WSU LIBRARIES DECISION MATRIX FY 2001-2003 I STUDENTS A. Enhance Learning Goals $ Acquire and maintain up-to-date, relevant, and retrospective library collections in print, electronic and other formats, representative of the world=s store of information, and that support instruction, student learning, intellectual growth, and development of research skills. $ Provide highly effective and user-centered instruction in the use of information sources, internal and external to WSU, relevant to the basic and specialized information needs of students. $ Develop and maintain comprehensive reference and research services that are responsive to the information needs of students. a. Develop and maintain core collections of print journals to support undergraduate education. 2. Develop and maintain access to a core of high demand bibliographic and full-text electronic resources to support undergraduate education. 3. Maintain a core of the latest printed and digital monographic and multimedia resources to support undergraduate education. 4. Maintain current and retrospective printed collections to support graduate programs at WSU. 5. Develop and maintain access to electronic resources to support graduate programs at WSU. 6. Recruit and hire a Bibliographic Instruction Librarian, when funding permits, to evaluate and further expand the teaching role of the library in information literacy to undergraduate students and graduate students. 7. Page 2 8. Maintain efficient turn-around time and quality of results in acquiring, cataloging and making available resources acquired or licensed by the Libraries. 9. Effectively manage the library information system, the online catalog, and other information resources using national standards to provide effective access to the Libraries= entire collection 10. Develop a framework for providing guided and easy access to Internet and web-based resources to undergraduate and graduate students, remotely and on-site. 11. Develop and annually update a strategic plan for delivery of reference services in the new information environment, including goals for staffing, technology, access, print, and electronic resources requirements. 12. Provide electronic access to unique manuscript and archival materials housed in the Special Collections Department in support of student primary research. a. Biennial survey of undergraduate and graduate student satisfaction with library services and quality of knowledge base support. 2. Analysis of use statistics of print, multimedia, digital, and instructional resources. 3. Assessment of relative investments in the library knowledge base in relation to program enrollments, degree levels, national/international publication output, and cost of materials to maintain a balance between investments and institutional goals and priorities. 4. Assessment of number of Internet web sites, e-journals, and other full-text resources cataloged and linked to the library information system by the end of FY 2002 and 2003. 5. Assessment of number of electronic finding aids and digital collections made available by the Department of Special Collections to student clientele to support access to primary resources that enhance the development of research skills. 6. Assessment of number of bibliographic sessions conducted and number of students taught in relation to the size of student body and relevant disciplinary needs and requirements. Based on analysis of 5 years of use of paper journal collections, recommended to the University that the core body of high-use journals should continue to be protected from cancellation for the next three years to support undergraduate and graduate education. Received Pepsico gift through the University=s vending contract to support this decision. Allocated $100,000 of Library Enhancement Fee to serials budget to support decision. 2. Appointed standing Database Services/Digital Resources Committee to evaluate adequacy of electronic resources coverage for major disciplines and academic programs that support undergraduate and graduate education. 3. Based on the assessment, negotiated licenses to acquire access to 18 new electronic databases. Committed $84,000 to the base budget and in new funds for the fiscal year for this purpose. 4. Launched library pilot project to individually catalog relevant web sites, e- journals, and other electronic resources to provide multiple access points to these resources. 5. Included assessment of library services as a major component of job responsibilities in crafting the new position of Associate Dean for Administration. Recruited and hired an individual for the position with a strong background in research, assessment, and outreach services. 6. Invested in NetLibrary to provide student access to e-books on campus and remotely. Project undertaken as component of the Regents University consortial priorities. 2. Contracted with Amigos Library Services, Inc. for consulting services to assist the Libraries in proceeding with a strategic planning process which will involve the University community. Began the first phase of the strategic planning process with a one day off-campus workshop to prepare library faculty and staff for the project. The strategic planning process is targeted to begin during the Fall semester, 2001. 