Results of the questionnaire - Ways to engage stakeholders in the development of the EOSC governance framework
Target group of the questionnaire Participants from three EOSC stakeholder workshops in 2015 and 2016: - 30 November 2015, Brussels: organised by HLEG EOSC to discuss the challenges and possible solutions for EOSC. - 5 Feb 2016, Rome: organised by EUDAT, EGI, OpenAIRE, GÉANT, and LIBER to understand the roles of e-infrastructures and RIs in EOSC. - 29 June 2016, Brussels: organised by EC for Member State representatives to discuss preparation of a roadmap outlining the governance and funding of EOSC. Questionnaire sent to 68 respondents - 21 responses. Respondents mainly represented RIs followed by e- Infrastructures. Funding Bodies the least represented. 5

Main issues discussed in workshops Issue Governance and funding of EOSC Further Explanation These should be based on strong national coordinating building blocks embed the practical advice of repository managers, IT service operators and researchers in the governance and operation of EOSC governance model must take into account the incentives of researchers to share their data synergies between research infrastructures and e-infrastructures governance structure that involves stakeholders compliance to GDPR and its national implementations to gather funders from member states together for a discussion 8

Ways of stakeholder involvement Stakeholder Users Ways of involvement attracting users to drive the development of EOSC being better informed and becoming users Research infrastructures Interest and advocacy groups ESFRI infrastructures could play an important role disseminating the EOSC into specific communities intensive interaction is needed between research infrastructures and EOSC (also on a practical level) these groups should be welcome and involved in the governance structures of EOSC draw on the experiences of e-infrastructures in regards to funding and governance e-infrastructures workshops to capture the opportunities and potential pitfalls of different models intensive interaction between research infrastructures and EOSC, also on a practical level 10
General conclusion The results of this questionnaire suggest that research communities and the concerned national research agencies should lead the implementation of EOSC and approve the EOSC governance implementation. Small sample but support for the approach taken by the EOSCpilot 11
Assumption about path forward Let s assume that EOSC to its nature is a federation of interoperable entities This would imply a federated interoperable governance framework Have a look at the new European Interoperability Framework for inspiration Promoting seamless services and data flows for European public administrations 12

Organisational interoperability Organizational interoperability Business process alignment Document the business processes using commonly accepted modelling techniques and agree on how these processes should be aligned to deliver the services of EOSC Organizational relationships Clarify and formalise the organisational relationships for establishing and operating EOSC 17
Semantic interoperability Semantic interoperability Support the establishment of sector-specific and cross-sectoral communities that aim to create open information specifications and encourage relevant communities to share their results on national and European platforms (e.g. RDA) Management of metadata, master data and reference data should be prioritised Perceive data and information as a public asset that should be appropriately generated, collected, managed, shared, protected and preserved 18
