OVERVIEW In the following pages, Hanover outlines the development of customized peer and aspirant institution lists for Southern University at Shreveport (SUSLA). The methodology described here represents a baseline approach to identifying peer and aspirant institutions. Per SUSLA s request, this report has been expanded to reflect 20 southern region institutions 15 peer institutions and five aspirant institutions. At the request of SUSLA or the Southern University System, this report can be further revised to include alternative variables in our analyses or adjusted weightings of the respective variables to reflect the criteria most important to SUSLA and the System. Based on our analyses, we identified the following peer and aspirant institutions for SUSLA. METHODOLOGY In the following paragraphs, we detail the methodology used to develop SUSLA s peer and aspirant institutions lists. Hanover collected all of the data used in our analysis from the National Center for Education Statistics (NCES) Integrated Postsecondary Education Data System (IPEDS). 1 We used the most recent data available at the time of each analysis in order to capture the most appropriate peer and aspirant institutions: 2012 data for the initial analysis of peer and aspirant institutions, and 2013 data for the newly added southern region peer and aspirant institutions. PEER LIST METHODOLOGY In developing the peer list methodology, Hanover reviewed SUSLA s website and publicly available documents to identify relevant criteria for selecting institutions most similar to SUSLA across multiple attributes. 2,3 We identified several key target areas to be prioritized in our search: Overall defining qualities of the University (for example, public, two-year, etc.) Emphasis on student diversity and underserved student populations (particularly African American students and adult learners) Promoting retention, graduation, and transfer to four-year institutions Offering high-demand programs and fostering student success within these programs Strong allied health/nursing programs Increasing e-learning/distance education opportunities Below, we describe the steps taken to identify the 10 institutions that most closely match SUSLA across a variety of characteristics. STEP 1: DATA COLLECTION AND INITIAL SCREEN The first step was to download a comprehensive list of potential peer institutions from IPEDS. For this initial list, institutions were required to meet the following criteria: Degree-Granting Institution Public, 2-year U.S. Only 1 IPEDS Data Center. Our initial screen yielded a total of 949 institutions that fit the above criteria. Next, in order to isolate institutions that share unique characteristics with SUSLA, we shortened the initial list by keeping only those institutions that also satisfied all of the following criteria: Total enrollment: 1,000 to 4,999 students Offers occupational, academic, and adult basic remedial coursework Open admission policy Offers at least some programs or courses via distance education This second set of filters narrowed the list of potential peers to 347. STEP 2: MEASURING THE SIMILARITY OF INSTITUTIONS The next step was to determine the degree of similarity between SUSLA and the potential peer institutions based on a number of criteria selected for analysis. We selected variables that accurately represent the institution s unique qualities and values, and then calculated the percentage similarity between a prospective peer institution and SUSLA using the absolute value of the following formula: Prospective Peer s Value SUSLA s Value SUSLA s Value The resulting calculation for each variable then represents the percentage difference between the prospective peer institution s value and SUSLA s value. The variables for which we calculated this percentage difference include the following: Enrollment Characteristics o Total fall 2012 enrollment o Full-time enrollment as a percentage of total enrollment Diversity o Black or African American enrollment as a percentage of total enrollment o Students age 25 and over as a percentage of total enrollment Program Offerings o Number of associate s programs offered o completions as a percentage of total associate s degrees Student Outcomes 4 o Number of associate s degrees o Number of certificates 5 4 te that a transfer-rate variable was unavailable for SUSLA through the IPEDS database for 2012. We therefore focus on other student outcomes measures such as retention rate and graduation rate. 2015 Hanover Research Academy Administration Practice 8