3. Continued development of electronic finding aids to support Internet access to the resources of the Special Collections Department. 4. Explored options for participating in new multi-state consortial efforts to acquire access to electronic resources, with initial emphasis on the sciences, medical science, engineering, and technology. 5. Continued strengthening of monographic collections which support undergraduate and graduate education, allocating approximately $500,000 for this purpose. 2. Support Goals $ Support students= educational goals and priorities by providing a safe, secure, flexible, and user friendly environment in which they can study and conduct research individually or in case-based learning groups and in accordance with their class and work schedules. $ Support the students= education mission by providing logical and easy access to the Libraries= collections and other physical resources. $ Maintain and make available for student use a state-of-the art information technology infrastructure as an integral component of the student learning and career preparation process. a. Enhance existing user space with a variety of study venues to support comfortable use of library facilities. 2. Begin process of developing wireless/cabling pilot to ensure provision of full Internet access in all library study rooms and study areas to support an information commons. The goal is to make Internet access omni-present within the library and its surrounding environs. 3. Maintain public services, reference, technical services, and special collections staff of sufficient size and appropriate subject expertise to support maximal library hours and information access. 4. Make laptop computers available to students for check-out within library premises to expand and support access to electronic and full-text resources. 5. Continue support and enhancement of the 24-Hour Study Room to provide students with a secure study facility and computer access during hours the

main library facility is closed. 7. Function as a viable partner in the national information network to support universal information access by providing efficient interlibrary loan and electronic document delivery services to students for needed materials not owned by WSU. a. Availability of state-of the art technology to support the learning and study needs of students. 2. Assessment of number of users entering the library facilities during normal operating hours. 3. Assessment of number of clientele using the 24-Hour Study Room facility. 4. Measurement of use statistics of library resources, in-house and external. 5. Number of annual transactions for use of electronic resources and the library information system. 6. Number of interlibrary loan and document delivery requests successfully filled. Assessment of timeliness of interlibrary loan services. 7. Assessment of user satisfaction with library facilities. 3. Decisions 1. Replaced 42 public area chairs to address the need for ergonomic seating for student use of scholar=s workstations. 2. Accepted gift of exotic plants to refurbish the lobby and Reference areas of the Ablah Library. 3. Began assessment of adequacy of the Music Library facility to support the programs of the School of Music in preparation for pending NASM accreditation review. Following discussions with the Chair of the School,

WSU Libraries Decision Matrix (Students- Cont=d) Page 6 committed library funding to acquire 5 amplifiers/receivers, 4 compact disk players, 1 DVD player, 1 VHS player and monitor and 1 networked print station. Made preliminary plans to replace 2 ranges of free-standing shelving and to acquire fully wired listening tables to further enhance the environment. Acquired access to the electronic bibliographic database RILM and the New Grove Dictionary of Music and Musicians Online. 4. Added networked print capability to the 24-Hour Study Room facility to provide access by students to the library information system, electronic resources, word processing software, and spreadsheets on a 24-hour basis. 5. Upgraded the Voyager Server with a Sun 3500 series to improve back-up systems and enhance memory. The Voyager System is heavily used by undergraduate and graduate students. 6. Extended the public printing network to the second, third, and lower levels of the Ablah Library to support student use of electronic resources, the Internet, and online catalog. Purchases included 4 laser printers, 3 Danyl card readers, and associated ITC software. 7. Replaced 26 student workstations in support of the Libraries= ongoing program to replace worn and outdated technology equipment. 8. Developed proposal and committed partial funding to develop a wireless network to address the need for Internet access in all seating and study areas of the library for students. Project funded by the Libraries and Academic Affairs. Pilot project currently underway. Five check-outable laptops initially acquired to support the project. As the project ensues, all areas on each floor of the Ablah Library will be covered by the network and the number of laptops available for student use will be increased to 10-15. This will greatly enhance student ability to study and do research in a flexible environment of group and individual use.

