented. Every parent is asked to review a contingency plan with his/her child in the event the child arrives home prior to the arrival of a parent or older sibling. Fire (evacuation drills) and lockdown drills will be practiced with students in all schools. AN IMPORTANT MESSAGE TO PARENTS/ GUARDIANS AND STUDENTS School Bomb Threats: It is a Class E felony for anyone to issue a false bomb threat directed toward a school in the State. The law also includes the crime of falsely reporting an incident of an explosion, fire or the release of a hazardous substance. Individuals convicted of issuing a bomb threat face felony criminal prosecution, as well as a oneyear suspension of their driver s license. Such persons may face youthful offender or juvenile delinquency adjudication. Recent legislation allows for up to $10,000 in restitution to be paid by any individual convicted of reporting a false incident or bomb, and up to $5,000 to be paid by the parents of a child who makes a false report. USE OF SCHOOL BUILDINGS, GROUNDS AND PROPERTY The West Babylon School premises may not be used except with the expressed permission of the Board of Education. Application forms and schedule of fees are on file in the athletic office for fields and gyms, and in the office of the Plant Facilities Administrator for all other facilities. The West Babylon Board of Education has established rules and regulations pertaining to the use of school buildings and grounds and all property belonging to the West Babylon School District when not in use for school purposes. These rules and regulations are intended to ensure the availability of school buildings for proper and reasonable use, while at the same time preventing abuses of school property, injuries to persons and improper conduct. They prohibit certain specific acts, but anything not covered in the rules which would be injurious to persons or property or which would constitute improper conduct on school premises is emphatically forbidden. The Board of Education has established a curfew at sundown on all school grounds and property whereby no person shall be permitted on school grounds thereafter with the exception of those participating in authorized, supervised activities. Any violation of this curfew shall be considered trespassing and violators will be subject to arrest and prosecution. The West Babylon Performing Arts Center (PAC) is available for rental during days when it is not being used for district purposes. PLEASE NOTE: Residents are reminded that there is no dog walking or golfing permitted on school property. Our main concern is for the health and safety of students and staff, which may be jeopardized by these activities. NATIONAL SCHOOL BREAKFAST AND LUNCH PROGRAMS Proper nutrition is a building block of student health. When a child arrives at school hungry, his or her readiness to learn is compromised. West Babylon Schools participation in the National School Breakfast and Lunch Programs provides free or reduced-price meals as part of the usual lunch program in a manner that preserves the privacy of the student and family. Breakfasts are available immediately before school. The serving times are as follows: Forest Avenue, South Bay and Santapogue: 8:35-8:50 a.m. JFK and Tooker Avenue: 9:05-9:20 a.m. Junior High School: 7:35-7:50 a.m. Senior High School: 6:45-9:45 a.m. For more information about our school food service program (including information about the National Breakfast and Lunch Programs), please call 376-7750. STUDENT RECORDS At the outset of each year, the principals forward a letter to each student s parent(s) entitled, Notification of Rights Under the Family Educational Rights and Privacy Act. This letter explains all matters pertaining to parents rights regarding the review of their youngsters official records. It also addresses the rights of students 18 years of age or older. The parent of a student under 18 years of age, or student who is 18 years of age or older, shall make a request for access to the student s school records, in writing, to the elementary principal of the building to which the student is assigned or the guidance chairperson in the secondary school. Upon receipt of such a request, arrangements shall be made to provide access to such records within a reasonable period of time, but not more than forty-five (45) days after the request has been received. The District Clerk serves as the Records Access Officer, and facilitates all requests communicated to her by the elementary principals and guidance chairpersons. SPECIAL EDUCATION The West Babylon School District is committed to the development and implementation of an appropriate education for students with disabilities who reside in the district. Students with a disability are entitled to an education if they are between the ages of three (3) and twenty-one (21) or until a regular high school diploma has been achieved by the student. The Committee on Special Education will initiate referrals for school-age students suspected of having a disability after attempting pre-referral intervention strategies. The Committee on Preschool Special Education (CPSE) is used to identify specific programs/supports for each preschool student with a disability residing in the district. The CPSE ensures that each child with a disability has the opportunity to participate in a preschool program and has access to appropriate services, as necessary. West Babylon Schools: A Partnership in Education GUIDANCE SERVICES The Guidance Department is central to the development and success of each secondary and intermediate student. Counselors provide students and parents with the information and direction that will enable them to succeed. Through the selection of appropriate courses and programs, students will be prepared to enter college, vocational programs or the world of work. Counselors meet frequently with teachers to review student placement and to conduct conferences with parents, students, and teachers in order to facilitate student achievement. Counselors also serve on the Instructional Support Team and make referrals to the team when necessary. A comprehensive guidance plan for 8th through 12th graders involves college and career planning, scheduling and financial aid. Parents, students and counselors meet frequently to carry out this work. Students can fill out a form to make an appointment to see their counselor at any time during the school year to discuss their future program or any problems they might experience. Parents should feel free to call a counselor to discuss a student s program or to make an appointment. PSYCHOLOGICAL SERVICES A service frequently provided to pupils is the diagnosis of the causes of pupil learning difficulties. The diagnostic study of pupils involves the measurement of abilities, the study of personality and behavior, the use of records, and the assessment of information concerning the student. Equally important are those actions taken to prevent or to correct conditions causing or influencing difficulties. A referral for psychological services is initiated in the elementary school by the teachers and the principal. In secondary schools, the guidance counselor is a frequent source of referrals. Often parents, family physician and community agencies request a psychological evaluation. Students are counseled. Referrals are made for services by other school staff or for judicial, family, psychiatric and psychological services not provided by the district. The school psychologist works closely with all staff members, principals, classroom teachers, school nurses, attendance officers, social workers, guidance counselors, reading teachers, pupils and parents in order to help each child to develop to the best of his/her ability. READING & MATH SUPPORT SERVICES Children provided with reading and math support services are given individual attention. Although the objective of the clinics is to improve reading and math scores, another important aspect is to give these children a new confidence in reading and math as well as a feeling of self-esteem. ADULT EDUCATION SERVICES A new brochure advertising Adult Education classes, sponsored by West Babylon Schools, will be sent under a separate mailing in August and in January. The best time to contact this office is on Monday and Wednesday evenings between 6 and 9 p.m. when school is in session. The U.S. Department of Education s Office of Civil Rights can be contacted at 212-637-6466, 75 Park Place, 14th Floor, New York, NY 10007-2146 ASBESTOS - AHERA AHERA (Asbestos Hazard Emergency Response Act of 1986) is a federal law enacted in 1987. The law required all school districts to inspect the district s buildings for asbestos-containing materials. Our facilities were inspected in accordance with the regulations. Based upon the findings of the inspections, a management plan was adopted by the Board of Education and accepted by the New York State Education Department. A copy of the management plan, six-month surveillance reports, reinspection reports and abatement reports are on file at the Facilities Office, 200 Old Farmingdale Road, West Babylon, New York 11704. All plans are available for inspection at the Facilities Office. NOTIFICATION OF PESTICIDE USE New York State Education Law Section 409-H, effective July 1, 2001, requires all public and nonpublic elementary and secondary schools to provide written notification to all persons in parental relation, faculty and staff regarding the potential use of pesticides periodically throughout the school year. The West Babylon School District is required to maintain a list of persons in parental relation, faculty and staff who wish to receive 48-hour prior written notification of certain pesticide applications.