o Retention rate (fall-to-fall retention of first-time, full-time degree/certificateseeking students from the fall 2011 cohort) o Graduation rate (graduation within 150% of normal time for first-time, fulltime degree/certificate-seeking students from cohort year 2009) STEP 3: RANKING THE STRENGTH OF PEER INSTITUTIONS The next step was to rank the strength of potential peer institutions based on their similarity to SUSLA. To do this, we applied different weights to each of the variables noted above. At the request of SUSLA, these weights may be adjusted to reflect the level of importance the University attaches to each variable in selecting its peers; however, the percentage weightings across all of the variables must sum to 100 percent. For example, if SUSLA wishes to attach more weight to the number of associate s degrees than to the graduation rate, Hanover can adjust the weights accordingly. Conversely, individual variables simply can be averaged to apply equal weight to all characteristics. The individual weightings selected for Hanover s analysis are as follows: Enrollment Characteristics 20% o Total fall 2012 enrollment 10% o Full-time enrollment as a percentage of total enrollment 10% Diversity 30% o Black or African American enrollment as a percentage of total enrollment 25% o Students age 25 and over as a percentage of total enrollment 5% Program Offerings 20% o Number of associate s programs offered 5% o completions as a percentage of total associate s degrees 15% Student Outcomes 30% o Number of associate s degrees 5% o Number of certificates 5% o Retention rate 10% o Graduation rate 10% We used the following formula to calculate a weighted percentage similarity score for each potential peer institution: (Value A * X%) + (Value B * Y%) + (Value C * Z%)... = Weighted Percentage Similarity Score Ultimately, we selected the 10 institutions with the lowest weighted similarity scores (indicating the highest degree of similarity to SUSLA) for the final peer list. 6 5 Certificate conferrals reported under the IPEDS category of Certificates of 1 but less than 2-years. 6 In making our final selection, Hanover removed any institutions that had missing values for any of the variables included in the similarity score formula. 2015 Hanover Research Academy Administration Practice 9

ASPIRANT LIST METHODOLOGY In establishing the aspirant list methodology, we refer back to our review of SUSLA s website and publicly available planning documents to identify areas of importance to the institution. In particular, the following target areas appear particularly relevant to the identification of SUSLA s aspirant institutions: Promoting retention, graduation, and transfer to four-year institutions Increasing enrollment Increasing the number of certificate and associate s degree completers Increasing e-learning/distance education opportunities Expanding academic program offerings Below, we describe the steps taken to identify the 10 aspirant institutions that are similar to SUSLA across a variety of characteristics, but also demonstrate higher performance than SUSLA in key areas. STEP 1: DATA COLLECTION AND INITIAL SCREEN We began with the same initial and secondary screens used to identify peer institutions (which yielded a total of 347 institutions). In order to select aspirant institutions that also share important qualities with SUSLA, we set a threshold to maintain only those institutions reflecting a minimum level of similarity to SUSLA in the initial peer group analysis. We set the threshold at 75 percent, which yielded 195 institutions for further analysis. Given that we included a measure of the percentage of students enrolled in at least some distance education (see Step 2 below) in the aspirant identification criteria, Hanover also restricted this figure to a maximum of 25 percent to avoid placing too much weight on distance education. Further, we set a minimum threshold of 30 percent of fall 2012 enrollments comprising non-white students in order to ensure that each institution included in the final aspirant list serves a substantial population of historically under-represented students. The introduction of these thresholds narrowed our list to 52 institutions. Overall, the institutions included in our aspirant group analysis satisfied the following criteria: Basic criteria: o Degree-Granting Institution o Public, 2-year o U.S. Only o Total enrollment: 1,000 to 4,999 students o Offers occupational, academic, and adult basic remedial coursework o Open admission policy o Offers at least some programs or courses via distance education 2015 Hanover Research Academy Administration Practice 10

Weighted percentage similarity score of 75 percent or less (relative to SUSLA) 25 percent or less of the fall 2012 student population enrolled in at least some distance education At least 30 percent of fall 2012 enrollment is non-white STEP 2: MEASURING THE SIMILARITY OF INSTITUTIONS Similar to the peer group analysis, the next step was to determine the degree of similarity between SUSLA and the potential aspirants based on a number of selected criteria. Again, we chose variables that represent the University s unique qualities and values, and then calculated the percentage similarity between a prospective aspirant institution and SUSLA using the following formula: Prospective Aspirant s Value SUSLA s Value SUSLA s Value The resulting calculation for each variable, then, represents the percentage difference between the prospective aspirant institution s value and SUSLA s value. For this analysis, we did not take the absolute value of the formula above because a negative value indicates that an institution is lower performing than SUSLA for a given characteristic. The variables for which we calculated this percentage included: Retention rate Graduation rate Total fall 2012 enrollment Number of associate s degrees Number of certificates Number of associate s programs offered Percentage of students enrolled in at least some distance education 7 STEP 3: RANKING THE STRENGTH OF ASPIRANT INSTITUTIONS The next step was to rank the strength of potential aspirant institutions based on their similarity to SUSLA. As with the peer scores, we created a weighted aspirant score by assigning weights to each variable of interest, as follows: Retention rate (25%) Graduation rate (25%) Total fall 2012 enrollment (10%) Number of associate s degrees (10%) 7 te that the corresponding IPEDS variable indicates the percentage of students not enrolled in any distance education courses. We calculated the inverse of this measure for inclusion in our analysis. 2015 Hanover Research Academy Administration Practice 11