Shifted emphasis for an additional library faculty position from the area of bibliographic instruction to information technology, to be partially funded by Academic Affairs. This decision is critical to continued development of the Libraries= technology initiatives to support the information needs of undergraduate and graduate programs and to design a new information model for delivery of scholarly information at reasonable cost. II FACULTY A. Honoring Excellence Goals $ Provide opportunities for library faculty development and learning in areas of specialization/job responsibility to support a high level of productivity in job performance. $ Provide a venue for Library faculty to share new knowledge with other WSU Libraries faculty members. $ Provide equitable merit opportunities to award library faculty for excellence in job performance in accordance with university guidelines. a. Increase opportunities and funding for library faculty to participate in faculty development activities, including regional and national programs and conferences. 2. Develop opportunities for sharing of expertise within the Libraries. a. Number of library faculty participating in faculty development and professional activities in support of library functions and advancement of the discipline. 3. Number of library faculty receiving merit increases and regional/national recognition for excellence in job performance and professional activities. 4. Decisions 1. Increase the percentage of library faculty presenting papers and participating

Develop an expectation of faculty receiving faculty development support that proceedings of conferences and workshops attended will be shared with departments, faculty, and staff colleagues upon their return. 2. Intellectual Exploration Goals $ Create and maintain a library environment and level of support to enhance faculties= opportunities to contribute to research and advancement of their disciplines. a. Acquire and maintain printed resources, core journal collections, and electronic resources basic to the research and teaching needs of faculty at WSU. 2. Acquire and maintain manuscript and archival resources to support research and teaching needs of WSU faculty. 3. Maintain sufficient interlibrary loan and document delivery services, staffing, and funding to efficiently deliver to faculty research resources not owned by WSU. 4. Continue to build intellectual exploration into the evaluation guidelines for library faculty in support of research. a. Assessment of collection strengths in comparison with peer institutions and programs. 2. Assessment of collection acquisitions in comparison with national and international publication output and WSU=s program profiles. 3. Annual feedback from library faculty. 4. To support growth in library faculty publications, paper presentations, and to advance WSU=s visibility in contributions to advancement of the discipline of library and information science, fiscal support provided by the Libraries was increased to assist the library faculty in achieving professional development goals. b. Appointed faculty committee to review the library faculty criteria with special attention to the definition of librarianship in the new information environment and in consideration of research, service, and excellence values expressed in the Decision Matrix. 3. Laid groundwork with the academic deans, colleges, departments and faculty to collaborate in systematic efforts to plan and build an appropriate balance between ownership vs. access of scholarly information resources to support faculty instruction and research and at the same time develop new models for containing the cost of access to scholarly journal information. 4. Designated development of assessment tools for evaluation of library services as a major component of the pending strategic planning process. 5. Recruited and hired a new Associate Dean for Administration with a research and assessment background to support the development of evaluation methodologies which will reflect most recent trends in evaluating library services from a client perspective. 6. Participated in national forums and workshops exploring the uses of LibQual as a new library assessment tool developed by the Association of Research Libraries (ARL) to measure the quality of library effectiveness from clientele/service perspective. 7. Contracted with external consultant to work with the WSU Libraries in the strategic planning process. Central to this process is involving the university community as stakeholders in defining desired services and collection strengths to support instruction and research in the 21 st Century information environment. Faculty/Staff workshop held June 12 in pre-preparation. Public planning process scheduled to begin Fall, 2001. 8. Continued exploring strategies to stabilize funding that support monographic and journal research collections.

Enhanced Learning Goals $ Provide rapid and timely access to research materials unavailable from the Wichita State University Libraries= collections, on behalf of faculty, through partnerships with other research libraries and commercial document delivery services in the United States and internationally. $ Work collaboratively with the faculty, University Computing, and Media Resources to identify and provide information access services reflective of the changing technology environment. $ Assist in the research and advancement by WSU faculty by provision of services which instruct in the use of library technologies and access to digital information. 1. Subsidize and provide efficient access to faculty for research resources not owned by WSU. 2. Keep faculty apprised of new resources added in their specialities; hold special sessions and workshops as appropriate in the use of electronic resources in the specialities, particularly when new databases are added. 3. Continue to maintain in the library information system timely acquisitions information identifying new materials on order, in process, and received. 4. Provide Internet access to all faculty carrels within the Libraries. 5. Pursue as a long-range goal provision of desk-top access to electronic resources where ever faculty work, study, and conduct research. a. Faculty satisfaction with efficiency of interlibrary loan services. 1. Faculty satisfaction with quality of collections and electronic resources.