Number of certificates (10%) Number of associate s programs offered (10%) Percentage of students enrolled in at least some distance education (10%) As depicted above, Hanover s aspirant weighting scheme places greater emphasis on retention and graduation rates than other individual factors. At the request of SUSLA, we can adjust these weightings if needed to more accurately reflect the University s priority target areas. We then used the following formula to calculate the weighted percentage aspirant score: (Value A * X%) + (Value B * Y%) + (Value C * Z%)... = Weighted Percentage Aspirant Score Unlike the peer methodology, we used a process of measuring and ranking the strength of aspirant institutions that accounts for negative similarity scores, as the highest scores were selected as SUSLA s aspirant institutions. Using this formula, an institution can be lower performing than SUSLA in one area (or multiple areas), yet still be considered an aspirant institution if it is much higher performing across the other criteria. Institutions with a high, positive aspirant score represent the best performance across the key target measures; likewise, institutions with the lowest, positive values are the closest to SUSLA s reach. 8 SOUTHERN REGION PEER AND ASPIRANT LIST METHODOLOGY Using the initial list of southern region institutions identified by SUSLA, Hanover compared each institution s performance to SUSLA based on the following criteria to identify the aspirant institutions: Retention rate (at least 10 percentage points higher than SUSLA) Graduation rate (at least 5 percentage points higher than SUSLA) Number of associate s programs offered (at least five more programs than SUSLA) Percentage of students enrolled in at least some distance education (at least 5 percentage points higher than SUSLA) Institutions that either outperformed SUSLA in both the retention and graduation rate criteria specifically or outperformed SUSLA across three or more of the criteria above were identified as southern region aspirant institutions. All other institutions were categorized as southern region peer institutions. 8 In making our final selection, we removed any institutions that had missing values for any of the variables included in the similarity score or aspirant score calculations. 2015 Hanover Research Academy Administration Practice 12

PEER AND ASPIRANT INSTITUTION PROFILES This section contains data summaries of peer and aspirant institutions identified using the methodology highlighted at the beginning of this report. A snapshot of SUSLA is presented below as a point of reference to the subsequent peer and aspirant institutions. 2012 data are utilized throughout this section of the report. SOUTHERN REGION PEER AND ASPIRANT INSTITUTION PROFILES This section contains data summaries of SUSLA s southern region peer and aspirant institutions. A snapshot of SUSLA s 2013 data is presented on the following page as a point of reference to the subsequent peer and aspirant institutions. To be sure, 2013 data are utilized throughout this section of the report SUSLA is relatively small in size compared to the southern region peer and aspirant institutions, yet has a more diverse student body. SUSLA s total student enrollment is among the lowest of the group, though its full time enrollment both as a headcount and as a percentage of total enrollment is among the highest of the southern region institutions. SUSLA is one of just four HBCUs in this southern region group of peer and aspirant institutions, and has the highest percentages of both black or African American enrollment and nonwhite enrollment across the group. Additionally, SUSLA has the highest percentage of female students. SUSLA is more similar to its peers across two other enrollment categories: age and distance education. The percentage of SUSLA s student enrollment that falls between the ages of 25 and 64 is just 1 percentage point below the southern region group median and mean. Likewise, the share of SUSLA s students enrolled in at least some distance education is 3 percentage points below the group average and 4 percentage points below the median. Both percentages rank SUSLA in the middle 50 percent of the group. SUSLA s financial performance compared to the southern region peers and aspirants is relatively average. While the institution s total core revenues and total core expenses are both slightly above the average and median, SUSLA s values are well within the middle 50 percent of the group. At 20:1, SUSLA has a relatively high student-to-faculty ratio; just five of the southern region peer and aspirant institutions have a higher ratio. Meanwhile, SUSLA s graduation rate is equivalent to the group median and just 3 percentage points below the group average. SUSLA s retention rate, however, is among the lowest of the group.