Formal assessment of faculty satisfaction with instruction/consultation. 5. Capability of the library information system to provide access to resources to the desktop to faculty where ever they work, study, or conduct research. 3. Decisions 1. Targeted faculty satisfaction with interlibrary loan and document delivery services as a key assessment component when strategic planning occurs. 2. Deferred assessment of library success with faculty workshops/consultation until strategic planning occurs. 3. To enhance library support for faculty learning goals and research, included provision of Internet access to faculty carrels as a component of the Wireless Network Project. 4. Delayed decision on need for cabling in faculty carrels until Internet II has been implemented. Reassessment will be made as phase II of the Wireless Network Project. 5. Delayed decision on installing docking stations in key points of the Libraries to support use of personal laptops by faculty and students until UCATS has been able to resolve major security issues. 6. Included in the $84,000 investment to acquire new electronic resources such databases as J-STOR, AIAA Papers, IEEE Xplore, Art Retrospective Index, INSPEC, and CIS Universe to broaden support for faculty research. This initiative also represented the continuing goal of the Libraries to develop capability to deliver to the desk-top of faculty access to scholarly journals. 7. Partnered with 31 libraries representing NSF/EPSCoR states to negotiate multi-state consortial licensing agreements to secure access to 950 full-text scientific, medical and technical journals. Support Goals $ Develop and maintain library collections and services which will effectively support the instruction and research needs of all faculty. $ Provide user-friendly and effective on-site and remote access to information resources. $ Serve as full partners with faculty in enhancing the student learning process and in imparting critical thinking and information literacy skills to students through use and analysis of information resources. a. Select, acquire, and make available sufficient printed and electronic resources to support faculty excellence in instruction and research. 2. Negotiate networked licensing agreements for high demand electronic resources to ensure delivery of access to the desktops in faculty offices and faculty residences. 3. Establish a special pool of funds to address library resources needs of new faculty and new academic programs. 4. Fund library faculty and unclassified professionals travel and development to support key library initiatives. 5. Collaborate with faculty to determine student needs and to teach students use of the literature and bibliography of their disciplines (print and electronic). 1. Number of full-text electronic resources with licensing agreements to deliver to the desktop wherever faculty teach and do research. 2. Results of biennial library survey to assess faculty satisfaction with library services and research support. 3. Decisions 1. 2. Explored development of LibQual type survey to assess the quality of support for faculty as a component of the strategic planning process. c. Established $250,000 endowment via the Pepsi Gift to support acquisition of library resources for new programs and new faculty at WSU. 4. Decided to evaluate future directions of the Libraries= collaborative role in teaching information literacy as a component of the pending strategic planning process. 5. Retention Goals $ Develop and maintain an organizational environment which will support retention of a competent, committed and diversified faculty. a. Continue as a viable partner in the national and international exchange of information to support faculty research priorities at WSU. 2. Provide administrative leadership to advance library development, faculty development, and services of WSU. a. Faculty satisfaction with quality and quantity of library services at WSU. 3. Decision 1. Develop tools for assessing faculty satisfaction with quality and quantity of library services at WSU as a component of the strategic planning process. 6. Recruitment Goals $ The University Libraries is committed to equality of opportunity in employment. The University shall seek to encourage and promote recognition and appreciation of the realities and benefits of multiculturalism and diversity, and work to foster an atmosphere within the University which provides equal employment opportunity and upward mobility for all qualified persons. Continue to actively support the University=s commitment to recruit and retain a competent and diversified faculty. III STAFF A. Honoring Excellence Goals $ Provide opportunities for relevant and timely staff development which will enhance library services and contribute to the professional growth of library staff. $ Provide opportunities for recognizing/rewarding excellence in staff accomplishments and in job performance. a.
